Help to keep Llanferres playground open by voting in Tesco stores atMold & Holywell between 27th Feb - 6th March.

ln addition to a new Zip wire, we willpurchase play equipment suitable forchildren with physical and learningdifficulties.

We will create a sustainable hedgehoghabitat in which hedgehogs can growin number and the local school chil-dren can study.

Equipment in the park is in need ofreplacement, and as a charity, we relyentirely on donations.

11th February 2016:- Present: Cllr.John Almond (Vice Chairman), Cllr.Margaret Davies, Cllr Rob Armstrong,Cllr. David Twomey Cllr. Adrian Walls,Cllr. Rob Jones, Cllr. Yvonne FodenMcCorry, County Councillor MartynHolland the Clerk Mrs Gwyneth Dillonand members of the public.

1. Apologies: Chairman Cllr. David Jones,Cllr. Jac Armstrong. In the absence ofthe Chairman, Vice Chairman Cllr. JohnAlmond Chaired the meeting.

2. Meeting open to the public for tenminutes: A member of the publiccomplained again about the largeamount of gravel on the Maeshafn roadbetween The Nant and the river whichwas a traffic hazard. Further up, thesame road was being undercut at thesides and a large amount of water andgravel was washing onto a privateproperty. County Councillor MatrynHolland will investigate and try toarrange a meeting on site with theHighways Officer. Another member ofthe public reported what, appeared tobe a blocked drain in Ty'n Llan which wascausing water to flood across the road.He also asked could anything be done tofill in the 'Pot Holes' in Rectory Lane.The County Council had maintained theroad for the last twenty years and it was,therefore, felt that they had acceptedresponsibility for the road but this wasquestioned. The hedges in Rectory Lanehad been cut but the verges had beendamaged by the tractor doing thecutting. He also brought to the Council'sattention a pamphlet, entitled 'Focus',issued by Flintshire County Council whichappeared to by encouraging people tocome to Cadole and trespass on privateland to sledge when there was snow.This was considered to be irresponsibleand unacceptable. A letter of complaintwill be sent to the advertising editor.

3. Declarations of Interest: None declared.4. County Councillor's Report: Councillor

Holland reported that 1) Planningpermission had been granted for a chaletat Bryn Ffynnon Farm, Forestry Road. 2)The promised salt bin had beendelivered to Cae Derwen. [CouncillorAlmond, as a resident, had sent a letterof thanks to the Highways Officer]. 3)Work on the overflow car park forLoggerhead Country Park has started andthis would necessitate temporary roadclosure. The car park should provideaccommodation for 75 cars whencompleted. 4) The Council Tax will onlybe raised by 1´5% for the coming year asthe Government cuts had not been assavage as expected. 5) LocalGovernment reorganisation was stillbeing discussed. 6) Community Councilswill have to be declared 'Competent',that is when their accounts are passed bythe Auditor. ( Llanferres' accountsalready are).

5. Minutes of previous Meeting: Theminutes of the Meeting held on Thursday14th January 2016 were signed as a truerecord.

6. Matters Arising: It had been agreed atthe last meeting that a dedicatedcomputer system should be bought forthe Community Council. The Clerk haddone some research into a suitablemodel and was given permission topursue the matter with a maximumbudget of £500.

7. Reports from other meetings: The Clerk(Mrs Gwyneth Dillon) had intended toattend a meeting of the Society of LocalCouncil Clerks on the 4th February butwas unfortunately indisposed.

8. Maintenance in the Community:Nothing at the moment.

9. Red Telephone Kiosk: Discussion tookplace as to a suitable use for theTelephone Kiosks. It was decided topursue the possibility of installing a

defibrillator and a WiFi connection in theKiosk in Maeshafn and to consider usingthe one in Tafarn y Gelyn for the sale oflocal produce.

10. Risk Assessment: Nothing at themoment.

11. Field Adjacent to the School (MaesYsgawen): Nothing to report at themoment.

12. Training and Finance: Nothing toreport. See item 7 above.

13. Bills: HMRC for January £38´80; Clerk'ssalary £*****; Village Hall rental forFebruary £10´00; Membership of OneVoice Wales £97´00; Water Rates£19´72(Paid by Direct Debit).

14. Planning Matters: 21/2016/0041Proposal: Erection of a stable blockbuilding and manège for personal use.Location Lonfa, Eryrys, Mold. It wasresolved to raise no objections but torequest that the building be stained to acolour sympathetic to the surroundings.21/2015/1224 Proposal: Conversion ofstone barn and brick ship to form 2dwellings, demolition of dutch barn andcow kennels and installation of newseptic tanks (revised scheme toapplication no 21/2011/1002) (partially

retrospective) Location: Outbuildings ofCae Odyn, Tafarn-y-Gelyn, Llanferres.It was resolved to raise no objectionssubject to the proposal being acceptableto the AONB authorities.

15. Maeshafn Playing Field: Still ongoing.16. Correspondence List: Together with

items discussed above: 1) Informationregarding the Planning Training to beheld in Flintshire 29th June 2016. Cost£30 per person with a £5 discount ifbooked 1 month in advance. 2) Chair ofCounty Council - information regardingthe dates of the Charity Concerts 23rdMarch - Llangollen Pavilion and 28thApril Rhyl Pavilion.

17. Changing the date of the 14th April2016 Meeting: Councillors agreed tochange the date of the April meeting to21st April to accommodate the Clerkwho has a commitment for the 14th.

18. Other Matters that have been broughtto Councillors' Attention: Dealt with inmatters above.

19. Date of next meeting: Thursday 10thMarch 2016.

STEP OUT FOR BREAST CANCER9TH APRIL 2016-MOEL FAMAU

The group is organising its annual STEP OUT FOR BREAST CANCERand once again are supported and led by Walkabout Flintshire.

There will be a choice of two walks: a short one of 2.5 miles and a longerwalk to the Jubilee Tower of 4.5 miles taking approximately 3 hours.

SHARE UPDATEFirst of all, I'd like to give a huge THANK YOU to everyone locallywho has either offered their services recently as a SHARE Volunteeror dropped off donations of warm clothing, blankets, rucksacks andtents to this new local charity.

In January, the SHARE Aid Centre moved from Flint to newpremises on the ground floor of the Old Mold County Library. Thisnew centre is where SHARE Volunteers now collect, sort anddespatch aid to those most in need. Around 21,000 items of aid have already been sent out tothe refugees on the Greek Island of Leros. We have also sent desperately needed tents, food andclothing to the refugees in 'The Jungle' at Calais and filled a 40ft container full of aid from acrossNorth Wales, to the war torn town of Madaya in Syria. Many local homeless centres and charitieshave also benefited from our support.

In January, we also opened our first ShareShop in Northgate St, Chester. The ShareShop sellsgood quality clothing, books, shoes & toys alongside great coffee and cake. 50% of the profit fromthe shop goes directly to help the homeless and the remaining 50% supports refugees, whereverthey are. Customers have the opportunity to buy a 'suspended coffee' or 'clothing voucher'which can later be redeemed by a homeless person. The homeless in Chester are also able tohelp themselves to the clothing that hangs on our 'Kindness Wall' in the shop porch when theyneed it.

In the nineteenth century, beforesocial security and pension schemes,the only means open to workers tomake arrangements for themselves inthe event of sickness, injury, old ageand death was to subscribe to afriendly society. Friendly societiesoperated a mutual benefit insurance,or a saving scheme, to whichmembers regularly contributed a fixedsum and on which they could drawwhen misfortune struck. Theiractivities were controlled by a rulebook and they were obliged to submitaccounts every five years to thecontrolling body. They were verypopular and there were about 27,000societies in the UK by the end of thenineteenth century.

There were two friendly societies inLlanferres. The Llanferres FriendlySociety was formed in 1846. Its socialactivities were based at the Red LionInn, and then at the Miners Arms,Maeshafn, when the former closed in1917.

The Ancient Order of Foresters had abranch known as Foel Famau whichhad its Court room at theLoggerheads Inn. The exact date offormation of this branch is unclear butwas probably 1868 or 1869. Two ofthe early members were PeterEdwards of Ty fy nain and JohnJones, shop, Tafarn y gelyn.

Both societies celebrated theanniversary of their date of formationby a full day of activities. This startedby members in full regalia (the

Llanferres Society members wore asash) assembling for a march behind abrass band to the residences of localgentry. This would be followed by areligious service and then a feast at therespective inn. Financial matters wouldthen be speedily dealt with and the restof the day, until nightfall, would be takenup with dancing and games. In theirheyday both societies were wellsubscribed and had over a hundredmembers each.

The introduction of the NationalInsurance Act of 1911 by David LloydGeorge was the death knell of manyfriendly societies. The LlanferresFriendly Society was particularly badlyhit and in both 1917 and 1918 itssecretary and the society were fined forfailing to file a five yearly report to theRegistrar General. The Society wasfinally wound up in 1920.

The Ancient Order of Foresters CourtFoel Famau continued in existence until1966 when its membership had fallen tobelow 50. Its assets and commitmentswere transferred to the Brymbo branchwhich met at the Bethel schoolroom.

We, as a community, have helped out with the Mountain bike marathon over thelast 10 years and have received donations for the upkeep and maintenance of

our village playing field. I cannot thank you enough for this.Recently new swings and frames have been fitted in the park.

Without your time and effort this event would not be able to take place.

The organisers for the MTB marathon have been in talks with me over the lastfew months and had planned to ‘rest’ the Ruthin event this year. However, dueto the positive response and feedback from many of the riders about the Ruthin

event, they have decided to keep it in the calendar for 2016.This is brilliant news for our community and for the park.

In the past the LPFRA have received a donation of £2000 for volunteering ourtime, a sum I’m not sure we get from any other fundraising event.

The SCOTT UK mountain bike marathon - Ruthin will take place on the10th – 11th September 2016.

It is great to startmy report thismonth with somegood news.Denbighshire haveannounced one of

the lowest council tax increases inWales for the coming year at 1.5%.

As reported last month, we were allpleasantly surprised when the WelshGovernment started the year by notcutting the funding for the majorityof councils in Wales by as much asthey had originally planned. InDenbighshire it means that we donot have to find an additional twomillion in savings and it also means

that we do not have to raise taxesas much to cover any deficitbetween income and expenditure.

Once again I have received reportsabout a large amount of gravelbeing washed down on to theLlanferres Maeshafn road and I willask the county to send out a teamto remove the offending stones. Ihave also asked to meet withhighways officers in Maeshafn tolook at the road as you enter thevillage where the ground beneaththe road is being washed away.

I am still investigating the problemsrelating to the surface of Rectory

Lane and who has the responsibilityfor maintaining it. As the road isunadopted the County say thatthey have no overall responsibilitybut some residents feel that as thecouncil may have filled in potholesin the past there is a precedent forthe county to continue with minorrepairs.

If anyone has any paperwork orcopies of correspondence relatingto Rectory Lane that indicates thatthere is such a precedent, I wouldbe grateful if they could let meknow, as it would help me in mycampaign to get this matterresolved once and for all.

On the 20th February I was asked tocut the ribbon at the opening of thenew 10k fell runners route throughLlandegla Forest. It was a greathonour to be asked but credit mustgo to the Clwydian Range Runnerswith a special mention for DanHurst, Gareth Jaggard and thecommittee for finding the fundingand for clearing and setting up theroute. If you are a keen runner it iswell worth a visit.

Finally I spent January if the Stateshelping to move my mother hometo the UK for good. She is settling inwith me here in Llanarmon and shehas already joined the Llanferresindoor carpet bowling club whomeet on a Tuesday night in thevillage hall. She is enjoying thecompany and the bowling and she

has been made to feel verywelcome.

There is a little difference in theweather here compared to Floridabut before we left, the area aroundTampa was hit by hurricane windsand a Tornado which sadly killedtwo residents in a mobile home.

When we left the States I was gladto be leaving their Presidentialelections behind, but it looks as ifwe are now settling in for a longelection campaign for the WelshAssembly Government and whatcould be a momentous referendumon our future with Europe. A lotmore politics to come!!

At this time of year it is always apleasure to see the carpets of Snowdrops(Galanthus nivalis), also known asCandlemas bells because traditionallythey are in flower on 2nd February. Apatch I saw recently had growingamongst them Scarlet elf cup fungus.The bright red cups contrasted sharplywith the white of the snowdrops andlooked, at first sight, like splashes ofblood.

Despite its widespread distribution,Snowdrops are not a native species beingintroduced probably in the early 16thcentury. They are considered to havesome medicinal properties. Theycontain galanthamine and are used insome countries for the management ofAlzheimer's disease and its lectin isbeing studied for use against HIV. Thislectin is also an insecticide effectiveagainst pests in the orders Coleoptera(beetles), Lepidoptera (butterflies andmoths) and Hemiptera (contains aphisand leafhoppers). Conversely, earlyBumblebees feed on its nectar andpollen.

Walking in a local wood I was attractedby the sounds of Squirrels and watchedas two animals rushed up and down thetrees, jumped from branch to branch andeven along the ground before againracing up the trees. It was a wonder theydid not fall but Grey squirrels can leapup to six metres and can fall down to theground about nine metres without beingharmed. What I saw was probably anamorous male pursuing a female, as nowis the time that Squirrels mate. Theyoung, usually three in number, areborn in March or April, after a six weekgestation period and are independent at

about three to four months old. Theyare mature enough to breed at a year old.

I also came across a Holly tree stillcarrying a good crop of berries and foundsome wide open flowers on some of thebranches which seems rather early fornext year's crop. This tree is testamentto the mildness of the winter (so far) asbirds usually plunder the berries if theycannot find other food. I have knownthe berries to be stripped by Christmasin some years. Yet there are alwayssome Holly trees from which the berriesare never taken (there are several inLlanferres) even in the harshest ofwinters, and I have never been able toascertain why these are not attractive tothe birds. Are they of a particularvariety or species? I would be interestedto know. The tree in question normallyhas its berries taken.

I noted the first of the wild Daffodilsblooming, earlier than I have everrecorded them before. After a mildwinter it is always something of a lotteryas to how well daffodils will flower. Thebulbs need a period of cold to initiateflower bud development and without itwill only produce leaves. Thischaracteristic is utilized by commercialgrowers to produce the earliest bloomsfor Christmas or before. The bulbs arestored at 9°C for 15-16 weeks to imitatean early winter and are then, whenpartly grown, brought into a heatedgreenhouse were they bloom in about 3-4 weeks.
