By M/s Ambuja Realty Development Ltd under the provision of Central Government, Gazette Notification dated 14, March, 2017 Dear Sir, With reference to the above mentioned subject, we are herewith submitting the Form1, Form1A, Conceptual plan and necessary Annexure. The Stepwise events that have occurred are summarized below:- 1. In the year 2006, Ramky Infra Consulting Pvt. Ltd had been appointed for conducting Environmental Impact Assessment to obtain the necessary Environmenta I clearance of the project from Ministry of Environment & Forest, Delhi. 2. The application was filed to the Ministry of Environment & Forest, Delhi on 31.12.2007 vide letter No. ARDL/PS/F.1 dated 24.12.2007 3. A Technical presentation before Environmental Impact Assessment committee (EIAC) had taken place on 03.05.2008. 4. A letter had been issued by State Expert Appraisal Committee of Chhattisgarh informing the formation of State Level committee at Chhattisgarh and the application for Environmental Clearance is under the Ministry of Environment & Forest, the case will be considered by the State Level Committee only after the receipt of the file from Ministry only. 5. The State Expert Appraisal Committee of Chhattisgarh vide their letter No. 123/SEIAA-CG/EC/Bldg const const. RYP/7 /08 dt. 18.07.2008 informed that the original application filed from Ministry of Environment & forest has not reached them till now and therefore requested to submit fresh Application to State Expert Appraisal Committee of Chhattisgarh. 6. Subject: - Submission of application for Environment Clearance for project City Centre,located at Raipur on Khasra No. - 773. 774/1, 941, 942, Pawari Halka No. 109 at Village -Saddu, Tehsil - Raipur, District - Raipur (C.G.), Chhattisgarh. By M/s Ambuja RealtyDevelopment Ltd under the provision of Central Government, Gazette Notification dated14, March, 2017

Dear Sir,

With reference to the above mentioned subject, we are herewith submitting the Form1,

Form1A, Conceptual plan and necessary Annexure.

The Stepwise events that have occurred are summarized below:-

1. In the year 2006, Ramky Infra Consulting Pvt. Ltd had been appointed for conducting

Environmental Impact Assessment to obtain the necessary Environmenta I clearance

of the project from Ministry of Environment & Forest, Delhi.

2. The application was filed to the Ministry of Environment & Forest, Delhi on

31.12.2007 vide letter No. ARDL/PS/F.1 dated 24.12.2007

3. A Technical presentation before Environmental Impact Assessment committee (EIAC)

had taken place on 03.05.2008.

4. A letter had been issued by State Expert Appraisal Committee of Chhattisgarh

informing the formation of State Level committee at Chhattisgarh and the

application for Environmental Clearance is under the Ministry of Environment &Forest, the case will be considered by the State Level Committee only after the

receipt of the file from Ministry only.

5. The State Expert Appraisal Committee of Chhattisgarh vide their letter No.

123/SEIAA-CG/EC/Bldg const const. RYP/7 /08 dt. 18.07.2008 informed that the

original application filed from Ministry of Environment & forest has not reached

them till now and therefore requested to submit fresh Application to State Expert

Appraisal Committee of Chhattisgarh.

6. Building plan was initially sanctioned .bv Raipur Nagar Nigam on 07.10.2007 and

revised on 09.07.2008. the building plan was finally sanctioned on 20.10.2010

Ambuja eotia7. A fresh Work order was Issued to M/S Center For Sustainable Development, vide

Work Order No. CCR/S/020 dt.18.10.2010 preparing the report to obtain the•Clearance from the State environmental Impact Assessment Authority ,

Chhattisga rh.

8. The State Expert Appraisal Authority & Committee at Chhattisgarh was dissolved by

December, 2010 and not formed till March 2011.

9. The State Expert Appraisal Authority & Committee at Chhattisgarh had been formed

in the month of September 2011.

10. The application (Form-I, Form -IA and Conceptual Plan) for Environment Clearance

was immediately submitted on 20/09/2011.

11. The case was discussed in the 74th meeting of SEAC, Chhattisgarh held on

29/09/2011. Committee then decided to ask the project proponent to su bmit some

information / documents. Project proponent was informed vide letter dated

24/10/2011. Project proponent submitted the information/documents vide letter

dated 26/11/2011.

12. The case was considered in the zs" meeting of SEAC, Chhattisgarh held on

11/01/2012. Committee then decided to ask project proponent to present the case

with all relevant information / documents.

13. Project proponent presented the case in 80th meeting of SEAC, Chhattisgarh held on

31/01/2012.

14. A letter No. 163/SEAC-CG/EC/Contru/RYP/268 dt. 08.02.2012 was issued by theChhattisgarh State Expert Appraisal Committee for submitting certain technical

clarifications.

15. Reply on query after technical presentation has been submitted to CG SEAC on

09.05.12.

16. A letter No. 129/ SEAC-CG/EC/Contru/RYP/268 dt.21.08.2012 was issued by the

State Level Committee for submitting valid permission of construction from

Municipal Authority . Valid Sanctioned plan was submitted to the State Level

Committee Vide letter No. AP/ CCR/EIA/03/12 dt. 31.08.2012.

17. A letter No. 402/SEAC-CG/EC/Contru /RYP/268 dt. 01.02.2013 from State Level

Committee was issued mentioning violation of Environmental Protection Act by

ARDL referring notification dated 12.12.2012 of Ministry of Environment & Forest on

steps to be taken against such violation and also directing to submit a board of

resolution of ARDL with () commitment to obey the Environment Protection Act,

1986 and the violation will not be repetitive and also that after submission of such

board resolution only the process will be forwarded for next step to issue the

clearance.

18. In view of the act and circumstances of Environmental Clearance of this project the

desired Board Resolution was submitted to State Environmental Impact Assessment

Committee Chhattisgarh on 12.03.2013 . A Notarized copy of Board of Resolution

submitted to State Expert Appraisal Committee Chhattisgarh on 21.03.2013.

Ambuja19. SEIAA,Chhattisgarh perused the proposal/information/documents submitted by the

project proponent in its zs" meeting held on 15/03/2013. After delibe ration, theSEIAA, Chhattisgarh unanimously accepted the recommendation of SEAC,Chhattisgarh and decided to recommend for initiating legal action against projectproponent under section 19 of Environment (Protection) Act, 1986 for the violationof the provisions of EIA Notification, 2006, as construction has been started withoutobtaining environmental clearance as per provisions of EIA notification, 2006. StateGovernment was requested vide letter dated 26/04/3013 for the same. RegionalOfficer, Chhattisgarh Environment Conservation Board informed vide letter dated24/09/2013 that court case under relevant provisions of the Environment(Protection) Act, 1986, the Water (Prevention and Control of Pollution) Act, 1974 andthe 21 of the Air (Prevention and Control of Pollution) Act, 1981 has been filed on05/09/2013 against the project proponent.

20. The case was considered in the 114th meeting of SEAC, Chhattisgarh held on09/10/2013. Committee perused the information / documents submitted by projectproponent and action taken against the project proponent. After deliberation, asthe project proponent started construction activities without obtainingEnvironmental Clearance, Committee unanimously decided to recommend actionagainst project proponent as per office memorandum No. J-11013/41/2006-IAII(I)dated 12/12/2012 and 27/06/2013 issued by Ministry of Environment & Forests,Government of India. The case will be considered further after taking actions as permemorandum mentioned above.

21. SEIAA,Chhattisgarh perused the application submitted by the project proponent andminutes of the meeting of SEAC, Chhattisgarh in the 31st meeting held on16/11/2013. After deliberation, SEIAA,Chhattisgarh unanimously decided that sincelegal action has already been initiated against the proponent and as such it is of theview that SEAC, Chhattisgarh should apprise the proposed on merit basis afterfulfilling the criteria laid down in the OM at 12/12/2012 and 27/06/2013 and sendthe recommendation to SEIAA,Chhattisgarh.

22. Regional Officer, Chhattisgarh Environment Conservation Board, Raipur hasinformed vide letter daL(~ 24/09/2013 that case has been filed against projectproponent in the court of CJM, Raipur on 05/09/2013 Project proponent hassubmitted formal resolution of Board of Directors to ensure that violations will notbe repeated vide letter dilled 21/03/2013.

23. The case was considered in 125th meeting of SEAC, Chhattisgarh held on10/01/2014. Committee pursued the documents and decided to ask the projectproponent to submit following information:-

• Permission of the Central Ground Water Board for withdrawal of ground water.

• Project proponent was intimated accordingly vide letter Number 1611/SEAC-CG/EC/Contru/RYP/268 dt. 13.03.2014.

AmbujaNeotia24. The case was considered in the 157 til meeting of SEAC, Chhattlsgarn held on

08/07/2015. Committee then decided to ask project proponent to present the case

with all relevant information / documents. Project proponent submitted

confirmation regarding usage of municipal supplied water at the project vide letter

No. AP/CCR/EIA/04/13-14 - 82 dt.09.07.2014.

25. Project Proponent was intimated vide letter No. 2223/SEAC-CG/EC/RAIPUR/267 dt.

27.07.2015 for technical presentation in 1581h meeting of SEAC Chhattisgarh to be

held on 30.07.2015.

26. Project proponent was intimated for submitting document review fees vide letter

No. 2176/SEAC-CG/EC/RAIPUR/267 dt. 09.07.2015

27. Project proponent presented their project in the 158 th meeting of SEAC,

Chhattisgarh held on 30/07/2015. Project proponent submitted the Fees of Rs.

1,00,000.00 towards the document review fees on 30.07.2015 by Bank Draft vide

letter reference Number AP/CCR/EIA/08/15-16 -207 and Building completion

certificate submitted to SEAC Chhattisgarh as instructed by the com mittee on

03.08.2015.28. Committee unanimously decided to issue the environmental clearance and

accordingly the case was forwarded to the SEIAA, Chhattisgarh.

29. As per the 160th minutes of meeting of SEAC Chhattisgarh on 30.7.2015, the

committee has decided to take a status report regarding court case matter. After

that the matter will proceed.

30. The SEAC asked the proponent for re-submission of all the above documents vide

their letter 929/SEAC.CG/Building & Construction project/267 New Raipur on

12.09.2016

31. A complete set of documents were re-submitted vide their letter no

AP/CCR/EIA/08/16-17 /260 on 05.10.2016. to SEAC, Chhattisgarh

32. The Authority intimates tile proponent on 27.04.2017 to submit the application to

the MOEFCC under violation matter in view of the notification dated14.03.2017.

separately stored under cover in bales. Sand was

stacked neatly under tarpaulin cover. Bricks and

steel were laid in open. No construction materials

or waste was allowed to stacked outside the

periphery of project site.

1.15 Facilities for treatment or

disposal of solid waste or liquid

effluents?

Yes Solid Waste:

The solid waste generated from the project

was/will be in the form of:

Construction Waste: Left over cement and

mortars, cement concrete blocks, aggregate, sand

and other inorganic material was recycled and

reused as granular subbase (GSB) layer of

pavement. Earth rendered surplus from the

excavation was utilized in the back filling of site

and landscaping.

Operational Phase:

Total solid waste generated in operation phase of

project is 1,220 kg/day out of which quantity of

the domestic waste is 1189 kg/day. Solid wastes

generated are segregated into biodegradable

(Kitchen waste and left over foods etc.) and

recyclable (papers, cartons, thermocol, plastics,

glass etc.) components are collected in separate

bins. The biodegradable organic wastes will be

treated inside the premises in future but presently

disposed off from site through Municipal

Corporation. Recyclable and non-recyclable

wastes are being disposed through Govt. approved

agency.

Liquid effluents:

During construction phase, sewage was treated and

disposed through septic tanks with soak pits. The

wastewater in operation phase is being treated up

to tertiary level in a STP of 250 KLD capacity and

the treated sewage is being reused for D.G.

cooling (20 KLD), horticulture (approx.58 KLD)

and HVAC (108KLD). Thus the project is zero

discharge, both in non rainy season and monsoon

season.

1.16 Facilities for long term housing

of operational workers?

Yes The project is commercial in nature. During the

operational stage, the employees and

visitors/spectators are coming for daily activities

only. Thus, no long term housing for the

operational workers is available.

14.03.2017 related to violation cases & Standard TOR for Building & Construction projects,

notified by MoEF&CC. The proposed TOR for the EIA studies is as follows:

1. Details of land use as per Master Plan and land use around 10 km radius of the project site

will be examined. Analysis will be done based on latest satellite imagery for land use with

raw images. Flood plain of any river will be checked.

2. Details of environmentally sensitive places, land acquisition status, rehabilitation of

communities/villages and present status of such activities will be submitted.

3. Baseline environmental quality along with projected incremental load due to the project will

be examined.

4. Environmental data that will be considered in relation to the project development will be

(a) land, (b) groundwater, (c) surface water, (d) air, (e) bio-diversity, (f) noise and vibrations,

(g) socio economic and health.

5. A copy of the contour plan with slopes, drainage pattern of the site surrounding areas and any

obstruction of the same by the project will be submitted.

16. Road/rail connectivity to the project site and impact on the traffic due to the proposed

project will be examined. Present and future traffic and transport facilities for the region

will be analyzed with measures for preventing traffic congestion and providing faster

trouble free movement to reach different destinations in the city.

and cargo traffic.

b) ENVIRONMENT MANAGEMENT PLAN & ITS IMPLEMENTATION

The EMP will be framed with special reference to mechanism for effective

implementation of ecological remediation plan along with natural and community

resource augmentation plan.

21. Details of a comprehensive Disaster Management Plan including emergency evacuation

during natural and man-made disaster will be submitted.

WATER REQUIREMENT

The water for the operation phase is being met through Municipal & bore well. Bore is used

POWER REQUIREMENT

The demand load for the Commercial Project is 2500kVA, which is supplied through the

substation of 33 KV of Chhattisgarh State Power Distribution Company Ltd.

Details of D.G Sets

There is provision of 3 DG sets of capacity of 1 X 500 KVA, 1 X 2000 KVA and 1 X 2000

KVA (stand by) as backup power supply during the power failure. The DG sets are equipped

with acoustic enclosure to minimize noise generation and adequate stack height of more than

6 m as per the CPCB norms has been provided for the proper dispersion of the emission.

SOLID WASTE GENERATED

During the operation phase, waste comprises of domestic, sludge from STP and horticulture

waste. The solid waste generated from the project is mainly domestic waste and quantity of

the total waste is approx. 1220 kg/day(@0.15 kg per capita per day Visitors, 0.25 kg per

capita per day for staff, horticulture waste (from green belt) @ 5 kg/acre/day) and STP

sludge of 20 kg/day. Arrangements have been made at the site in accordance to Solid Wastes

(Management and Handling) Rules, 2016.

Vidhan Sabha Marg is just adjacent to project site at 0.2 km, SSE direction from project site.

NH 6 is approx. 4.04 km (SSW) away from the project site. The nearest railway station is

Raipur Railway station is approx 6.30 km (WSW) away from the project site. The nearest

Airport is Swami Vivekananda Airport, Raipur at 11.13 km in SSE direction.

PARKING FACILITIES

Adequate parking (638 Cars) provision is kept for vehicles parking in the project. Besides,

internal road of 6 m width within the project is facilitating smooth traffic movement.

1.3 What are the likely impacts of the proposed activity on the existing facilities

adjacent to the proposed site? (Such as open spaces, community facilities, details of

the existing land use and disturbance to the local ecology).

The probable impacts due to the commercial complex on the existing facilities are observed

as both short-term and long-term in nature. Some of the impacts are beneficial to the

community. On the other hand, some of the impacts are adverse in nature. The likely

beneficial and adverse impacts on the existing facilities surrounding the project site have

been described below:

While developing the City centre, adequate preventive measures were adopted to control

the fugitive emission, wastewater discharge and construction waste disposal procedures, so

that the open spaces around the project site do not get affected. During the operational

phase also adequate preventive measures is being taken for controlling the above issues.

While executing the project, established good construction practices were followed to

ensure minimal disturbance to the surrounding area takes place. Thus, impact of the project

on adjacent open spaces is insignificant.

B. IMPACT ON COMMUNITY FACILITIES

Community facility like school located at around 1.18 km from the project site. Also, no

hospital or nursing home is located in the immediate surroundings of the project site.

Therefore, no adverse impact occurred on the community facilities. Since there is no

organized market center in the area, this project has provided a better facility to the

community of the area.

C. EXISITING LANDUSE

The land acquired for the project was agricultural land which has been changed to

commercial use.

D. LOCAL ECOLOGY

There was no tree at project site initially and no tree cutting was involved. Moreover, quite

a number of trees have been planted within this complex, which has enhanced and

improved the local ecology.

The soil of the study area has been developed under the dominant influence of river,

vegetation and climatic factors. The area is under moderate anthropogenic pressure due to

different human activities. The soil profile of the project site is as follows:

The area falls in Zone - II according to the Indian Standard Seismic Zoning Map. Suitable

seismic coefficients in horizontal and vertical direction had already been adopted while

designing the structures to make it earthquake resistance. There are no chances of floods,

subsidence and landslide as the project site is located at a flat terrain and above the flood

level of the region.

1.5 Will the proposal involve alteration of natural drainage system? (Give details on

a contour map showing the natural drainage near the proposed project site).

The drainage channel in the area is flowing closed to the project site. Apart from that no other

stream is located in the surrounding area. Since, no drainage channel across the project site

exists, no alteration of natural drainage system was involved. Natural slope of the project site

is towards the north and is very gentle in nature.

1.8 Will the low lying areas & wetlands get altered? (Provide details of how low

The land of the project site is not low lying and does not involve wetland. Therefore, no

wetland or low lying area got modified from the activity.

1.9 Whether construction debris & waste during construction cause health hazard?

(Give quantities of various types of wastes generated during construction including the

construction labor and the means of disposal).

During construction some construction waste in the form of unused concrete, mortar,

brickbats, wooden planks etc. were generated, the quantity of which varied from 2 – 5% of

respective material consumption.

Concrete Waste and Cement Mortar Waste was disposed to municipal waste collection

department. Brick Waste was reused for preparation of sub-base of internal roads and

pavements.

The domestic waste from the labour force as well as residing labourers was generated, the

volume of which was around 30 kg/day. This waste was disposed through municipal waste

collection department. Thus, the construction debris as well as other waste did not pose any

health hazard.

inadequate municipal supply, freshwater requirement is being met from groundwater,

Wastewater generated is approx 166 KLD. The wastewater is treated in the STP of capacity

250 KLD provided within the complex is 141 KLD. The treated waste water from STP is

recycled within the project ; 63 KLD utilized for HVAC, 58 KLD for Horticulture purpose,

20 KLD for D.G sets during non rainy season, whereas 108 KLD utilized for HVAC & 20

KLD for D.G sets during rainy season. Hence project is zero discharge project.

2.4 Will there be diversion of water from other users? (Please assess the impacts of the

project on other existing uses and quantities of consumption).

Since the water is supplied by Municipal Corporation, there is no diversion of water from

other users.

2.6 Give details of the water requirements met from water harvesting? Furnish

details of the facilities created.

Rain water harvesting facilities have been implemented, based upon the “Rain water

harvesting and conservation” manual by Govt. of India Consultancy Service

organization, Central Public Work Department, 2002. The method of harvesting

rainwater is storage of rainwater as well as subsurface recharge from the building roof. It

does not include the recharge of groundwater. Rainwater pipes that collect water from the

catchments (rooftop) are stored in three pairs of settling chambers. The collected rainwater is

used for secondary purposes like street cleansing and gardening etc. The expected

availability has been assessed and mentioned below:

Mean Annual Rainfall = 1384.9 say 1400 mm(1.4m)

Considering duration of monsoon as 120 days (June – September), daily average rainwater

available from building roof is 4094 / 120 = 35 KL.

Calculation for determining Capacity of Storage Tank

As already stated that in Raipur District, Mean Rainfall during monsoon = 1277 mm & mean

No. of Rainy days during monsoon = 62(from June to September);

Average daily rainfall during monsoon, 1277/62 = 20.59mm say 21mm.

Thus, peak hourly rainfall can be considered as 3 times of average daily rainfall i.e. 21mm X

3 = 63mm or 0.063m.

The capacity of recharge tank is designed to retain runoff for at least 30 min rainfall of the

peak intensity (60mm/hr).

Thus, capacity of the tank is: V = A X r X C

V = Capacity of Tank, A = 4300 sq.m (Available rooftop area), r = 0.03m (30 min rainfall of

peak intensity), C = 0.85 (Runoff coefficient of rooftop)

Thus, V = (4300X0.03X0.85) cu.m = 109.65 say 110 cu.m. Capacity of tank = 120 cu.m.

Hence, in this project, a Storage & Settlement tank, having capacity of 120 cu.m), is

provided. Overflow from the tank discharged into the 3 pits located in the premises.

2.7 What would be the impact of the land use changes occurring due to the

proposed project on the runoff characteristics (quantitative as well as qualitative) of the

area in the post construction phase on a long term basis? Would it aggravate the

The project has not affected any natural drainage system of area and the run off

characterizing of the area on long term basis may not be impacted and would not create

problem of flooding and water logging.

The project has provided, rain water storage tanks to manage water runoff from roof top,

overflow of which discharged into the 3 rain water harvesting pits located in the premises.

For rest of rainfall proper drainage system is provided to avoid any water logging condition

2.8 What are the impacts of the proposal on the ground water? (will there be

During operation stage, water requirement is being met by municipal supply. In case of

emergency, ground water is used for usage. The groundwater potential in and around the

project site is moderate. The depth of water level varies from 2.03 to 13.32 mbgl during pre

monsoon period and from 0.91 to 7.15 mbgl during post monsoon period in the shallow

aquifers. CGWA permission for ground water use is enclosed as Annexure- III

2.9 What precautions/ measures have been proposed to check the surface run-off, as

well as uncontrolled flow of water into any water body?

Following measures have been implemented to check surface run off as well as uncontrolled

flow of the water into the water body.

2.10 How is the storm water from within the site managed? (State the provisions

made to avoid flooding of the area, details of the drainage facilities provided along with

a site layout indication contour levels).

Storm water drainage network have been provided inside the campus. The drain sizes and

sections were designed in such a way that they can take the load of the peak rainfall period.

All the surface drains are covered by gratings to avoid the litter and other inert waste.

Proper land gradient was provided so that water logging inside the campus does not occur.

The storm water of the ground surface is discharged into the municipal drain.

The collected storm water from the building roofs during the rainfall period is being

directed into an underground water reservoir inside the campus.

To reduce the surface runoff and subsequent increase in infiltration of rainwater, attempts

were made to maximize the green surface inside the campus. Adequate trees were also

planted.

As the site is located in a comparatively flat terrain, appreciable contour levels are not

available. The natural slope of the existing ground level is towards the northern side of the

project site. Proper land grading provided so that the slope of the modified ground level

remains towards the northern side of the project site, where the roadside drain is passing.

2.11 Will the deployment of construction laborers particularly in the peak period

lead to unsanitary conditions around the project site (Justify with proper explanation).

No. To maintain the sanitary conditions, mobile toilets were provided and the wastewater

generated use to collected in septic tanks.

The project generates approx 166 KLD of wastewater. The wastewater use to be treated in

the STP of capacity 250 KLD based on FAB technology provided within the complex

generating 141 KLD of recoverable water from STP. 63 KLD utilized for HVAC, 58 KLD

for Horticulture purpose, 20 KLD for D.G sets during non rainy season, whereas 108 KLD

utilized for HVAC & 20 KLD for D.G sets during rainy season. Hence project is zero

discharge.

2.13 Give details of dual plumbing system if treated waste used for flushing of toilets

or any other use.

Dual plumbing is not adopted in the project, however all the treated wastewater get used in

the project itself. The project generates approx 166 KLD of wastewater. The wastewater use

to be treated in the STP of capacity 250 KLD based on FAB technology provided within the

complex generating 141 KLD of recoverable water from STP. 63 KLD utilized for HVAC,

58 KLD for Horticulture purpose, 20 KLD for D.G sets during non rainy season, whereas

Around 42.87% of the open area is under road and pavement. There are no separate bicycle

tracks or footpath. However, vehicular road and pedestrian pavement are kept separated. The

entry and exit of the complex are at two corners of the plot facing the abutting road. A loop

internal road is provided for smooth movement of vehicular traffic inside the campus.

5.5 Will there be significant increase in traffic noise & vibrations? Give details of

the sources and the measures proposed for mitigation of the above.

No. As the complex is purely commercial in nature, there lies scope of heavy traffic

movement inside the project site. But, heavy traffic movement inside the site occurs in a

particular time in a day, especially in the morning, when loading and unloading takes place.

Except that, moderate traffic movement is expected. Also, the speed limit of the vehicles is

controlled. Moreover, traffic movement along the abutting Road is moderate. Thus, there is

no significant increase in traffic noise and vibration.

5.6 What will be the impact of D.G. sets and other equipment on noise levels and

vibration in ambient air quality around the project site? Provide details.

During operation, vehicular movement and operation of DG sets are the major sources of

noise pollution. But both these activities- DG set and vehicular movement is not having any

significant impact on the people. Since DG set are only operational only during power failure

and that too is very less, hence no or minimal impact is anticipated. It is envisaged that the

movement of the motor vehicles are restricted to designated carriageways only.

Noise Control Measures for DG sets:

• • The DG set room are provided with acoustic enclosure to have minimum 25 dB(A)

insertion loss or for meeting the ambient noise standard whichever is on higher side as

per E (P) Act, GSR 371 (E) and its amendments. Therefore, no significant impact due to

operation of machinery is anticipated.

• Adequate exhaust mufflers are provided as per norms to limit the noise.

6. AESTHETICS

6.1 Will the proposed construction in any way result in the obstruction of a view,

scenic amenity or landscapes? Are these considerations taken into account by the

proponents?

No obstruction of view or scenic beauty or landscape is anticipated. Furthermore, the

construction is done in such a way that the organized open spaces and landscaped areas

render the plot aesthetically appealing.

6.2 Will there be any adverse impacts from new constructions on the existing

structures? What are the considerations taken into account?

No. During construction phase all the activities were confined within the project site only.

Sufficient external open spaces were provided on all sides of the project site. Moreover,

precautionary measures were adopted while excavating foundation or erecting

superstructures by erecting vertical shoring to avoid landslide or soil erosion. All the

construction materials were stored within the project site itself. Around 500 sq.m area was

provided for stacking of construction materials. The stacking area was fully covered to

prevent spreading of dust. No construction materials or waste were dumped outside the

project boundary or along the abutting roads. Thus, there remains no chance of traffic closure

or diversion, due to the proposed construction. Construction activities were carried on during

the day time only. Construction Wastes were disposed properly by covering with polythene

sheets. Hence construction of the project did not impact existing structure.

6.3. Whether there are any local considerations of urban form & urban design

influencing the design criteria? They may be explicitly spelt out.

The project will strictly follow the Area Building Regulation of State Bye-laws/ NBC. All

norms on Ground Coverage, FAR, Height, Setbacks, Fire Safety Requirements, Structural

Design and other parameters will be strictly adhered to.

6.4 Are there any anthropological or archaeological sites or artifacts nearby? State

if any other significant features in the vicinity of the proposed site have been

considered?

Construction phase: There are no religious sites or archeological monuments of historical

significance in or near the project site. Hence, no adverse impact in this regard is anticipated.

Rather, this phase generated jobs that relate to unskilled, semi skilled as well as skilled

8. BUILDING MATERIALS

8.1 May involve the use of building materials with high embodied energy. Are the

construction materials produced with energy efficient processes? (Give details of

energy conservation measures in the selection of building materials and their energy

efficiency)

The construction of the project was done with conventional building material only. Energy

conservation measures of different building materials and structural components are

described below:

The external wall of the building blocks were constructed with 250mm thick double

brick layer, both side plastered (expected U-value = 0.44 W/m2-°C)

The roofs of the building blocks were constructed with typical 100-150mm thick R.C.C.

slab with cement screed and clay tiles (expected U-value = 0.263 W/m2-°C)

Glass panes are of 4mm to 6mm thick depending upon the exposure of the surface to the

sun. In some of the areas of building façade, double glazing with reflective coating is

also used. Expected U-values of single glazing clear glass and double glazing reflective

coated glass are 3.3 W/m2-°C and 0.54W/ms-°C respectively.

8.2 Transport and handling of materials during construction may results in

pollution, noise and public nuisance. What measures are taken to minimize the

impacts?

Mitigation Measures for Air Pollution during Construction Stage:

• Construction materials were suitably covered with tarpaulin cover etc during

transportation.

• Water sprinkling was done on haul roads where dust generation was anticipated.

• Raw material storage and handling yard were enclosed from all sides.

• To minimize the occupational health hazard, proper personal protective gears i.e. mask

were provided to the workers working in the dust prone areas.

Mitigation Measures for Noise Pollution during Construction Stage:

• Administrative as well as engineering control of noise were implemented.

• Isolation of noise generation sources and temporal differentiation of noise generating

activities ensured minimum noise at receiver’s end.

• To prevent any occupational hazard, earmuff / earplug were given to the workers

working around construction plant & machinery emitting high noise levels.

• Use of such plant or machinery was prohibited during night time. Careful planning of

machinery operation and scheduling of operations was done to minimise such impact.

8.3 Are recycled materials used in roads and structures? State the extent of savings

achieved?

1. For waste collection, adequate number of colored bins (Green and white & black

Volume reduction is 80 – 90%. Hence 100 kg of wet waste is converted into 10 – 15kg

of compost, reducing your space requirements for compost storage also.

Most organic matter can be composted within 2 days, but it is advised to collect the

compost once in 4 - 5 days. If small amount of plastic waste is put in by oversight, it

will come out clean &dry along with the compost. But it is not advisable to put in such

plastics waste by more than 1%. This is the only composting system that can take in

gravy/ sambar also.

Since the digestion is aerobic, there is no methane/ ammonia formed from the nitrogen

content of the food and hence odourless. o It is almost completely noiseless, since there

is no shredding/ cutting

9. ENERGY CONSERVATION

What is the energy consumption assumed per square foot of built-up area? How have

The power supply connection is taken up from Chhattisgarh State Power Distribution

Company Ltd The demand load for the Commercial Project is 2500kVA, which is supplied

through the substation of 33 KV.

For the provision of backup power supply during the power failure there is provision of 3

DG sets of capacity of 1 X 500 KVA, 1 X 2000 KVA and 1 X 2000 KVA (stand by). The

DG sets are equipped with acoustic enclosure to minimize noise generation and adequate

stack height of more than 6 m as per the CPCB norms, provided for the proper dispersion of

the emission

Following measures have been adopted to minimize the energy consumption:

Backup power units will be provided by 3 number of DG sets of total capacity 4500 kVA

(i.e. 1 X 500 KVA, 1 X 2000 KVA and 1 X 2000 KVA (stand by)). The DG sets are

Clear glass had been used in window panes of the building. Thickness varies from 4mm to

6mm depending upon the situation. Main objective of the glass were to cut the glare, to

ensure clear visibility and allowance of optimum natural light.

9.4 What passive solar architectural features are being used in the building? Illustrate

the applications made in the proposed project.

The building blocks have vertical and horizontal sun shading protection in the form of fins

and chajjas. The sun shading devices dependents upon the exposure of a particular surface to

the sun.

9.5 Does the layout of street & building maximize the potential for solar energy

devices? Have you considered the use of street lighting, emergency lighting and solar

hot water systems for use in the building complex? Substantiate with details.

Layout of buildings has been done as per the sun path analysis so that the design cuts off

direct radiations of critical hours which are specific to the orientation. Solar energy will be

harnessed to meet various energy requirements of the proposed project such as Solar street

lights and solar water heaters in future.

9.6 Is the shading effectively used to reduce cooling/heating lands? What principles

have been used to maximize the shading of walls on the East and the West and the

Roof? How much energy saving has been effected?

The shading devices of individual building block were designed in such a way that it cuts the

glare but allow maximum amount of diffused sunlight. Also, the roofs of the building blocks

have adequate thermal insulation in the form of clay tiles over screed concrete. The external

walls are light colour and smooth surface to reduce the solar heat gain and increase the

reflectivity of external walls. However, no special care about the east and west walls of any

building have been thought because the orientation and layout of the building blocks differ

from place to place within the site. However, outer skin brick walls of 75 / 125 mm

thickness were provided in the building blocks following the elevation or façade design,

which reduce the heat load of external walls.

9.7 Do the structures use energy-efficient space conditioning, lightening and mechanical

systems? Provide technical details. Provide details of the transformers and motor

efficiencies, lightening intensity and air conditioning load assumption? Are you using

CFC and HCFC free chillers? Provide specifications.

Yes. For the commercial complex, central air conditioning system were designed to provide

year round air conditioning for central during Summer/Monsoon by providing a central

chilled water re-circulation system. Supply air is being fed to the conditioned space through

supply air duct and return air are brought back to the AHU room through duct or through the

void space above the false ceiling. It is proposed to insulate both supply as well as return air

duct (wherever the return air duct is provided). AHUs are provided with metallic pre-filters

having 90% efficiency as per ASHRAE Standards. These filters are non flammable and

The construction activities did not alter the micro-climate of the project site and

surroundings significantly. Also, it was not having appreciable impact on creation of heat

island and inversion effect due to the following reasons:

i) Judicial layout of building block within the complex

The building block within the complex is laid in such a manner that there remains sufficient

amount of external open space between the blocks of adjacent premises so that the air

movement does not get interrupted.

ii) Reducing the footprint of building blocks

Only around 21.46% of the land area is occupied by building block. Rest of the land area is

remaining as open space. Therefore, much lesser heat gain occurs over the green surface.

iii) Selection of Building Materials

The building materials selected in such a way that the solar heat gain over the vertical

surface and roof is minimized.

iv) Trees and Vegetation

It is already stated that there is no tree within the project site. Moreover, sufficient number of

shading trees is planted inside the project site to reduce the air temperature within the project

site and surroundings.

v) Reduction in Hard Surface

Hard surface in the form of metallic road are as per requirement only. The pavements are of

porous and light coloured material and open joints.

The width and height of all the access gates into the premises have adequate width and

height to give access to the Fire Engines.

Separate Underground water reservoir is used for fire-fighting, whenever required.

First Aid Fire Fighting arrangement in the style of placing suitable type of portable fire

extinguishers, fire buckets etc. in all floors and vulnerable locations of the complex had

9.12What is the rate of air infiltration in to the building? Provide details of how you are

Most of the exterior glazing of the complex is fixed and sealed in nature. Operable window

areas within the building are comparatively very less. Thus, scope of air infiltration through

the glazed windows is minimum in this project. However, there lies scope of air-infiltration

through the entrance doors, which is being swinging in nature, and other doors also. It is

expected that air leakage through glazed swinging/revolving entrance doors are not

exceeding 5.0 l/s-m2. Air leakage for other fenestration and doors is within 2.0l/s-m2.

9.13To what extent the non–conventional energy technologies are utilized in the overall

energy consumption? Provide details of the renewable energy technologies used.

Presently, there is no solar provision , however in future City Centre solar illumination is

1. INTRODUCTION

The Commercial Complex “City Centre” is located at Raipur on Khasra No. - 773. 774/1, 941,

942, Pawari Halka No. 109 at Village – Saddu, Tehsil – Raipur, District - Raipur (C.G.),

Chhattisgarh. The Project “City Centre” is being spread over an area of 12.93 acres. This project

was developed by M/s Ambuja Realty Development Ltd. This is a commercial project, comprises

of mall, multiplex and restaurant, however planned to develop hotel, offices and club in future.

Application for Environmental clearance for the project “City Centre” had been submitted to the

Ministry of Environment, Delhi on 31.12.2007.. At the beginning this case was under MoEF&CC

due to the absence of State Authority & Committee at Chhattisgarh during that time, and the first

Technical Presentation was held on 03.05.2008. Later on a letter was issued by State Environment

Impact Assessment Committee dated 29.05.2008, informing that this case will be considered by

State Expert Appraisal Committee only after the receipt of the file from Ministry form Delhi.

The State Environmental Impact Assessment Committee of Chhattisgarh has informed that the

original application file from Ministry of Environment has not been reached to them only

intimation from Ministry had reached and the project will only be duely considered after receiving

of complete set of file form the Ministry.

Meanwhile the Sate Authority and Committee at Chhattisgarh had dissolved and reformed in the

Month of September 2011. The Application for the Environmental Clarence to the State Authority

Chhattisgarh submitted on 19.09.2011. The 1st technical presentation to the State Committee on

31.01.2012 .valid sanctioned plan submitted to the authority on 31.08.2012 for issuance of Final

Environmental clearance.

On 1st

February 2013, letter from State Level Committee has been issued mentioning the violation

of Environmental Protection Act and referring notification of Ministry of Environment & Forest

dated 12.12.2012 on steps against violation vide letter No. 402/SEAC-CG/EC/Contru /RYP/268 dt.

01.02.2013 & asked to submit the board of resolution stating commitment to obey the Environment

Resolution submitted to State Environmental Impact Assessment Committee Chhattisgarh dated

21.03.2013. This Case was filed before the Ld. CJM, at Raipur Chattishgarh, by Chhatisgarh

Pollution Control Board dated 05.09.2013 against Ambuja Realty Development Limited and others

for non-compliance of section 15 and 16 of Environment Protection Act, 1986 and Section 44 and

47 of WATER (PREVENTION AND CONTROL OF POLLUTION) ACT, 1974 and under

section 37 and 40 of THE AIR (PREVENTION AND CONTROL OF POLLUTION) ACT, 1981,

being Pollution Case No. 4324 of 2013 and case is still pending till now.

As per notification dated 14-03-2017, all violation cases would be considered at MoEF&CC level.

Accordingly, the project is being submitted to MoEF&CC for consideration.

2. LAND USE & SITE SURROUNDINGS

The chakra nalla flows adjacent to project site in East direction. HFL provided from PWD is

100.20m, whereas FGL of the site is 101.505m. Vidhan Sabha Marg is just adjacent to project site

at 0.2 km, SSE direction from project site. Rest area in the south direction is vacant after road area.

Land upto 0.26 km in West direction is vacant however at 0.42 km in west direction lies a Science

city. CGHB, HIG-MIG colony lies at 0.16km, N. The co-ordinates of the project are 21º16’30.02”

N & 81º41’15.84” E.

3. Connectivity

Vidhan Sabha Marg is just adjacent to project site at 0.2 km, SSE direction from project site. NH 6

is approx. 4.04 km (SSW) away from the project site. The nearest railway station is Raipur Railway

station which is approx 6.30 km (WSW) away from the project site. The nearest Airport is Swami

Vivekananda Airport, Raipur which is 11.13 km in SSE direction.

Water Requirement

The water for the operation phase is being met through Municipal & Borewell. Bore is being used

only in case of emergencies or shortage of water supply. Water treatment plant treats raw water

Wastewater Generation & Treatment

The entire Sewage Treatment Scheme is based on the principle of Fluidized Aerobic Bioreactor

(FAB) Process with diffused aeration system. The treated effluent coming out of the STP is used

for gardening and other purposes. Capacity of the STP is 250 KLD.

Sewage Treatment Technology

FAB Technology

The M/s Ambuja Realty Development Ltd. is treating sewage of commercial project in sewage

treatment plant which works on Fluidized Aerated Bed Reactor (FAB) processes which has

improved reliability, simplified operation, and requires less space than traditional wastewater

treatment systems.

Sewage after passing through the bar screen, grit chamber, oil and grease separator and

equalization tank is pumped to Ist Stage FAB Reactor, where initial removal of organic matter

takes place. In this Reactor special type of FRP floating media is provided for proper growth of

bio-mass inside the reactor. Bio-mass attached with the media reduces the organic load present in

the sewage. Aeration by means of Air Blower is provided for effective mixing & aeration

necessary for proper growth of micro-organisms. Coarse bubble Diffusers is provided for aeration

inside the Reactor. For proper growth & maintenance of microorganisms special bacteria culture

(EM) is dosed periodically.

The sewage comprising of the biological flock from FAB Reactor-I overflows into the second FAB

Reactor-II where further oxidation of organic matter takes place. Overflow of this tank passes

through a Tube Settler where the solid mass settles down at the bottom. This underflow sludge is

recycled back by the Sludge Pump to the FAB Reactor to maintain the population of micro-

organisms, whenever required. Excess sludge is pumped through Filter Press, where sludge gets

concentrated & sludge cake are used as manure.

Overflow water from Tube Settler is collected in a chlorine contact Tank from where it is pumped

through a Multi Grade Filter, Activated Carbon Filter to the treated water tank.

Solid Waste Generation and Management

Solid waste was generated during the construction and is being generated during the operation

phase too. The solid waste generated during the construction phase was comprised of excavated

materials, used bags, bricks, concrete, MS rods, tiles, wood etc. The following steps adopted for

the management solid waste:

Construction yards were proposed for storage of construction materials.

Excavated top soil was stored in temporary constructed soil bank and was reused for

landscaping of the project.

Remaining excess excavated soil was handed over to municipal authority solid waste

collection department.

During the operation phase, waste comprises of domestic, sludge from STP and horticulture waste.

The solid waste generated from the project is mainly domestic waste and quantity of the total waste

is approx. 1220 kg/day(@0.15 kg per capita per day Visitors, 0.25 kg per capita per day for staff,

landscape waste (for green belt) @ 5 kg/acre/day) and STP sludge. Following arrangements are

made at the site in accordance to Solid Wastes (Management and Handling) Rules, 2016.

Collection and Segregation of waste

1. For waste collection, adequate number of colored bins (Green and white & black bins–

separate for Bio-degradable and Non Bio-degradable) are provided at the strategic

locations of the commercial area.

Volume reduction is 80 – 90%. Hence 100 kg of wet waste is converted into 10 – 15kg of

compost, reducing your space requirements for compost storage also.

Most organic matter can be composted within 2 days, but it is advised to collect the compost

once in 4 - 5 days. If small amount of plastic waste is put in by oversight, it will come out

clean &dry along with the compost. But it is not advisable to put in such plastics waste by

more than 1%. This is the only composting system that can take in gravy/ sambar also.

Since the digestion is aerobic, there is no methane/ ammonia formed from the nitrogen

content of the food and hence odourless. o It is almost completely noiseless, since there is no

shredding/ cutting

This is the technology and that is adopted by most big apartment complexes, offices and

campuses in developed countries to process their wet waste. India has also started adopting

this in a major way while REDDONATURA is bringing the product for the first time to

Eastern India.

Rain Water Harvesting

Project is operational project and rain water harvesting is implemented, based upon the

“Rain water harvesting and conservation” manual by Govt. of India Consultancy Service

organization Central Public Work Department, 2002. The method of harvesting rainwater is

storage of rainwater as well as subsurface recharge from the building roof. It does not include the

collection or recharge of rainwater from ground surface. Rainwater pipes that collect water from

the catchments (rooftop) are stored to three pairs of settlement chambers. The collected rainwater

= 6,020 X 0.80 X 0.85 litres = 4,093.6 kL.

Calculation for determining Capacity of Storage Tank

As already stated that in Raipur District, Mean Rainfall during monsoon = 1277 mm & mean No.

of Rainy days during monsoon = 62(from June to September);

Average daily rainfall during monsoon, 1277/62 = 20.59mm say 21mm.

Thus, peak hourly rainfall can be considered as 3 times of average daily rainfall i.e. 21mm X 3 =

63mm or 0.063m.

The capacity of recharge tank is designed to retain runoff for at least 30 min rainfall of the peak

intensity (60mm/hr).

Thus, capacity of the tank is: V = A X r X C

V = Capacity of Tank, A = 4300 sq.m (Available rooftop area), r = 0.03m (30 min rainfall of peak

intensity), C = 0.85 (Runoff coefficient of rooftop)

Thus, V = (4300X0.03X0.85) cu.m = 109.65 say 110 cu.m. Capacity of tank = 120 cu.m.

Hence, in this project, a Storage & Settlement tank, having capacity of 120 cu.m), is provided.

Overflow from the tank is discharged into the 3 pits located in the premises.

Energy conservation

The external wall of the building blocks is constructed with 250mm thick double brick

layer, both side plastered (expected U-value = 0.44 W/m2-°C)

The roofs of the building blocks was constructed with typical 100-150mm thick R.C.C. slab

with cement screed and clay tiles (expected U-value = 0.263 W/m2-°C).

Glass panes are 4mm to 6mm thick depending upon the exposure of the surface to the sun.

In some of the areas of building façade, double glazing with reflective coating was also

used. Expected U-values of single glazing clear glass and double glazing reflective coated

glass are 3.3 W/m2-°C and 0.54W/m

s-°C respectively.

Paving materials are light coloured and porous. The pavement might be of open jointed

paver blocks partially depending upon the landscaping scheme. Use of high albedo or

reflective pavements was considered at the time of construction.

Proper insulation of roof was provided to achieve desired thermal comfort. Use of light

coloured, reflective roofs having an SRI of 50% or more is incorporated.

Fly ash bricks, paver blocks and cement were used following MoEF Notifications.

Use of Ready Mix Concrete was given priority.

Operation Phase

HVAC system:- Central air conditioning system has been designed with energy efficient

equipments for high side as under:

1. Use of High efficiency chillers.

2. COP of Water-Cooled Centrifugal chillers is above 5.9 on full load.

3. Efficiency of pump & motor is above 80%.

4. Efficiency of AHU fans & motors is above 80%.

5. Over deck insulation for roof is considered to reduce heat gain.

6. Heat recovery Wheels are there for each AHU’s. It is used to improve system efficiency.

7. Variable speed secondary pumping is planned.

Lightening:-

1.Occupancy sensors were installed which have following advantages; Saves energy by

automatically turning off the lights in spaces that are unoccupied, Activates a control device

when the sensor detects motion, thus turning the luminaries on, Provides on/off control with
