Living with HIV in Bolivia

Gracia Violeta Ross Quiroga is an HIV ambassador forTearfund and campaigner for the

rights of people living with HIV, particularly women. Ross Quiroga discovered she wasliving with HIV 10 years ago, when she was 22, and helped to set up the Bolivian network

of people living with HIV. It successfully lobbied the government for better access toantiretroviral treatment

Living with HIV is living with huge uncertainty about the future. It is burying your friendsmonthly. It is wondering when you will die. It is dealing with stigma, discrimination and

ignorance, and a lack of love and support. It is taking precious antiretroviral medicationswhile at the same time many men and women continue to run the risk of contracting HIV

by having unsafe sex. It is the indignity of sexual violence and the increased vulnerabilitythat this brings. It is seeing the expansion of HIV in rural areas and among indigenous

women. And yet at the same time, it is finding hope in the middle of what can seem like ahopeless situation, finding solidarity, friendship and love in the middle of clinics and

hospitals wards.

The biggest challenge I see is sustaining the scale of the Aids response in the face of

economic hardship and a growing HIV problem. Bolivia depends almost entirely oninternational co-operation to fund HIV treatment and prevention, such as the Global Fund

to Fight HIV and the government of Brazil.

There has been improvement since 2005: the number of people living with HIV is relativelystable, more people are able to access drugs than ever before, and efforts to prevent the

spread of HIV from mother to child are paying off.

But Bolivia is a long way from achieving MDG6. It is very reliant on outside help, and it

will be a significant challenge to sustain these hard-fought gains into the future. Bolivia hasmany competing priorities. It is a country with significant governance and economic

challenges. While our leaders may want to present a different face, the situation in Boliviacan seem bleak, so migration is increasing.

The international community can help Bolivia by continuing to fund the fight against HIV

andA

ids. But it can also help by encouraging Bolivia to be more accountable for the needsits own people, particularly those living with HIV.

Vivir con VIH es vivir en gran incertidumbre acerca del futuro. Es enterrar a tus amigos

mensualmente. Es preguntarte cundo morirs t. Es luchar con el estigma, la

discriminacin y la ignorancia, la falta de amor y de apoyo. Es tomar valiososmedicamentos antirretrovirales cuando al mismo tiempo muchos hombres y mujeres

continan asumiendo el riesgo de adquirir el VIH a travs del sexo inseguro. Es laindignacin de la violencia sexual y la vulnerabilidad incrementada que sta trae. Es ver la

expansin del VIH en el rea rural y entre las mujeres indgenas. Y al mismo tiempo, que

encontrarte en lo que parece una situacin sin esperanza, es encontrar la solidaridad, la

amistad y el amor en las salas hospitalarias.

El mayor desafo que veo es la sostenibilidad de la respuesta al VIH y sida, en el contextode la crisis econmica y el aumento de casos. Bolivia depende casi enteramente de la

cooperacin internacional para el financiamiento de la respuesta al VIH en la prevencin yatencin, con apoyo del Fondo Mundial y la cooperacin del gobierno de Brasil.

Existen algunas mejoras desde 2005: el nmero de personas viviendo con VIH estrelativamente estable, ms personas tienen acceso a los medicamentos que antes y los

esfuerzos para prevenir la transmisin del VIH de madre a hijo estn dando resultados.

Pero Bolivia est muy lejos de alcanzar el Objetivo del Milenio 6. Confa mucho en la

ayuda de afuera. El sostenimiento de los logros difcilmente ganados, ser un desafo

significativo en el futuro. Bolivia tiene muchas prioridades que compiten. Es un pas condesafos econmicos y de gobernabilidad. Mientras que a nuestros lderes les gustarapresentar una faceta diferente, la situacin en Bolivia puede verse muy desoladora, por lo

cual la migracin est en aumento.

La comunidad internacional puede ayudar a Bolivia continuando con el financiamiento parala lucha contra el VIH y sida. Pero tambin pueden ayudar animando a Bolivia a una mayor

rendicin de cuentas sobre las necesidades de su propia gente, especialmente aquellos quevivimos con VIH.
