TECHNICAL PRESENTATION
BHL International, Inc. (BHL) is pleased to submit this proposal for a Heavy Duty3000HP Land Drilling Rig. This Drilling Rig is unique in many ways.
The Rig is capable of drilling and moving from one well to the next wells, fullyassembled including 800,000 lbs. of setback. There is no need to disassemblefrom well to well which takes a long time. There is no limit to the number of wellsthat can be drilled without disassembly.
The Rig is suited for simultaneous drilling, production and/or workover operationson a pad location. The Rig is wide open below the drill floor and will clearwellheads extending above ground level. The Rig is able to skid longitudinally onskid rails on each side of the cellar and wellheads.
The Brand New Mast, Substructure and Rig Skidding System are built and name
plate monogrammed in accordance with the latest API Specification 4F, 4th
Editioneffective August, 2013. All other structures built under other editions (1
st, 2
nd, and
3rd
Editions) are now obsolete. Structures built under API 4E which may be offeredby others were obsolete in 1985. The latest 4th Edition has more stringentrequirements for quality, stability, sliding, erection and wind loading combinations.
MUD PUMPS. The three (3) 1600 mud pumps provided are all brand new with newfluid ends and new pulsation dampeners rated to 7500 psi (not 5000 psi).
THE DRAWWORKS is a newly refurbished 3000 HP, National 1625 Electric DrivenUnit with new 7838 auxiliary brake, and all new bearings and clutches.
THE SCR UNIT is brand new with all new wiring and electrical cable distributionsystem for the entire rig. The SCR Unit is designed and engineered to provide themaximum degree of operational efficiency based on the power requirements of therig.
THE (5) GENERATOR SETS are brand new Caterpillar 3512C, 1476 HP each(7380 HP Total) are fuel efficient and environmentally emissions friendly.

THE 10,000 PSI BOP TRANSPORT SKID enables the transportation of theBOP Stack fully assembled without breaking apart, thus facilitating testing as acomplete assembled unit before drilling starts at well site.
The Drilling Rig is capable of drilling, completion, testing, temporaryabandonment and intervention work in connection with Land Drilling Rigoperations. The maximum well depth is 30,000 ft.
The Drilling Rig and its associated equipment where applicable, comply with
recognized industry standards and relevant specifications of the AmericanPetroleum Institute (API), American Institute of Steel Construction (AISC), American Welding Society D1.1 (AWS D1.1), International Association of DrillingContractors (IADC), ASME Boiler and Pressure Vessel Code and The NationalBoard of Boiler & Pressure Vessel Inspectors.
The Drilling Rig is manufactured, rigged-up, tested, commissioned and packagedat BHL International, Inc. (BHL), Houston, Texas U.S.A. BHL is licensed, certifiedand registered under API Spec 4F-0167, API Spec Q1-0580, ASME BPVC44,822; and NBBI R-9050. BHL is a member of the American Petroleum Institute(API), International Associations of Drilling Contractors (IADC), Association ofEnergy Service Companies (AESC) and American Welding Society (AWS). BHLPersonnel are members of the Society of Petroleum Engineers (SPE), the
American Association of Drilling Engineers (AADE), American Society ofMechanical Engineers (ASME) and the American Society for Quality (ASQ).BHL's personnel are extensively experienced on drilling rig structures andequipment.
The rig components used are from established and reputable U.S.A. OilfieldEquipment Suppliers including National Oilwell Varco, Forum AOI, Caterpillar,SWACO, Ingersoll Rand, etc. No Chinese equipment are used in this Rig.
The Rig is near completion. Any other rig will take a very long time to constructand deliver.

SELF-ELEVATING SUBSTRUCTURE
The Self-Elevating type Substructure is to be suppliedcomplete as per the following:
The substructure is rated for 1,500,000 lbs. casing loadsimultaneous with a setback of 800,000 lbs. (2,300,000 lbs.total capacity). The drill floor is 32' high from ground level,34 ft. with rig skid rails or vertical extension.
The drawworks self-elevates to drill floor level using its ownpower. The setback elevates to drill floor level operatingposition using drawworks power.
The structure is to be supplied with checkered floor plate,safety handrails with toe-boards.
BOP Trolley beams to extend to the front of the rig – underthe V-door.

RIG SKIDDING SYSTEM
BHL International, Inc. (BHL) is pleased to submit this proposal for a Drilling RigSkidding System.
The Client would like to use a land drilling rig for a project where existingwellheads extend above ground level. The drilling rig must be able tolongitudinally skid on each side of the cellars and well heads. The substructurewill have to clear wellheads up to 12 ft.
BHL's mast and substructure design have a wide open area underneath the drillfloor with no problem clearing the wellheads as specified. The skidding rails donot interfere with the existing wellheads.
Rig Skidding System: The rig skidding system is designed to take the fulloperating capacities of the rig during all drilling operations including 1,500,000 lbs.hook load or casing load simultaneous with 800,000 lbs. full setback and allmaximum combination wind loadings stipulated by API 4F. It shall be designed forerection loads, overturning and sliding as prescribed by API 4F.
The rig skidding system is designed to skid the complete mast and substructure,fully assembled, complete with the drawworks, rotary table, top drive, travelingblock, hook, all drill floor equipment and BOP stack. It shall be capable ofskidding with 600,000 lbs. of pipe setback.
The rig shall be secured to the skid rails while drilling.
The substructure will have adequate guides while skidding. The guides will becapable of providing uplift stability in case of sudden wind gusts or other eventsthat may produce overturning while skidding.
The maximum allowable wind velocity while skidding is 35 MPH. Skidding shallstop and substructure clamped to the skid base for higher wind condition.
The drilling rig will skid longitudinally, drawworks side to pipe rack side or viceversa.
BHL SCOPE OF SUPPLY: A. One (1) Rig Skidding System as described in this proposal and the

The Skid Rail System requires 80 ft. of skid rails to set thesubstructure and elevated pipe rack for drilling operation plus space toset the hydraulic jacks and claw bases. The skid rails are 20 ft. longeach section to allow for convenient "leap frogging" required forskidding. An extra 20 ft. leap frog section is provided to skid the rig
forward or back, making the total length required to be 100 ft.
Five (5) - 20 ft. leap frog sections on each of Driller's and Off-driller'sside or a total of ten (10) - 20 ft. sections are required.
All sections are connected with double 100,000 psi high strength pinsfor fixity and continuity.
The top of the skid rails are slotted to anchor the jacking claw baseswhile skidding.
GUIDE BASESGuide Bases are included to guide and align the substructure baseon top of the skid rails. Each of the guide bases include a positiverestraint to prevent uplift and overturning of the structures in the eventof high wind and other events while skidding.
CLAMPSClamps are provided to clamp and lock down the structures on theskid base when not skidding.
SKIDDING JACKS
Skidding jacks capable of skidding the rig are included in thisproposal. These jacks are push - pull types capable of pulling orpushing the rig.
CLAW BASESClaw Bases are provided to anchor the hydraulic jacks to the skid railwhile skidding.
CONTROL CONSOLE A portable console with its own stand is included for the skiddingoperation. 100 ft. long hoses are provided between the hydraulic
jacks and the console. The existing Rig Hydraulic unit will be used.
BHL RIG SKIDDING SYSTEM CAPABILITIES:
BHL personnel have designed extensive number of rig skidding systems forland, offshore and arctic rigs including over 40 offshore platform rig skiddingsystems. We worked on rig skidding for Union Platform Gilda (now ChevronTexaco) which has 96 well slots, the most number of wells on a platform.

TESTING:The rig system shall be tested at the rig-up yard. Testing shall bewitnessed by the Client and/or its representative.
DISASSEMBLY AND LOAD OUT: After testing and acceptance, the rig shall be disassembled and cleanedup for shipment. Touch-up painting and minor repairs of damage spotsdue to rig-up and handling shall be performed and then loaded out.Crat ing is by o thers.
DOCUMENTATIONS, MANUALS, WARRANTIES, AND API CERTIFICATIONS:BHL shall provide (3) sets of hard copies of Operations and MaintenanceManuals, Drawing Arrangements and Assemblies of the rig components,Erection Procedures, Warranties, and Certifications. Three (3) sets ofelectronic files will also be provided.
