THE OPERATION OF NEW AERODROMEKUALANAMU INTERNATIONAL AIRPORT- MEDAN
ASSOCIATED WITH THE ATS AIRSPACE AND FLIGHT PROCEDURES
1. Introduction
New aerodrome Kualanamu International Airport are completely
constructed by phase I with runway number designation 05/23, this new
aerodrome is located 15 NM North East (NE) of Polonia Airport, those
contiguous airports are impacted each other to these airports operation.
When the new aerodrome Kualanamu be operated that Polonia airport is
not intended to close in hence that the flight procedures of Polonia Airport
are revised and be published under separate AIP Supplement publication.
2. This AIRAC AIP Supplement is to supersede and cancel the AICnumber 04/08 dated 17 September 2008, the other AIC coming forissuing information regarding another runway parallel development.
3. The Operation Procedures and changes3.1 As from 25 July 2013 at 00.01 UTC all incoming and outgoing
aircraft to Medan will use Kualanamu International Airport, in order

to achieve safety and to maintain an orderly flow of air traffic,
Polonia Airport Medan shall not be used for schedule and
unschedule commercial and civil flight. Aircraft flight destination
Polonia-Medan which intend to remain over night at Polonia must
regulate the schedule and accord to the line of the Polonia Airport
operation function as an air force base.
3.2 The ATS airspace boundary for Medan Terminal Area (TMA) is not
changed, and due to geographically Kualanamu International
Airport and Polonia airport are contiguous, Medan Control Zone
(CTR) is redefined and will be centered at “DES” VOR/DME with
radius 40 NM lateral limit from Surface (SFC) to FL120, Aerodrome
Traffic Zone (ATZ) boundaries of Kualanamu and Polonia airport are
not defined.
3.3 The ATS Routes segmentation which use “MDN” VOR/DME are not
changed and still used for En Route until any further realignment.
3.4 Kualanamu International Airport will take over the functions of AMS
Sub Centre of Polonia airport and will use the location indicator
WIMM as its AFTN address for receiving and sending messages,
the status of location Indicator of Polonia Airport will changed as a
tributary address by using WIMK.

2.20.3 Procedure for Start-Up and Pushback of Aircraft
1. Ground crew must ensure that the area behind and Aircraft is clearof vehicles, equipment and other obstruction before the start-up orpushback of Aircraft commence.
2. When the pilot is ready for start-up and pushback. Pilot shall seekconfirmation from the ground crew and there is no hazard to thisAircraft starting up. Pilot shall notify to Kualanamu TowerController that pilot is ready for pushback. On being told byKualanamu Tower that pushback is approved pilot shallcoordinate with the ground crew for the start-up and pushback ofthe Aircraft.
3. The following table describes the procedure for the pushback ofAircraft from the various parking bays. When it becomesnecessary to vary a procedure to expedite Aircraft movements.Kualanamu Tower will issue specific instructions to the pilot.
4. Aircraft shall be pushed back refer to the aircraft pushbackprocedure at the table below.
5. Ground movement procedures follow guidance line at owndiscretion until holding point Charlie or Hotel.

2.22.1 RESPONSIBILITY of ATS
2.22.1.1 Kualanamu Aerodrome Control Tower (TWR) is responsiblefor providing of Air Traffic Control Service to all controlledflight within Kualanamu ATZ.
2.22.1.2 Medan Approach Control Unit (APP) is responsible forproviding of Air Traffic Control Service to all controlled flightwithin Medan CTR.

2.22.2 ALTIMETER SETTING PROCEDURES
2.22.2.1 This ICAO altimeter setting procedures shall be used by allaircraft operating within Kualanamu ATZ and Medan CTR,QNH provided in milibars and inches available on request.
2.22.2.2 Transition Altitude 11,000 feet transition level FL130.
2.22.3 COMMUNICATION PROCEDURES
All aircraft within Medan CTR shall be equipped with radio capable ofconducting and maintaining two way communication.
2.22.3.1 COMMUNICATION FAILURE PROCEDURES
2.22.3.1.1 In the event of failure of two-way communications whileoperating on the radar frequency, the pilot shall change to anyother alternative ATC frequencies and request instructions.
2.22.3.1.2 If able to receive but not transmit, the pilot shall remain on thefrequency on which he has been communicating and complywith instructions issued by the radar controller designed toestablish that the aircraft is receiving. If this is established,further instructions appropriate to the circumstances will beissued.
2.22.3.1.3 If unable to make contact on the alternative frequencies, thepilot shall comply with the standard radio failure proceduresas specified below.
2.22.3.2 TOTAL RADIO COMMUNICATION FAILURE PROCEDURES
2.22.3.2.1 If total radio communication failure occurs in VMC duringdaylight hours, the pilot shall continue to fly in VMC and landat the most suitable aerodrome. If it occurs in VMC during thehours of darkness (between sunset and sunrise) action shallbe taken in accordance below:
If total radio communication failure occurs in IMC, ATCaction is based on the assumption that the aircraft willcontinue to its destination and if unable to land, willproceed to its nominated alternate. Separation standardswill be increased and airspace reserved accordingly. (see

In IMC, or if unable to maintain VFR, the pilot shall eitherleave or avoid controlled airspace and areas of densetraffic and establish VFR operation or, alternatively, shall:
a) Proceed according to the current flight plan, at thelast assigned flight level, to the clearance limitand thereafter at the flight plan level.
b) Arrive at the destination as close as possible to ETA.
c) Commence descent as close as possible to EAT (orETA if no EAT has been acknowledged).
d) If unable to land within 30 minutes of the time descentshould have started (i.e. EAT or ETA if no EAT hasbeen acknowledged), proceed to cross fix HoldingArea at 4000ft then via R461 at FL170 if KualaLumpur is the nominated alternate or via W12 at FL210 if Pekanbaru is the nominated alternate or viaG468 at FL 150 if Penang is the nominated alternateor via N563 at FL 230 if Singapore is the nominatedalternate otherwise proceed at the planned flight levelto other nominated alternate.
Note:1) Aircraft are to follow the established radio failure
procedures as laid down by the respective airports.2) During this 30 minutes period ATC will reserve the
airspace at the aircraft’s flight level and below. At theexpiry of this period with the concurrence of otherusers normal operations will resume.
2.22.3.2.2 In all cases, the pilot shall contact ATC as soon as possibleafter landing.
2.22.4 RADIO FAILURE - TRANSPONDER - EQUIPPED AIRCRAFT
2.22.4.1 Aircraft equipped with transponder shall set transponder to Mode A/CCode 7600.

2.22.4.2 Partial Radio Failurea) Aircraft Unable to Receive
Pilots shall adopt the complete RTF failure procedures specified inpara 2.22.4 above.
b) Aircraft Able to ReceiveFollowing verification that aircraft is able to receive groundtransmissions, ATC will continue to issue instructions and/orclearance to pilots. Such instructions and clearances will be repeated.
2.22.5 IDENTIFICATION OF RUNWAY-IN-USE
ATC will switch on the appropriate approach lights and the ILS serving therunway-in-use to assist the pilot in its identification. If the approach lightsfor the runway-in-use are sighted but the ILS frequencies not received, thepilot shall assume that the ILS is inoperative and shall proceed to land onthe runway on which the approach lights have been sighted.
2.22.6 TOTAL RADIO COMMUNICATION FAILURE - SPECIAL PROCEDURES– KUALANAMU AIRPORT – DEPARTURES ( MEDIUM AND HEAVYAIRCRAFT )
2.22.6.1 When an aircraft which has been cleared by ATC to anintermediate level experiences total radio communication failureimmediately after departure from Kualanamu Airport and it isdeemed unsafe for it to continue to its destination, the pilot willset the aircraft transponder to Mode A/C Code 7600 and adhereto the procedures below.
2.22.6.2 When radio communication failure occurs immediately after theaircraft has departed on RWY 05/23, the pilot shall proceedaccording to the following procedures
a) RUNWAY 051. Proceed to BONAR Holding Area , climb to the last
assigned altitude. At BONAR, climb/descend tomaintain 7,000ft ;
2. Hold at BONAR for 4 minutes. Leave BONAR andproceed to AMASE holding area for dumping fuel,maintaining 7.000 ft .
3. After fuel dumping, proceed to DES VOR maintain7,000ft. At D17 DES VOR FOLLOW ARC TOBONAR descend for an instrument approach onRWY 05. Identify the runway-in-use in accordancewith para 2.22.7
4. ATC action is based on the assumption that theaircraft will take a minimum of 10 min to dump fuel.An aircraft therefore should not leave earlier than

10 min after arrival at AMASE Holding Area even iffuel dump is completed at a shorter time or ifdumping is not necessary or possible unlesscircumstances require an immediate return.
b) RUNWAY 23
1. Proceed to NAGAH holding point , climb to the lastassigned altitude. At NAGAH, climb/descend tomaintain 7,000ft;
2. Hold at NAGAH for 4 minutes. Leave NAGAHproceed to AMASE holding area for dumping fuelmaintaining 7.000 ft.
3. After fuel dumping, proceed to DES VOR. AT D20DES VOR FOLLOW ARC TO NAGAH HoldingArea maintain 7,000ft. At NAGAH descend for aninstrument approach on RWY 23. Identify therunway-in-use in accordance with para 2.22.7
4. 2.22.7 TOTAL RADIO COMMUNICATION FAILURE - SPECIAL PROCEDURES– KUALANAMU AIRPORT – DEPARTURES ( LIGHT AIRCRAFT)
2.22.7.1 Aircraft experiencing radio failure are to descend on the LeftDownwind RWY 23/Right Downwind RWY 05 of the runwayto 600 ft and rock the aircraft when passing abeam theControl Tower.
2.22.9.2 Unless the pilot unmistakably sees a green light from theTower, he is not to assume that he is cleared to land but is tocarry out the same procedure again.
2.22.8 FUEL DUMPING PROCEDURE
AMASE Holding Area at Radial 360 distance 40 Nm from “DES” VOR,Procedure Holding: Right Hand Circuit With One Minute Leg Alt.6000feet and Speed 220 knots, entry heading 180.
