Great Lakes Chemical Corporation ("GLCC") holds the below-referenced permits in connection with its ownership and operation the El Dorado Central Plant, South Plant, West Plant, and Newell facility. On October 1, 2020, GLCC will merge with and into GLCC's corporate parent LANXESS Solutions US Inc. ("Solutions"), which will then immediately merge into its corporate parent LANXESS Corporation ("LANXESS"). As a result of this internal merger, both GLCC and Solutions will cease to exist as legal entities, and LANXESS will be the new owner and operator operations of the El Dorado facilities listed above. Please note that NPDES Permit AR0000680 has expired, but a renewal application was timely submitted on August 24, 2012. GLCC and LANXESS respectively request that the pending applications be revised to reflect LANXESS as the applicant, and that the permits ultimately be issued in the name of LANXESS Corporation.

While it is not currently anticipated that the October 1 , 2020 effective date will change, the parties will notify the Division upon becoming aware of any delay in executing the merger. as defined in 40 CFR 122.22(a). For a Corporation: it is the responsible corporate

officer. Therefore, I, Mr. Antonls Papadourakis, am the Responsible Official for

Southwest Arkansas facilities, described herein, for GLCC. I am the President and

Chief Executive Officer of LANXESS Solutions US and meet the requirements defined

in 40 CFR 122.22(a) as the responsible official for a corporation.
