1.0 INTRODUCTION Calibre Consulting are undertaking Structure Planning and associated preliminary engineering on Lot 21 Caves Road, Hamelin Bay. The site is situated approximately 0.4km south of the Caves Road/Hamelin Bay Road West intersection.
Figure 1: Locality Plan (NTS) The development proposal is to subdivide the said land into 35 rural residential lots. Revision 1 of this report was submitted to MRWA in May 2015 and at a meeting on 17 June 2015 the following amendments were discussed:
• One formal intersection off Caves Road is to be provided approximately 200m south of the previously proposed intersection 1. This intersection is to incorporate the adjacent lot access (Lots 1 and 251 Caves Road)
• The previously proposed intersection 2 forms part of the Fire Management Plan for emergency access/egress only.
The subdivision layout was amended to suit MRWA comments and the draft Structure Plan is to be found in the attachments. Figure 2 details the proposed intersection and emergency access points. The northern emergency access point is incorporated into the existing cemetery and beach access.

This preliminary report details proposed intersection locations, anticipated traffic volumes and movements, sight distance availability and provisional intersection standard. The objective of the report is to gain Main Roads WA in-principle support for the formal intersection and emergency access.

2.0 TRAFFIC ASSESSMENT 2.1 CAVES ROAD Caves Road has a posted speed limit of 80km/hr adjacent to the proposed development. Pavement width is approximately 6m with unsealed shoulders (1.0m to 1.5m wide). Traffic count data is available for Caves Road 400m west of Bussell Highway (November 2014). Average daily volume (the highest being weekdays) is approximately 760 vehicles. 83% of vehicles are Class 1; 4% Class 2 and 11% Class 3. 2.2 TRAFFIC GENERATION The development will consist of 35 rural residential lots. Detached dwellings typically generate between 8 and 10 vehicle trips per day. This site is a considerable distance from the usual trip destinations. In addition the site has no access to public transport, resulting in a heavy reliance on motor vehicles. Therefore a traffic generation rate of 10 vehicles per day has been adopted for this assessment. Although there will more than likely be a high percentage of lifestyle dwellings, 7.5% to 10% of the total vehicle trips are assumed to occur in the peak hours of 8.00am to 9.00am and 4.00pm to 5.00pm. The morning peak-hour trips will be weighted towards the outbound direction, and the evening peak-hour trips towards the in-bound direction. No proposed future connection to other subdivision roads is possible due to topography, planning limitations and bush reserve covenants. Therefore the trip generation modelled in this assessment represents the likely ultimate scenario. 2.3 TRAFFIC DISTRIBUTION In assessing the intersection on to and from Caves Road the following has been adopted for the purpose of projecting traffic volumes over the road network:
• The busiest day will be modelled based on traffic volumes at 120% of the observed daily traffic volumes (both on Caves Road and within the subdivision);
• Peak a.m. and p.m. volumes will be modelled at 10% of the daily volume; • In the a.m. peak 25% of the trips will be inbound to the subdivision, and 75% will be outbound. • In the p.m. peak, 75% of the trips will be inbound and 25% will be outbound; • 90% of all traffic generated by the proposed subdivision will travel along Caves Road to the Bussell
Highway; and 10% towards Hamelin Bay.
The projected A.M and P.M. peak turning movements at the proposed intersection are detailed in Figures 3 and 4 below.

3.0 SITE ASSESSMENT Sight distance was measured at the proposed intersection location in both directions. As per drawing 14200E-CK03 the distances were 220m to the northwest and 280m to the southeast.

In accordance with Austroads Part 4A the Safe Intersection Sight Distance (SISD) at 80km/hr (+ 10Km/hr – i.e. 90km/hr) is 214m (Reaction Time = 2seconds). There is more than adequate SISD in both directions. No assessment is made of the emergency access points as these will only be used in the event of a bushfire and the area will generally be under modified traffic management for the duration of any incident.

4.0 PROPOSED INTERSECTION STANDARD The projected volumes at the critical movements are very low in relative terms. An intersection type of ‘Rural Basic’ would be considered appropriate with turn treatment warrants Basic Left Turn (BAL) and Right Turn (BAR) on Caves Road (sealed shoulder widenings).

A concept layout is attached to the report (Dwg 14200-CK04). This drawing also details the requested access to Lots 251 and Lot 1. 5.0 INTERNAL SUBDIVISION ROADS Internal subdivision roads would be constructed to a rural standard with a 6m wide seal, an unsealed shoulder and open swale drainage. Road reserves would be 20m in width. A typical cross section is depicted below.
