Residential Development Update November 2016

Foreword Welcome to this latest edition of Liverpool’s Residential

Development Update. This document takes a closer look at

the many housing schemes being built across the city.

2016 has seen housebuilding activity across the city ramped

up even further than before. Some 1,740 new homes have

been built since January 2016, significantly higher than the

1,144 over the same period last year. This consists of 700

homes under the Housing Delivery Plan, 84 under the new

Strategic Housing Delivery Partnership, and 940 private sector

properties. Of the £151million worth of schemes completed

since January 2016, almost £100million of this has been in the

Neighbourhoods, double the value spent in the City Centre.

I am especially pleased to see the private sector now doing

so well and keen to build homes here without any Council

assistance. With some 4,311 homes currently under

construction and 11,912 proposed by the private sector

alone, this proves how attractive Liverpool is to property

developers and investors armed with the knowledge and

confidence that the city has a healthy residential market

populated with people both keen and able to buy. Of

course, demand for new homes comes from increasing

wealth and jobs being created here; something which we as

a Council have been working on for some considerable time

in a city where a total of £3.7billion has been invested in

major developments over the last 4 years.

Liverpool is also establishing a good record in improving its

existing housing stock. Across the city, homes are being

refurbished and empty homes brought back to life with

exciting and innovative schemes. After years of wrangling

and setbacks, work has finally commenced on the first trial

phase of improvements at the Welsh Streets where 35 empty

terraced properties are being remodelled to provide 25

family homes. These come on top of excellent work that has

been carried out in nearby Cairns Street, Jermyn Street and

in the Anfield/Rockfield communities. We are also being

more pro-active in pursuing the absent owners of derelict

and run-down properties in the inner core, and we have now

brought back a total of 3,356 former empty homes into use

in two phases since April 2012.

On the subject of student accommodation, work continues

in providing newer communal residences with excellent

facilities and closer proximity to places of study, thus

reducing the need for students to add to daily commuter

traffic. As we approach the end of the year, there is

evidence that the number of units proposed is starting to fall

back slightly as developers look to more lucrative returns in

the city’s burgeoning residential market.

be useful to individuals and organisations involved in

regeneration.

2016 has been a phenomenal year, with the

volume of new homes completed across the

city being 50% higher than 2015. Between

January and October 2016 some 1,740 new

homes at a cost of £151m were completed,

against a total of 1,144 at £77.5m between

January and October 2015.

The City Centre is currently seeing unprecedented

levels of activity with the recession and housing

slump of the earlier part of this decade now a

distant memory. With 703 units already completed

between January and October 2016, this total

already far out-strips the 262 completed in the

whole of 2015, whilst there are 2,397 City Centre

homes currently under construction that will be

delivered between now and 2018. The number of

new homes proposed in the City Centre has also

doubled in the last year, up from 4,880 being

reported in October 2015 to almost 9,000 as at

November 2016.

New home building in the Neighbourhoods also

continues to rise, with the private sector seeing a

significant boost. 274 homes have been

completed on schemes of over 5 units or more

since January 2016 against a total of 243 in the

whole of 2015; and with 1,914 currently on site and

over 2,800 either with or seeking planning

approval, this represents some 30% more than

were being reported this time last year.

Conversely, and perhaps welcomed by some, the

pace of student accommodation activity across

the city has slowed slightly, with a predicted 2,181

expected to have completed this year against a

total of 2,741 in 2015.

THE MAYOR’S HOUSING PRIORITIES

HOUSING DELIVERY PLAN:

MEETING THE MAYOR’S

TARGET FOR 5,000 NEW

HOMES

In 2012, Liverpool’s Mayor made a

target to build 5,000 new homes across

the city, and with the promise that many

of these will be “affordable” homes.

The Council’s Housing Delivery Plan is

now 95% of the way through delivering

this target, and comprises new homes

being built in conjunction with

Registered Providers of Social Housing,

or by private developers with

input/assistance from Liverpool City

Council, including the use of City

Council land or assets.

As we now approach the end of 2016,

the programme has delivered 4,765 new

homes, with 1,358 currently under

construction or about to commence.

Combined, these take the total that will

have been initiated under the scheme

to 6,123 – and there are a further 1,751

homes still proposed, either with or

seeking planning permission or in the

early stages of pre-application that

have the potential to take the overall

total to almost 7,900, some 58% higher

than the original target.

TARGET FOR EMPTY HOMES

TO BE BROUGHT BACK INTO

USE EXTENDED

An additional target of the Mayor set

in 2012 was to see 1,000 empty

homes brought back into use.

Exceptional progress was made, and

as a result of direct action taken by

the City Council and its partners, that

original target was exceeded with

over 2,000 homes occupied again by

March 2015.

Determined to maintain this

momentum, in April 2015 the Mayor

committed to bringing a further 2,000

homes back into use. In order to

achieve this, a Ten Point Plan was

approved to tackle the blight of

empty properties across the city. A

Task Force was established to

oversee this work and a number of

well received new initiatives

undertaken including ‘Homes for a

Pound Plus’, empty homes loans and

the acquisition of long term empty

properties. To date (October 2016),

over 1,600 additional homes have

been brought back into use.

NEW STRATEGIC HOUSING

DELIVERY PARTNERSHIP

GETS UNDERWAY

In addition to the above 5,000 homes to

be delivered under the Housing Delivery

Plan, in June 2014 the Mayor

announced new £200m plans to build

an extra 1,500 houses and bring 2,000

more empty properties back to life.

Under the “Building Our Futures”

programme, a mixture of executive

properties and affordable family homes

will be built across the city over the next

five years. The Council has teamed up

with Redrow Homes and Liverpool

Mutual Homes (LMH) to deliver the

plans. The first scheme under this new

programme, Marwood Tower, has been

completed, whilst a further 209 homes

are currently under construction across

7 schemes that have commenced this

year.

As at November 2016, a further 6

schemes have been announced so far –

to deliver an additional 225 new homes.

In the coming year, more schemes will

be coming forward for planning

approval.

PRIVATE RENTED SECTOR TARGETS CITY

WITH SEVERAL LARGE LUXURY SCHEMES

2016 has seen investment in Liverpool City Centre’s

residential market more than double that which was

being seen last year. A total of over 700 units already

completed since January compares well against the

total of 262 completed during the whole of 2015. Not

only are 2,397 units currently on site, this document is

reporting over 9,000 units currently being proposed

compared to the 4,880 being reported this time last

year.

With the city’s rental market also booming, Liverpool

City Centre is currently emerging as a major hotspot

for high quality purpose-built private rented sector

(PRS) developments much sought after by young

professionals amongst others. During 2016, several

major schemes have come forward for planning

approval or have been announced:-

• In 2015, “The Keel – Phase 1” brought 240

apartments, a residents’ gym and concierge.

Developer Glenbrook Property has obtained

permission for a £45m second phase which will

bring an additional 257 units in two 8 storey

waterside blocks;

• Moda Living and Apache Capital Partners’ £82m

“The Lexington, Liverpool”, at Princes Dock will

feature 304 apartments;

• “Hive – City Docks” next to it on William Jessop

Way has been announced by Your Housing

Group, and will deliver 276 apartments at cost of

£45m;

• Panacea has submitted plans for 395 apartments

in their £60m “Strand House”;

• Anwyl has also submitted plans for 342 spacious

apartments at its £50m development for 30-36

Pall Mall.

The above will be in addition to other PRS schemes

already on site or previously proposed including 324

apartments in the £50m “Baltic Village” (to complete

March 2017), and over 200 apartments at the

nearby £80m “Baltic Square” which is expected to

commence on site in 2017.

HEAT DROPS OFF CITY CENTRE STUDENT

ACCOMMODATION MARKET

Liverpool is one of the UK’s most popular places to

study, with over 50,000 students attending its three

universities, 16,000 of whom choose to live in the City

Centre where the last 36 years have seen significant

growth in applications for purpose-built units.

However, just months following publication of an

independent review which concluded that there

was no need for a moratorium on new schemes, it

looks as though investors are already seeing the

residential market as being more lucrative, as the

number of student bedrooms completed and on site

is beginning to fall.

2016 looks set to have fewer completions than the

previous two years; there are less units currently on

site than being reported 12 months ago. This is part

of an already established pattern – a flurry of activity

is followed by a more calmer period.

Amongst the major completions in recent months

has been “Byrom Point” (398 bedrooms), “X1 –

Liverpool One” (331 bedrooms), “Myrtle Parade”

(303 bedrooms), and Hahnemann Building (98

bedrooms).

Of the larger schemes still on site, “Tara House” will

deliver 772 bedrooms, whilst completion on “The

Paramount” on London Road (488 bedrooms) –

originally due to finish last September – has been

delayed until early next year. “Lime Street Gateway”

has recently commenced on site, and will bring 412

student bedrooms amongst other uses when it

completes in 2018. The largest scheme currently

proposed is at Skelhorne Street where Unite are

planning a £70 million scheme of two 20 storey towers

containing 1,027 student bedrooms.

As available sites closer to the universities within the

Knowledge Quarter become rarer, developers are

looking further afield at less developed quarters of the

City Centre with more opportunities, including

Ropewalks, Pumpfields and Islington & London Road.

At the latter, the Elliot Group recently announced

“No.01 Erskine”, a £100million scheme that will feature

1,007 student bedrooms and 142 apartments.

NEW HOMES BUILDING PROGRAMME

TO ACHIEVE 58% MORE NEW HOMES

THAN ORIGINAL TARGET

The City Council is working proactively with a

range of partners including Registered Providers

and developers through various programmes and

use of its land and property to deliver 5,000 new

homes through the Housing Delivery Plan (HDP).

With some 699 units completed this year so far, the

total number of homes registered as completed

since April 2012 has now reached 4,765.

On top of this, some 1,385 are still on site; these will

take the total to 6,150. A further 1,751 are now

being proposed; if built, the total will exceed 7,900

– some 58% higher than the original target.

Key Development Activity

Several of the larger volume schemes tracked by

this publication over a number of years have

completed in entirety, including Bellway’s

“Alderman Place” and “Rocket Green”; and

Riverside’s “Cinema Drive” scheme. Meanwhile,

others are now entering their final phases, including

“Parklands”, “Norris Green Village”, Claremont

Gardens” and “Grafton Place”.

Amongst the major new schemes which have

commenced since the start of this year are:

“Joseph Williams Mews – Phase 2” (29 units);

30-34 Bedford Road (14 units);

Ogdens Tobacco Factory (133 units);

Norris Green Village – Phase 4 (269 units);

Edge Lane West/Williamson Square Phase 2

(146 units);

“The Crescent”, Speke (28 units);

Former Walton Hospital Site (195 units); and

Former Gateacre Comprehensive School (200

units).

AFFORDABILITY TARGETS ACHIEVED

One of the mayor’s key priorities was that a

significant amount of these new homes should be

“affordable”, having been grant funded by the

government’s Homes & Communities Agency are

either sold outright, or on a shared ownership basis,

or otherwise rented out by registered housing

providers.

To date, some 55% of the 4,765 new properties built

under this programme have been for outright sale

(including First Buy and other schemes to help

homeowners), whilst the remaining 45% consists of a

mixture of social rent (337 or 7%), affordable rent

(1,357 or 28%), shared ownership (325 or 7%) and

market rent (144 or 3%).

BUILDING OUR FUTURE

More than £200 million is to be spent in Liverpool,

delivering 1,500 new homes and bringing a further

1,000 back into use. These will be on top of the 5,000

homes delivered through the Housing Delivery Plan.

Liverpool City Council has appointed its official

Housing Delivery Partners under this new ‘Building

Our Future’ partnership - a consortium made up of

private housing developer Redrow Homes,

affordable housing provider Liverpool Mutual Homes

(LMH) and its building contractor Willmott Dixon.

Redrow Homes and LMH will jointly build 1,500

new homes and LMH will bring 1,000 back into

use.

Redrow will develop housing for sale bringing a

range of executive homes to Liverpool and will

identify and acquire land to enhance the

Council’s own development sites.

LMH will develop affordable housing by investing

their own funding and by attracting grant

funding. They will also be seeking to bring 1,000

empty properties back into use.

Willmott Dixon will work on behalf of LMH to build

new homes and refurbish properties to enable

them to be brought back into use.

The Partnership Aims

Liverpool City Council will provide strategic planning

and housing need information, as well as selling

surplus land to the partnership for development.

Land and investment is being brought together in a

planned way, with any capital receipts generated

by the sale of Council sites and assets reinvested

back into the Partnership.

Using their combined experience and expertise, the

partnership is providing a wide range of house types

from affordable to executive homes, without the

Council being required to fund the schemes from its

own resources.

The partnership will also prioritise employing local

people, providing training and supporting local

supply chains, as well as developing and delivering

complementary economic development projects.

The partnership will work on a wide range of

initiatives to tackle empty properties, including those

that have not been lived in for a long time, such as

maximising investment from property owners and

securing funding to bring houses back into use.

Areas where groups of empty properties are most

heavily impacting on streets will be particularly

targeted.

The partnership is undertaking a comprehensive

review of the housing market across the city, to

identify development and refurbishment

opportunities - taking into account housing need

and demand; the Council’s Housing Strategy; and

the need to complement other actual and planned

regeneration projects.

Delivery Programmes

The two, full delivery programmes for each area of

work – one for new-build and one for refurbishment –

have now been agreed by the Partnership Board

and work commenced.

The ‘Building Our Future’ partnership will be for a

period of five years (2014 – 2019), with the option to

extend for a further five years (2019 – 2024).

GOOD PROGRESS ON BRINGING EMPTY

HOMES BACK INTO USE

Bringing empty homes back into use continues to be a

key priority for the Mayor. Good progress is being made

in implementing the Empty Homes Strategy

incorporating a Ten Point Plan for tackling the blight of

empty homes.

The Empty Homes team is working to a target of bringing

2,000 empty homes back into use by April 2017. This

follows the success of meeting the previous Mayoral

target for bringing 1,000 properties back into use. As at

the end of September 2016, some 1,857 properties have

been returned to use following intervention by the

Council. This has been achieved by establishing a ‘hit

list’ of long term voids in two spatial priority areas – North

Liverpool and the Edge Lane corridor. Officers in the

Healthy Homes Vacant Properties Team have been pro-

actively targeting these areas by engaging with the

owners and taking appropriate enforcement action.

This is being supported by other initiatives including:

The Granby and Anfield Regeneration

programmes;

The pilot scheme for remodelling and renovating

long term voids in the Welsh Streets

‘Homes for a Pound Plus’ – following the successful

pilot scheme of twenty properties, the scheme has

been extended to include 120 properties in the

Picton area;

Targeted initiatives in neighbourhoods with high

concentrations of void properties in areas such as

the COBRA area of Anfield/Breckfield and the

Flower Streets in Kirkdale;

Encouraging property owners to take down To Let

boards in Wavertree and Kensington.

There are further plans to introduce an empty homes

loan to assist owners of empty homes with the costs of

refurbishing empty properties and a matchmaking

scheme to match owners up with private investors and

community organisations to help them bring their

properties back into use.

ANFIELD VILLAGE & ROCKFIELD

IMPROVEMENTS CONTINUE

2013 saw the start of a massive transformation in the

Anfield Village and Rockfield area. This is most in

evidence in the homes nearest to the newly extended

Anfield Stadium with the high quality public realm works

providing a perfect back drop for the newly renovated

properties.

By October 2016, some 369 homes in the area have

been refurbished by Liverpool City Council and Your

Housing, 230 substandard and derelict properties have

been demolished and a further 23 homes have been

completely restored through the homes for a £1

scheme. Your Housing Group have also carried out the

conversion of traditional terraces to create new large

family homes.

The City Council is continuing to install new LED lighting

in streets as part of a £4million street works and

environmental programme which is not due to be

completed until 2018.

A new look for the high street has also been

revealed. Under the proposals Walton Breck Road

will be completely revamped with brand new

shops, commercial and residential buildings and derelict

buildings will be demolished. The road may also be

narrowed to create wider pavements and make it safer

for pedestrians. There would also be areas which could

accommodate temporary markets or retail units, as well

as facilities for community events.

It is hoped the changes will attract new businesses keen to

take advantage of a unique location next to one of the

world’s most famous football clubs. Existing businesses

would be given the opportunity to take on new premises

and the Council will be working with businesses and other

organisations to ensure there is minimum disruption.

The overall regeneration plans have received

overwhelming backing from the local community, whilst

the work is to be carried out over the next three to four

years with the initial demolitions due to commence

imminently.

GRANBY FOUR STREETS BECOMING A

SOUGHT AFTER NEIGHBOURHOOD

This last year has seen the completion of the LMH and Plus

Dane refurbishment programmes which have brought 71

properties back into use. High levels of demand have

been reported for both the affordable rent and low cost

home ownership properties.

The Granby Four Streets Community Land Trust has

completed its first phase of homes and again there has

been a high level of interest in these homes. This is not

surprising given that the Architects, Assemble, won the

2015 Turner Prize. This artistic theme has continued with the

development of plans for a winter garden in Cairns Street

which has received planning approval. This will provide

community space and facilities for artists. The Council is to

transfer a further three empty properties and only

recovered by the Council in the eventuality of the owner

selling the property.

Other plans for the area include the transfer of five houses

to be retrofitted by Terrace 21 Co-operative and to bring

forward a scheme for the redevelopment of Ducie Street

providing an additional 50 homes.

Existing owners in the Granby area have been given the

opportunity to have frontage improvements undertaken

to their homes. This work is carried out by contractors

appointed by the Council with a charge placed on the

property which remains in place for ten years at which

point it lapses. To date, 32 owners have taken up this

option.

WAY FORWARD FOR THE WELSH STREETS

NOW BEING TRIALLED Following external objections to the original plan to

demolish and replace properties in the historic Welsh

Streets, a new pilot scheme that will see 35 properties on

High Park Street and Veolas Street near Princes Park

transformed into 25 energy efficient houses has now

commenced. Specialist development company PlaceFirst

are delivering the scheme, having secured an exclusivity

deal with Liverpool City Council in January 2016.

Using the existing structures, the remodelled homes will

comprise a mixture of one, two, three and four bedroom

households, and be refurbished to modern standards,

serving as flagships for the area.

In addition to the Housing Delivery Plan’s 5,000 homes

target, there are several new homes being provided by

the private sector directly without using Council land or

other assistance. Liverpool City Council continues to

encourage private developers to bring forward

innovative new housing schemes that will provide further

choice in size and quality for residents seeking homes to

buy.

NUMBER OF PRIVATE SECTOR HOMES FOR

LIVERPOOL CONTINUES TO GROW

The last twelve months has seen the number of homes

completed, start on site and coming forward for

planning approval jump by an average 40% on what

was being seen in late 2015. As at October 2016 there

are currently over 1,914 homes being built on active

sites, whilst a further 2,830 units are proposed, either with

or seeking permission.

The largest scheme to commence in the last 12

months has been Harcourt’s refurbishment of Stanley

Dock’s mammoth Tobacco Warehouse for 538

apartments that will complete in early summer 2017.

Other major schemes underway include Fox Street in

Everton (400 apartments); “Imagine Park” in Speke,

where a new phase of development on another

nearby site is soon to be announced; Herculaneum

Quay (123 apartments) on the waterfront in Riverside;

and “Ollerton Grange” (83 homes) in Cressington.

Other significant schemes that have come forward

seeking planning permission this year include “Allerton

Priory” where Redrow and Allerton Priory LLP want to

build 160 new homes; Fox Street/St Anne Street where

Pointfield Developments Limited want to build 319

apartments; and “The Lofts” at Low Hill – on the edge of

the City Centre, where The Lofts (Ormskirk) Management

Ltd & Deutsche Pad Ltd plan to construct 316

apartments alongside 80 student flats.

Crucially, as the plan on the opposite page

demonstrates, it is encouraging to see the density of

schemes clustered around the City Centre, particularly in

Kirkdale, Everton, Tuebrook & Stoneycroft and

Kensington & Fairfield – all key wards within North

Liverpool where private developer interest has

traditionally been low until now.

STUDENT SCHEMES IN

NEIGHBOURHOODS COOLING OFF

As is being witnessed in the City Centre, the pace

of activity in student accommodation in the

Neighbourhoods also may have peaked in 2016,

with early indications suggesting that investors are

beginning to concentrate more on non-student

residential schemes. The number of student

bedrooms coming forward for planning approval

has started to fall, with slightly fewer proposed

schemes being reported here than there were in

the previous edition twelve months ago.

Wards immediately adjacent to the City Centre

continue to be popular as land availability and

cheaper properties to convert in the City Centre

becomes more scarce.

Amongst the larger schemes currently proposed in

the Neighbourhoods are:-

Owning your own home remains a major ambition for

many people. In recent times, however, realising that

dream has often seemed difficult. Mayor Anderson’s

pledge, made when he came into office back in 2012, was

that 5,000 new homes would be built in the city, with the

additional promise that a significant proportion of these

would be “affordable”.

Building new or refurbishing existing homes is an expensive

business, but there are a number of ways in which

Liverpool’s developers and housing providers are

supported with money from various sources and initiatives

which help to keep overall costs down, making homes

more affordable.

With some 4,765 homes now built under the Housing

Delivery Plan, and over 1,300 more currently on site, we

can now look with more detail at how many of these have

been made affordable, and how they have been

supported.

AFFORDABLE HOMES PROGRAMME:

1,953 homes built (41% of 4,765 total to date)

The Affordable Homes Programme (AHP) is grant

funding that developers and registered providers

receive from the government’s Homes & Communities

Agency (HCA) to develop new or refurbish existing

homes. Homes are then either sold outright, or on a

shared ownership bases, or otherwise rented out by

registered housing providers.

HOUSING RENEWAL:

1,486 homes built (31% of 4,765 total to date)

This involves the redevelopment of brownfield

(previously developed) sites within designated housing

renewal areas. New homes are built for mixed tenure

in partnership between the council, registered

providers and other developer partners.

HOUSING CONSORTIUM:

151 homes built (3% of 4,765 total to date)

These consist of council owned sites which are being

released to registered provider partners for subsidised

mixed tenure housing developments.

MIXED/PRIVATE SCHEMES:

419 homes built (9% of 4,765 total to date)

These are where the Council has given a significant

level of support to private developers, including

having sold land to them for redevelopment.

which the Council makes some of its surplus land

available for redevelopment.

SCHOOLS INVESTMENT PLAN:

108 homes built (2% of 4,765 total to date)

These are new homes that have been built on land

released as a result of moving schools to other sites.

STRATEGIC HOUSING DEVELIVERY PLAN:

26 homes built (1% of 4,765 total to date)

These are new homes that have been built as part of

the new partnership between Liverpool City Council,

Redrow, Liverpool Mutual Homes and Willmott Dixon.
