1. Description

1.1. The Lake Superior Performance Rally will be held in Houghton, MI October 19 -21, 2017. The event is

Round #13 of the Rally America National Championship. LSPR includes two Regional Rallies, the Ottawa Rally run on Friday, October 20th, and the Lac Vieux Desert Rally run on Saturday, October 21st.

1.1.1. This year marks the 23nd Anniversary of a Lake Superior Performance Rally. The Lake Superior

Region officially assumed production of this event in 1994.

1.1.2. The event starts at 8:00AM Wednesday October 18th, 2017 and ends after the Awards Party on

Saturday October 21nd, 2017. Between those times all competitors and crews are expected to follow all Rally America Rules for Safety, Competition and Conduct.

1.2. The event will be conducted according to the Rally America Performance Rally Rules 2017 Edition

(PRR) and these Supplemental Regulations including any Bulletins signed and posted.

1.3. The official Rally Headquarters – COUNTRY INN & SUITES

1.4. 919 Razorback Drive, Houghton, MI 49931 (See APPENDIX 3 for maps.)

1.5. The OFFICAL NOTICE BOARD will be located at the Headquarters from the start of registration until the

close of registration and at MTCs and service areas during the event. After the finish, the notice board will

relocate to the awards party.

1.6. Location of Start and Finish (maps are provided in the Route and Service Route Books)

1.6.1. The Friday Start is at Country Inn & Suites, 919 Razorback Dr, Houghton, MI. The Friday Finish is in Sidnaw, MI.

1.6.2. The Saturday Start will be from Front St in L’Anse, MI. The Saturday Finish will be at the end of the Lakeshore Stage, Houghton, MI.

1.6.3. Vehicles will be impounded at the Saturday Finish until released by the Rally America officials.

Vehicles may be subject to a post-event technical inspection.

1.7. Location of Parc Expose’

1.7.1. The first Parc Expose’ will be held on Friday, October 20th at the Country Inn & Suites, 919 Razor Back Dr, Houghton, MI. Please Refer to Appendix 1 for schedule.

1.7.2. The second Parc Expose’ will be held in L’Anse, MI near Front Street on Saturday, October 21th.

Please Refer to Appendix 1 for schedule.

1.7.3. Competitors are required to attend all Parc’s Expose in their driving suits. Competition vehicles,

Drivers and Co-Drivers must be in Parc Expose by the indicated start times. Arrival times will be recorded and fines ($100) and penalties will be assessed for failure to arrive on time or to appear.

1.7.4. Service Vehicles may park in the areas designated for Service Vehicles.

1.8. Service Parks

1.8.1. The Friday service area is located at Camp Sidnaw in Sidnaw, MI. The Saturday service area will be

at the L’Anse High School (201 N. 4th St, L’Anse, MI).

1.8.2. The Press Room will be located on Thursday/Friday at Country Inn & Suites, 919 Razorback Dr,

1.9. Road Surface

1.9.1. The route is contained in an area 55 miles SW to 55 miles SE of Houghton, Michigan. This includes land in the Ottawa National Forest and Houghton, Ontonagon, Baraga, and Iron Counties.

1.9.2. Maps are included in the Route and Service Books. Road surfaces are varied, rough, smooth, straight, twisty, sand, gravel, and hard packed dirt and pavement. The short paved stage in

Houghton will be run on the same tires you used in the proceeding 20+ miles of unpaved stages.

1.9.3. Please Ref to Appendix 2 for Stage, Transit and Leg Mileages.

2. Organization

2.1. The Lake Superior Performance Rally is organized and conducted by The Lake Superior Region.

2.2. The primary point of contact for this event is the Chairmen.

3. Entries

3.1. Early Entry opens on August 21, 2017. The closing date and time for acceptance of entries will be 11:00 am

on Friday, October 20nd at the closing of Registration.

3.2. Entry fee includes one Route Book, one set of Stage Notes, one Service Crew Kit, and entrance to after

event parties for Driver, Co-Driver and 4 crew members. Additional tickets will be available at $10 each.

Wristbands or “Hard Cards” and tickets are required for entrance to the Awards Banquet. Extra Stage Notes may be purchased for $25.

3.3. A maximum of 70 cars will start the event. A waiting list will be used if needed (priority in receipt of full payment).

3.4. Event entries will be accepted electronically from the Rally America web site (www.rally-america.com).

Payment to be made through PayPal on the www.lsprorally.com website.

3.5. The Entry Fee structure listed below is based on date of Payment Receipt in US Dollars. Amount does not

include any charges that may be applied for credit card payment.

3.6. If your registration has not been completely paid for by the cutoff date for that level of payment, you will

moved to the next payment level.

3.7. All entry fee payments made at the event in Houghton, must be made in cash or through Pay Pal. Any

refunds due will be made after October 31, 2017.

3.8. The organizers reserve the right to cancel the event, at their sole discretion, if an insufficient number of paid entries have been received by the close of entry. In the event of the cancellation of the event, all entries

that have been paid in full will be refunded in full.

3.9. Competitors who withdraw their entries will receive a partial refund:

3.9.1. Less a $100 processing fee prior to 10/10/17.

3.9.2. Less a $400 processing fee from 10/11/17 to the close of registration.

3.9.3. Entries withdrawn after the close of registration are not entitled to a refund.

4. Insurance

4.1. All insurance for this event against all third party bodily injury and property damage will be provided by a

policy secured by Rally America, the cost of which is included in each entry fee.

4.2. Competitors, service crew members and all event participants including officials, marshals, staff, stewards

and all other volunteers who have signed a Rally America waiver form and have been issued and are in possession of an event wristband confirming the signature of the waiver form will be covered by a secondary

Rally America medical insurance policy.

5. Advertising, Identification Numbers and Tires

5.1. Rules for vehicle advertising, vehicle identification and tires are as prescribed in the Rally America

Performance Rally Rules 2017 Edition plus bulletins and these Supplemental Regulations.

6. Fuel

6.1. Fuel must meet Rally America Performance Rally Rules 2017 Edition specifications.

6.2. Pump fuel will be available 24 hours per day in Houghton, L’Anse, and Bruce Crossing. Pump fuel will be

available in Covington until 10pm. Fuel may also be available in Sidnaw.

6.2.1. Competitors who require race fuel of a specific octane rating must arrange for their own supply.

6.3. Fueling must be performed in the Fuel Depots if at the service areas.

6.3.1. The Fuel Depots will be adjacent to the service areas, after the competitor checks in to the regrouping control. Regrouping/transit time will allow time for fueling.

6.3.2. Fuel containers must be tagged with the Car Numbers allowed to use the container, and brought to the Fuel Depot Area. It is the responsibility of the Service Crews to retrieve their fuel containers.

Any containers left will become the property of LSPR. By the close of service/refueling, any

containers left will become the property of LSPR.

7. Practice/Testing/Recce

7.1. The only practice in conjunction with LSPR will be at the press stage on Thursday, October 19 and KRC

Houghton County Airport. Please see Appendix 1 for date and times.

7.2. All other practice or testing of any nature on any public road is forbidden:

Within a 100 mile radius of Baraga, Michigan for a period of 120 days prior to and 30 days following the

2017 LSPR. Within the remainder of the Upper Peninsula of Michigan for a period of 30 days prior to and following

the 2017 LSPR. All practice or testing within the above-noted boundaries and dates must be approved in writing by the

Clerk of Course and the Chairman, or their designate. Additionally, written permission from the property

owner, or permits from the governing agency, must be obtained and presented to the Clerk of Course

and Chairman with the request to practice. The Houghton Street stage is exempt.

Teams found in violation will be barred from starting or excluded from finishing LSPR and their entry fees will not be refunded. The Clerk of Course shall be the sole arbiter of any potential violation. Participation in

the event press / practice stage and/or event reconnaissance during their scheduled times is not considered a violation.

7.3. Single pass "scripted" reconnaissance (recce) will be available on Thursday, October 19, per schedule in

Appendix 1. This will take most of the day, and teams should plan on having their service crews take their cars through Scrutineering.

7.4. Competitors will be given simple instructions for a recce route, stage opening and closing times, and special speed limits. At stage starts there will be a recce control car to hold competitors until the stage opening

time and then release them individually at approximately ½ minute intervals. Competitors drive their own

pace through the stages and public road sections (but must adhere to the stated speed limits and respect the opening and closing times).

7.5. Recce registration will be held on Wednesday, October 18, at the Country Inn & Suites, 919 Razorback Dr,

Houghton, MI. Please see Appendix 1 for times. A participating recce team member (driver or co-driver) must appear to collect their materials and register their recce vehicle. This will not be in lieu of event

registration. The materials will include a vehicle identification sticker that must be affixed to the upper right corner of the recce vehicle windshield and plainly visible.

7.6. Vehicles used for reconnaissance must be normal street vehicles with no lettering or advertising which would

call undue attention to the vehicle; exhausts must be quiet. No prepared rally cars will be allowed. The Clerk of Course, or their designate, shall be the sole arbiter of the suitability of all reconnaissance vehicles.

7.7. Each participating vehicle must contain two or more persons, including the driver and co-driver of record for the entry. Additional passengers are allowed only if they are a registered driver or co-driver at this event

using Stage Notes.

7.8. Please note that the limitations of PRR 7.1.D still apply.

7.9. A radar gun may be used to check for speeding during reconnaissance on stages and connecting roads.

These locations will be identified by a standard red RA "clock" sign. Penalties will be assessed as allowed by PRR 8.2.E.

8. Administrative Check

8.1. All Competitor and Service Crew registration will be at Country Inn & Suites, 919 Razorback Dr,

Houghton, MI. 49931 (See APPENDIX 3 for maps.)

8.2. Please see Appendix 1 for dates/times for all Competitor and Service Crew registration.

8.3. The following documents must be available for presentation at the time of registration;

Driver’s license for driver valid through at least October 22, 2017.

Current Rally America National or Regional license, for driver and co-driver.

Proof of vehicle registration and insurance coverage at or above the Rally America required level of

coverage for competition vehicle and all service vehicles that are valid through October 22, 2017.

8.4. All Competitors, Service Crew personnel and any other individuals associated with any team who expect access to selected event locations and/or will be servicing a competition car are required to sign a waiver

and wear a wristband for the entire event.

9. Scrutineering, Sealing and Marking

9.1. Main scrutineering will be held in the Copper Country Intermediate School District Auto Tech Center (CCISD),

110 E. Quincy Street, Hancock, MI.

9.1.1. Please see Appendix 1 for dates and times.

9.1.2. Please see Appendix 3 for maps and directions.

9.2. At least one member of the team or crew must be registered before entering Scrutineering.

9.3. All competitors must present a Vehicle Log Book for the entered vehicle at Scrutineering.

9.4. Log Books will not be issued at the event. If you are in need of a Log Book, please contact Mike Hurst,

10. Press Stage

10.1. A Press / Practice Stage will be held Thursday October 19, 2017 at the Keweenaw Research Center (KRC)

Test Track near the Houghton County Airport. Please see Appendix 1 for dates and times.

10.2. There will be a $10 per run donation that will be collected on site for the benefit of local EMS units.

10.3. All competitors who have completed their registration, and passed Scrutineering will be allowed to run the

Press Stage.

10.4. Anyone wanting access to the Practice Stage must sign a waiver form that will be available at the

Headquarters and may be available at the Practice Stage location.

10.5. Directions to the Practice Stage will be provided in the Competitor and Service Route Books.

10.6. Anyone riding in a competition vehicle on the Press/Practice Stage MUST wear all the safety equipment specified by the Rally America Performance Rally Rules 2017 Edition Section 5.1 and 5.2. This included the following equipment: Helmet, Head and Neck Restraint device and Fire suit.

11. Start of the Rally

11.1. On Friday and Saturday the official Start Order, as determined by the Rally America Stewards and will be

posted on the OFFICIAL NOTICE BOARD. See 1.4 for Notice Board locations.

11.2. The official start of this event will be at the Country Inn & Suites, 919 Razorback Dr, Houghton, MI.

12. Running of the Rally

12.1. All event officials will be identified by an event credential.

12.2. The LakeShore Drive Stage in Houghton ,MI is NOT Super Special Stage. It will be treated as normal competition stages.

12.3. All rally officials and their delegates are Judges of Fact. Their observations constitute valid testimony, and they are authorized to report violations of these rules and the Rally America rules to the Stewards.

13. Service Parks

13.1. There will be two Service Areas. Maps will be provided in the Competitor and Service Route Books. All

Services will be Full Services. * SIDNAW SERVICE: SERVICE CREWS MUST BE IN PLACE AT CAMP SIDNAW ½ HOUR PRIOR TO THE FIRST CAR DUE TIME. IF YOU DO NOT MAKE IT, YOU WILL NOT ENTER DUE TO

THE SMALL ENTRANCE ROAD INTO THE CAMP. PLAN YOUR TIME/TRAVEL ACCORDINGLY.

13.1.1. All Service Areas will be by assignment. Assignments will be made by the Chief of Service Areas based on the size of the Service Vehicle. Total size of Service Vehicle and support rig must be

provided to LSPR Registrar, by the time of registration for location placement. Each entry will be allocated a 20’ x 40’ service space.

13.1.2. If more room is needed, contact the Chief of Service Areas.

13.1.3. There will be a fee of $250 for each additional service space.

13.1.4. If you need to be located next to another competitor, contact the Chief of Service Areas.

13.2. The Friday service area is at the Camp Sidnaw Complex.

13.2.1. Camp Sidnaw is a historic site and keep out areas must be honored.

13.2.2. Each team will be allowed room for one service vehicle; All other vehicles must park on the adjoining frontage road. Please, do not park on M28.

13.2.3. Car Trailers will not be allowed in the Service Area without prior authorization from the Chief of Service Areas.

13.2.3.1. Car Trailer parking location TBD.

13.2.4. Fuel, will be available 9 miles east of the Sidnaw in Covington until 10pm.

13.2.5. Food will be available for purchase.

13.2.6. Restrooms should be available.

13.3. The Service Area for Saturday will be at the L’Anse High School, 201 N. 4th St, L’Anse, MI.

13.3.1. Car Trailers will not be allowed in the Service Area without prior authorization from the Chief of Service Areas.

13.3.1.1. Car Trailer parking location TBD.

13.3.2. Food and restrooms will be available inside the L’Anse High School.

13.4. Servicing areas must be left as found. Spills must be cleaned up with oil dry and trash picked up.

13.5. All service vehicles must remain on the service route as indicated in the Service Route Book. They may stop at businesses along the route.

13.6. Service crews must follow the instructions in the service route book. They may only attend spectator areas

at the times and locations specified in the service route instructions.

13.6.1. Directions to the Official Spectating Areas are listed in the Service Route Book and are considered an

optional part of the service route. Crews are permitted to drive this route to the spectating area and back to the Service Area.

13.6.2. Service Crews should be aware that large vehicles will not fit on the roads to the Spectating Areas.

13.7. Infraction of event rules and/or Michigan law by Service Crews will cause assessment of penalties to their

competing cars.

13.8. Service Vehicles are required to stop at Observation Controls.

14. Prizes

14.1. The Awards Party will be held Saturday October 21st at MTU’s MUB- Memorial Union Building, Houghton, MI. Please see Appendix 1 for times.

14.2. Trophies will be awarded to the top three finishers in each class with 5 or more entries and the top two finishers in classes with less than 5 entries.

15. Final Checks

15.1. Any inspections and/or teardowns of any competing vehicles following the competition will be at the sole

discretion of the Chief Scrutineer and Rally America Stewards. Those selected will be given directions to the teardown location.

16. Results

16.1. Informational scores may be posted on the Official Notice Board during the event.

16.2. Provisional results will be posted as soon as possible at the Awards Party. Scores shall be declared official 30 minutes after the Provisional scores are correctly posted, pending resolution of claims filed during the

thirty-minute period.
