DAY 01

It featured the top level executives from Myanma Petrochemical Enterprise, Oil and Gas Planning Department, MOEE, the Pyithu Hluttaw Electricity and Energy Development Committee, Yangon Regional Permanent, Ministry of Education, Planning Finance and Investment Committee, Yangon Regional Parliament, Parami Energy, Elite Petrochemicals, DG of the Ministry of Natural Resources and Environmental Conservation, WLPGA, Union of Myanmar Federal Chamber of Commerce and many more were present.

David spoke on the current situation with LPG in the global market. It was clear from his data that there was going to be a lot more LPG available in the coming years with the majority coming from gas processing activities. LPG would need to find markets where it is needed and with the current growth of LPG in emerging markets, all that was needed was for the infrastructure to be in place to get it there.

Klaus Gohra opened the session discussing the pillars of the LPG business: sustainable industry growth, climate and environment, health and economic growth.

Highlights from this session were the environmental benefits of LPG use in Myanmar and how it can significantly help the country move towards its sustainable development goals, cutting down deforestation and indoor air pollution by providing a safe, clean energy that would drive economic growth and development in Myanmar. The use of LPG was encouraged by Daw Hla Hla Htwe, Deputy Director, ECD, Ministry of Natural Resources and Environmental Conservation.

This panel described in detail the steps that need to be taken for the development of a clear roadmap for the LPG industry in Myanmar. The panel stressed that government policies were key in the success of any future and that it was very grateful to have the government’s support and presence at the event. Energy illiteracy and poverty was mentioned and how to combat these items. It was also unanimously agreed that safety was a top priority and that moving forward, the formation of a national LPG association would be the best place to start. The WLPGA has formulated a process for countries wanting to set up an association. There were some hints that there were talks about forming an association already ongoing in the industry and that working together with the WLPGA, a comprehensive action plan would soon be in place to take the industry in Myanmar to new heights.

The topic of Autogas was once again brought up and it was propounded that Autogas could have the potential to be a true game changer in Myanmar.

The panel felt that the best use of Autogas would be in conversion of the countries already existing taxi fleet but would only truly be successful if the government was able to help by developing an incentive scheme for drivers to do so. The panel also discussed the possibility of using LPG for power generation as Myanmar is somewhat lacking in electricity.

DAY 02

David Tyler, Director WLPGA opened up the day with a presentation on the use of autogas and its possible potential use in Myanmar. It was stated that the demise of diesel due to increasing environmental concerns from the WHO and other environmental bodies is creating a unique opportunity for LPG to be used in vehicles as Autogas. Currently whereas usage is concerned, Autogas only represents a small portion of what LPG is used for – just 9% (which is about 28 million tonnes per annum) across the globe. The usage of autogas is also concentrated in just a handful of countries. It represents a very underutilized function of LPG which is often overlooked by most countries and that as Myanmar is about to go through a rapid increase in use over the next few years, the market might be able to develop a thriving industry with support from the government, local industries and LPG suppliers, but only if there is support from all 3 of these major groups of stakeholders.

Panel Session 2:Innovation in the LPG industry

Moderator: David Tyler, WLPGAPanelists: Harish Anchan, Envirofit; Jes Kaliebe Petersen, Phandeeyer; Arnaud Lobry, Makeen Energy; Carbin Guo, Polygon (Beijing) Energy Technology Corp.

The second panel discussion was on innovation in the LPG industry and the panel covered developments in LPG technology such the use of RFID valves and Pay-As-You-Use Technology that basically connects cylinders to the IoT (Internet of Things) industry.

This connection allows for remote and cloud data storage and monitoring of LPG use providing gas companies the ability to track cylinders, filling records, delivery management and end user distribution and also allow users to only use small portion of LPG at a time on demand, much like people pay for their mobile prepaid top-ups.

It was also stated that as Myanmar has a high penetration of smart-phone use that technologies like this could be easily implemented if done correctly.

The day was brought to a close with a Good Practices and LPG Safety workshop by David Tyler, where participants went over with David LPG best practices to ensure the safety storage, handling and usage of LPG.

During the Myanmar LPG Summit 2019, the official launch of the Myanmar WINLPG Chapter took place during the Summit as well as a workshop tied up to the conference for a third day on 5th April. Active participants to the signing of the official launch were Alison Abbott, WLPGA; Zin Mar Oo, Puma Energy, Steve McBride, Parami Energy and also WINLPG Ambassador in South East Asia; Klaus Gohra, Trafigura.

75 people attended the workshop which focused on some of the challenges faced by the industry to attract women. The amount of participants from the Myanmar business was unprecedented and the workshop was successful. It was underlined at the workshop that most LPG consumers are in fact women who manage the purchasing decision of the product and who also predominantly use the product. WINLPG aims to bring women, and men, together across all business sectors, ages and levels to discuss and support the development of diversity within the LPG industry and is managed by Alison Abbot, Communications Director, World LPG Association (WLPGA). The Association identified that there was a clear opportunity for the global LPG industry to take medium and long term actions that can address the issue of attracting, retaining and developing women in the LPG industry. Within the industry, there are few women, not only at executive level, but at all levels. Well done, Alison!
