Notes from the EditorOctober, a time to reflect on the great times we had during the summer season, a time to take a look at where we are headed for the rest of the year, a time to formulate goals for the future.

For many of you October will be a time to look into a new house or a new addition to your present house. Maybe you’d like to invest in the current housing situation in order to take advantage of brighter times ahead.

While we await the numbers for the end of the 3rd quarter we can look at 2nd quarter Montgomery County trends to see what’s going on out there. The average home on the market price increased during the year from $289,600 to $304,400. The number of homes sold increased from 1,160 in the 1st quarter to 1,950 in the 2nd. New homes being built went from 70 to 170. And the average days on the market fell from 109 to 98.

These numbers show there is movement in the industry. We are not at a standstill with regards to buying or selling market and it seems to be trending positive. The number of homes sold nearly doubled as well new homes being built has increased over 200%. We even see that it is taking less time to sell a house than it did in the beginning of the year.

In addition we saw 1,442 new jobs in Montgomery County thereby decreasing the unemployment rate from 7.2% to 6.4%. And mortgage rates continued near 5%. All of this shows we may find consumer confidence in buying a home will increase and we’ll be more comfortable with looking at the market and making decisions on our big ticket lifestyle options.

So now that we have survived earthquakes, hurricanes, and floods going into the Fall season we can look forward to a somewhat brighter time heading into Winter. We are still very much in a buyer’s market and some of that will be with those who want to invest. Take for instance that the rental industry is increasing and we are seeing more and more people looking into rentals as an option to buying and they are willing to pay an increased amount in their monthly rent. If you buy a house, or housing unit, to rent out you could be looking at running your own business and still have to option to sell in the future.

Sitting down with your family to go over your current finances and goals during this season will better prepare you to really see how your goals can increase and be attainable. Write it all down so your mind can truly see it. Be aware of risks but don’t just dwell on the negative risks. There should be a number of positives too. And remember – “You’ll never plow a field by going over it in your mind.”

Homeowners Challenging Property TaxesOne in four homeowners say that at one time or another, they have attempted to reduce their property taxes by challenging the tax-assessed value of their homes.

And the majority who did so say that they were successful in lowering their tax bills, according to a nationwide survey by FindLaw.com.

As home values have declined as a result of the housing crisis, some homeowners feel that the tax-assessed value of their homes -- which is the basis for calculating their property taxes -- may not accurately reflect actual market conditions. Homeowners may file an appeal or challenge with their local tax authority in hopes of reducing their assessments, and in turn, their property tax bills.

According to the FindLaw.com survey, 24 percent of homeowners say they have challenged their assessments at some point during their home ownership. When a challenge was filed, survey respondents said it was successful in lowering their property tax bills in approximately three-quarters of those instances. Most often, the net reduction in their annual property tax bills was between 1 and 4 percent.

newsShortsWhat You Should know About Strategic DefaultIf you owe more on your home than its current market value, you may feel tempted to walk away from a bad investment, even if you can afford to make the monthly mortgage payment.

But global information services leader Experian says when considering strategic default, you should keep several factors in mind:

* Defaulting on your mortgage is the second most damaging thing you can do to your credit, even if you continue to pay your other bills. Only bankruptcy will affect your credit score more adversely than foreclosure.

* Foreclosure remains on your credit report for seven years. During that time, securing other credit at reasonable terms and rates will be very difficult, if not impossible.

* Potential employers are looking at credit reports. In fact, 60 percent now check applicants’ credit reports, according to an article in the Washington Times. By impacting your credit, a strategic default may affect your ability to get a job.

* Last year, Fannie Mae, the government-controlled mortgage giant, said it would implement a policy to prohibit strategic defaulters from getting a new Fannie Mae backed mortgage for seven years from the date of foreclosure.

* Finally, in some cases, the debt that foreclosure "erases" may be recorded as income, which means you will have to pay taxes on it.

Some of nature's most nutritious greens and veggies thrive in cooler temperatures. Planting them now, at summer's end, can ensure a bountiful fall harvest. Plus you'll save a bundle by avoiding the produce aisle in your grocery store for a few more months.

The sunny, cooler weather of autumn is perfect for many vegetables. With increased rainfall and temperatures ranging between 60 and 80 degrees in the day and higher than 40 at night, your plants suffer less, increasing your likelihood of good harvest. You can even cope with frost; some hardy vegetables can thrive without frost protection, and covering less resistant plants when frost threatens can keep them thriving.

The secrets of successful fall planting don't differ much from the techniques you've used during high season. Cool crops will need at least six hours of sun daily, ample water and a steady supply of much-needed nutrients. You can get a jump-start by planting transplants. Seed germination of cool crops during late summer requires much attention to detail. Transplants are a quicker, easier route to ensure success.

Bonnie Plants, the largest producer of vegetables and herbs in North America, offers some quick tips for picking the right plants for your fall garden:

* Choose fast-growing, leafy cool crops like broccoli, Swiss chard, lettuce, kale, spinach, collards and arugula. Leafy vegetables are actually

harder to grow in the summer, when the heat can cause them to "bolt," forming flowers and seeds. Bolting leaves edible portions tasting bitter. You could choose to plant two rounds of these vegetables, in spring and again in late summer.

* Don't delay. Ideally, you should plant your fall crops before the end of August, although if you miss that window, it doesn't mean you can't still have a successful fall harvest. It just might take more time and ingenuity.

* Pick a place. Your existing garden is the perfect place to plant cool weather crops. Remember, frost flows downhill like water, so spots at the top of a slope or in south-facing locations will remain warmest.

* You can also plant your fall crops in raised beds, which are easy to cover when frost threatens, or in pots that can be brought inside when temperatures dip too low.

* know how they grow. Pay close attention to "days to maturity" information listed on plant tags. You'll want to give plants enough time to produce before killing frost arrives.

* Good gardening practices will get your fall garden growing. Loosen soil before you plant and mix in some all-natural fertilizer, like Bonnie Plants Herb and vegetable Plant Food. Made from soybean oilseed extract, this food contains 150,000 nutritional and vital organic compounds

Top Bunch Collards - This hybrid is heavy yielding, early maturing, and more uniform than traditional varieties. The leaves are upright, broad, and a beautiful, waxy, deep green. These collards grow best in full sun, but will tolerate partial shade. Like all collards, they are rich in vitamins and sweetened by frost. Space transplants 36 inches apart in rows 36 inches apart.

Spinach - A cool-weather vegetable related to beets and Swiss chard, Bonnie's Spinach is a fast-growing plant. It yields many leaves in a short time in fall. Although it prefers full sun, spinach is one of the few vegetables that produce a respectable harvest in partial shade.

With some advanced planning, active attention, and the right choice of plants, you can continue to enjoy your garden and fresh, flavorful produce, long after the dog days of summer are done. The sale price of a house depends on many factors, including the market, location, size of the property, age of the house, condition of the structure, what appliances might be included in the sale and even how nicely the property and building were landscaped and decorated - just to name a few.

Having a qualified professional inspect your house prior to putting it on the market - or for prospective buyers, before closing on a sale - can help guide your decision. But many homeowners and prospective buyers are unsure what's included in a standard home inspection, according to the American Society of Home Inspectors (ASHI). A qualified home inspector will review these aspects of a property:

* Roof, attic and visible insulation* Foundation, basement and structural components* Walls, ceilings and floors* Heating and central air conditioning systems* Windows and doors* Water fixtures and faucets* Decks

Nearly two out of three homeowners recently surveyed by ASHI reported they saved a lot of money as a result of having a home inspection during the selling/buying of a house. Sellers use inspections to help determine potential problems that can be repaired or replaced prior to listing - potentially getting them a higher sale price. And buyers use the inspections to determine if they want to invest in the property, or help negotiate for a better price that would

include the repair and replacement of potential problems.

Not all home inspectors are certified and licensed. ASHI's "Find an Inspector" tool allows homeowners to locate an inspector in their area. Always check with your local inspector for a complete list of services provided.

"It's important for homeowners to do their homework before hiring an inspector," says kurt Salomon, ASHI president. "Look for a home inspector certified through the ASHI Certified Inspector Program, which is the only home inspection association program approved by the National Commission for Certifying Agencies."

The following elements are not included in a standard home inspection: * Septic system* Electrical wiring and plumbing that is not readily accessible (for example, behind dry-wall or plaster)

* Water conditioning or softening system* Swimming pool* Backyard fences* Lawn irrigation system* Household appliances* Compliance with local codes* Appraisal to determine market value

Before hiring a home inspector, inquire about what is covered in the inspection and ask to see a sample report. Although some inspectors provide ancillary services, it may be necessary to consult a specialist for concerns that extend beyond a standard inspection. Often your inspector will help you make this determination.

Hiring a certified home inspector and having questions answered before putting your house up for sale - or before finalizing a purchase price - can not only help save money, but also allow you to go through the process with more peace of mind. (ARA)
