Local Update of Census Addresses (LUCA)

This guide contains information about LUCA data offered by Pitney Bowes, which is based on theUS Address Fabric. LUCA stands for Local Update of Census Addresses; it provides a voluntaryopportunity for designated representatives of tribal, state, and local governments to review andcomment on the addresses used to conduct the decennial census.

The LUCA Program improvement project identifies changes that help increase participation andcoverage, while decreasing the costs for the 2020 Census LUCA Program. It also identifies waysto improve the quality of address updates for the 2020 Census LUCA Program.

The data is developed for states and counties to help them better identify what properties to surveyfor the 2020 US Census. It is generated only upon special request of state or county.

The LUCA dataset is developed from US Address Fabric data where we have added the followingfields to the existing dataset:

• Residential - indicates that the address is a residential address• GroupQuarters - indicates that the address is a group quarters address• BlockGroup - Block Group identifier

Installation

LUCA data is supplied as pipe delimited text files (.TXT). To install the files:

1. Download the compressed zip to a directory on your computer.2. Extract the compressed data file to its final location.

Note: The compressed file contains a documentation link file. The documentation linkfile will extract to the same location as the data file.

3. Once unzipped, the data can be loaded into a database or any Spatial software such asMapInfoProfessional or Spectrum Technology Platform of Pitney Bowes for futher use.
