A penalty kick is awarded when a defender
commits any of the 10 direct free kick fouls
inside the defender’s own penalty area

WHEN TO AWARDA “foul” means:
By a player, during play, on the field

being prevented …Just apply the Law fairly and
accurately

REQUIREMENTS OF KICKER
Kick must be taken from the mark Ball must be kicked forward Kicker may feint on the kick during the run to
the ball (but not after arriving at the ball) must not run past ball and then back up must not change direction excessively must not use hand/arm gesture to distract or
deceive keeper Must not “two touch” the ball Must not engage in unsporting behavior (e.g.,
trying to shake hands with keeper)

behavior (example: trying to shake kicker’s hand)

Anything that happens BEFORE you whistle has happened during a stoppage of play and can only be misconduct

When is the penalty kick taken in extended time over?
The ball either goes into the net or it doesn’t – either way, it is over.
After the ball is kicked, it can be played only by the goalkeeper.
As long as the ball is still moving, a goal can be scored.

Used to “break a tie” (with or without additional playing time)
You choose goal at which kicks will be taken
Coin toss winner decides which team kicks first
Only players on field at end may kick Coaches, substitutes, and spectators

If one team finishes the match with fewer eligible players than the other or loses a player before the first kick is taken, the other team must “reduce to equate” – bring its size down to match the other team
This is NOT a requirement if a team loses one or more players DURING or AFTER the first kick is taken
