Civic Center Master Development Plan Initiated City Council Motion Introduced January 2017 LASCB Environmental Impact Report Adopted March 2017 Civic Center Master Development Plan Design Guidelines Developed 2018 - 2019 LASCB Request for Qualifications Released April 2019 Los Angeles Street Civic Building Project Overview Overview The City of Los Angeles is pursuing a public-private partnership (P3) agreement to design, build, finance, operate, and maintain the Los Angeles Civic Building Project (LASCB) at the site of the former Parker Center, located at 150 N. Los Angeles Street. Bureau of Engineering (BOE), is the project manager. The Project consists of a civic facility with office space for approximately 3,000 City employees, basement parking, a conference center, public displays showcasing the historical significance of the Parker Center, a childcare center, street-level commercial tenant space, and a 2,000 to 3,000-square-foot community center. The goal of the Project is to create a distinctive urban facility for City functions, with a unique and innovative design and an activated ground floor level that will connect at sidewalks and public spaces the various civic, cultural, residential and employment uses in the Civic Center district. Public-Private Partnership (P3) Process The LASCB will be delivered through a P3 procurement. The P3 process combines both project delivery design - construction - financing - long-term operation and maintenance and preservation of the facility under a contract with a selected development team. After a Request for Qualifications issued in April 2019, the City announced, on August 29, 2019, a recommendation to short list three proposer teams that will be eligible to respond to the Request for Proposals for the LASCB.
