LONGBURN WIND FARM | BURCOTE WIND RENEWABLES WELCOME Welcome to Burcote Wind’s third public exhibition regarding our new Longburn Wind Farm proposals located on land 6.7 kilometres (around 4.2 miles) east of Carsphairn. Please take some time to look at both the displays and the 3D model, which is designed to give an impression of how the turbines would appear in the local landscape. BURCOTE WIND Burcote Wind is a Scottish renewable energy company based in Dunfermline. We have been operating since 2009 and have four projects active throughout Scotland, with our current focus for investment being Dumfries and Galloway. We have recently agreed a joint venture with ERG Renewables, a large Italian utility company, who have built and operate onshore wind farms throughout Europe. They have been operating successfully in the energy sector for almost 80 years and is the leading wind energy operator in Italy and one of the primary operators in Europe with over 1,446 MW installed capacity to date. Burcote has two proposed developments within Dumfries and Galloway; Longburn Wind Farm and the recently consented Sandy Knowe Wind Farm in Upper Nithsdale. We believe passionately in the need for renewable energy but are also acutely aware of the necessity for sensitive and sustainable development. We take great care to make sure our wind farm proposals are sympathetic to the needs of local people and the local environment. LONGBURN WIND FARM PROPOSALBurcote Wind is consulting on proposals for a wind farm of up to

10 turbines. The site is located 6.7 km (approx. 4.2 miles) east of

Carsphairn and 11.6 km (approx. 7.2 miles) west of Moniaive.

The site benefits from a good wind resource, while its location is

also relatively remote. Local topography and surrounding woodland

will also help to mitigate any visual and landscape impacts from the

wind farm from Carsphairn, Moniaive and St John’s Town of Dalry.

With an installed capacity of up to 20 megawatts (MW), the project

has the potential to power up to the equivalent of over 15,000

homes.

SITE HISTORYBurcote Wind previously considered a larger Section 36

development on the site, firstly with proposals for a 26 turbine

scheme before revising down to a 20 turbine scheme.

We held two public exhibitions in Carsphairn for our original

proposals, engaging with the communities and collecting feedback.

Following an in depth review of the project and considering

the feedback received through our programme of community

consultation, we made the decision to amend the scheme.

We have again, as a result of discussions with Dumfries and

Galloway Council and taking into consideration the views of local

communities, taken the decision to revise our proposals further to a

10 turbine scheme to ensure that Longburn Wind Farm represents

the most suitable development possible for the site.

LONGBURN WIND FARM - UPDATED PROPOSALSWe have now revised our application and submitted a Proposal of Application Notice (PAN) to Dumfries and Galloway Council in February 2016. This new application is for a 10 turbine wind farm, each turbine with a blade tip height of 134m and a capacity of up to 2MW. The total installed capacity of the development will be up to 20MW.

Taking into account feedback from statutory consultees and the local communities, the new design has, as far as is possible, sought to address landscape / visual and Cultural Heritage concerns from the previous application, whist avoiding on-site environmental constraints and retaining a viable development proposal.

ECONOMIC BENEFITSBurcote Wind is committed to ensuring that each of our developments make a significant contribution to both

the local communities and economy. Longburn Wind Farm will represent a capital investment of £30.6m, with the

potential to create 30 jobs through the construction period.

In addition to this, at our consented Sandy Knowe development in Upper Nithsdale, we proposed a bespoke local

procurement policy that will afford local contractors a 5% price advantage when tendering for contracts on the

wind farm. We intend to follow the same model at Longburn to ensure that local companies can experience the

significant benefits of working with Burcote Wind within the Dumfries and Galloway region.

COMMUNITY BENEFIT FUNDSAt Longburn Burcote Wind propose to provide a Community Benefit Fund worth £5,000 per MW of installed

capacity. The community will have control over these funds to create a long-lasting legacy for local communities,

for example by funding education and training, support for businesses and enterprise, social well-being, energy

efficiency and local energy generation, as well as providing support for local organisations through grant funding.

The funds available will be worth up to £100,000 per year, or approximately £2.5 million over the 25 year operational

life of the development.

Throughout the last 5 years we have engaged closely with the local communities regarding the Longburn Wind

Farm and we are committed to continuing this engagement going forward. In particular we are keen to continue

discussions with the local communities about local priorities for community funding and work with the communities

to develop a community benefit model that is best suited to the area.

SHARED OWNERSHIPWe are leading the way in offering local communities a share in the ownership of our developments, as we have done at

our Sandy Knowe Wind Farm development. This will provide a greater boost to the local economy and will compliment

our community benefit offer and the wider economic development opportunities created by our projects.

We are keen to discuss the possibility of shared ownership with the communities local to Longburn Wind Farm

and to tailor an offer best suited to deliver what we believe is a unique opportunity for the communities to create a

sustainable legacy for future generations.

OUR COMMUNITY CONSULTATION TO DATEWe held our first set of public exhibitions in October 2012 followed by a second set in May 2013, where we received a range of comments and feedback about our proposals and potential uses for the associated community benefit fund. This has helped us to shape revised proposals for the site and hold more detailed discussions with the local community about community benefit.

We have convened a Community Liaison Group (CLG) comprising representatives of the local community, which has met four times so far. The remit of the group is to meet periodically to provide updates about the proposal and ensure that our consultation with the local community is responsive to its needs.

The graph below details the local priorities t hat have been identified as potential uses for the fund so far.

NEXT STEPSWe are currently finalising our full planning application and hope to submit the application to Dumfries and Galloway Council in June 2016. This will be accompanied by an Environmental Statement and a Pre Application Consultation Report (PAC), outlining the detail of our application and our community consultation to date.

The PAC Report will be supplemented by the feedback we receive from these public exhibitions. As a considerate and responsive developer, Burcote will review all feedback received and will look to make further improvements to the proposal where possible.
