Preface

In recent years, a structural change has taken place on the global raw mate-rial markets. The old rule of thumb 20 percent of the world population in Europe, the USA and Japan consuming more than 80 percent of the total mine-rals production is not valid any more. With the integration of India, the Peoples Republic of China and other populous developing and emerging countries likeBrazil and Russia into the world economy, today more than 50 percent of the worlds population account for the largest part of mineral raw materials con-sumption.

Recently, the worldwide demand for mineral raw materials has increased steadily. To cope with the current global financial crisis, all countries need fisuffi cient mineral raw materials to support attempts to boost the growth of fithe industrial goods production as an essential component of their reflationary flprogrammes.

Securing the supply of raw materials has acquired a new significance for fiEurope. For various reasons, the public awareness of the significance of the fiEuropean mineral potential has been increasing. Thus, the development of the international raw materials markets has been accompanied by the problems of mineral imports, price rises and price volatilities.

An average EU citizens demand for mineral raw materials during his life-time of 70 years is considerable. For example, he consumes 307 metric tonnes of sand and gravel, 39.5 t of steel, 29 t of cement, 12 t of rock salt, 1.7 t of alumin-ium and 1.1 t of copper.

The implementation of a coherent European minerals policy has become atremendously important challenge which requires a consistent system of rawmaterials legislation.

This book places the focus on non-energy mineral raw materials.

When I decided to write this book my essential intentions were: to highlight the importance of the raw materials management for the EU

industry, to address the importance of European raw materials supply security, to give an overview of the used (non-energy) mineral potential of Europe, to create an overview of the normative basics for investors.
