Fines scrapped as librarians get friendly
DUBLIN CITY COUN-CIL’S new-look librariesare to ease up on thestick and offer many acarrot in an effort to at-tract more readers.
First barrier to entry— and first to go — is theold fines system:
“From now on,members will not beasked to pay fines whenreturning overdueitems,” Brendan Teeling,the Acting Dublin CityLibrarian, told LocalNews.
Furthermore, he as-sured us, all existingfines would be can-celled. Now, you can re-turn that twenty-year-overdue novel withoutfacing either prison orpenury.
“People whose mem-bership has been sus-pended can have itreinstated by simplycalling to the library,” hetold us — at which pointwe started to get wor-ried.

New Year’s ResolutionsHappy New Year! Another fresh start. A time toleave the past behind and to look forward to thefuture. A time to remember that the past is over,but the future is a blank canvas. Today, just likeany day, can be your new start, a time to make achange…if you want it to be!
This is the time of year when we hear a lot about“New Year’s Resolutions”. Sometimes the term isalmost a joke. A failure before it starts. Did youknow that gyms and evening classes get huge en-rolments at this time of year and very soon the en-thusiasm has died away? Many gyms depend onthis fact to function. If everyone who joined a gymcame all year around, there’d be no room forthem!
Have you given up already?!
If there is a change that you want to make in yourlife. If there is a goal that you would like to achievethis year, then let’s take the “New Year’s Resolu-tion” jinx off it!
First, instead of attaching your goal to the one cal-endar date of the first day, or the first month of theyear, let’s attach it to the positive ongoing, naturalchanges which are occurring, the green shootsand the days becoming longer.
That, straightaway, gives you five more months ofuseable time to achieve your goal. As the days getlonger, our mood improves and we feel more en-ergised. And we have more daylight during whichto do things. So, instead of your determinationand enthusiasm fading out, let it grow and in-crease with the lengthening days.
If you have a “New Year’s Resolution” in mind, thefirst thing to do is to remember that a year is 12months long! In order to make anything happen, you have to beable to see it happening in your mind’s eye. So,when you visualise it and imagine it in your mind,imagine it happening in Spring, Summer and Au-tumn too.
By doing this you are giving yourself a reasonabletimescale for achieving your goal. If you want tolose weight for example, it is easier to believe thatyou can be at your desired weight by the Summer.This gives you more motivation, as opposed to thedemotivation of setting yourself an impossibletask.
The other motivational help of this is that every-thing looks better in Spring and Summer. And allthings take time and usually more time than weexpect. So you can reduce the pressure on your-self and save yourself the usual disappointment.
Aim at an achievable timescale where only rea-sonable effort is required, especially during thefinal dark cold days of winter when your energyand mood is at its lowest. Then, you can ramp upyour efforts as the days lengthen and the weathergets better.
If I am spoiling some of your best excuses for notachieving this year’s “New Year’s Resolution”….I’mnot a bit sorry! If you don’t have one yet, let me re-move another excuse…. it is NEVER too late. Letthis be the start of YOUR new year.
If I am making you feel a little uncomfortable,great. You’re close, shake yourself up, life begins atthe edge of your comfort zone!

Sick and dreading the knock on the doorPUBLIC HOSPITALS have spent al-most 4 million hiring private debt col-lectors to recover unpaid charges forservices to patients in the past 6 years.
These unpaid charges arise fromthe €100 for Emergency DepartmentAttendance, €800 (maximum) for in-patient charges, and the millions itcosts for paramedics to attend roadtraffic accidents. The fee is not appliedin certain circumstances, such as inthe case of medical-card holders.
Intrum Justitia is the private debtcollection agency that the HSE usescountrywide, it is paid a significantamount to chase patients for unpaidbills. Senator Devine has asked theMinister of Health for an exact break-down of fees owed to the hospitals andthe fees paid by the hospitals to thedebt collection agency.
Senator Devine has raised thisissue on numerous occasions with theHSE and the Minister for Health. Shestated “ I’ve represented many peoplewho have serious life-threatening ill-nesses and strongly believe that thetoo frequent demand for payment offees by Intrum on behalf of the HSE isexperienced by patients as harass-ment. I have asked that those with se-
rious illnesses who have applied formedical cards be given a “period ofgrace” until a decision is made abouttheir medical card application.”
Senator Devine further stated “Those with serious illnesses, especiallycancer, incur extra costs when availingof life-saving treatment. The Ministerneeds to understand that these pa-tients suffer a significant loss of in-come during treatment and recovery.They should not be subject to in-creased stress and anxiety caused bydemands for payment and threateningfinal notices or the knock on the doordemanding fees from the debt collec-tion agency. It is time to abolishcharges for cancer patients.”
While investigating this issue, Sen-ator Devine also noted “ that the HSEis owed millions from private healthinsurers, this further depletes the pub-lic purse and negatively impacts onthe delivery of health care to our com-munities.”
Senator Devine has urged the HSEand Minister Harris to prioritise therecovery of hundreds of millions owedby private health insurers.

Marcia Angell, theformer editor of theNew England Journalof Medicine, has ex-amined how drugcompanies make ‘do-nations’ for medicalresearch and hasshown how they willseek to prevent thepublication of nega-tive results of clinicaltrials. A review of 74clinical trials for anti-depressants, for ex-ample, found that 37of 38 positive studies— that is, studies thatshowed that a drugwas effective — werepublished. But 33 of
36 negative studieswere either not pub-lished or published ina form that conveyeda positive outcome.The 6.6 million
euros that the drugscompanies paid outto Irish doctors doesnot cover the figurefor research grants orfor ‘consultancy’work done by med-ical experts or ‘sweet-eners’ given todoctors for attendingconferences.Big Pharma uses

Domestic violence legislation protectsspouses/civil partners and children and offers legalremedies in case of Domestic violence. It also givesAn Garda Síochána powers to arrest where there is abreach of a court order.
The Court can make the following orders.Safety order: A safety order prohibits the person
against whom the order is made from engaging in vi-olence or threats of violence. It does not oblige thatperson to leave the family home. It prohibits themfrom watching or being in the vicinity of where theperson applying for the order and dependent chil-dren lives. if the person against whom the order ismade does not normally live in the family home,
Barring order: A barring order requires the personagainst who it is make, to leave the family home andstay away from person applying for the order and/ordependent children and can include terms prohibit-ing the person against whom it is made from usingor threatening to use violence.
Once a Domestic Violence summons or Civil Billhas been issued by the person applying for the orderor orders, they can apply for a protection order or aninterim barring order while waiting for the applicationto be heard in court.
Protection order: This is a temporary order. It givesprotection to the person applying for the DomesticViolence order or orders until the court decides on aapplication for safety or barring order. It will only lastuntil the case is heard and a decision made. It doesnot oblige the person against whom it is made toleave the family home.
Interim barring order: This is a temporary barringorder. It is intended to last until the barring order ap-plication is heard in court and a decision made. Afteran interim barring order is made a full court hearingmust take place within eight working days of the

SINCE MY TEENAGE years I struggledwith my weight. For half of my life I’vebeen on diets and have tried every weightloss plan out there. I would eat well Mon-day to Friday but get bored by the week-end and give in to temptation as I alwaysfelt restricted or deprived. This yoyo diet-ing had an effect on my expanding waistand bum. I would spend all my food al-lowances on unhealthy foods or end upstarving on shakes and potions. My attitude changed when I gave birth
to my little boy in December 2015. I wasoverwhelmed with happiness that I hadgiven birth to this beautiful baby but was
also ashamed of how I looked after gain-ing more weight through my pregnancy. Idecided that I was going to go back toSlimming World in January 2016 as I hadsuccess in the past, I knew the planworked but never stayed at the group forlonger than a couple of months whichwas always my downfall. Although I had been to the group pre-
viously I felt nervous going back after put-ting on so much weight. As soon as Iwalked in the door my fear quicklymelted away when I was greeted warmlyby my consultant and some familiarfaces. I felt very welcomed and sur-
rounded by support. I won’t lie I nearlyfainted when I saw how much weight I’dput on and to my disbelief I now weighedheavier than I ever had in my life. Fromthe moment I stepped off the scales Ipromised myself I would never weigh thatheavy again.In my first week I lost 4.5lbs which mo-
tivated me to keep going as there was nodownside, I had cooked meals such asburgers and chips, chicken curry andeven had desserts! I couldn’t believe thatI had lost weight while I was never hungryor felt deprived. I could still have mychocolate each night with a cup of tea.

The following week I lost 2.5lbs andthe trend continued over the follow-ing weeks/months. I loved receivingawards for every half stone I lost andfor being active, it’s amazing how mo-tivating it can be to have smallergoals to work towards – and to get anew sticker on your book, of course!The fact that Slimming World recog-nised all activity made exercise seemmuch easier and more realistic. It al-lowed me to build up my activityslowly. I now train in the gym on av-erage 5 times a week and love the en-ergy I get from this throughout theday. I have reached platinum in mybody magic awards where I gainawards based on the amount of exer-cise I complete each week. In just 11 months I lost 4st 8lbs and
reached my personal target. Losingweight completely changed my life. Itgave me so much more confidence inevery respect. With this loss I was ableto go wedding dress shopping full ofconfidence and try on any shape or
style. I got married in June 2018 feel-ing amazing in my dream figure hug-ging dress. Lots of my friends have joined
Slimming World after seeing how wellI’ve done which is great becausewhen we catch up we choose some-where Slimming World-friendly to eatand because nothing’s off the menuwe can still treat ourselves to a glassof wine too!I am now able to pursue a career as
