for its constructability and to provide a plantable, noise absorbing, graffiti resistant framework for this massive wall.

Wall installation began on March 4th with the anticipated completion of the wall set for April 19th.

The contract was awarded to LICA member Ruttura & Sons by Schimenti Construction Co. Ruttura & Sons is contracted for the on-site excavation, concrete work and installation of the Evergreen Retaining Wall furnished by Long Island Precast, Inc., and Clifford Broman & Son Inc. is recycling bank run and providing trucking for materials. Target plans to open its Jericho Turnpike store by October, creating about 250 permanent jobs in the process.

Performing work in demolition, excavation, storm drainage, sanitary systems, water services and all phases of cast-in-place concrete, Ruttura & Sons blends experience and state-of-the-art technology with good, old-fashioned service, a winning combination in the construction business. Their recognition of their clients’ needs coupled with their service orientation has encouraged them to continually expand their excavation and site work capabilities. This combined functionality eliminates a client from having to take on the role of referee when dealing with separate contractors and site excavators.

LICA Working with Maragos on Storm Review LICA Executive Director Marc Herbst says he is working with Nassau Comptroller George Maragos to provide the official with exhaustive documentation from association members regarding their emergency response to Superstorm Sandy. LICA’s role comes in the wake of Maragos’ decision to review the records of every contractor who was hired to engage in debris removal. “I can’t speak to what non-LICA members charged or how they documented their expenses, but LICA is cooperating with Mr. Maragos and the County Executive to ensure that they have all the paperwork they need,” stated Herbst. “Having met

with the Comptroller today I am pleased to report that we have responded to a number of questions and we will continue to be responsive as he looks at what was spent, where and why.” Published reports reveal that the Nassau County Legislature has approved more than $200 million in Sandy-related expenses, including contractor payments and they expect to receive 90 percent reimbursement from the Federal Emergency Management Agency.

NYS Passes Third On-Time BudgetThe Long Island Contractors’ Association (LICA) was pleased to learn that Governor Andrew Cuomo and his partners in the Legislature have passed New York’s third on-time budget, a feat that hasn’t been done in nearly 30 years. The passage of the 2013/2014 budget further exemplifies the Governor’s support of infrastructure investment and confirms his commitment to the transportation and construction industry. Investing in Transportation DOT Transportation Capital Programs: The Budget provides the first year of appropriations for a new 2-year transportation program that will provide $7.1 billion in transportation capital investments in 2013-14 and 2014-15. Highlights of the 2013-14 Budget include: • $155 million for a new project acceleration initiative that will advance projects from future years into 2013-14, for a total highway

construction program of $1.9 billion for the year;• $75 million of increased funding for the CHIPS local road program, for a total program of $438 million for the year;• A $10 million increase for aviation facilities, for a total aviation program of $14 million for the year;• A $10 million increase for freight rail facilities, for a total rail capital program of $20 million for the year;

• $5 million in new funding for downstate suburban and upstate transit systems, for a total program of $21 million for the year.• The Budget includes $4.7 billion in Transit Aid to systems throughout the State, including nearly $4.25 billion for the MTA and

$454 million for other systems. The Budget also reallocates the distribution of revenue collected from the corporate and utilities taxes to provide an equitable share to upstate transit systems.

“At a time when government leadership is more crucial than ever to ensure New York State is able to rebuild its infrastructure and strengthen its economy, this on-time budget is proof positive that we have the political will to do what’s right for the state’s taxpayers,” stated LICA Chairman James Pratt, III of Pratt Brothers, Inc. “Of special note is the bipartisan nature of this spending plan where Republican leaders such as Senators Skelos and Fuschillo worked closely with the Governor for the purpose of allocating the funds needed to protect our future.” Click here to view the full budget summary and click here for a complete breakdown of the Consolidated Highway Improvement Program (CHIPS) funding.

ASCE Names Northern State Parkway over RT 110 Interchange Reconstruction Project ‘Project of the Year’ This year, the Northern State Parkway over Route 110 Reconstruction Project is being recognized with the American Society of Civil Engineers’ (ASCE) Project of the Year Award. The honor, granted for a major and complex civil engineering project, will be presented at this year’s annual ASCE May Dinner Dance to be held Thursday, May 2, 2013.

Formal recognition will be given to the design engineer, LICA member Greenman-Pedersen, Inc. (GPI); the contractor, LICA member Grace Industries LLC; and the construction inspector, a joint venture between LICA member HAKS and Gibbons, Esposito & Boyce, Engineers, P.C. (GEB). This $55.7 million reconstruction and widening project encompassed signal, drainage, safety, and capacity improvements to the Northern State Parkway Bridge over Route 110 in Melville and is considered a strategic improvement of our region’s infrastructure.

This project is the second phase of a series of three projects which, upon completion, will widen Route 110 through a critical, heavily travelled corridor between the Long Island Expressway and the Northern State Parkway. In an effort to lower project costs, Grace Industries evaluated the possibility of condensing this three phase project into two phases to reduce the overall contract duration, achieving significant savings for the taxpayer.

Suffolk Officials to Share Vision for Projects at LICA’s Suffolk County Construction Season Kick-off Breakfast Elected officials from throughout Suffolk County will present the region’s heavy construction industry with their report card on infrastructure plans crucial to their county’s growth on Friday, April 19th from 8:00 to 10:00am at the Hamlet Wind Watch in Hauppauge, as LICA convenes its annual Suffolk County Infrastructure Summit. This year, those charged with highway infrastructure projects will be discussing the ongoing impact of federal “Sandy” dollars to address the damage to roads and related infrastructure. Recently elected Brookhaven Town Highway Superintendent Dan Losquadro will have much to say about what the largest township in the region will need to repair its extensive road network. LICA members are encouraged to attend so that they may personally question municipal leaders and top highway/public works officials from Suffolk County’s towns and villages regarding capital programs as well as other concerns. Nassau County’s presentation to LICA In February, LICA held a similar meeting with Nassau County officials, which proved to be an effective platform for dialogue and industry insight. Over 100 LICA members as well as representatives from our partners in the labor community engaged in meaningful discussions with government officials and village representatives.
