Early Decision: It’s Marketing from the Git‐Go
• We knew we’d have to make the sale to the Mayor, other senior administrators, and the City Council… Vf$
• Sandia National Labs –highly respected nationally and in our community – responsible for the metrics…show the value for money (Vf$)

Determine the RTCC Mission
• Not an easy question…many discussions(AKA b ttl ) C d di ith thbattles). Cuss and discuss with the stakeholders.
• Provide intelligence (Intel)
vs.
• Provide relevant information to improve• Provide relevant information to improve officer situational awareness (SA)…
Intel vs. Situational Awareness
Intel: Situational Awareness
B i f h t’
• Collection of data
• Process
• Analyze
• Disseminate
• Being aware of what’s happening NOW…
• What are the things that could improve an officer’s decision making ability NOW
This takes time…
making ability NOW

2013 LEIM Conference Workshop ‐Operational Track 13
For what purpose…what’s driving this?
Why are we doing this?
We’ve had OIS in Albuquerque
We believe: if officers have better Situationalhave better Situational Awareness, they will make better decisions…
We want to change the outcomes…
Decrease OIS whenever possible… and

Better SA alsomeans
Better decision making means better protection
Better decision making by getting inside the bad means better protection
of:
– Citizens and
– Officers
…by getting inside the bad guy’s OODA loop:
USAF Colonel John Boyd
If we’re going to call it intelligence, there are 2 kinds …
• Real Time • Deliberate
– Happening now, as the officer is en‐route
– We plan on 3:38
Continue to provide
– Assisting in investigations
– Helping with the development of Tactical– Continue to provide
information as the situation develops
development of Tactical Plans
– Assisting during the execution of a Tac Plan

Who Should Staff the RTCC?
• Civilians?
• Sworn Officers?• Sworn Officers?
• My take, we should run it like the military does with Forward Air Controllers… the FAC on the ground is t e C o t e g ou d sa pilot…who knows what’s important to the pilot in the air.

intel prior to being dispatched
• 10‐31 priority one calls (suspicious‐ if enough information available, not likely)

entered as 10‐10‐0 Welfare check *Should include Pick Up Order calls
subject location
• 27‐5‐‐burglary, priority one ‐‐if initial case comments indicate it may be a pattern offender, RTCC could provide the pattern info to responders *Camera systems could help with fleeing subject location
• 27‐8 shooting• 27‐9 stabbing
*43 1 C ll h bj i th t i 43 1• 10‐65‐‐ kidnapping, abduction, hostage‐‐
again if enough information is available• 10‐76‐‐ will almost always start as a different
call type‐‐would want to check with SWAT as they also work the intel angle
• *43‐1 ‐‐ Calls where subj is threatening 43‐1 via violent means; use of traffic/weapon/suicide by cop/
• *10‐59 ‐‐ these could be called in as 31 packages

Sandia’s “Official” Tasks:
• Work with Sandia National Laboratories starting in August, 2012 to develop methods for measuring the effectivenessf h RTCCof the RTCC
• Two surveys designed: one for the Test Squad, one for the Control Squad
• Focus on level of situational awareness and method of preparation and how these change as a result of receiving information from the RTCC
• Hypothesis being tested is that when officers are prepared yp g p pwith more information they are better able to deal with the dynamic, possibly volatile situations they encounter, thus making that encounter safer for both officers and the public
