ESSEX TAKES PROFITS FROM NEW HOMES IN SUSSEX

Essex’s volume housebuilders are being grantedplanning permission tobuild tens of thousands of

new homes across Sussex, ongreenfield sites, whilst Sussexresidents are being refusedplanning applications to buildtheir own new homes.

District councils across WestSussex and East Sussex are turningdown most local residents’planning applications for newhomes, despite grantingpermission for thousands of newhomes to be built by out-of-countyvolume house-builders, usuallyfrom Essex, such as Bovis Homes,Barratt Homes, Crest Nicholson,Berkeley Homes and CharlesChurch.

Julia Arnold, MD of SussexHome Hub and founder of the‘Campaign to Get Sussex Building’comments: “This is disastrous andunfair for Sussex people who wantto build their own new homes,often on brownfield land. Mostapplications are being refused,while, volume house builders fromout of Sussex are being givenpermission to build thousands ofstandard house-types ongreenfield land.

“Not only does this mean theprofits from the new homes aregoing out of Sussex, it is alsoresulting in work being given toarchitects, planning consultants,builders and other workers fromoutside Sussex, in priority overSussex workers.”

There are two reasons for thisbias against Sussex self-builders.The first is that since the planningregulations were relaxed last year,the huge increase in individual(and often unprofessional)planning applications from self-builders may have created toomuch administration for councils.It is much easier for councils tomeet their housing numbertargets by allowing fewer largesites by wealthy volume builders,

who can also make socialcontributions through theNational Planning PolicyFramework (NPPF), such asbuilding a school or doctor’ssurgery.

The second reason local self-builders are often turned down forplanning permission, is becausethey have failed to make adequateplanning applications whichcomply with the complicatedregulations that surrounds theplanning system.

For example, applications forbarn conversions increased by400% in just four months last yearafter the planning laws aroundthem were relaxed, so barnowners now have the right, withincertain restrictions, to undertake abarn conversion in Englandwithout the need for planningpermission. Despite these new‘permitted development rights’nearly two thirds of applicationswere stopped from going aheadby local councils. “This is wrongand unnecessary,” according toSussex Home Hub, a free service,which is helping people acrossSussex to get planning permission

and build new homes.Julia Arnold, Managing Director

of Sussex Home Hub, explains:“Astute people all over East andWest Sussex are making smallfortunes by taking advantage ofthe changes and building theirown new homes or convertingtheir barns.

“Often planning permission isbeing refused just because self-builders do not know how thesystem works, or they are givenbad advice. If you have the rightexperts around you, and you haveland which is eligible fordevelopment, the opportunity tomake money and create your ownnew home is very real and oftenrelatively easy.”

It is perhaps inevitable that acompany that has made itsname as a letting agent mightat some point consider

branching out into the world ofproperty sales – and why not? Thetruth here though is that for sometime Leaders has been active in thefield of property sales, just ratherquietly.

I’ve thought of Amex House as special since it appeared on AntonySeldon’s list of Brighton & Hove’s ten best 20th century buildings inhis 2002 book Brave New City. “A controversial choice, but its designworks admirably…”, he says.

The new glass-covered headquarters of American Express, to thenorth of Amex House, is a serious building with a job to do. It is certainlybulky but this is a small sacrifice to make in return for such a largeemployer being based in the city. Perhaps more controversial than theentry on Dr Seldon’s list is a requirement within the new building’splanning permission that Amex House has to be demolished by 2016.

For a building that is not yet even 40 years old, demolition isconcerning. It opened in 1977 to the designs of Gollins Melvin WardArchitects (not a household name but an internationally-respected firmnevertheless) and soon became known as ‘the wedding cake’ forobvious reasons. It reminds me much more of a Chinese pagoda though,rather than a cake, and I half expect to find an Indian interior, in areversal of the nearby Royal Pavilion’s mixed origins.

The Regency Society is fighting a campaign to save Amex House whichcertainly has merits. To tear down 45,000 tonnes of concrete and 4,000tonnes of steel in order to further develop an already intensively-developed site seems somewhat wasteful. The case is being brought by

the society that much will belost (a landmark building withsun-kissed piazza in particular)and little gained.

Given the choice, I’d muchrather see Amex Houserefurbished than endure yearsof planning and constructiondelay. It may well be possibleto squeeze more office floor

area from this constrained site but there seems little reason why wemight need or want to.www.buildingopinions.com

ELEANOR HARRISAN EYE ON i360

Iam delighted to start aregular column toprovide an update on the

Brighton i360, as this excitingnew addition to the citybegins to take shape.Anyone who has walkeddown to the seafront in thelast couple of weeks cannothave failed to notice that thebuild is now well and trulyunderway. We have already installed five of the 17 steel cans whichtogether will form the 162m high tower and the i360 is already 40mhigh. It is amazing to imagine that by September, we will havecompleted building the 162 metre high tower!

Having such visible – and impressive – construction work beingcarried out on site has certainly increased our public profile and wehave noticed a real upturn in interest around the project. Hundreds ofpeople have come down to watch the spectacle of the beach landingsand the heavy lifting, and there is a real sense of excitement building onthe seafront.

Although the tower has only just begun to appear above the surface,there has been a lot of work going on over the last year – both inpreparing the site and behind the scenes on the business itself.

We recently celebrated the first anniversary of our ‘financial closure’when we signed more than 100 contracts with our funders andconstruction partners and the project officially started.

Funds have also started to be channelled back into the city, withmore than £850,000 paid by the i360 to Brighton and Hove City Councilso far. Once we are open, the Council is set to earn over £1m a year,which has been earmarked to invest in the seafront. Overall, the i360 isexpected to generate £25 million per year for the local economy

We have proudly been putting all of our tenders out locally and havea growing army of local companies working with us. Our new website(www.brightoni360.co.uk) was designed by Tilt – a digital agency basedin Fleet Street near Brighton Station. We have also signed upMasterchef: The Professionals winner and Sussex chef Steven Edwardsto design the menus at our brasserie.

Last week, we announced a discount resident scheme offering halfprice entry to local residents as well as free places to children attendinga state school in Brighton and Hove.

It has been a busy week; as well as the beach landings, last weekend,I was honoured to participate in a fundraising event for Rockinghorseand stepped out Strictly Come Dancing style at the Hilton Metropolewith my dance partner, David Samuel from Paddle Around the Pier,along with Barry Carden from Cardens Accounting, and Tom Evans andNicola Hume from Heart FM. Together we raised over £100,000 for thecharity.

Brighton has not had a major new attraction since the Victorians builtthe piers. Government in March are expectedto come into effect later this yearand will require rented homes tobe fitted with at least one carbonmonoxide alarm. Landlords whofail to comply will be liable to acivil penalty of up to £5,000.

Leaders’ technical andcompliance director Carole Chargeexplained that landlords will needto install a carbon monoxide alarmin any part of a property that isdeemed to carry a high risk - suchas rooms in which a gas or solidfuel appliance is present.

Landlords will also be requiredto install smoke alarms on every

floor of a tenanted property.“With an increasing number of

tenants in rented accommodationacross the UK, it is inevitable thespotlight will focus more andmore on safety - and this issomething Leaders welcomes,”Mrs Charge stated.

“The overriding responsibilityof a landlord has always been toprovide a safe environment fortheir tenant, and the newmeasures will help to ensure thisremains the case. I would adviseall landlords to have carbonmonoxide and smoke alarmsfitted in advance of the newlegislation coming into effect,which is likely to be in October.”

Statistics show approximately40 deaths and 670 serious injuriesare caused by carbon monoxidepoisoning each year.

Mrs Charge said: “Carbonmonoxide has no taste, smell orcolour, so it is easy to understandhow so many people are unawareof its presence. Cases of poisoningcan be down to poor installation,a lack of maintenance or damageto a gas appliance within aproperty.

“The good news is that deathsand injuries caused by carbonmonoxide can be easily avoidedthrough the use of a functioningdetector. The equipment will alerta homeowner as soon as carbonmonoxide levels rise above thenorm, giving them and theirlandlord time to act.”

Leaders has stringent measuresin place to ensure its landlords’properties have regular gas safetyinspections carried out by anengineer who is registered with

Gas Safe Register. “We will be justas rigorous when it comes toensuring our landlords complywith the new carbon monoxideand smoke alarms regulationsonce they come into force laterthis year,” Mrs Charge said.

Leaders is recommending itslandlords have the alarmsinstalled at the same time as a gassafety check, providing one is duebefore October, and can arrangefor this to be done on request.
