    Editorial Welcome to the November edition of LoddonValley Link. This month many people will beenjoying bonfire and fireworks parties; do keep

    safe, and if you are having a party at home bear inmind that neighbours with petsmay well appreciate a warning(see p. 23)

    November is also of course avery important month becausewe remember those who have

    given their lives in war. Thisyear is particularly important,being the centenary of the startof the First World War. Ourcentral feature tells the story oftwo local residents who won theVictoria Cross in that war.

    There is an update on theplanning application fordevelopment in Dixon Road (onthe News from Sherfield Parkpage) and there is also afeature explaining the planningprocess.

    We also have details of pre -Christmas events, where youcan look for the perfectpresent.

    Pastoral Letter - Remembering

    November is, of course, a special season for remembrance. As theQueen and the Royal Family, the Prime Minister and many others laytheir wreaths at the Cenotaph, and we hold our own services, I suspectthat that this will be even more moving than usual as we mark thehundredth anniversary since the outbreak of the Great War. Thenumber of those who died or who were wounded on both sides isbeyond our comprehension, although I came a little closer than I haveever done before on a recent visit to the Tower of London when I sawthe sea of poppies cascading from one of the windows into the moat.

    Youve probably seen it on television, for the installation has attractedhuge amounts of publicity. Each one represents a British casualty and

    you cant help but be moved by what you see in front of you. Musicoften makes me weep, books do from time to time, but art? I canhonestly say that never - until that day - had I cried for what I sawrepresented.

    I dont remember very much about the poetry we read at school - itwas rather a long time ago! But one poem made a huge impact. Thepoet contrasted the way that we as humans weep over the death of awhale, washed up on a local beach, whereas the death of millions inwar doesnt move us in the same way. Somehow its not personal; weneed to find a way of connecting personally with the dead asindividuals. Maybe thats less true more recently, since modern mediabrings each soldier killed in Afghanistan or Iraq to life for us - we knowtheir name and we see their family in their grief. In some small waythey become individuals, just like each of the ceramic poppies in theTower moat.

    As Christians we believe that God knows us in that same way. Psalm139 is a favourite of many; we read in it that He knitted us together inour mothers wombs and that no matter how far away we try to go toescape from God, Hes always there to help and lead us. How amazingis that? So as each of the names on our war memorial are read aloudon 9th November, even though we dont know their story, lets takecomfort from the assurance that they are known to God and now restin His peace forever.

    The PPG would like to publicise the fact that Flu Clinics have recentlystarted to vaccinate patients most at risk. This includes everyone over65, those under 65 with specific long term conditions such as diabetes,kidney or lung disease, pregnant women and all two to four year olds.People born between 2 September 1934 and 1 September 1936 and 2September 1943 and 1 September 1944 also qualify for the shingles

    Fireworks and animals

    A local resident has requested that whenplanning a bonfire and fireworks party athome you let animal -owning neighboursknow in advance. It can be a real issue,particularly with horses and cows who canstampede and do themselves and othersserious harm. For example, this particularresident put her horses in as a neighbourhad let her know he was going to be letting off fireworks, and wasextremely glad she had the next morning when she found some reallysharp pieces of plastic from a firework scattered around the field.Furthermore some horses may need to be sedated, and this usuallyneeds a day or so to take effect.

    Dixon Road Planning Application

    The date for comments to theproposed development of a gypsyencampment on forest land off DixonRoad in Sherfield -on -Loddon closed on 26 September. Basingstokeand District Borough Council (BDBC) planning officers received 567comments on the proposed development. 28 were from consulteesand 539 were from the public. Due to this large response the planningofficers required additional time in order to complete their review andassessment process. The review of the planning application is nowlargely complete and it is expected that a decision on the applicationwill be made during November.

    New Parish Council on Sherfield Park

    The governance review team have now completed their review of the

    first stage consultation process which showed that 61% of all votescast were in favour of the formation of a new parish council onSherfield Park. Following further discussions within BDBC thegovernance review team will undertake a second consultationbetween 17 December and 30 January. Subject to a positiveresponse, the governance review teams final report andrecommendations will be submitted to full Council for approval on 26March 2015. If the Council approves the new parish council will be

    formally constituted in April 2015. It is now an appropriate time to consider the membership of the newparish council. At this time it is unclear how many councillors will berequired but initial indications suggest between six and eight.Councillors must be over 18, residents of Sherfield Park and UKcitizens.     Stratfield Saye September Parish Report

    The Parish Council held a barbecue at the Village Hall on BankHoliday Monday. Despite the weather it was a great success and willhopefully be repeated next year.

    The 3rd Christmas lunch for parishioners will be held in the VillageHall on Tuesday 16th December 2014 starting at 12 noon. Tickets are5.50 - for the full works with all the trimmings! Please let SuzanneNixon, Jean Carruthers or Penny Mayo know if you wish to comeeither at the next Monday coffee morning (2nd November) at 11am orby email [email protected] . I do hope as many of you as possiblecan come as it is always very enjoyable.

    Unfortunately there is still no decision on the Stratfield Saye bus fromthe Borough Council. It will run to the end of December, and theCouncil is still exploring options of diverting an existing service totake residents either to Wokingham or Basingstoke. A final decisionwill be made in December but prospects are not hopeful.

    The Parish Council is applying for some free saplings from theWoodlands Trust so if you have any ideas of where they can beplanted please let the Clerk know.

    The Clerk has applied to the Borough Council for a grant to install anew boiler in the Village Hall.

    The Parish Council has donated 1,000 towards further work neededinside the historic Parish Church. The exterior looks marvellous afterall the work done to it.

    Classes in the Village Hall are very varied and take place most days - from bridge, art, and dance to Pilates. So if you want any informationplease contact Linda Bishop on 01189332106.

    The thorny issue of broadband provision in the parish was discussed.01256 numbers are now receiving a greatly improved service but0118 numbers still have a terrible service at present. A resident isinvestigating possible solutions.

    Unfortunately house deliveries of the Loddon Link can no longer besupported in the Fair Cross and Great Dover Street areas. Copies ofthe magazine will be left at Fair Cross bus shelter, the church porch,

    Prayer Points for November

    Pray for those who are involved in the selection of a newpriest in charge, that they will be led by the Lord and thatthere will be a successful conclusion to the second interviews

    Pray that the fighting in Syria and Iraq will come to an end and bereplaced by a lasting peace. Pray for peace in Iraq and in all countrieswhere violence and terror cause so many to live in fear each day.

    Pray for all who attend the various home groups this autumn, thatthey may enjoy warmth and fellowship as they study your word.

    Give thanks for the successful completion of the St. Leonards Churchextension and for the contributions of so many, of both money andtime.

    Pray for those who feel isolated and lonely as the darkness comesearlier each evening

    The Victoria Cross - Local Heroes

    James Welch VC

    James Welch was born in StratfieldSaye on 7th July 1889.

    At the outbreak of the First WorldWar Welch signed up and joined theRoyal Berkshire Regiment. He wasthen drafted to the First battalionwhere he very quickly attained therank of lance Corporal.

    It was during the Battle of Arras on29th April 1917 that Welch won hisVictoria Cross. His unit wasadvancing on a strong Germandefensive line in Oppy when heentered a German trench. After asevere hand -to -hand struggle hekilled one German soldier, chased

    four others across open land andcaptured them single -handed. As ifthis was not enough he then manneda machine -gun for five hours beforebeing wounded. He even went outinto the open several times to collectammunition and spare parts to keep the machine -gun workingproperly. By the end of the war he had attained the rank of Sergeant.

    Returning home he moved to Sheffield where he worked in a boxfactory until around 1960. The only break from this was when hevolunteered for the RAF Auxiliary Reserve during the Second WorldWar. Upon retirement he moved to Bournemouth with his wife Daisywhom he had married in 1915. He died at the age of 88 and is buriedin Bournemouth Crematorium.

    John Aidan Liddell VC MC

    John Aidan Liddell was born at Benwall, Northumberland on 3rd August 1888. In 1904 the family moved south finally settling inSherfield Manor (now Sherfield School) in 1908.

    He was educated atStoneyhurst Collegeand Balliol College,Oxford. While at Oxfordhe was granted aCommission with theThird VolunteerBattalion of the Argylland SutherlandHighlanders.

    When the First WorldWar started Liddelltravelled to Scotlandwhere he was made aSecond Lieutenant inthe Third Battalion.

    Active service soonfollowed in France buthe was then taken illand transferred to a UKmilitary hospital.

    Following recuperationLiddell applied for andwas accepted into the Royal Flying Corps in 1915 with the rank ofCaptain. He was posted to 7 Squadron in France. On 31st July hetook off in an RE5 with Second Lieutenant Roland Peck asObserver/Gunner to carry out a reconnaissance mission behindenemy lines. An attack by a German aircraft left the RE5 severelydamaged and Liddell was badly wounded in the left leg and thigh.Despite this he managed to get the aircraft back to a friendly airfieldand land safely, thus saving the aircraft and the life of his passenger.For this he was awarded the Victoria Cross.

    The left leg was so badly damaged it was amputated in a hospital inFrance. The operation was successful but blood poisoning set in andLiddell lost his fight for life on 31st August.

    His body was returned to England and buried with full military

    REFURBISHMENT PLANS

    The village hall management committee is currently in discussion with a firmof architects to plan out the shape and details of the refurbishment.

    BEER FESTIVAL

    The beer festival was a resounding success with most of the forty barrels ofbeer, eight boxes of cider, two pigs and lots of fish and chips beingconsumed, The modest profit made will be used to support the village halland St Michaels Hospice.

    Update from Sherfield - on - Loddon Parish Council

    Meeting Dates

    The next full Parish Council meetings will be held on the12th November 2014 and 10th December at 7.30pm in theLiddell Hall. Dog Fouling

    The Parish Council has become increasingly aware that dogs arefouling the village green and football pitches. Under the CleanNeighbourhoods and Environment Act 2005 owners who fail to clearup after their dogs can be fined up to 1,000 if they are taken to court.In addition a fixed penalty scheme allows authorities to issue 50 spot

    fines for the offence. Not only is it illegal not to clear up after your dog,it is unpleasant, antisocial and dangerous to children who play in thisarea.

    Burial Ground

    The Parish Council has applied for a grant to enhance the ParishCouncil burial ground next to the Church Cemetery. It is now open forburials.

    The Planning Process

    We have featured several articles recently on the proposeddevelopment in Dixon Road, Sherfield -on -Loddon. We thought readersmight like a little background and explanation on the planning process

    in England and Wales.

    As the local planning authority (LPA) Basingstoke and District BoroughCouncil (BDBC) is responsible for deciding whether a proposeddevelopment should be allowed to go ahead. Most new buildings, majoralterations to existing buildings and significant changes to the use of abuilding or piece of land need planning permission. When BDBCreceives planning applications it publishes them and invites comments,especially from people and businesses most closely affected. It will also

    consult the relevant parish council and may also consult organisationswith special expertise about a particular planning application. You canview the details of planning applications, either online:www.basingstoke.gov.uk/browse/environment -and -planning/planning/applications , or at BDBCs offices.

    The framework for planning is the national plan -led system. Theprinciple behind this system is to ensure a balance between the need todevelop the areas where people live and ensuring the surrounding

    environment is not negatively affected for everyone. Each LPA mustprepare a local development framework (LDF) which outlines howplanning will be managed for that area. In determining planningapplications, local planning authorities must have regard to their LDF.

    As part of this system the parish council may have its ownneighbourhood plan to provide for local needs. The plan should set outa positive vision that meets identified local needs and makes sense forlocal people. Sherfield -on -Loddon Parish Council, for example, hasproduced a policy -led neighbourhood plan with the aim of providingguidance for development, enabling easier consultation andinformation -sharing, and reducing costs. Planning decisions for a parishhave to be made in line both with the neighbourhood plan and withBDBCs plan for the whole borough.

    Basingstoke Civil Service RetirementFellowship

    The speaker at BCSRFs October meeting, Phil Howe (director ofHidden Britain Tours), gave a talk on Jane Austens Hampshire. Sheused many places in and around Basingstoke as the basis for herfictional homes and estates. Phil took us on a tour with the aid of amap. Locations included Hackwood Park, Farleigh House; TheWheatsheaf at Dummer, North Waltham, Ashe, Deane, ManydownHouse, the Vyne at Sherborne St John, and also of course the Churchand Rectory at Steventon.

    The group meets on the first Wednesday of each month at BrookvaleVillage Hall from 10 am 12 noon. All retired civil servants and theirpartners are welcome.     National Womens Register

    Our last meeting was a talk and discussion on thepositive outcomes of war. It is difficult to think ofwar as having advantages, but necessity is the

    mother of invention and there were numerous advances made duringvarious wars, most notably during the First and Second World Wars.We started our evening with a quiz, just to see how much we all knewbefore the talks. It was interesting to learn that Nutella was inventedduring WW2 chocolate was in short supply, so hazelnuts wereadded and thus it became a popular spread.

    Ordnance survey maps were developed duringWW1 and the zip was invented. After the quiz we

    listened to various talks. On the technological side,computers were used during WW2 and radar wasanother development. Many of us knew that nylon resulted fromwartime use, but cling film also came about from its use for wrappingsensitive equipment. There were also several medical innovationsduring WW1. The Thomas Splint was invented for treating brokenbones and as a result the survival rate improved dramatically. Bloodbanks and plastic surgery saved and improved the quality of manylives. A material five times more absorbent than cotton was used fordressings in field hospitals - this material became Kotex.Democracy in England developed from wars. In 1215 Magna Carta,which granted basic human rights, resulted from an uprising by thebarons. The English Civil War led to parliamentary government,replacing the absolute power of the monarchy. The two World Warsbrought about many changes, especially for women. In 1919 the votewas given to women over the age of 30 in recognition of their war

    work. For the first time they could also stand for parliament and in1919 Nancy Astor became the first woman MP. This contrasts withSwitzerland (a neutral country) which did not give women the voteuntil 1971. Women had to take on many traditional mens jobs duringboth world wars and this eventually opened up opportunities includingfor professional careers, especially for married women who werepreviously expected to give up work on marriage.

    It was a very enlightening and interesting evening and we all learnt

    EvergreensOur chairperson began with the business part of the meeting byinforming the members that our Christmas lunch would be on the 1stof December at the Longbridge Mill Sherfield on Loddon. OurDecember meeting which would have been our party will now be theChristmas lunch instead. As we shall not be having a party it wassuggested we could have soup and rolls at our January meeting. Any

    other suggestions would be welcome at our November meeting.We then had our Harvest Festival which was taken by the Rev.Richard Lane from the Baptist Church. He also told us about himselfand his family and that he came to this area in July.

    After tea and biscuits we had our harvest auction of vegetables, fruit,and home made cakes before the meeting closed.
