The La Feria Lions came to Santa Rosa determined and focused on playing a hard fought game.
The Lion offense got on the board first when junior quar-terback Isaac Galpin galloped in from 3 yards out to score the first of many touchdowns in the game.
Sophomore, Brandon Perez later scored on a 45 yard run to increase the lead to 14 - 0. It would stay that way until halftime.
Primera Homes Are A Third Success Story for La Feria DevelopersStory by Bill Keltner
The groundbreaking ceremony in Primera last week marked the third successful housing development by the South Texas Collaborative for Housing Development, Inc., a non-profit corporation based in La Feria, Texas. It was a joint venture shared with Delphi affordable Housing Group, Inc. of austin, Texas.
It was a memorable day which drew a slate of Primera city officials and interested, elected dignitaries and others for the honors. The guests symbolically broke ground for the federally-supported 128 Unit SUnQUeST aPaRTMenTS just north of town. “These beauti-ful, safe and affordable rental units are designed for workforce people who could qualify,” according to spokesperson, Sunny K. Philip, La Feria City Manager.
“They are designed to serve the low and very low-income working families of Cameron County,” he stated, adding, “the development has set aside units for those earn-ing 60%, 50% and 30% of the area median income. Twenty-eight of them are designated as market rate units.”

Philip. He serves as the volunteer executive Director of the South Texas Collaborative for Housing
Development, Inc. a non-profit group which was expressly formed in 2009 to obtain state and federal

funds for these much-need-ed apartment complexes. He spearheaded the efforts to find the necessary gov-ernment channels to get grants and funding.
As a result of these ef-forts and contacts with government agencies, SUNFLOWER ESTATES, an 80-unit housing devel-opment, was financed and built in 2012, and now enjoys 100% occupancy. It is located adjacent to LIONS VILLA ESTATES in La Feria.
Another success story is the housing develop-ment on north Solis Road, known as SUNRISE TER-RACE. This is a 70-unit single family development with 2, 3, and 4 bedroom apartments. Families are currently moving into their new homes.
This latest SUNQUEST APARTMENT Complex, as well as SUNFLOWER ESTATES and SUNRISE TERRACE, were awarded funds through the federal Low Income Housing Tax Credit Program, admin-istered in the state by the Texas Department of Com-munity Affairs (TDHCA). PNC MultiFamily Capi-tal is providing equity for the project, while the U.S. Department of Housing and Urban Development
(HUD) is providing a credit enhancement for FHA fi-nancing.
Executive Director Sunny Philip said the motto of the South Texas Collaborative for Housing Development is to develop top-quality
apartments and homes at affordable rates. “There is a definite need for affordable workforce housing and this non-profit South Texas Col-laborative is rising to the occasion to assist families as the area of Cameron,
Hidalgo, Star, and Willacy Counties continues to grow and expand,” he said,, “and we plan to grow with it.”
After the formalities of the groundbreaking cer-emony, the guests were invited to enjoy a lavish luncheon catered by Don Beto’s Mexican Restaurant in La Feria..
Persons wishing more information about these housing projects are invited to call Sara Walker, Project Coordinator, at (956) 797-2324 or visit [email protected]

VALLEY BAPTIST ONCE AGAIN AWARDED “GOLD SEAL OF APPROVAL”
FOR JOINT REPLACEMENTHARLINGEN – Valley Baptist Medical Center in Harlingen has
been re-certified with a “Gold Seal of Approval™” specifically for knee and hip replacement surgeries by a national accrediting organization for healthcare organizations, the Joint Commission. In 2011, the accrediting organization, which is based in Illinois. granted Valley Baptist the first-ever specialty certification in the Valley for knee and hip replacement.
Knee and hip replacement surgery is performed at Valley Baptist for patients who have pain, discomfort, or loss of function because of arthritis, accidents, or other causes. The replacement surgery is designed to help restore the patient’s ability to walk and relieve pain. Dr. Rick Bassett, Orthopedic Surgeon and Medical Director of Valley Baptist-Harlingen’s Orthopedics / Joint Replacement Program, has performed more than 12,000 knee replacement and 3,000 hip replacement surgeries at Valley Baptist.
Following joint replacement surgery, patients recover on a specially-

equipped orthopedics floor, with 39 large, private rooms, staffed by nurses experienced at caring for joint replacement patients. Overhead trapezes and bars above the patient beds help recovering patients by providing leverage when they are trying to move in their bed or get in or out of the bed. Once the patient is out of bed, they begin to walk again with assistance from physical therapists and side rails located along the hallways in the unit.
Valley Baptist also offers comprehensive rehabilitation programs which range from an intensive inpatient rehabilitation program to outpatient services after discharge from the hospital. Physical therapy plays a major role in the recovery of orthopedic patients, with Valley Baptist patients receiving physical therapy twice a day.
Valley Baptist holds weekly pre-operative “Joint Camp” classes to educate patients prior to their surgery and to prepare them for their hospital stay. Patients and family members are also taught how to care for themselves after they return home following discharge from the hospital. Mary Martinez, RN, Joint Care Coordinator for Valley Baptist, who follows patients from admission to discharge, teaches the classes in both English and Spanish every Tuesday and Friday at 10:30 a.m. and 12:30 p.m. for patients who have scheduled surgeries.
Maureen Rattray, RN, Nurse Director for the Valley Baptist’s orthopedics floor, said a major focus of Valley Baptist’s joint replacement program is on managing pain for patients. Valley Baptist chaplains help by providing spiritual and emotional support for patients before and after their surgery.
For more information on knee, hip and other joint replacement procedures, please consult your physician and visit ValleyBaptist.net.

s we prepare for the next plan-ning season, let’s
continue our discus-sion on compost. There are two main different kinds of compost bins: the tumbling bin and something called the three bin system.
At Grace Heritage Ranch we use the three bin method; this consists of three separate com-post bins. These can be simple three sided bins made out of what-ever you have at hand, such as pallets. The bins don’t need a floor since that would make it harder for earthworms to get into the compost. Whether you put a top on or not is up to you. However, if it has a top it will need more water because it will not be getting water from the rain. A top will keep snow out if you live in a place that snows. Since we don’t’ encounter that here in south Texas, our bins don’t have tops.
This system works by moving compost from one bin to the next as the previous one becomes full. If done and turned properly, you will even-
tually have one bin of f i n i s h e d c o m p o s t , one being worked on, and one of incoming material.
The other method of making compost is by using a tumbling bin which is simply that, a bin on a stand that you can rotate. You’ve probably seen them at building/outdoor stores
or garden-i n g c e n -ters. Plans for build-ing them c a n a l s o be found online by
searching for “com-post tumbler plans”. These work by adding compostable material to the tumbling bin and turning it periodically. When the bin is full, you stop adding material but continue turning it regu-
larly until the compost is finished.
To learn even more and get hands-on experience, join us at Grace Heritage Ranch for our Saturday morning tours. We are located just 30 minutes northeast of Harlingen
near Santa Monica. Please visit us at www.GraceHeritageRanch.

City of La FeriaAdvertisement and Invitation for Bids
CITY OF LA FERIA ADVERTISEMENTand INVITATION TO BID
The City of La Feria will receive Competitive Sealed Bids for “Cathodic Protection Equipment for Clarifiers and Elevated Water Tank” at City Hall located at 115 E. Commercial Ave., La Feria, TX 78559 until 2:00PM, Thursday, October 2, 2014. Sealed bids may be delivered to City Hall in person or by mail.
Project will consist of purchasing and installing Cathodic Protection Equipment for two (2) existing clarifiers at the Water Treatment Plant and for an existing 250,000 gallon elevated water tank. Bid/contract documents may be examined and/or ob-tained at the office of Sigler, Winston, Greenwood & Associates (SWG), 611 Bill Summers Intl., Blvd., Weslaco, TX 78596. Copies may be obtained by depositing $100 with SWG for each set of documents. The deposit will be refunded to each document holder of record who returns a complete set of Bidding Documents in good condition within 10 days following the bid opening. Bidder must be regis-tered as a “plan holder” with SWG to obtain any addenda which may be issued for these plans.
Each Bid shall be submitted in a sealed envelope bearing the name of the Project in accordance with the Instruction to Bidders and shall be accompanied by a Bid Bond in the amount of five percent (5%) of the bid issued by an acceptable surety. A certified check or bank draft payable to the City of La Feria or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Bid-ders must submit two (2) complete bid packages as noted in the “Instructions to Bidders.”
A Pre-Bid conference will be held at La Feria City Hall on September 24, 2014 at 2:00 PM. Complete instructions for filing bids are included in the “Instruction to Bidders.”
The project to be constructed pursuant to this contract will be financed with as-sistance from the Texas Department of Agriculture (TDA) and the Texas Water Development Board (TWDB) as delineated by the proposal sheet. This contract is subject to all TDA and TWDB applicable Federal and State laws and regulations and contingent upon release of funds by Texas Water Development.
The TWDB Drinking Water State Revolving Fund (DWSRF) programs receive federal funds from the U. S. Environmental Protection Agency (EPA). As a condi-tion of federal grant awards, this contract is subject to the EPA “fair share goals” for Minority Business Enterprise (MBE), and Women-owned Business Enterprise (WBE) firms in the construction, supplies, equipment, and services procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to MBE and WBE owned firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. Note MBE/WBE contract percentages for the following: Construction: 12.94%/8.72%; Supplies: 9.68%/9.34%; Equipment: 7.12%/5.39%; Services: 10.84%/5.72%. Bidders on this work will be required to comply with the President’s Executive Order 11246 as amended by Executive Order 11375, and as supplemented by 41 CFR Part 60.
Attention is called to the fact that not less than the prevailing wage rate as issued by the U.S. Department of Labor and contained in the contract documents must be paid in compliance with Davis Bacon and related Acts. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, age, or disability.
The City of La Feria reserves the right to waive any informality or to reject any or all Bids. Bids may be held for sixty (60) days from the date of bid opening for the purpose of reviewing bids and investigating the bidder’s qualifications prior to the contract award.
The Contract will be awarded to the lowest responsive, responsible, qualified bid-der who submitted a complete bid package including all requested information on or before the time and date, and at the place stated in the Invitation for Bid. The term “lowest responsive, responsible, qualified firm” as used herein shall mean the firm whose quotation is the lowest of those firms, possessing the skill, ability, and integrity necessary to the faithful performance of work and who provides the equipment specified or its exact equivalent to obtain the desired results stated in the specifications. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance pro-grams may not undertake any activity in part or in full under this project.

percent. In states with no expansion, there has been no significant change. That does not bode well for their children, says Anne Dunkelberg as-sociate director with the Center for Public Policy Priorities.
“There’s a whole body of research that shows some really surprising outcomes when parents are themselves insured,” Dunkelberg says. “Not only are they more likely to get their kids signed up for insurance, but the kids are more likely to get checkups and im-munizations. And kids are actually more likely to get care when they’re sick if their parents have insurance too.”
Texas is one of about two-dozen states that
have thus far declined the federal funding to provide health insurance to more low-income resi-dents.
Despite the importance of health insurance to families, whether states have expanded Medicaid or not is a decision that has fallen largely along party lines, says Gen-evieve Kenney, co-direc-tor in the Health Policy Center with the Urban Institute.
“There’s been so much focus on, and so much rhetoric around, the poli-tics of the Affordable Care Act. Maybe not quite as much focus on the human dimension, and what is at stake for families,” Kenney says.
There have been im-provements since the
opening of the ACA marketplace, but around one-in-four Texans re-main uninsured. That’s the highest rate in the country, a ranking Texas has maintained for more than a decade.

Lions Win Battle of 506The Lion defense did their job well al-
lowing only one first down in the first half of the game.
With only a two touchdown lead the Lions went into halftime knowing they would have to play better to fend off the inspired war-riors football team.
The third quarter got off to a strange start when all the lights went out in the stadium, leaving the field pitch black. After about 20 minutes, the lights came on and the fireworks would soon follow as the Lions scored time after time and putting the game away with a 51 - 0 advantage over the warriors.
Multiple players contributed offensively for the Lions. The offensive line created big running lanes for the running game and
helped open up the passing game as well. The Lions defense was outstanding to say
the leastforcing 5 turnovers in the game.Three warrior passes were intercepted,
senior defensive back, Ozzie Cisneros per-sonally managed two of the pick offs.
The Lions also had 6 sacks and scored twice on special teams.
All in all, the young Lions played a great game and hope to continue as they will now face the Mercedes Tigers at Lion Stadium on Friday, September 12th.
With the win over Santa Rosa, the Lions improve to 2 - 0 for the year.
We would like to wish these young men good luck and good health as the season continues. Go Lions!!

Proposition Number 1 (SJR 1)
SJR 1 would authorize the trans-fer of certain money from the general revenue fund to the state highway fund and the economic stabilization fund. Money trans-ferred to the state highway fund may be used solely for the con-struction, maintenance and acqui-sition of rights-of-way for public roadways.
The proposed amendment will
appear on the ballot as follows: “The constitutional amendment providing for the use and dedica-tion of certain money transferred to the state highway fund to assist in the completion of transporta-tion construction, maintenance, and rehabilitation projects, not to include toll roads.”

Over 200 people made their way to the September 8 even, Evening of Shopping in La Feria and made their way to The Hair Shoppe where Del Carmen hosted the event.
The fundraiser will help by being reinvested to the big Oc-tober 25 fundraising event and 5K Run/Walk.
“I just want to thank the people for coming out and support-ing the Shop for a Cause for the Cystic Fibrosis Foundation,” says event coordinator Reva M. Ayala. “And the vendors along with Carmen for the use of her shop.
The October event will have a deejay, info booths and much more. They are looking for volunteers as well.
“We have a little more this year,” Ayala says. She also says that 90% of the money raised for the CFF goes
to research and the Shop for a Cause event won’t be the last, in fact, it isn’t the last of the year.
“We are looking forward to a Shop for a Cause this Christmas season,” says Ayala. “It will probably be in November but times and info are pending.”
