The Dairy industry must have electricity to milk the cows at thedairies as well as process the milk at the plants on a daily basis.Without energy major losses will occur that could destroy the mostimportant industry in the State.

Ve urge that everything possible be done to see that an operatinglicense is granted to allow the start up of the Diablo CanyonNuclear Power Plant as soon as possible. Its capacity would thenbe available to produce energy this coming summer.

A copy of a Resolution adopted at the Danish Creamery Board ofDirectors Meeting held on February 7, 1977, is enclosed.

DANISH CREAMERY ASSOCIATION BOARD OF DIRECTORS

RESOLUTION ADOPTED FEBRUARY 7 1 77

MrlEKRS, California last year experienced one of the driest water years of record

resulting in storage reservoir being drawn down and groundwater supplied being

overdraf ted; and

MHEREAS,. Precipitation to date this winter and longrange forecasts indicate the

drought is continuing and that 1977 may be as dry or dryer than last year; and

%BOREAS, Agriculture must again rely heavily on groundwater pumping to- meet the

~ater needs for production of food and fiber; and

WHEREAS, Groundwater pumping and many surface delivery systems require large

quantities of electric energy; and

MHKZAS, Much of California electric energy is normally produced from hydroelectricfacilities which production will be severely reduced due to the reduced stream flowthis year.

WHEREAS, Pacific Gas 0 Electric 'Company's Diablo Canyon Nuclear Power Plant isessentially complete and ready to begin operation; and

MHEREAS, If Diablo Canyon is not completed and brought on the line immediately,

California energy supply may not be sufficient to meet all of the demands thissummer.

MHFBEAS, In the absence of sufficient energy, agricultural water> particularlythat pumped from groundwater, will be severely reduced. and major crop losses willlikely occur,

NOM THEREFORE BE IT RESOLVED that the Danish Creamery Association urge the

Nuclear Regulatory Commission to dispense with all red tape and obstacles

and proceed forthwith to grant an operating license for the Diablo Canyon

Nuclear Power Plant so that its capacity will be available to produce energy

to combat the expected drought conditions.

BE IT FURTHER RESOLVED, that a copy of this Resolution be sent to our

representatives in Congress and the State Legislature with the request thatthey assist in" getting the Diablo Canyon Plant into production.

We would like to assure, you that the NRC staff and theindependent Advisory Committee on Reactor Safeguards areworking as expeditiously as possible to resolve questionswhich have been raised about the ability of the facilityto withstand earthquakes.

When~this question is resolved, the Atomic Safety andLicensing Board will resume the public hearing on .PacificGas and Electric Company's application to operate thefacility. At this time, it is not possible to predictwhen a final decision will be reached.

We, of course, are aware of the problems the current droughtis causing and will cause in the coming months; nevertheless,our primary consideration in this matter —as in all others—must be the public health and safety.In the meantime, we are taking the liberty of forwardinga copy of your letter for inclusion in the Diablo Canyonfile so that all parties to the proceeding will be aware ofyour views.
