FY 78 Budget AllocaËion

The following is a summary of a letter recently sent to the UniversityLibrarian from Morton Lrreir, vice-chancellor for Academic Affairs.

The campus has now received sufficient informatÍon concerning its budgetallocation for FY 78 to make some firm decisions concerníng internal campusallocations for next year. These decisions reflect the fact that theuniversityrs allocation for FY 78 will not come close to meeting our minimumneeds and our need to reallocate funds internally to reflect the changingworkloads experienced by the various colleges.

Based upon information presently available, the budget for theUniversity of Illinois Library wíll contain a 5.0 percent increase onyour academic salary base, a 7.O percent increase on your non-academicsalary base, and a 3.0 percent increase on your expense base. Thisallocatíon does not take into account the Library salary problem that,you have described. Your allocation will include $20,000 in recurríngfunds for FY 78 and an additonal $20,000 in FY 79 to aid your effortsin solvíng this problem. In addition as far as r¡re can tell ríghË nowyou can expect to receive $250,000 to support the Library AutomationProgram in FY 78.

In your February 15, L977 Letter to me you noted that it would take anadditional $191,420 in FY 78 in order for you to maíntain your preseritpurchasing por¡rer. These funds, on a recurring basís, will be allocatedto you as a part of your FY 78 budget.

The allocation decisions I have outlined are subject to revisiondepending on a decision yet to be made about an all-out effort to obtainsalary increases at the expense of other íncreases, and on the willíngnessof the General Assembly to approve the salary package described above.Any change in these figures enacted by the General Assembly and the Governorwill probably be reflected ín your personal services allocaËion.

Mr. Atkinson vÍas absent because he was attending the University LíbrarySharíng Task Force meeting in Chicago.

Corey reporÈed that Ëhe Trustees have approved the shelf list conversíonlow bidder, trrlarner Management Consultants, and the purchase order has been íssued.The library and Llarner held theír fírst official meeting last Thursday. Procedureswill be set up so thaË Warner wíll sígn for drawers taken out and will sígn themback in upon return.

Undergrad has fíníshed testing the reserve circulatíon programs and hasdropped the manual system. One feature is still needed, namely the capabilítyto place holds on reserve books that are checked out. AISS estimates eighthours spread over t\.ro weeks would be required t.o program and Èest the holdfunction. AISS will program the hold functíon, but it ¡¿i11 be low priority.Programmíng needed to create the LCS book master file musË come fírst.

Serials conversíon to date: 27 drawers completed1, 64 dtawers ín processfor a total of 91 drawers. The CSR has 465 drawers. Several more members of theSerials Dept. have pitched in to help with proofreading.

Serials Cataloging

In line wíth the ímplementation of the LCS Program and with the plannedexpansion of the use of the OCLC System for serial cataloging, the SerialsCataloging Dívision will begin applying the rules for successive catalogíng ofserials beginning May 1, L977. Thís means that after that date all titles,regardless of when published or received in the Serials Department will becataloged according to Èhe Anglo-American Cataloging Rule for successive entry.Since details are so complex, ínquiries regardi-ng thís procedure should be directedto Nancy Romero, Serials Cataloging Librarian, 220-3 Library.

Housing Divísion Listing Servicee

I,rrith the approach of summer and ttre 1977-78 academic year some faculty andstaff members are planning to leave the campus and community for relativelyexpended periods. The Housing Division maintains a listing service Ëhat can behelpful to those r¿ho r¿ish to rent their homes to others during their absences.

Any member of the Líbrary staff may advertíse hís or her home for rentduring a period of absence. There ís no charge for this service; the onlyrequirement is that the o\^rner sígn a pledge form declaring that tenants orprospective tenants will not be subjected to díscrimination because of race,color, relígion, or natíonal origin.

Any faculty or staff members r¿ho wish to avail themselves of the HousingDivísionrs lísÈing service may do so by calling the Housing Information number(333-L420) or visiting the offíce (420 Student Services Building) and requesringthe nondiscrimínation pledge form. Once that form is signed and on file, theproperty ol^7ner may telephone the pertinent information about the property to theabove mentioned number or he or she may visit the office in person and completethe lísting card.

Faculty Typing

The Líbrary Office has been able to meet many of the faculËyrs needs fortyping by employíng a temporary typist from the Stenographic Bureau. The Officeurges every faculty member to bríng in materíal for typing as soonregularly as possible. hle will be forced Èo release the typist during the courseof the current week, if we do not get work for her. Every kind of typing-- reports, letters, articles, bibliographies -- will be done, and so far wehave been able to schedule Èhe work for prompt completion. It will help theOffice to plan for fuËure typíng if faculty members will 1et Deloris Holiman(3-0791) know what future typíng that they will have, and approximately whenthey wíll need the typíng done.

The Allocation of Faculty Time

Following the discussl-on at last weekts Faculty meeting and with theendorsement of Èhe Adninistrative Staff Conference and the Executive ConmlÈtee,the University Líbrarlan has adopted as Library policy the recommendation ofthe Research and Publication Committee on the allocatíon of professional time.There will be many questions about how thís policy will apply ín specificcases. I^Iherever possible, these questions should be resolved wíthin thelndivldual department. COMARC

The Universíty Library has recently received a letter from HenríetËe D.Avram at the Library of Congress stating that our Libraryrs cataloglng recordshave been accepted for inclusion in the COì4ARC project to brlng non-currenttitles into the natlonal automated data base. The Líbraryts records are nol¡ü

beíng added to the COMARC data base on a regular basis.

French Language I^Iorkshop

The Staff DevelopmenË Cormittee is sponsoríng a French language workshopspecifically designed for _bíbliographic use and for those wlth lítt1e or noknowl-edge of French. This is a basíc workshop - not an extension of theprevíous French workshop.

In a move that few in the library and líbrary-supplíer cormrunítles areaware of, the Uníted States Postal Service has ruled thaÈ all maÍl less than3 L/2 inches hígh and fíve inches wide will be considered undersized and wíllnot be accepted. This ruling, which will take effect on Aprí1 15, 197g, willnecessitate changes ín the standard overdue postcard.s and ín 3" x 5t'r¿indowenvelopes now used ín most libraries.

Although the USPS maintaíns that ít Ís now pasÈ the tíme for objectÍons,libraríans are urged to r^rriÈe letÈers of protest to Dan^rín Sharp, d.irector,Office of Mail Claasifícation, Rates and Classífícation Dept., United SÈatesPostal servíce, I^Iashlngton, D. c. 20260. Also write to your senators andrepresentatíves.

Mr. Atkinson rePorÈed on the March 28 meetíng of the Uníversity LÍbrarySharing Task Force. The specÍ-fications which must be met by the computercenter running LCS r¿ere reviewed and approved. It turns out thaÈ only onecomputer center will bíd. It is the computíng ServÍces Offíce (CSO) loeatedín the Digital Computer Lab in Urbana. They operate an IBM 360/75. planningwill- be revised beginníng írnmediately now that the computer center for LCS isdefinlte. The oÈher action taken at the Task Force meetíng r^ras to divíde nextyear's allocaËíon of $2501000 for LCS. The entíre amount will be used for shelflísË converslon. The money was divided according Èo number of títles on eachcampus. The allocatlons are as follor¿s:

Síte planning for LCS termínals was begun at UIMC.Nine CRT's and 5 prínters wíll be used at UIMC for LCS. Rockford and Peoriamedical- branches wil-l each get one CRT and one printer. Thus 11 CRT's and ] prlntershave been requísitloned. The group also vísited UICC but díd not begin detailsite planníng for terminals. UICC may relocate some servl-ce points and that mustbe done before site planníng can occur.

EíghÈ drawers of the shelf list have gone to l^Iarner Management, but nonehave come back yet. A great deal of Èrainíng must be given Ilarner staff beforedrawers can be processed rapíd1-y. Update procedures for converËed drawers havebeen worked out buÈ noË yeÈ Èried. Update procedures used by UIUC can also beused by UIMC and UICC if they wish.

Ideas for location of the LCS telephone center have been proposed by theCírculation Department. These ideas need to be discussed by all- involved uníts.

No work has begun yet on programs needed to buí1d the patron data base.UIMC, and UICC, as weJ-l as UIUC, will- need to investl-gate formats of theirrespectíve staff and student name and address files. l,{ork on the patron fileswíll begin as soon as daËa conversíon programs are completed.

Paula l,IaËson reported on unease and confusion on the part of some juníorfaculty members over policy recommendations for the allocation of professionaltime. There will be a notice Ín a forthcoming "Library Offíce Notes" thaÈthe policy recommended by Ëhe Research and Publication Cornrnittee ís officíal;Mr. Atkinson will meet with L/2 time professionals to discuss the issues.

The Comíttee consulted with Mr. AËkinson on the General Servíces Coordinat-íng CornmiÈteer s structure and function in relation Lo the new General ServicesCouncil formed recently by the Public Services Council. -

I^Ihile the budget picËure for L977-78 is not yet clear, it does appear Ëhatunits wÍl1 receive a 57" lnerease in fílled academic base salary lines as of twoweeks prÍ.or to Ëhe budget prínt-out ; a 77. íncrease ín student r,rages; 3% in theexPense account in the 00 account (but they left out the 40 account and this willneed to be checked out); and the nonacademic budget will be handled centrally asit has been handled since the ínstallatíon of the step pay p1an.

For the comíng year Èhe University will all-ow us to píck up the funds generatedby nonacadenÍc vacancies, followíng the procedure we have been folbwíng this year.

As usual, the increase ín student wage funds probably will not cover the proposedehange in the mjnÍmum wage for the coming year. Unless the increase occurs wellinto the comÍ-ng yeat, it no doubt wÍll mean that we wí11" be able to have fewerhours of student assistance at the higher rates. Mr. Atkinson indicated that de-partments which overspend studenÈ wage funds nay be in the position of havíng toleave an academic vacancy open for a long period of tíme ín order to generaÈefunds to cover the deficit.

All of this information conËains a very large "IF"--r^rith actual budgetingfor L977-78 depending on the actions of the legíslature and the governor.

GARTON,¡

Mr. Garton brought up the subject of the heavy íncrease ín the use of foodand drínk ín publíc areas in the Main Library, both by our pat,rons and by thelíbrary staff itself. The Library always has discouraged ËhÍs and has asked inthe past that library staff try not to carry beverages through the public areasand hallways. A quÍck glance at Èhe condition of floors in hallways and elevatorsmakes the reason for this obvíous. It also encourages patrons to do the same.Public service units wíll have Ëo ask pat.rons not to bring food and drínk íntoËheir areas, and it r¿ould help if patrons díd not see líbrary staff doing thesame thing.

ATKINSON

Mentíoned that he had had some complaints concerníng departmental- libraryhours duríng ínterim and vacation períods. The problem stems, no doubt, fromthe wide variety of hours of opening during these períods in varíous deparËmentallibraríes. Mr. Oram indicated that we had tried in the past for more uniformityin these hours but that qre seem to be slippíng away from uniformity agaín. Aneffort. should be made t.o make the hours conform as much as possible.

Mr. Delzell suggested that members of the staff conference míght líke tolook aË an article, "The High Cost of Híring," which has appeared Ín the March15 Íssue of LIBRARY JOURNAL. The University of Georgia Library has done astudy of the híring processes for academic staff and has come up with a timelag of at, least six months from the time a job descriptíon is prepared to thetime when a ne\r employee actually starts to work. The cosÈ of each híring hasbeen estinated at an average of $11750. Many people are under the Ímpresslonthat our processes are more stringent here than ín oÈher plaees and this 1sobvíously not Èrue. I{e probably are doing the very same things that otherpl-aces are doíng and this article would indícate this is true. It becomeseven more important Èhat we start to work on prospective vacancies at theearliest possible tlme. Much can be accomplished príor to an acÈual resi-gna-tÍon íf Èhe departDent involved will contacË Mr. Delzell so that the departmenÈcan begin work on a Job descripÈíon.

The first four drawers of the shelf líst have been reÈurned by InlarnerManagemenÈ, but prlntouts to be used for proofreading have not been receíved.A program to create a príntout for each drawer is stlll beíng wrítten andtested by l.Iarner. In the meantime, Warner has etght more drawers which arebeing keyed.

CSO needs $2500 per month to lease dlsk drives needed for LCS fllebuildfng and system testlng. Mr. Atkínson told CSO to geÈ the drives, andthe llbrary wlll reímburse CSO for the cost.

Mr. I^leír asked Mr. Atkinson and Mr. Badger (head of CSO) to determlnewhat ít would cost to bring LCS up for operatíon prior to July 1, 1978. Pre-sumably, Mr. trIelr mlght be able Èo help ¡¿ith fundtng if LCS became operational1aÈe this fiscal vear.

Serials conversion to date: 80 drawers completed; 50 in process; total-130 drawers. Updating of holdíngs ín completed drawers 1s now being performedweekly. In April CSQ keyed 2 drawers. AISS keyed 31 drawers. AISS has,for several weeks, been keying at a faster rate than they had projected.

Space Reallocatíon

After consultation r^ríth a number of units, departments, and índivíduals, Ihave tentatively decided to allocate Room 19 (now Archíves) to the Assian Library.The space uËílizatíon offíce ís seeking a different space for the Archives, ínclud-íng the scattered deposítories of archival material. Food in The Library

Mr. Garton broughË up the subject of the heavy íncrease in the use of foodand drink in public aïeas in the Main Library, both by our patrons and by thelibrary staff itself. The Library always has discouraged this and has asked inthe past thaÈ library sÈaff try noÈ to carry beverages through Èhe publ-ic areasand ha1lways. A qulck glance at the condiÈion of floors in hallways and elevatorsmakes the reason for this obvlous. It al-so encourages paürons to do the same.public service uniÈs will have to ask patïons not to bríng food and drink ínÈotheir areas, and ít would help íf paËrons did not see líbrary staff doing thesame thing.

For all those curíous about the situatÍon regarding the air conditioning inthe Library, r^re have been notified that the system has been restored in the oldpart of the buí1ding. At present, there is some trouble with the system ín the ne\d partof the building. Rooms in that part (i.e. L46,2461 346, etc.) will not have anycentral air condítioníng for between one and two weeks, or as fasÈ as the main-tenance people can repair the failure. Please do be patient. All that can bedone has been done. If you are in the nee/ part of the buildíng¡ you nay keep thewindows open for circulatlon. The Comnittee considered nemes for the search conrnittee for the poslÈion ofAssíetant Universlty Librarlan for Research Budget Plannlng. There were no ob-Jections to the list presented by Hugh Atkinson.

The agenda for the contlnuing Faculty Meeting was briefly díscussed.

Hugh Atklnson reported Ehat lhe library had received next yearrs budget fig-ures and that completed forms are due in the University administratíon offices byMay 25. In his opiníon the líbrary will run with a substantial amounÈ of lapsedmonies from faculty vacancies again next year. Mr. Atkinson welcomes suggesÈionsfor allocation of library resources that may be gained from these lapsed salarles.It is particularly important that arrangements be considered in advance for coveringresponsíbi1lties for faculty on sabbatical leave.

The Conrnittee discussed the need for a small discretionary serialst purchasefund for the Serials and Asslstant Serials Librarians. Based on faculty ratherthaa admlnistratíve concerns, the Corunittee agreed that the shaping of instructionalresources is of lmportance to a high quallty collectíon, and that a small discretíon-ary fund is appropriate for the developmemt of the serials collection.

The Gonrnittee discussed the constitution of the Technical Services advísorycorunittee. In particular, Executíve Conrnittee members rtere concerned that (1)there is only one tenured faculty member on the Technical Services advisory com-mittee whereas 5tl o/o of the technical services members are tenured; (2) repre-sentation eppears to be departmental rather than demographical resulting in theimpresslon of the University Librarian, whose fears were allayed by Larry Miller,(3) that it ¡vould have been more in keeping with the Faculty Advisory Conrnitteerecormnendation tf the advisory cor¡nittee had been elected rather than appointed.Mr. Miller explaÍned selection procedures for the Technical departmentsladvlsory cosníttee on merft increases and reported that the faculty of the Techní-cal departments wíll be meeting to decide on the formation of a promotion andtenure advlsory co¡rmfttee before September, L977; he will convey the concernsof the Executíve Cormittee to the Technical Service departmenL heads.

The next Executíve Cor¡unittee Meeting will be on May 25 at 1O:OO a.m.

Mr. Gorman is currently Head of Bibliographic Standards Office, BritíshLíbrary. An ínternatíonally recognízed auÈhoríty on caËa1ogíng, Gorman was thedrafter of the ISBD-M and ISBD-G, and he ís co-editor of the second edítion ofthe Anglo-American Cataloging Rules which is scheduled for publication nextyear.

He wí1l be teaching ín the Graduate School of Library Science Èhis summerand hopes to have informal conversations with Technical Service faculty duringthis tirne.

Èo the library. The reports are ín the specifiedformat and print quality is satisfactory. An initial scan of one report shows a

Since LCS will be on the 75 indefiniiely, it is cheaper to purchase disks and

up for searching the Shelf list by December or January. But the budget may not

be Ëo have a few termínals by January, 1978. The Èerminals would be used a few

hours a week for searchíng, staff trainíng, and data base maínÈenance' By March

or Apríl, Lg78, more Ëerninals would be ínstalled and LCS would be up several hours

a day, possíbIy all day. In May, LCS would become ful1y operational. Furtherrefínement of a schedule dependl as much on the budget as ít does on prograrmning.

íÈs collections on the "Sources of Genealogical Research." The first three cases

wíll consíst of general reference works, Fãderal and state government records' and

local resources. The second half of the display will consist of materials from

three central rllínoís family manuscript collections. The dÍsplay is prepared

by Mary cartwrighÈ and Dennis !üalle of the Illinois HisÈorical survey'

The last equípment orders for the current fiscal year wíll soon be placed.Planning for next yearts equipment needs will need to reflect remodeling expensesinvolved in two moves withín the Library nor^r under discussion. One of these 1s thepossíble relocation of the Asían eollections, the Universíty Archives, and theIllínois Historical Survey Library; the other ís the possible relocatíon of theadministratíve offíces nohr on the third f1oor. The Líbrary ís committed to neítherof these moves as yet, and it ís ímpossible to say now what expense costs will beínvolved in eíËher of them.

Decisions about the proposed moves and estimates of the cost ínvolved wíI1 bemade as soon as possible, so that other equipment requests can be acted on in atimely manner.

DiscontinuaÈion of Flower Fund

At Èhe annual meetíng of the Library SÈaff Assoclation, held l{ay 26, L9J7,it was decíded by the members present to discontinue the Flower Fund. TheAssocíation wÍll no longer send flor¿ers to staff members in cases of births,íllnesses or deaÈhs. It $/as recourmended that j-ndividual departments assumethis responsibility in the future.

ALA Receptions

LCS SÈeeríng Commítt,ee - June 6, 1977

Mr. Atkinson distributed a newly prepared three year plan for LCS. Theplan was drafted by the University Líbrary Task Force chaired by Více-presidentBareither. According to Èhe plan FY 1978 ís spent on data conversion and pilotoperatíon, FY 1979 is the firsÈ year of full operaÈion with 140 terminalsínstalled on the three U. of I. campuses, and FY 1980 provides for the operationof addiÈional terminals ín institutions in the staEe desíríng to participate inthe program.

The shelf list conversion is gradually movíng ahead. Tr¡o drawers have beencompletely proof read and returned to Inlarner I s. !'larner will not begin correctingdrawers until next week at the earlj-est. I¡Iarner now has 16 terminals installedfor keying and ís working two full shifts. The imrnediate need ís to returnedited lists to l^larner so they can see Ëheir mistakes and reduce Èheír errorrate. Beginning nexÈ week, the Catalog Department r^¡ill produce a weekly progressreport símilar to the one nol¡/ done by the Serials Department.

Mr. Badger, head of CSO, reported that disk space for the book fÍle will bepermanently available by August 1. Space for all files will be ready byJanuary 1.

Candy !triLnot, Cliff Carter and several other staff members from CSO wentto OSU last week to discuss technical LCS íssues. They also came back withOSUts new developmenË plan for LCS. This surnmer, OSU will ímprove the way LCS

circulates serials. By sunmer of L978, LCS will accomodate a full bíbliographicrecord and have subject access. By Fall 1978, the method of updating serialsholdings will be improved. The U. of I. will obÈaín the new programs when theyare working.

Serials conversíon: 119 drawers complete; 41 in process; total - 160drar^¡ers.

Ms. Maureen Pastine has been recornmended for appointment to the posítíon ofUndergraduate Librarian and Assocíate Professor of Library Adninistration,effectíve July 21, L977.

Ms. Pastíne has an AB in Englísh from Fort Hays Kansas State College andher M.S. in Library Science is from Emporía Kansas StaÈe College. She has doneadditional graduate work in Englísh at Fort Hays Kansas State College and theUniversíty of Nebraska at Omaha; she has graduate hours in art from Kansas StateCollege in ManhaÈtan.

She has been most activeín the areas Ínvolved with library instruction and a long list of publícationsíndicates her considerable interest in thj-s area as well as the status of women,the use of multi-media ínstructional materials, and outreach librarianship. warner Management has keyed and returned printouts for 69 drawers. Ten

printouÈs have been edited and returned. So far, none has been corrected byWarner. Proofreading is still slow, taking abouË 8 hours per drawer. MlssCroft turned ín a report showing shelf lísÈ conversion sÈaÈistícs for theprevÍous week. Thls report will be prepared weekly for the Steering Commítteeand a suflrmary of it will appear in these minutes.

Serials Conversion: 120 drawers complete; 45 in process; total - L65 drawers.

Cliff Carter has been working on the communicatíons network for LCS. He 1s

preparing two alternatíve plans. One plan is Èo have lllinois Bell do thenetwork. The other plan ls Èo have unlverslty phystcal plant lay wlres and use

commerclally available (but not Bell) multiplexors to connect the unlversitylines to CSO. Costs of the two alternatives wíll be a rnajor factor in thedecision.

Mr. Manus asked íf the question of more programming supPort had been resolved.Mr. Atkinson said tt had not, but iL would be raised at the next meetfng of theUniverslty Library Task Force.

More programs have been converted from the Chicago comPuter to the Urbana360/75. In par!ícular, the master file maintenance program nor^t runs at Urbana.This program is needed to build Èhe book data base from vendor tapes. AISS isnow ready for tapes from lüarner.

Hardware and software to permit on-líne dial-up access to the 360/75 wlll be

ready by the end of June. Thís will enable the Catalog Department to use thecomputer to update the portlon of the shelf list which has been edited and

corrected.
