17/009 Request for 'No Stopping' zone at Horatio and Lewis Streets intersection

RECOMMENDATION That Council

1. Install a 50m long ‘No Stopping’ zone along Horatio Street at the intersection of Lewis Street.

Detailed report

Council received a request to review the parking restrictions at the intersection of Horatio and Lewis Streets. The corner of Lewis and Horatio Streets on the south eastern corner has long been a location for the sale of second hand vehicles. The vehicles parked at this location pose a traffic hazard and significantly reduce sight distances for vehicles turning from Lewis Street onto Horatio from the south. It is recommended that a 50m ‘No Stopping’ zone be installed along Horatio Street from the Lewis Street intersection.

Financial implications

Minimal from road signage budget.

17/011 Glen Willow Regional Sports Stadium Events - 2017 & 2018

REPORT BY THE DEVELOPMENT ENGINEER

RECOMMENDATION That proposed events held at Glen Willow Regional Sports Stadium in 2017 & 2018 be classified as Class 2 events under the “Guide to Traffic and Transport Management for Special Events Version 3.4” and proceeds with the following conditions: a. A Special Events Transport Management Plan (TMP), is to be prepared in accordance

with the Guide to Traffic and Transport Management for Special Events Version 3.4 and submitted to and approved by Council prior to the event;

b. Events are to be undertaken in accordance with the requirements of the NSW Police Force with their approval documentation forwarded to Council for notation;

c. Controlling noise as required by the Protection Of The Environment Operations (Noise Control) Regulation 2000;

d. Reimbursing Council for the cost of damage repairs; e. Complying with any of Council’s Law Enforcement Officers’ reasonable directives; f. Maintain areas in a clean and tidy condition. No obstructions are to be left on the

roadways or footpaths; g. A Traffic Control Plan (TCP) certified by a person with a Prepare a Work Zone Traffic

Management Plan or maintain a current Select and Modify Certificate or the Design and Audit Certificate under the old qualifications framework to be included in the TMP;

h. Any person directing traffic on a public road is required to possess an appropriate traffic controller’s certificate;

i. Council must be provided with a current copy of a public liability insurance policy in the amount of at least $20 million. Such a policy is to note that Council, NSW Police Force and RMS is indemnified against any possible action as the result of the event;

j. The event convener is to consult with all affected businesses and residents adjacent to the proposed closure, in writing, indicating the period during which their accesses will be affected;

k. Maintain a four-metre wide emergency vehicle lane; l. Advertise the proposed event in local newspapers with relevant information at least

two weeks prior to the date; m. The organiser is to have a debrief with Council and Police with all traffic control

documentation and controls tabled for review. And the following special conditions: n. Pitts Lane will be closed to all traffic other than those displaying parking pass,

buses/coaches and disabled patrons. Vehicles will then be directed to racecourse and Parklands parking;

o. Traffic management personnel will be in place at the round-a-bout intersecting Pitts Lane, Lue and Ulan Roads;

p. Traffic management personnel will be in place along Lue Road, on approach to the round-a-bout instructing drivers to continue straight through round-a-bout if accredited to do so or turn right and proceed to racecourse and Parklands parking;

q. Signage to be installed at the intersection of the Castlereagh Highway and Rocky Waterhole Road, advising alternate route to the venue;

r. Signage to be installed at the intersection of the Castlereagh Highway and Putta Bucca Road, advising alternate route to the venue.

Executive summary

Council has created a Traffic Management Plan for 2017 and 2018 events held at Glen Willow Regional Sporting Stadium, Pitts Lane, Mudgee. Events held at this facility are organised by the Mid-Western Regional Council. This report recommends approval of Council’s Traffic Management Plan.

Detailed report

Events held at Glen Willow Regional Sports Stadium are anticipated to draw crowds of approximately 8,000-10,000 people. These events will attract a mixture of locals and travelling spectators from other Regional areas of NSW and Sydney. Council has provided a Traffic Management Plan that details key stakeholders, venue identification and assessment of traffic impact, traffic management measures, provision for emergency services and pedestrian access, public notifications and weather contingencies. During the holding of events it is propose to close Pitts Lane (VIPs, officials and disabled parking allowed) and offer detours to assist in maximising the safety of patrons entering and departing Glen Willow Regional Sports Stadium. This includes patrons travelling by private vehicle, coach service and on walkways. Pitts Lane will be closed to all traffic other than those displaying parking pass/ buses/coaches and disabled patrons and all other traffic directed to Parklands and the racecourse, or to in town parking areas. The traffic management plan offers that 3600 parking spaces have been identified for events in Mudgee CBD, Pitts Lane, Ulan Road and the Race Course. Another 100 overflow parking spaces are also available Parklands Resort. The length of Ulan Road between Pitts Lane and Henry Lawson Drive will be roped off on both sides to prohibit cars parking along this stretch of road. Event messaging will encourage local Mudgee town residents to leave their cars at home. Pedestrian access to the event is proposed as follows:

Limited shuttle bus services may be in place from Mudgee CBD and Mudgee Racecourse

Pedestrians to use walkway along Ulan Road/Pitts Lane or the pedestrian bridge at the end of Court Street

Pedestrians to continue along Pitts Lane and internal pathway to ground

Ticketed venue entry via eastern and western side of ground

Pedestrian egress from the event is proposed as follows:

Exit from the venue will be via the western (grandstand) side of ground or the eastern side of ground

Gates will be opened 20mins in to second half to allow egress

Pedestrians to continue along Pitts Lane towards Ulan Road via underpass or use the pedestrian bridge at the end of Court Street

Pedestrians to follow walkways to town and parking areas

In the event of an emergency, entry to the venue will be via Pitts Lane with access to the field via gates depending on location of incident. Prior to events, an event specific Traffic Management Plan and Traffic Control Plans will be prepared and forwarded to the Traffic Committee’s consideration. The organiser will be requested to review traffic operations after each event to ensure the ongoing improvement to traffic management for future events. The Guide to Traffic and Transport Management for Special Events Version 3.4 indicates that a Local Traffic Committee should recommend approval (if appropriate) the holding of the event with any appropriate conditions outlined.

17/012 General Business

REQUEST FOR EXTENSION OF ‘NO STOPPING’ MUDGEE HIGH SCHOOL A submission was received requesting that the ‘No Stopping’ zone be extended at the corner of Douro and Horatio Streets to increase the sight distance for turning traffic. The development engineer inspected the location and suggests that the zone be extended by 5m, making it 15m from the corner, therefore reducing the parallel parking to 25m.
