Welcome

Welcome to the 2018 edition of the Liverpool Development Update.

As you will discover within these pages, Liverpool is in the midst of an

unprecedented renaissance - with the city on course to attract over £1

billion in new developments for the 6th consecutive year!

Indications are showing that both 2019 and 2020 are set to continue

seeing such high levels of investment, bringing new homes; leisure, health

and education facilities; and a mixture of offices/industrial

and commercial space creating new jobs to

support this city’s growing economy and rising

population.

Since I became Mayor in 2012, there

has been over £5.7 billion invested

by the public and private sectors

across the city, with just short of

£3 billion of that (more than half)

being invested in our

neighbourhoods.

In that time:

9,700 new homes have been

built;

Over 5,000 empty homes have

been brought back into use; and

12.3 million square feet of floorspace has

been built or refurbished to provide space for

over 19,000 jobs.

Encouragingly, 2018 has seen several larger schemes begin that will

underpin growth for the coming decade, in particular the first four

residential schemes on the much anticipated Liverpool Waters, and we

are making steady progress in getting ready to begin building the new

cruise liner terminal and associated hotel development. Progress is also

evident at the £1bn Paddington Village scheme, with its first two

schemes now underway; and more due to start next year.

In the residential sector, my original target to build 5,000 new homes has

been surpassed, whilst the Council’s own ethical new housing company

Liverpool Foundation Homes Ltd is now up and running with its first two

schemes already on site. The new company will be responsible for

building and refurbishing an additional 10,000 homes over the coming

years, many of which will be targeted at people who often have

difficulty finding the kind of home which suits their needs and budget.

As we approach the end of the second decade of the 21st century, the

prospects for our city remain positive. The value of schemes either with

or seeking planning approval, or in the early stages of preparation now

exceeds £14.5 billion. This includes the potential for over 25,000 new

homes and over 30,000 new jobs.

This document shows where some of that investment is likely to be. I

hope you find it useful and informative.

CENTRE. THE SCHEME, BEING BUILT IN TWO PHASES, WILL DELIVER 237

APARTMENTS.

CONTINUE ON EVEN COURSE

Once again, construction activity across Liverpool has

continued to achieve over £1 billion each year. At

present the city has some £1.48 billion worth of

development activity on site, with some £482 million of

this taking place outside of the City Centre.

As several of our larger, long term development schemes

came to a close in 2017, it is the housing sector which is

currently seeing the lion’s share of investment. The number of

homes being built in the city has soared, whilst there are an

increasing number of residential schemes coming forward for

planning. These will go some way to providing the 25,000 to

30,000 new homes Liverpool will need over the next 15 years.

These numbers will be boosted even further as the number of

new homes that will be part of the Council’s own housing

development company vehicle – Liverpool Foundation Homes

Ltd” – gets underway.

Some £277 million worth of investment is being seen in the

student accommodation sector, though there are indications

that investors are beginning to realise that the market may be

reaching saturation point and some proposed schemes have

now been converted following initial submission to studio-sized

residential accommodation for key workers and young

professionals.

The hotel sector is one that is growing again, with £119 million

currently being invested in new hotels, guest houses and

serviced apartments. The tourism and leisure sector in the city

continues to grow; year-on-year the number of hotel rooms

sold is growing, along with room revenues. These rises are

partly due to the success of the Council’s Arena, Convention

and Exhibition Centres, but also to the continuing investment

and sponsorship of major cultural events which the city is

renowned for. The recent Giants Spectacular attracted over

1.2 million visitors to the city.

Developments to watch coming forward for the future will be

the new cruise liner terminal, a possible new football stadium

for Everton Football Club at Bramley Moore Dock, a new

creative district at Ten Streets, leisure developments at Kings

Dock, and redevelopment and restoration at the former

Garden Festival site now known as Festival Park.

PADDINGTON VILLAGE LEADING THE WAY

AMONGST NEW CROP OF DEVELOPMENTS

The Knowledge Quarter area of the City Centre is taking centre

stage as several new developments get underway. As the Lime

Street Gateway project comes to an end bringing a new

Premier Inn hotel, student accommodation and leisure outlets,

Paddington Village has now started with two major schemes

having commenced this year. Several student and residential

schemes are also underway in the Fabric District which forms

part of the northern flank of the Knowledge Quarter.

As the City Council finalises its plans for building 400,000 sq ft of

Grade A office space at Pall Mall Exchange, a number of other

office schemes have been coming forward including at the

Royal College of Physicians in Paddington Village, and plans for

the Data Company to open a 110,000 sq ft call centre on King’s

Dock that will employ over 1,500 staff. Meanwhile, HMRC’s £40

million refurbishment of India Buildings’ 270,000 sq ft is in full

swing ahead of the arrival of its 3,500 staff.

Overall, investment levels in the City Centre continue to rise,

with 2018 already looking set to exceed 2017’s £601 million

worth of completions.

City Centre: Offices

IN JULY 2018, 160 STAFF OF EVERTON FOOTBALL CLUB TRANSFERRED

FROM GOODISON PARK ONTO THE SEVENTH FLOOR OF THE ROYAL LIVER

BUILDING. THE SEVENTH FLOORS WAS REFURBISHED TO GRADE A

STANDARD FOLLOWING THE £48 MILLION PURCHASE IN FEBRUARY 2017

OF THE BUILDING BY A CONSORTIUM THAT INCLUDED EVERTON’S OWNER

FARHAD MOSHIRI.

IN JANUARY 2018, CONSENT WAS GRANTED FOR WIRRAL-BASED BUSINESS

THE CONTACT COMPANY AND DEVELOPMENT PARTNER YPG TO BUILD

65,000 SQ FT GRADE A OFFICE SPACE ON LAND AT MONARCHS QUAY, PART

OF KING’S DOCK. SOME 1,000 CALL CENTRE STAFF WILL MOVE IN WHEN IT IS

COMPLETED.

PROPOSED: A SERIES OF PUBLIC CONSULTATION EVENTS TOOK PLACE

DURING JULY 2018 INTO HOW PALL MALL EXCHANGE SHOULD BE

DESIGNED TO CREATE 400,000 SQ FT OF GRADE A OFFICE SPACE WHILST

RETAINING A GREEN SPACE. AN APPLICATION WILL SOON BE SUBMITTED

FOR THE SCHEME WHICH WILL HAVE THREE BUILDINGS. THE

DEVELOPMENT WILL BE BUILT BY LIVERPOOL CITY COUNCIL IN

ASSOCIATION WITH PARTNERS KIER PROPERTY AND CTP.

The last twelve months to September 2018 has

seen £6.6 million invested in refurbishing

Liverpool City Centre’s office stock, whilst a

further £44.6 million is currently underway. This

includes the £40 million refurbishment of India

Buildings for HM Revenue and Customs where

some 3,500 staff will begin moving into the

270,000 sq ft complex from late 2019/early

2020. Apart from the HMRC deal other notable

lettings this year have included financial

advisors Wilson Grange moving into the city

and taking 10,682 sq ft at 12 Princes Parade,

and tax advisors BDO committing to 17,085 sq

ft at 5 Temple Square.

Liverpool needs new build Grade A office

space as a matter of urgency. According to

local property agents CBRE and Worthington

Owen, a combination of diminishing space

and growing demand from professional

services firms is likely to push the headline rent

for Grade A accommodation past its current

level of £21.50 per sq ft, making it more

attractive for developers and investors to

move in and start building.

Whilst investors continue to refurbish older

stock (such as Cert Properties’ Centric House),

new schemes totalling 725,000 sq ft are being

proposed for schemes at Pall Mall Exchange

(400,000 sq ft), Monarch’s Quay on King’s

Waterfront (65,000 sq ft) and William Jessop

House (100,000 sq ft) at Princes Dock. The

Spine within Paddington Village will provide

160,000 sq ft, half of which will be taken by The

Royal College of Physicians from late 2020.

City Centre: Retail

Investment in retailing in the City Centre has

continued to concentrate on refurbishment work

to existing stores. The departure of BHS left a

large unit in the prime retail area that has been

taken by H&M who are currently improving the

Lord Street façade of the building and carrying

out refurbishment of the interior; it will open

towards the end of this year. Meanwhile, further

along in Church Street, beauty store Lush are in

the process of refurbishing the former Dorothy

Perkins store before moving into it from its current

Whitechapel home, and as work continues on

the MET Quarter it has been announced that

children’s department store Kids Cavern is to

open a new 15,000 sq ft outlet in the complex.

Liverpool ONE has seen some investment in its

stores: JD Sports carried out a £1million

refurbishment of its Paradise Street store which

reopened in December 2017, whilst in spring

2018, Foot Locker moved into HMV’s old unit

opposite Debenhams.

In July, Liverpool BID Company secured a “yes”

vote from businesses for a further 5 year term of

the Retail & Leisure BID, backing a £5 million

masterplan to further improve safety and

cleansing and boost footfall through events and

animation in the city centre. Key projects in the

business plan includes the £250,000 investment

into the creation of a dedicated cleaning team,

the BID Street Rangers.

Meanwhile, Liverpool’s main retail district has

seen significant growth in footfall – bucking the

national trend with January to July 2018 having

seen a rise of 6.7% to 7.5 million visitors.

WHERE KIDS QUARTER WILL JOIN EVERYMAN CINEMAS, WHICH WAS

ANNOUNCED LAST YEAR AS THE LEISURE ANCHOR TENANT IN THE NEW-LOOK

COMPLEX. RESTAURANTS WILL OCCUPY THE VICTORIA STREET END OF THE

SITE WITH A LUXURY RETAIL OFFER CONCENTRATED ON THE LOWER LEVEL AND

AT THE FRONT OF THE CENTRE. BRANDS ALREADY LOCATED IN THE COMPLEX

INCLUDE MAC, HUGO BOSS, JO MALONE, KURT GEIGER AND LK BENNETT.

THE NEW “COURTYARD BAR AND KITCHEN” AT THE ROYAL COURT

THEATRE, COMPLETED AND OPENED IN OCTOBER 2017. THE INTERIOR

DESIGN WAS DRAWN UP BY MARTIN MARK, WINNERS OF BBC’S GREAT

INTERIOR DESIGN CHALLENGE, AND INVOLVED A NUMBER OF THE

THEATRE’S SPECIALIST STAFF, INCLUDING THE PROFESSIONAL SET BUILDING

TEAM. SOME OF THE TABLES IN THE RESTAURANT WERE MADE OUT OF

RESTORED PIECES OF PAST STAGE SHOW SETS

COMPLETING IMMINENTLY: REGENERATION LIVERPOOL/ION’S £39

MILLION LIME STREET GATEWAY WILL FEATURE NEW GROUND LEVEL

RETAIL/LEISURE UNITS ALONG LIME STREET’S KEY STREET FRONTAGE.

A GHOST SHIP APPEARED ON LIVERPOOL’S WORLD FAMOUS WATERFRONT

AS PART OF THE CITY’S THREE FESTIVALS TALL SHIPS REGATTA IN MAY 2018.

THE ILLUSION OF A THREE-DIMENSIONAL 17TH CENTURY BOAT WAS

CREATED BY PROJECTING AN EERIE VISION ALONG THE SURFACE OF THE

SURROUNDING WATER OF SALTHOUSE DOCK AND WAS A HIGHLIGHT OF

LIVERPOOL TALL SHIPS 2018.

October 2017 saw completion of the latest phase

of refurbishment of the Royal Court Theatre,

involving a £2.9 million extension turning the

former neighbouring Penny Farthing pub into a

new bar and restaurant called the “Courtyard

Bar and Kitchen”.

Across the city centre, the shift from retail to

leisure is continuing. Amongst the schemes

completed have been the Cavern Club and

Bem Brasil’s £1 million 145-cover Festival Food &

Drink Grill which landed in Mathew Street

opposite Liverpool’s iconic Cavern Club; whilst

Aberdeen Standard Investments spent £1 million

refurbishing over 40,000 sq ft of retail and leisure

space at the Albert Dock complex.

Outside of the Main Retail Area, Higsons opened

the H1780 Tap & Still brewery and distillery in a

vacant warehouse in the Baltic District in

December 2017. The brewery now produces

three beers – named Pilsner, Amber and Pale –

under the Higson’s brand name. Amongst several

other bars which have opened are Aether on

Chavasse Park, part of the Alchemist brand.

During 2018, TripAdvisor named Liverpool as one

of the best places to visit in the world, the third

best city to visit in the UK, and the best city in

England outside of London. These accolades

were no doubt awarded, in part, due to an

impressive list of culture, musical and sporting

events held to mark 10 years since the city hosted

European Capital of Culture. The Liverpool 2018

programme has so far included a series of events,

exhibitions, seasons and performances including

the Terracotta Warriors at the World Museum, the

finale of the Clipper Round the World yacht race,

the Giants, and the Tate Liverpool’s 30th birthday.

City Centre: Hotels & Serviced Apartments

The first half of 2018 has seen the number of hotel

rooms sold continuing to rise as more people

come to the city for leisure and work purposes.

Surpassing 1 million rooms sold by the end of

June, the current predication is that the end of

this year will match the total 2 million rooms

booked in 2017.

Meanwhile, the construction of new hotels, apart-

hotels and serviced apartments continues. Not

only will the £16 million conversion of the Corn

Exchange bring a 205 bedroom apart-hotel later

this year, work has also started on both the 100

bedroom Quest Apart-hotel on Church Street,

and the 114 suites at the “Hilton Garden Inn” on

Renshaw Street. The 100 bedroom Premier Inn at

Lime Street, and Epic’s new 122 bedroomed

“Seel Street Hotel” at 42-46 Seel Street will be

opening in the coming months.

Plans for further hotels are still coming forward,

with proposals for 10 new hotels with a combined

total of over 1,000 rooms/apartment suites having

been submitted or approved since the start of

this year. These include:

207 bedrooms in “Innside Liverpool”, the

former Post & Echo Building on Old Hall Street;

202 bedrooms in “Radisson RED” at North

Western Hall on Lime Street (Worthington

Properties/Radisson);

189 bedrooms inside the former Municipal

Buildings (The Fragrance Group);

154 bedrooms inside a new “Nyx Hotel”

inside Gostins Building on Hanover Street;

126 bedrooms and 14 serviced apartments

on a vacant site at Drury Lane/Brunswick

Street.

FORMER POST & ECHO BUILDING AT OLD HALL STREET. THE SCHEME WILL

ALSO INCLUDE A REFURBISHMENT OF 44,000 SQ FT OF OFFICES AND

PROVIDE 17,000 SQ FT OF NEW GROUND FLOOR RETAIL SPACE.

OFFICE BUILDING. THE ROYAL COLLEGE OF PHYSICIANS WILL OCCUPY

THE BOTTOM THREE AND TOP FOUR STOREYS FOR A CENTRE OF CLINICAL

EXCELLENCE WHEN OPEN IN AUTUMN 2020. THE REMAINING SEVEN

FLOORS WILL OFFER A FLEXIBLE RANGE OF WORKSPACES DESIGNED TO

EXISTING BUILDING AND EXTENSION IS TO RECEIVE A NEW CLADDING

SYSTEM TO CREATE AN ENHANCED APPEARANCE.

Liverpool’s Knowledge Quarter Mayoral

Development Zone is the hub for the city’s

burgeoning knowledge economy and one of the

main economic drivers of the city region. It includes

the city’s universities, the Royal Liverpool University

Hospital (currently being rebuilt), the Liverpool

School of Tropical Medicine, Liverpool Science

Park, The National Oceanographic Centre, Mersey

Bio Incubator, the Art & Design Academy, the

Liverpool Institute for the Performing Arts and

Liverpool Community College. Between them,

these organisations provide accommodation for

learning, research, incubation and

commercialisation by new and growing businesses,

and some £1.2 billion has been invested since 2012.

Several schemes on Paddington Village are

now either underway or their plans are taking

shape. With a £12 million site remediation

programme almost completed, both the

Liverpool International College and Rutherford

Cancer Centre Northwest are on site.

Meanwhile, plans are now in or have been

announced for the new headquarters for the

Royal College of Physicians (to be called “The

Spine”), and other buildings to house a new 4

star hotel, a diagnostic centre, and a multi-

storey car park.

As work continues on the £162 million

Clatterbridge Cancer Centre, construction is

due to recommence on the Royal Liverpool

University Hospital after the government

stepped in to complete the project following

the much publicised collapse of construction

firm Carillion. When completed in 2020, it will

have 646 beds on 23 wards including a state-of-

the-art critical care unit and a large clinical

research facility; and with 18 operating theatres

and an emergency department, will be one of

the biggest hospitals in the North West.

City Centre: Residential & Student Accommodation

Liverpool City Centre’s population has now grown

to over 40,000 living in over 14,000 residences.

2018 is likely to see more residential apartments

completed than in previous years, whilst early

projections for 2019 are showing that over 3,000

units could potentially come onto the market.

Several very large volume schemes have

commenced in the last 12 months, the largest

being The Elliot Group’s “Infinity Waters” which will

deliver over 1,000 units on its own. In addition, all

three residential towers on Princes Dock have

now started (685 units in total), with Strand House

(383 units) also underway overlooking The Strand.

The trend for larger volume schemes looks set to

continue with an increasing number coming

forward for planning approval with over 300 units

PROPOSED: THE REPLACEMENT WATERFONT MULTI-STOREY CAR

PARK AT MONARCH’S QUAY

WATERFRONT CAR PARK SET FOR DEMOLITION

Work will soon be underway to demolish the multi-storey

Waterfront Car Park in Liverpool ravaged by fire on New Year’s

Eve.

Proposals have been drawn up to replace the damaged car park

with a new, nine-floor car park for 1,650 vehicles on a nearby site

at Monarch’s Quay. It will be funded by a combination of general

council spending and money generated from the insurance pay

out from the fire.

The new car park will be fitted with state of the art CCTV and

payments system, electric charging points, sprinkler system, 15

motorcycle spaces and 50 cycle spaces. It will also have 100

disabled parking spaces and fully accessible fire evacuation lifts.

A series of highway improvements are also being proposed to

improve access into and out of the car park, especially after sell-

out events at ACC Liverpool, to reduce congestion in the city

centre

PROPOSED: THE NEW HOTEL AT PRINCES DOCK

COMPANY TO BUILD LIVERPOOL CRUISE

TERMINAL HOTEL

Wates Construction has been appointed to build a new 200-

bedroom, upscale hotel by Liverpool City Council as part of the

city’s major waterfront regeneration project.

The four-star hotel will support and supplement the city’s new

Cruise Liner Terminal at Princes Dock, which, once built, will

accommodate the world’s largest cruise ships, helping to boost

Liverpool’s economy by creating a world-class destination.

The hotel’s facilities will include coach parking and pick up and

drop off provision. Subject to planning approval, work is scheduled

to commence in 2019, with completion expected the following

year.

The construction of the new hotel, which was procured via Major

Works UK, part of Scape’s National Construction framework, is the

latest in a series of major announcements regarding the £5.5 billion

Liverpool Waters development site and sees Liverpool City Council

working with landowners Peel Land and Property Ltd.

CENTRAL STATION SHOPPING CENTRE

COUNCIL PURCHASES CENTRAL SHOPPING CENTRE

Liverpool City Council has bought Liverpool Central Shopping

Centre from Aviva Life & Pensions UK Ltd as part of a programme

to help accelerate a series of multi-million pound regeneration

schemes in the nearby Knowledge Quarter Gateway zone which

includes the Circus Liverpool development and from Lime Street to

Bold Street.

The underlease for the centre, which contains 21 retail units

covering more than 50,000 sq ft, will earn the council £4.3m over

the first five years – meaning it will make a profit over the loan

repayments to facilitate the purchase.

Buying the shopping centre is also part of the council’s Invest to

Earn strategy, which uses the council’s ability to borrow at low

rates to stimulate profit that is then reinvested in services, and

follows similar deals such as the purchase of the Cunard Building

which now generates a rental income of £2m a year.

CENTRE CONTINUES

With the completion of major retail/leisure schemes in the

neighbourhoods during 2017/18 (Liverpool Shopping Park,

Project Jennifer and more recently New Mersey Shopping

Park) – and the completion of the schools rebuilding

programme - 2018 is seeing a sustained level of investment.

Approximately half of the £482 million of construction

activity currently on site in the neighbourhoods is housing,

with improvements to roads and other infrastructure now

over £70 million. The £20 million dualling of Great Howard

Street has commenced, as has Network Rail’s new £20

million depot at Kirkdale which will handle the new

Merseyrail network train fleet that will be introduced by

2021.

In terms of developments capable of creating jobs, a new

£10 million Home Bargains store is on site in Speke, whilst

nearby at Venture Point a new £2 million warehouse is being

built for a local tenant. Other retail schemes include a new

£2 million training centre retail outlet for “The Range” at

Wavertree Technology Park. All the above will create over

200 new jobs.

In addition, one of the UK’s leading foodservice providers,

Bidfood, has unveiled plans for a new state of the art,

temperature-controlled distribution centre in Liverpool. The

new distribution facility, on a five acre purpose-built site at

Liverpool International Business Park in Speke, will

complement Bidfood’s already highly successful depot in

Manchester. The facility will be fully operational and

stocked by the end of summer 2019, with a locally-based

fleet of HGV multi temperature vehicles, bringing in a total

of over 200 new job opportunities for local people.

Investments to look forward to include the refurbishment of

the former Littlewoods Building off Edge Lane as part of a

£50 million film and television studios complex, a new £45

million Merseyside police headquarters off St Ann Street,

and more projects in the Ten Streets area of North Liverpool

which will be announced during the next year.

With its close connection to the Port of

Liverpool and its new £300 million deep water

container terminal, Liverpool is one of the UK’s

long-established locations for retail distribution

warehousing.

The last twelve months has seen almost £55

million of investment bring over 277,000 sq ft of

new industrial/warehousing/office

developments generating over 350 new jobs.

Amongst them were the Councils new £7.3

million Fruit and Vegetable Wholesale Market

at Stonebridge Business Park, Cemex’s new

asphalt manufacturing facility on Regent

Road, and Kays Medical’s office and

warehousing complex at Estuary Business Park

in Speke. The new £44 million regional

command centre for Merseyside Police in

Speke opened in November 2017,

safeguarding some 1,220 jobs.

Looking forward, one of the UK’s leading

foodservice providers, Bidfood, has unveiled

plans for a new state of the art, 60,000 sq ft

Neighbourhoods: Retail & Leisure

The second and largest phase of Derwent’s

Liverpool Shopping Park off Edge Lane finally

opened in October 2017, bringing with it new

stores including Outfit, JD Sports, M&S Food Hall,

Boots, River Island, TK Maxx, Smyths Toys and

sandwich retailer Subway alongside leisure

operators Hollywood Bowl, Frankie & Benny’s

and Chiquito. Further investment is planned

which will see another £40 million spent on

expanding the retail park. The third phase will

include a multiplex cinema and more

restaurants, bringing the total floorspace to

600,000 square feet once completed, and

parking for 1,500 cars.

The end of 2017 also saw the final retail

elements of project Jennifer completed with a

£25 million Home Bargains and B&M Homestore.

Also, more recently completed is £23 million of

alterations at New Mersey Retail Park which saw

a new cinema and leisure units including

Wagamama, Nandos, Starbucks and TGI Fridays

opened in August 2018.

Well known brand stores are also under

construction in other locations across the city,

including ‘The Range’ who are installing a £2

million store with garden centre at Liverpool

BIRTENSHAW SCHOOL OPENED IN JANUARY 2018 TO PROVIDE EDUCATION

FOR UP TO 40 CHILDREN WITH SPECIAL EDUCATIONAL NEEDS AND

DISABILITIES, INCLUDING AUTISTIC SPECTRUM CONDITIONS. THE SCHOOL

FACILITIES INCLUDE SPECIALLY DESIGNED CLASSROOMS, SENSORY ROOMS

AND A 25-METRE HYDROTHERAPY POOL.

THE SALVATION ARMY’S NEW TRAINING AND WORK PLACEMENT HUB FOR

YOUNG PEOPLE WITH LEARNING DISABILITIES COMMENCED ON SITE AT

STRAWBERRY FIELDS IN SOUTH LIVERPOOL IN AUGUST 2018. THE NEW

FACILITY, TO OPEN IN SUMMER 2019, WILL ALSO PROVIDE A VISITOR

IN MAY 2018, MYERSCOUGH AGRICULTURAL COLLEGE IN CROXTETH

COMPLETED A NEW £3.5 MILLION STATE-OF-THE-ART ANIMAL AND EQUINE

STUDIES CENTRE AS PART OF ITS EXPANDED TEACHING FACILITIES. THE NEW

TRAINING FACILITIES INCLUDE THREE ANIMAL STUDIES BLOCKS ALONG WITH

STABLING, AVIARIES AND PENS FOR GOATS, ALPACAS AND HENS. TWO

OTHER BUILDINGS HAVE BEEN CONVERTED FOR ANIMAL HOUSING AND

DOG GROOMING, AND A THIRD FOR REPTILES, AMPHIBIANS AND TROPICAL

SPECIES, AS WELL AS ACCOMMODATION FOR STAFF AND STUDENTS.

Liverpool City Council continues to deliver new

and improved school facilities. Earlier this year, in

January, the new £8.5 million Birtenshaw School

in Fazakerley opened its doors for children with

special educational needs. Investment was also

seen in extensions at both Kensington Primary

and Sudley Infants Schools; and a £2 million three

classroom extension has now been proposed for

Blackmoor Park Infants School.

Completing this summer, a £3.7 million two storey

extension is currently being constructed at

Liverpool College near Sefton Park.

The Liverpool Archdiocese recently announced

plans to rebuild St Cuthbert’s Catholic Primary

School in Old Swan at a cost of £4 million. The

school will replace the existing building that

dates from 1928. The new facility will include 2

netball courts, a tennis court, 3 mini tennis

pitches, a 5-a-side football pitch, and a 50m

running track. If approved this autumn, it is

hoped to open the new school in September

2019.

Investment is also being seen in higher

education and training facilities. Myerscough

College next to Croxteth Country Park opened

its new £3.5 million equine studies centre in May

2018, whilst construction recently commenced

on a new education centre at Strawberry Fields

in South Liverpool that will cater for young

people with learning disabilities.

Neighbourhoods: Health

Adult social care in Liverpool is to get a £30

million boost with three, 60 bed flexible facilities

that will open by 2020 in the north, south and

central areas of the city, providing state-of-the

art accommodation and care for people living

with dementia, as well as those with other long

term residential and nursing care needs. The new

facilities will help reduce the number of people

unnecessarily delayed in hospital following NHS

treatment. The new hubs will have en-suite

bedrooms, areas for therapy and socialising,

dining facilities and gardens.

The first new centre will be at the Venmore

Rehabilitation Hub in Anfield, opening in summer

2019. The existing 24 bed stroke service will be

relocated to a new, larger 35 bed facility on

Townsend Lane, opening in spring 2019. A

second will be on disused playing fields at the

former Parklands High School, close to Speke

district centre, opening in autumn 2019; whilst the

third facility will be off Parkstile Lane, near

Stonebridge Cross, and will open in spring 2020.

In the meantime, the City Council has recently

started building a 35 bedroom residential care

home at Townsend Lane, just as Voyage Care

completed a 12 bedroom care home at Lorenzo

Drive.

Investment in the city’s hospitals is continuing,

with a £6.2 million sterile unit under construction

at Broadgreen Hospital. It will complete by the

end of this year. The 15,000 sq ft facility will create

40 new jobs. In addition, imminently completing

will be the second and final £16.7 million phase of

the Alder Hey’s £30 million Institute in the Park.

COUNTRYSIDE PROPERTIES COMPLETED ITS 133 NEW HOMES ON THE SITE OF

THE FORMER OGDEN’S FACTORY IN FEBRUARY 2018. THE LISTED VICTORIAN

OFFICE BUILDING AT THE ENTRANCE TO THE SITE IS STILL BEING CONVERTED

TO 19 APARTMENTS BY LIVERPOOL MUTUAL HOMES.

LIVERPOOL MUTUAL HOMES RECENTLY WENT ON SITE WITH “THE

APPROACH” BORDERING EDGE LANE. THE £20 MILLION SCHEME WILL

DELIVER A TOTAL OF 145 HOMES CONSISTING OF 38 HOUSES, 50

APARTMENTS AND 57 DUPLEXES.

BLACKSTOCK LTD HAVE STARTED BUILDING 26 APARTMENTS IN A 4 STOREY

HOUSING DELIVERY PLAN CONTINUES TO DELIVER

BEYOND ORIGINAL TARGET

The Mayor’s target to build 5,000 new homes

across the city in partnership with Registered

Providers of Social Housing and other

developers under the Housing Delivery Plan has

been well exceeded. With the number of

homes still on site and more waiting to start, the

figure is now expected to exceed 7,500 in the

coming years.

LIVERPOOL STRATEGIC HOUSING PARTNERSHIP

A strategic housing partnership between

Liverpool City Council, Redrow, Liverpool Mutual

Homes and property contractor Willmot Dixon is

also delivering a further 1,500 new homes. 325

homes have now been completed, 60 are

currently on site, and plans have now been

submitted for a further 360.

LIVERPOOL FOUNDATION HOMES LTD LAUNCHED

Formally established in January 2018 by

Liverpool City Council, Liverpool Foundation

Homes Ltd is a new ethical housing company

that will deliver 10,000 new and refurbished

homes in a £500 million programme. The

company aims to create bespoke properties for

the first-time buyers, foster carers, large families,

the elderly and people with a disability, and to

improve the availability of good quality,

affordable homes in the city. The profits of both

house sales and rentals will be returned to the

council as it is the sole shareholder in the

company, and reinvested in new stock.

The first two of the company’s new housing

developments are already on site with plans

being drawn up for more schemes to follow.

PRIVATE SECTOR DEVELOPMENTS

The private sector continues to see Liverpool as

a place to invest in new stock, buoyed by the

fact that house prices in Merseyside and the

North-west have seen some of the more

sustained rises in the UK.

Some 38 schemes are currently on site in the

neighbourhoods, bringing 2,283 additional

homes to the city; whilst the number of potential

new homes with or seeking permission but not

yet commenced is now over 4,000.

NORTH LIVERPOOL MAYORAL DEVELOPMENT ZONE & TEN STREETS

Sitting next to the proposed Liverpool Waters site and the Liverpool City Enterprise

Zone, North Liverpool represents an area of greatest opportunity and challenge.

The new district centre, Project Jennifer, completed at the start of 2018. The £260

million Anfield Project, is now over 70% completed, having seen Liverpool Football

Club’s stadium expanded, hundreds of new homes built, existing terraced homes

refurbished – and now there are plans to revitalise the high street with improved

shopping and leisure facilities and yet more new homes for local people.

Immediately adjacent to North Liverpool, and sandwiched between it and

Liverpool Waters is the important Ten Streets creative district, soon to be the

subject of major restructuring that will bring up to £1 billion in investment.

STONEBRIDGE CROSS MAYORAL DEVELOPMENT ZONE

Stonebridge Cross represents another major strategic opportunity for the city to

create new business space and jobs in the north east of Liverpool in addition to

community facilities and parkland alongside the River Alt.

TJ Morris Ltd expanded at Axis Business Park, having completed a third 91,000

square feet warehouse in October 2016 and also converting the former Carcraft

Warehouse as a new 44,000 square feet retail training store in June 2017. Its old

training store on the other side of Portal Way is being converted to offices for the

company.

St Modwen completed their 65,482 square feet Stonebridge West in May 2017,

whilst Liverpool City Council’s new £7.3 million Fruit and Vegetable Wholesale

Market at Stonebridge East completed in October 2017.

On the other side of the East Lancs Road, there is the city’s largest single site in

public ownership which is available for a significant international employer

bringing between 500 to 1,000 new jobs. Approval was granted to Gallan

Stoford at the end of 2013 for constructing two distribution warehouses, whilst

work to redirect the previously culverted River Alt to make way for the

development, along with a new riverside park known as Alt Meadows, was

completed in the autumn of 2014.

CENTRAL LIVERPOOL MAYORAL DEVELOPMENT ZONE

Central Liverpool is focused on the Edge Lane corridor, the main eastern

gateway into Liverpool city centre from the end of the M62 motorway. The area

has a strong retail and high-tech base, with many firms in the IT sector based at

the well-established Wavertree Technology Park where high profile local

employers include Gardner Systems, Barclays and Nutricia (Advanced Medical

Nutrition).

Key projects to be delivered in the Central Liverpool Mayoral Development

Zone include the rebuilding of the Edge Lane Retail Park, a £100 million scheme

by Derwent Holdings Ltd. The scheme, rebranded “Liverpool Shopping Park”,

will see a total 600,000 sq ft of new retail, leisure and restaurant units providing

around 1,500 jobs, with 50% of these promised to local long-term unemployed

residents by the developer. Two phases worth £45 million were completed by

October 2017, with further units for retail and leisure to be built in the coming

years.

Redevelopment of the former Littlewoods Building on Edge Lane remains a

priority for the city, with plans announced for its conversion to a new £50 million

film and television studio complex to act as a facility for the many film and

television productions which are already shot in the city. Further studio space is

to be developed on the adjacent sites next to Liverpool Innovation Park in the

next few years.

SOUTH LIVERPOOL MAYORAL DEVELOPMENT ZONE

South Liverpool’s Mayoral Development Zone not only acts as the city’s southern

approach, but is also the city’s arrival point for international visitors and trade via

Liverpool John Lennon Airport and the Port of Garston.

Since the mid-1990s, the area has been the focus of regeneration activity triggered by

substantial government and European aid which has overseen the creation of the

Boulevard Industrial Park (linked to the adjacent Jaguar Landrover factory), Venture

Point, Estuary Business Park and Liverpool International Business Park amongst others.

This has been one of the most successful parts of the city in attracting new businesses

and jobs over the last decade. Among the firms located here are Prinovis, DHL

International, Shop Direct, B&M Retail; with Medimmune, Novartis, Astra Zeneca and

Allagan being some of the many bio-pharmaceutical companies clustered in the area.

South Liverpool is currently seeing the largest growth of industrial/warehousing

development in the city, with over £106 million worth of schemes completed since the

start of 2010. These have included a second massive distribution warehouse for B&M,

new speculative business premises at Speke Business Park, new headquarters for Adient

(formerly Johnson Controls) and Gefco, and extensions for both Medimmune and Eli

Lilly.

The area is also home to the successful New Mersey Shopping Park which recently saw

a £23 million investment to bring new leisure attractions including a multiplex cinema.

South Liverpool remains a popular location for homebuyers, with several of the national

volume developers including Barratt Homes, Lovells and Keepmoat currently

constructing quality new homes for future residents.

Ten Streets Masterplan approved

A dramatic transformation that could generate up to 2,500 new jobs on 125 acres of former North Liverpool docklands has taken a major step forward. In February 2018, councillors approved a new Supplementary Planning Document (SDP) for the Ten Streets, setting out new design and development principles to guide the area’s future growth over the next 15 – 20 years.

The SPD document will help in decisions regarding all future planning applications and any potential use of the council’s Compulsory Purchase Orders – both in the Ten Streets creativity district and surrounding areas running from Leeds Street in the south to the land adjacent to Bramley Moore Docks in the north.

The proposed Ten Streets creativity district has the potential for up to 1 million square foot of development and the council is keen to attract creative companies and enterprises to flourish alongside artistic organisations.

Plans submitted for 107 new Foundations homes

Liverpool City Council’s ethical housing company, Liverpool Foundation Homes Ltd, has submitted plans to build 107 high-quality new houses located between Denford Road, Ackers Hall Avenue and Dunchurch Road in the Yew Tree area of east Liverpool City Centre. Established earlier in 2018, Foundations is a £500 million programme that aims to improve the availability of good quality, affordable homes in the city. It will also be building homes catering for specific groups including foster carers, large families, the elderly and people with a disability. Some of the new homes will be designed to Lifetime Home standards and are earmarked for an empty piece of land previously occupied by a city council housing estate. Foundations is seen as fundamental to addressing the city’s need to develop 30,000 new homes by 2030.

Liverpool sets out 15 year plan for growth

Liverpool City Council has published a new 15 year plan that will meet the need to create 30,000 new homes and develop 370 acres of land for new jobs.

Following various consultation exercises that saw 21,000 comments from local residents, community and business organisations, Liverpool’s Local Plan was endorsed by the council in January 2018.

Liverpool’s population is expected to rise from 491,500 to 542,600 people by 2033 and the plan, which has been in development with numerous agencies since February 2013, has identified 100 detailed policies to manage this growth.

The plan sets out key priorities to grow the city’s economy up to 2033, with emphasis on focusing future development on brownfield land, and making sufficient provision for regeneration projects and job creation in the city’s key employment areas.

Cutting edge care hubs plan breaks ground The spadework has started on a multi-million pound plan to transform social care for people living with dementia in Liverpool. Earthmovers are in at two sites in the city as part of a £30 million plan to create new living spaces and care hubs.

Work has begun on the site of the new £7.8m Dementia Hub on South Parade in Speke (illustrated) and at the proposed £8.2m Venmore Dementia Centre on Hartnup Street, Anfield. Each centre will provide 60 bed spaces, along with state-of-the-art care facilities for people with dementia and other long-term residential and nursing care needs. They will also feature en-suite bedrooms, areas for therapy and socialising, dining facilities and gardens.

A planning application has been submitted for a third dementia hub in Stonebridge.

Barratt has more “Imagination” for Speke

Close to handing the keys over on the last of their 268 homes at “Imagine Park” near Liverpool John Lennon Airport in Speke in South Liverpool, Barratt Homes have announced plans to build 185 more homes on a nearby site off Dunlop Road. To be known as “Imagine Place”, the £20 million development will feature a mix of three and four bedroomed homes. Construction will begin in the new year.

South Liverpool has been one of Liverpool’s success stories over the last two decades, with over £500 million invested in the last 10 years alone, not only in housing (£130 million) but also in industrial/warehousing/office/leisure jobs including at the nearby South Liverpool International Business Park, Estuary Commerce Park, Venture Point and New Mersey Shopping Centre. Overall sold prices of homes in Speke over the last year were 4% up on the previous year and 12% up on the 2015 average level of £111,942.
