Dear Vince, LOT 1, 90-104 FELTON MATHEW AVENUE, ST JOHNS – PRELIMINARY SITE INVESTIGATION
1.0 Introduction
Pattle Delamore Partners Limited (PDP) has been engaged by Fletcher Residential Limited (FRL) to prepare a Preliminary Site Investigation (PSI) related to potential contaminated land matters at Lot 1, 90-104 Felton Mathew Avenue, St Johns, Auckland (‘the site’; refer Figure 1)1. The PSI works have been undertaken in support of a resource consent application for a change in land use at the site from light industrial use to medium density residential use. The purpose of this PSI is to advise FRL of the nature and significance of any contaminated land issues which may be present at the site.
The site appears to have historically comprised pasture/grazing farmland until at least 1959 (based on available aerial images), after which by 1996 it comprised a wooded portion of land immediately northwest of industrial warehouse units (present day roof-tile manufacture facility). Anecdotal information (provided by FRL) and historical site plans suggests that the land was used as a reserve / car park. At the time of the site walkover the land was largely undeveloped with an electricity substation in the southern corner of the site, and an asphalt car parking area along the southern boundary of the site.
This report investigates and summarises the actual and/or potential contaminated land issues associated with the current and historical use(s) of the site and has been prepared to satisfy the requirements of the following regional and national contaminated land regulations:
• Resource Management (National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health) Regulations 2011 (‘the NES-CS’); and,
• Auckland Unitary Plan; Operative in Part (AUP OP) (Auckland Council (AC), 2016).

This PSI has been prepared by a Suitably Qualified and Experienced Practitioner (a SQEP), and has been undertaken in general accordance with the Ministry for the Environment (MfE) Contaminated Land Management Guidelines No.1 (CLMG No.1) - Reporting on Contaminated Sites in New Zealand (MfE, 2011a).
2.0 Objectives
The key objective of this PSI is to identify any actual or potential ground contamination sources, including any Hazardous Activity and Industry List (HAIL2) land-use, within the site, either from historic and/or current sources and/or activities occurring at the site.
3.0 Scope
The scope of work undertaken by PDP, as agreed with FRL, includes:
• Completion of a desktop study including the review of publicly available historic aerial images, AC property files for 90 and 90-104 Felton Mathew Avenue3, and an AC site contamination enquiry for the site;
• A walkover inspection for potential contamination sources and site characterisation;
• Interview(s) (if possible) with personnel with a good knowledge of the site and its history;
• Identification of actual or potential contamination sources/HAIL land use, and its likely location, at the site;
• Development of a Conceptual Site Model (CSM) to indicate the potentially complete source-pathway-receptor linkages which may be present at the site; and,
• Preparation of this PSI report.
4.0 Site Investigation
4.1 Site Description
The site is currently identified as Lot 1, 90-104 Felton Mathew Avenue. FRL has obtained approval for the subdivision of 90-104 Felton Mathew Avenue into Lot 1 (4,450 m2) (the site) and Lot 2 (18,350 m2) to the immediate southeast, however, a Section 224C certificate has not yet been issued and so the site is still legally described as Lot 1 DP84454.
The site is currently an area of vacant land approximately rectangular in shape. Based on aerial imagery the site largely comprises landscaping and appears to be lightly wooded. An access track runs from southwest to northeast across the middle of the landscaped area and an electrical substation is present in the southern corner. The southeast quarter of the site comprises an asphalt car park (part of a larger car park to the south). The site is bordered by Felton Mathew Avenue to the southwest, by residential

properties to the northwest, and by light industrial warehouse units (tile manufacture facility) to the south. East of the site is a public footpath with vacant reserve land and the railway corridor beyond.
The site is northwest of a tile manufacturing facility located on the parent site (to be Lot 2), and to the east of the intersection of Felton Mathew Avenue and Howard Hunter Avenue (refer Figure 1).
4.2 Geology, Hydrogeology and Topography
The Geological Map of Auckland (Edbrooke, 2001) indicates that the site area is underlain by sandstone of the Puketoka Formation. The Puketoka Formation is characterised by pumiceous mud, sand and gravel with muddy peat and lignite: rhyolite pumice, including non-welded ignimbrite, tephra and alluvia.
Topographically the site is split by a steep embankment into northwest and southeast halves with a topographic high in the western corner (27.5 m RL) and a topographic low in the eastern corner (23.5 m RL). The northwest half of the site slopes steeply down to the southeast and is between 3-4 m higher in relative elevation. The southeast half of the site slopes gently down to the east.
Borehole records from AC for the railway corridor adjacent to the east of the site report measured a static groundwater level of 14.1 m (assumed to be depth relative to ground level).
A stormwater culvert flows from west to east approximately 15 m south (down gradient) of the eastern site corner.
4.3 Aerial Images
Aerial images from 1940, 1958, 1968, 1972, 1979, 1980, 1987, 1988, 1996, 2006, 2015/2016, and 2017 were reviewed. Historic aerial images were accessed from the Auckland Council GIS viewer (https://geomapspublic. aucklandcouncil.govt.nz/viewer/index.html), and the publicly available website, Retrolens (http://retrolens.nz/map/#/1770011.0389284873/5889273.526582686/1771521.8645655592 /5890266.013621742/2193/12). All aerial images are provided in Appendix A and a review of these images is provided in the sections below.

The surrounding area also largely comprises cleared land thought to be used for farming purposes. A railway line runs from north to south approximately 100 m east of the site.

1988 The area of site south of the treeline has been developed as a car park / storage area for the adjacent industrial site to the south. Stored materials (suspected shipping containers) are evident onsite along the southern and eastern boundaries.
No significant offsite changes.
1996 The suspected shipping container is no longer present toward the eastern end of the central site.

2006 No structures /stored goods are evident on the hardstand along the southern portion of the site which is now a car park.
The northern half of the storage area is a car park and the southern area is largely occupied by shipping containers and a large structure (present day marquee-type building) approximately 25 m south.

These files contain detailed information for the site areas, not all of which is applicable to the investigation area. 4.4.2 Site Contamination Enquiry
A Site Contamination Enquiry was submitted to Auckland Council who confirmed that no onsite pollution incident files associated with spills/contamination were reported. The closest reported incident was at 61-67 Felton Mathew Avenue (approximately 100 m southwest of the site) associated with paint dye entering a watercourse (which appears to be culverted below the site) in 2014 with an approximate loss volumes of <10 litres.
In the surrounding area (200 m buffer around the site) the enquiry identifies:
• Four incidents (two relating to the nearby paint dye spill and two relating to a discharge of sawdust to air);
• One bore record (expired) associated with the construction of up to 24 bores for the Transit Eastern Corridor Project; and,
• One consent record for AHI Roofing Limited to discharge contamination into air from the chip coating, painting and glazing of steel roofing products. This consent is registered to 90-104 Felton Mathew and is associated with the industrial units on Lot 2 (i.e. offsite).

4.4.3 Site Enquiry to Licensing and Compliance Services Department
An enquiry was also made to the Environmental Health Unit of the Licensing and Compliance Services Department (LCS) in January 2019 to request any additional information held by this team regarding soil contamination issues at the site. This review indicated Auckland Council’s regulatory records indicate that 90-104 Felton Mathew Avenue has been subject to wastewater leaching, the storage of dangerous goods and is classified as filled/weak ground.
4.5 Site Visit/Walkover
PDP attended site on 22nd January 2019 to complete a site walkover inspection. The land-uses on site were reported as expected (based on the recent aerial image review), with the site comprising vacant land with an electricity substation in the southern corner. The substation was of painted blockwork construction and appeared to be operational. A mound/berm of soil running from northeast to southwest across the northern half of the site (suspected fill material) caused an increase of approximately 3-4 m in elevation relative to the southern half of the site. Several piles of basalt boulders were observed along the base of this mound. A compact gravel access track was present running southwest to northeast across the base of the mound connecting Felton Mathew Avenue and the railway corridor. Localised minor areas of dumped rubbish (i.e. mattress, carpet, toilet, etc., as a result of fly tipping) were observed along the western site boundary. A number of suspected asbestos containing fibre cement fragments were identified along the northwest site boundary. The southeast quarter of the site comprised part of an asphalt car park separated from the vacant land by a security fence. The car park was for use by staff at the adjacent tile manufacture facility.
The surrounding area to the south was confirmed as predominantly industrial land-use with the tile manufacturing facility adjacent to the south, and a vehicle repair garage beyond Felton Mathew Avenue to the west. The site was bordered by residential properties to the north. A footpath ran along the eastern boundary of the site separating it from the railway corridor, where it was observed that the area was being used for grazing. A culverted stream was present approximately 15 m south of the site flowing west to east.

Contact details for personnel knowledgeable about the history of the site were not provided, and hence interviewing site staff / local persons was not undertaken.
5.0 Information Summary
The information gathered during this PSI regarding the current and historical land use of the site related to potential ground contamination can be summarised as follows:
Potential Fill
During the site walkover the site topography was noted to rise steeply to the north. The property file refers to this mound as a berm used as an acoustic and/or visual barrier between the residential and industrial sites. The mound is suspected to comprise fill / re-worked soil material (potentially subject to HAIL Category G3 or G5 – landfilling/waste disposal to land).
During the site walkover fragments of suspected asbestos fibre cement were identified at the top of this mound along the boundary with residential properties.
Fly Tipped Waste
General household rubbish was evident on the surface of the site along the site boundary of Felton Mathew Avenue and the residential properties to the north. Further, the property files note that historical fly tipping has occurred in 2004 and 2008 (potentially subject to HAIL Category G5 – landfilling/waste disposal to land).
Car park / Storage area
The southern end of the site has comprised a hardstand carpark / storage area associated with the adjacent tile manufacture facility to the south since at least 1980 (based on aerial images). The nature of goods stored in this area is understood to comprise; imported raw materials, tiles for export, timber (as per property file record) (potentially subject to HAIL Category A18 – bulk storage of treated timbre outside).
Electrical Transformer
A blockwork building in the southern corner of the site has been evident on aerial images since 1972 and is understood to comprise an electricity substation (potentially subject to HAIL Category B4 – power stations, substations or switchyards).
Pollution Incidents
Four pollution incident reports were identified by the contaminated land enquiry, these related to two offsite incidents; one for the release of <10 litres paint/dye into a watercourse upstream of the site and the second for the release of sawdust to air in the nearby industrial park. It is therefore considered unlikely to have influenced the proposed development area (Lot 1) at the site due to the nature of the discharge and the distance between the development area and the point of discharge (>100 m).
Discharge Consent
The consent for the discharge of contaminants to air at 90-104 Felton Mathew Avenue is associated with the industrial unit on Lot 2. It is therefore considered unlikely to have influenced the proposed development area (Lot 1) at the site due to the nature of the discharge and the distance between the development area and the point of discharge (>100 m).

Potential Sources from Adjacent Land Use
As noted in the aerial image review and the Site Contamination Enquiry, the site is bordered by a tile manufacture facility to the south with further light industrial units beyond Felton Mathew Avenue to the west. The property file has identified a number of potential contamination sources from offsite activities (largely associated with Lot 2) including: decramastic tile manufacture; bulk paint and bitumen storage; kerosene, diesel, LPG, and petrol storage and use; construction using asbestos containing materials; truck and car parking and vehicle movements; timber and tile export storage (potentially subject to HAIL Category H – the migration of hazardous substances from adjacent land in sufficient quantity that it could be a risk to human health or the environment).

7.0 Conclusions
The PSI information review has identified potential sources, uses or activities that could have resulted in ground contamination at the site (90 Felton Mathew Avenue), comprising the following:
Sources likely to have influenced onsite contamination:
• Landfilling/waste disposal to land – from the mound of soil at the northern end of the site suspected to comprise uncharacterised fill materials; from fly tipped materials (domestic waste);
• Operation of an electricity substation in the southern corner of the site – potential for PCBs to have become incorporated into soil during operation and maintenance; and,
• Asbestos impacts from historic structures and/or building materials – associated with; suspected ACM fibre cement fragments along the northern end of the site; and, ACMs and asbestos containing pipes used during construction.
Sources present but unlikely to have influenced onsite contamination:
• Storage of materials on the site; including raw materials for tile manufacture, and possible treated timber; and,
• Migration of contaminants to site from adjacent offsite sources (chiefly the tile manufacturing facility);
The positive identification of actual/potential HAIL land-uses at the site indicates that the NES-CS and its regulations apply to the piece of land, and would be triggered by the proposed activities which are expected to include: sub-division and change of land-use (from light industrial to residential), and ultimately soil disturbance. The consent activity status under the NES-CS associated with the proposed activities will have to be determined in relation to the intended staging of the works, and the subsequent improved understanding of the contaminant concentrations at the site (i.e. as a result of a Detailed Site Investigation).
Depending on the expected area and volume of soil disturbance from the proposed works, and subject to the potential level of contaminants that may be present, the contaminated land rules of the AUP-OP may also be applicable to the proposed development of the site.
The actual/potential contaminated land issues identified in this PSI are able to be addressed using contaminated land management practices for the proposed change in land use.

This report has been prepared by Pattle Delamore Partners Limited (PDP) on the basis of information provided by Fletcher Residential Limited and others not directly contracted by PDP for the work, including Auckland Council. PDP has not independently verified the provided information and has relied upon it being accurate and sufficient for use by PDP in preparing the report.
