The Land Use Change Monitoring for Production Landscapes tied to tenancy (MOCUPP) is a tool that allows for the sustainable management of agricultural commodity production landscapes in all of Costa Rica. MOCUPP has been developed by the Ministry of Environment of Costa Rica, supported by the Green Commodities Programme of UNDP and UN REDD Programme and GEF.

The tool will strengthen the capacity of the Costa Rican public sector for land use planning as it generates, every year, digitally and at low cost, maps showing the entire land cover of agricultural commodities that may be tele-detected using remote sensors. MOCUPP helps identify deforestation or regeneration of forest within production landscapes each year. This helps the country establish incentives to increase forest cover within private land. The tool allows Costa Rican producers to differentiate their farms as “deforestation free production units” at no cost for producers or buyers. Thereby, it contributes with the country's competitiveness, as it facilitates Costa Rica’s positioning as a sustainable agro-exporter, and fulfilling several targets of the Sustainable Development Goals.

3 important instances,working together for the country's development.

The strategy of MOCUPP is to coordinate, leverage and optimize the skills and competences of three entities:

1) the Aero-Transported Research Program of the National Center for High Technology (PRIAS), belonging to National State Universities and composed of qualified ortho-photo interpreters2) The Property Registration Directorate (DRI), responsible for updating the national cadaster and 3) the National Geographic Institute, that manages a National Environmental Information System (SNIT) which enables the combination of different maps and layers of information with national cadaster data.

These three entities, in coordination with the National Center for Geo-Environmental Information MINAE (CENIGA), will be providing following products on a yearly basis:

1. Maps showing the full national coverage of agricultural commodities that may be differentiated through remote sensing.

2. Maps of loss and gain of forest cover within commodity production landscapes.

All maps are generated by the PRIAS Laboratory and are published through the National Land Information System. This allows any user to link forest cover gain and loss with the land tenure of specific farms in areas of the country that have formalized the national cadaster.

The public dissemination of information about commodities land cover and associated gain and loss of forest cover can prevent deforestation in two ways.

First, public sector institutions mandated with the enforcement of the Forestry Law, such as the National Systems of Conversation Areas (SINAC) may identify violantions to the law, every year. This reduces the cost for verification of law infringements. The Protected Area system of Costa Rica (SINAC), the National Forestry Financing Fund (FONAFIFO) and municipalities may also take advantage of the annual maps in orden to develop schemes such as payments for environmental services, or payments for eco-systemic services, as the tool offers a low cost solution to verification and monitoring.

Second, the private sector can take advantage of the system by differentiating the raw materials that come from deforestation free production units. MOCUPP does not imply any cost to land owners or producers as it simply generates a public access that can be used to show, for example, that production of pineapple or sugar cane comes form a farm where forest remains intact over time; or to show that the production of meat or milk of a particular farm is following recommendations Livestock Program Low Emissions MAG (NAMA Livestock), using hedgerows or silvopastoral methods. In this way producers can differentiate their product units and receive better prices.

The following table shows the annual products of MOCUPP up to the year 2020. From that date onwards Costa Rica will produce and publish total area and total forest gain and loss associated with specific commodity sectors, every year for all the indicated commodities.
