The City of North Little Rock (NLR) has implemented the MS4 program’s six minimum requirements. Responsibilities for Stormwater Management are spread across a wide spectrum of the city workforce starting with the Mayor, his staff down to employees working in the field who are conducting the day to day operations and maintenance activities of the city. An updated outline of this Table of Organization with responsibilities is enclosed as Attachment 1 to this report. Mayor Smith and various members of his staff are highly involved in local, state and national environmental initiatives which further enhances the emphasis that the city places on clean water preservation and associated environmental awareness. Some of these activities will be summarized in the following pages. As a commitment to the City Stormwater Management program, a stormwater quality control inspector was added during the last quarter of 2013.

Continued activities/ proposed changes to the NLR Stormwater Management Plan that are being considered are as follows:
1. Continued to complete the inventory of all drainage facilities within the City. As previously reported, an Engineer was hired to complete this massive effort using GPS and GIS technology. Currently, the city-wide inventory is approximately 60 to 70% complete (See Attachment 2). The City continues to work with local long-term design consultants to collect historical city street and drainage/subdivision plans. These plans are scanned, electronically stored, and used to assist in our stormwater inventory. In addition, Planning and Engineering stores new Project information, which can be used to expand the City’s Stormwater Inventory. PAgis is considering a program to assist the Cities in Pulaski County with the collecting of existing Stormwater Inventory.
2. Added a new Stormwater Quality Control Inspector in last quarter of 2013. 3. The City continues to track debris removal efforts blocking stormwater drainage flow in City ditches/outfalls (dead/downed trees, removal of dead vegetation blocking flow, trash removal, etc….).
Records are maintained by Street Department. 4. Continued Development of Planning/Subdivision review checklist, inspection forms and standards. Distribution of this information to Planners, Developers, Architects and Engineers is done
through our Planning/Subdivision review process as part of our Outreach program. 5. Continue to work with Planning Department to assist in the Public Outreach/Involvement Programs.
We feel we met our goals for this past year but will continue to strive to make improvements in 2013.

Overall the City handled flooding issues well this year. In the last quarter of 2013, the City added a Stormwater Quality Control Inspector (Kenny Stephens), who is also the City’s Safety Director. Kenny Stephen has developed a working relationship with ADEQ’s inspectors and is working well to improve our inspection procedures. The City continues to work to improve our MS4 program.

INTRODUCTION
Major responsibilities for implementation of the North Little Rock Stormwater
Management Program are spread through several departments and involve many
individuals as shown below. These responsibilities will be generally outlined by
department and job title. When a position is vacated the new person filling the position
will assume the responsibilities of that position for stormwater management.

STORMWATER MANAGEMENT TABLE OF ORGANIZATION
A. Mayor (Joe A. Smith). Has ultimate responsibility for implementing all aspects
of the City’s Stormwater Management Program. Sets priorities of work and
allocates resources to fully implement the program.
B. Chief of Staff / Assistant Mayor (Danny Bradley). Chief of Staff of the City is
responsible for ensuring all policies and procedures directed by the Mayor are
fully implemented.
Provides overall supervision of personnel implementing requirements of the
North Little Rock Stormwater Management Program. These Offices include
Code Enforcement, Building Inspection, Street Department, Sanitation
Department, Engineering, Traffic Services, Safety, Animal Services, Vehicle
Maintenance and Building Maintenance. Coordination is also made with the
Wastewater Department, Emergency Services, Parks and Recreation and
Community Planning for investigations and responses to all matters concerning
stormwater runoff. Oversees operations and contracting procedures to ensure
compliance with State and Federal Directives.
C. City Council (Debi Ross, Beth White, Linda Robinson, Maurice Taylor,
Steve Baxter, Bruce Foutch, Murry Witcher, Charlie Hight). Passes
legislation to effectively manage stormwater requirements within the City.
Allocates drainage funds appropriated to each Ward for properly managing
stormwater runoff and addressing localized problem areas.
D. City Attorney (Jason Carter). Oversees all legal matters pertaining to the City’s
Stormwater Management Program. Ensures City Ordinances comply with current
State and Federal Requirements.
E. Municipal Judges (Judge Jim Hamilton, Civil/Criminal; Judge Randy
Morley, Traffic, Bill Brown, Prosecuter). Determines guilt or innocence of city
code violations, determines amount of fines, restitution and other penalties.
F. Building Inspector (Rodger Greene). Ensure constructions sites have good
housekeeping practices and meet all stormwater permit requirements. Report any
conditions or practices which need correction and issue stop work orders for any
chronic violations.
G. Code Enforcement (Tom Wadley). Routinely patrol areas of the City for
observation of code violations which include stormwater management criteria.
Issue citations for code violations and assist in the investigation of pollution
complaints.
H. Chief, City Engineer (Mike Smith). Oversees the Stormwater Management day
to day operations for all construction activities within the city. Advises the Mayor
and Chief of Staff on all matters pertaining to Stormwater Management.
I. City/Environmental Engineer (Michael Klamm). Conducts day to day
stormwater management activities for the city, prepares regulations and
guidelines, conducts training, investigates illicit discharge complaints, inspects
permitted construction activities and provides documentation and reporting to
meet program requirements.
J. Safety Office (Kenny Stephens). Monitors construction activities in City right-
of-way (ROW), reviews ongoing work procedures and assists in training of
personnel in stormwater management to include hazardous chemicals and in-
house work procedures.
K. Sanitation Department (Harold Ford). Collects and properly disposes
household wastes, yard wastes and seasonal leaves, used tires and illegal dumping
refuse within the City. Manages the City recycling program which includes
paper, metal, electronics and household chemicals.
L. Street Department (Patrick Lane). Performs street sweeping and refuse
collection in City right-of-ways on a daily basis. Cleans drainage ditches and the
city storm sewer system and responds to chemical spill emergencies and illicit
discharges to City drainage system. Ensures proper erosion control and
procedures are followed for all construction activities.
M. Traffic Services (Chris Wilbourn). Ensures proper traffic control and
safeguards at construction sites, post signs that prohibit illegal dumping and
provide information to the general public like high-water warnings for rivers and
streams. Assists in proper disposal of paint and other interaction with the public.
N. Vehicle Maintenance (Frank Griffin). Manages City fleet and motor pool area
to ensure no illicit discharges. Collects and recycles used motor oil, antifreeze,
tires and batteries. Operates city vehicle wash facility and properly disposes of
effluent to city sanitary sewer.
O. Wastewater Department (Mark Wilkins). Collects and treats sanitary
wastewater for the City. Responds immediately to any wastewater complaint
and/or line break or other incidents involving sanitary sewage. Assists Street
Department in televising separate stormwater sewer for line breaks and flow
stoppages.
P. Community Planning (Robert Voyles). Reviews and conditionally approves all
proposed development activities through the Planning Commission to ensure all
construction meets city development and environmental standards. Issues
building permits only after City Stormwater Permits are obtained from Public
Works Department.
Q. Emergency Services (Rick Ezell). Emergency Services through the 911 Center
provides 24 hour, 7 days a week reporting and emergency notification of all
incidents involving illicit discharges and citizen reports in addition to the Public
Works Hotline.
R. Animal Control (Billy Grace). Removes dead animals from city streets and
operates a permitted incinerator for proper disposal. Assists with reporting
stormwater problems while patrolling neighborhoods for animal control.
S. Parks and Recreation Department (Bob Rhoads). Operates and maintains the
largest amount of land areas within the city. Ensures proper erosion controls and
permits are obtained for land disturbance activities.
T. Others. Several other offices and departments within the City occasionally
become involved in the Stormwater Management Program through public
outreach activities, construction activities or observations while conducting daily
work activities. These include but are not limited to the Municipal Airport,
Community Development, Electric Department, Finance, Fire, Housing
Authority, Neighborhood Services, North Little Rock TV and Radio Station,
Police, Senior Citizens Center, Volunteer Services and Youth Services.

1. Requirements before the final plat/replat will be signed:
a. Provide on-site storm water detention. Storm Water Detention calculations are to be approved by
City Engineer and a written approval provided to Planning Department.
b. Pay the drainage fee of $5000/acre instead of providing on-site detention.
c. Final plat/replat will be submitted in CAD compatible DXF and/or DWG format, tied to Arkansas
State Plane Coordinates.
d. Set the 2 required subdivision boundary corner monuments with blank brass caps.
e. Obtain and submit a standard control data form for each required subdivision boundary corner tied to
a NLR geodetic control monument by closed traverse.
f. Provide ½ street improvements (street, curb, gutter, sidewalk, trees, street signs, street lights) or a
