  • Dear Friends,

    We have made great strides in Kuban over the past few years. The Krasnodar Region has transformed itself from a subsidised area where more than half the population lived below the poverty line into a region at the forefront in all key economic indicators economic growth, construction and investment opportunities. We are implementing unique business projects and have set

    up hundreds of new enterprises, both big and small. It is perhaps fair to say that we have withstood the economic crisis better than the rest of the country. Over the next five years, no fewer than 200,000 well-paid jobs

    will be created in the region.We are doing away with administrative red tape, as evidenced

    by the fact that multifunctional centres for public and municipal services operating on the one window principle have been opened in all districts of Kuban, and authorities are moving to electronic documentation systems. We aim to become one of the top five business-friendly regions

    in Russia, and we have all the necessary ingredients to do just that just come and see for yourself. Welcome to Krasnodar Region!

    Today I took what for me is a sacred oath to my native land, not for the first time. And although the years have flown by in an instant for me, looking back I see that you and I together have come a long way. And, I must say, that this path was never easy, the Governor admitted. Thats why today, on this day that is very important to me, from the bottom of my heart I want to say to all of you: thank you! I am sincerely grateful to you, not only to those of you in this room, but also all the residents of our Region, our beloved Kuban. Thank you for supporting me all these years.Alexander Tkachev noted that Krasnodar has

    turned into a region leading on all key economic indicators: economic growth, development rates and investment appeal. The Region has implemented unique business projects, created hundreds of new big- and small-sized businesses, and weathered the economic crisis, perhaps more safely than the rest of Russia. However, despite all the successes in the economy, there remains an enormous gap between the leading territories and the rural areas that are lagging behind. The standard of living and budget revenues in the backcountry and in the cities differ quite considerably, and the level of economic activity is simply many times over. Eliminating this gap is our key objective for the next five years.The only path here is the creation of new, modern

    and well-paid jobs, the Governor said. We should see at least 200,000 of those within five years.

    The best help for business is the reduction of administrative barriers. Considerable work in this direction is already underway in the Region, the Governor recalled, noting that Kuban must without a doubt become a place for entrepreneurs where running ones own business will no longer be a feat and will become the main activity of our citizens. We need to enter the list of the top five most business-friendly regions in Russia. We have all the capabilities to do this.The Governor announced that the regional

    authorities have immediate plans to double road construction. This includes the construction and repair not only of federal and regional highways, but city, town and rural roads. Implementation of this programme will have the most positive impact on the Region economy, because every rouble invested in transport infrastructure development will attract up to 12 roubles in investments.The Governor called Russias accession to the WTO

    an important moment for the Regions economy, which will facilitate access of Kubans products to new commodity markets. The main threat to the Regions agricultural sector, however, according to Alexander Tkachev, is not said that the main threat to the regions agricultural sector is not increased competition, but rather the ongoing exodus of the population, especially youth, from the countryside. To slow it down, it will be necessary to create a

    comfortable living environment for people. This means the gasification of farmsteads and villages, road construction, streetlights, and the repair and modernisation of medical facilities. Of course, this work will be continued and

    intensified, the Governor announced. Within five years, throughout the Region, all schools, hospitals and clinics, sports facilities and cultural centres will be renovated in every locality. Due to the renovation of existing and the construction of new kindergartens, the shortage of preschool spots will be eliminated. The level of gasification in the Region will reach 100%.A serious modernisation awaits our education,

    and healthcare services and education, Alexander Tkachev stated. Within five years we plan to open throughout the Region 500 general practitioners offices equipped to modern standards. At least 25 new health clinics and at least 20 maternity hospitals will be put into operation. Salaries for healthcare workers in the Kuban Region will meet the best Russian standards.The Governor sees the solution to another serious

    problem the demographic one as being the creation of systemic measures: political, economic, social, environmental, and more. The main task on this path is solving the housing problem. Since last year, Peoples Mortgage Services has been operating in the Region, and around 200 people enter the programme each week. In all, Peoples

    Mortgage Programme already has 4,000 families! This figure could eventually increase to a million Kuban residents up to a million Kuban residents that is, one out of every five people in the Region.Using international experience in cooperation

    with international banks, we will be offering new subsidised solutions for our citizens. In addition, I think we need to return to building public housing and reserving apartments for occupancy by those in service, including young specialists, to young specialists, families with multiple children, and people living in unfit buildings. A special programme in this direction should be developed in the near future, the Governor promised.I believe that in 10-15 years, Kuban should look

    different like a Region of European standard! Alexander Tkachev said.

    The Russ ian Pres iden t v i s i t ed Krasnodar and spent his working day in Sochi, where he held a meeting, attended by Governor of Krasnodar Region Alexander Tkachev.The short-term visit by the Russian

    President to the capital of the Kuban was made out of necessity but, as he admitted himself, it left only positive impressions. The Russian Presidents plane had to make an unscheduled landing in Krasnodar in its way to Sochi because of heavy fog. The President drove through the night city and then enjoyed a walk in the citys historic centre. Vladimir Putin stayed at the Platan-Lux Hotel and had a conversation with the Regions Governor Alexander Tkachev.The leaders discussed a wide range of

    regional socio-economic development issues but the main focus was on the situation in the countryside crop types, and the resort realm preparations for the peak tourist season. Later, during dinner, the President shared his impressions from visiting the southern capital, with

    its pleasant, beautiful and clean streets, greenery and flowers, as well as bright illumination of historical buildings.In the morning, the President and the

    Governor flew to Sochi, where the Head of States planned business trip continued.

    discussions were held on the completion and commissioning of the Olympic structures and organisation of trial sports events at these facil it ies. It was noted that 141 projects had been completed and 29 sites had been put into service with operational individual stages.Forty-seven trial events have yet to

    be held prior to the Olympics. What needs to be brought into focus, said the head of state, is to provide for unconditional preparation of these facilities to conduct the competitions at the level of IOC requirements. So it was

    stressed at the meeting that failures and violations of construction deadlines were unacceptable. Vladimir Putin proposed that contractors should be required to provide additional financial guarantees in the event of violation.

    preparation for the Games, out of 411 organisations in the health resort complex, 15 large health centres are working on complete reconstruction, an additional 15 health centres are doing major repairs and reconstruction of independently standing facilities. The total investment in modernisation of the industry is more than 50 billion roubles. And this work is gaining momentum.

    on the Organisation and Holding of the Olympic Games, provision of hotel services is permitted only if the certificate of means of accommodation is assigned a category following the classification process. In fact, however, many of the mini-hotels and guest houses are now legally classified as individual residences or even business units. Basically, they cannot be classified as hotels without bringing their status in line with actual use.

    Ingeneral,accordingtothePlantoCreateanBarrier-freeEnvironmentin2014,acomfortableenvironmentforpeoplewithdisabilitieswillbeprovidedin130accommodationfacilities,at15exhibitsand9beachareas.

    Alexander Tkachev has made several proposals for remedying the situation. One is to transfer to the Russian constituent entities the authority to decide on the mandatory or optional nature of classification as well as the decision as to the time when to begin it. Another proposal is to make vacationing in Sochi more accessible by implementing a state policy to reduce transport costs for domestic tourists. Current travel costs to the area for residents of Central Russia, Siberia and the Far East account for to 70% of the cost of recreation and treatment! An ordinary flight to Turkey or Egypt is cheaper than a flight to Sochi. All this affects the image, popularity and availability of local resorts. Lack of beach space is another problem. This summer, in Sochi 177 beaches will be in operation (6 more than in 2011), of which 114 are agency-level ones and 63 are municipal. All of them are being brought into shape in terms of infrastructure and security. The concept of a single image of the beaches will be a novelty this year. But the urgent issue is the shortage of beaches, Mr Tkachev said.In order to preserve the uniqueness of

    the Sochi resort, it is imperative to build beaches, including artificial ones, and a surrounding infrastructure. The Kuban Governor noted that there was a need to put beach construction in Sochi and the

    Krasnodar Region on the priority projects list of the Ministry for Regional Development.

    NewTourSitesandanBarrier-freeEnvironmentinSochiWithin the scope of the Programme

    for Olympic Venues Construction and Development of Sochi as a Mountain Resort, a volume of work has been performed to improve and increase the accessibility of tourist sites. New routes and new facilities are being developed. There will be a common order and style of all city-tour points of sale and these services will be subject to strict quality control. In particular, tour guides are currently undergoing certification. Alexander Tkachev has asked for amendments to be introduced into Federal Law No. 132 On the Basics of Tourist Operations in the Russian Federation to authorise constituent entities of the Russian Federation to certify tour guides, including for active and aquatic recreation, as well as other guides and tour interpreters.The Sochi Olympic development

    programme includes considerable work on improving the city and creating a so-called barrier-free environment. People with disabilities should have access to vacation and rehabilitation in Sochi on a par with others. And the Region is applying great efforts in this area. Public facilities, including accommodation structures, are being equipped with additional ramps, elevators and lifts for people with disabilities. Accessibility requirements are observed in the design of newly constructed accommodation. The first two modern hotels of this class have already been built. To date, 15 projects are already fully accessible to people with disabilities and limited mobility and active work is under way on the remaining projects.

    This appointment is entirely logical, since the republic is linked with the Kuban by long-standing relations of friendship. Our Region has more than once helped Abkhazia to tackle its social and economic problems.The new Adler international border crossing point

    was opened just at the beginning of this year, and a memorandum on strengthening cooperation between the Kuban and Abkhazia in the most varied fields from the economy to culture and sport was also signed. Alexander Tkachev was recently awarded the title of honorary citizen of Abkhazia.

    This expression of trust by the President is of course a great honour for me, and also a great responsibility, said the Governor of the Kuban with regard to his appointment. For me, Abkhazia has always been more than simply a neighbouring republic. The Kuban stood together with its Abkhaz brothers during the war and did its bit to help to restore the cities and the rural areas.Now that I am responsible for the cooperation

    between Abkhazia and Russia, I shall make every effort to ensure that our peoples draw closer together, and that in the future we create a common economic area.Abkhazia welcomes the appointment of the Governor

    of the Krasnodar Region as special representative for the republic, and it will do everything it can to make sure his work is effective, said Alexander Ankvab, President of Abkhazia. We have a very good relationship with Alexander Nikolayevich in his capacity as leader of our neighbour the Kuban, and we associate many good deeds with his name. Today our objective is to strengthen our good neighbourly relationship with the Krasnodar Region.On 4 May, Alexander Tkachev, Governor of the

    Kuban, paid his first visit to Abkhazia in the role of special representative of the President of Russia in the republic.The Governors first measure was to inspect the Adler

    of Abkhazia. The new road section of the crossing point was officially opened at the beginning of this year. The crossing point between Russia and Abkhazia has

    already been in operation for twenty years. It is situated in the Region of the bridge across the River Psou. The lack of space meant there were constant queues of vehicles and pedestrians here. Its refurbishment started in 2005 and is now virtually completed. A new pedestrian section will also start operating here in the near future.Alexander Tkachev noted that the refurbished

    crossing point is much better than the previous one. But all the same, lots of things need to be addressed. Only two out of 12 windows are open and there is a disastrous lack of staff there should be several times more of them, said the Governor of the Kuban. As a result of all these shortcomings it takes about 40 minutes to inspect one bus full of tourists.All this is unacceptable! noted Mr Tkachev. And

    as the Presidents representative I demand that the situation be put right immediately.The head of the Region promised to monitor the

    changes personally.While there, the Governor of the Kuban and the

    President of Abkhazia discussed the prospects for developing the Adler crossing point. There are proposals for improving its work. For example, to allocate a lane specially for tourist buses, and to get tourist firms to submit lists of passengers to the customs in good time. This would significantly reduce the time it takes to pass through customs.After the inspection of the Adler international border

    crossing point, 20 new vehicles were officially handed over to the Abkhaz side.The transfer document was signed by Sergey

    Komlichenko, deputy head of the Federal Customs Service of the Russian Federation, and Said Tarkil, chairman of the Republic of Abkhazias State Customs Committee.The Chevrolet Niva and UAZ Patriot vehicles, a bus, a

    GAZel vehicle and a truck were delivered straight from the production line to Abkhazia to work on its border.Alexander Tkachev emphasised that this is a good

    sign which once again confirms the good neighbourly relationship between Russia and Abkhazia. The republics border should be monitored well, and the arrival of the equipment will help this.The Governor of the Kuban met Alexander Ankvab,

    President of Abkhazia, in Gagra. The Governor emphasised that in his new

Both sides had a great many ideas, and all of them were promising and interesting.During the meeting there was a separate discussion

    of the future of Abkhazias resorts. They undoubtedly have a great future. Nature has bestowed its gifts on the republic generously, and many Russians are trying to get down here. But, the Governor noted, first we must address the issue of crossing the border, and Alexander Ankvab was in full agreement with this.We shall eliminate all the obstacles that are currently

    hindering our joint development, noted Alexander Tkachev. Its important to us to see Abkhazia develop, to see peace and prosperity here. After all, you are our closest neighbours!As the person responsible for the cooperation

    between Abkhazia and Russia, I shall make every effort to ensure that our peoples become closer to each other, added Mr Tkachev. Generally speaking, I shall be involved in the same work at the same level in the Kuban and in Abkhazia. I see my objective as being to ensure that business projects emerge both in the republic and in Russia, and that our cultural exchanges and cooperation in the areas of education, sport and the spiritual sphere are strengthened.It was also noted at the meeting that Russia would

    continue at the state level its policy of systematic support for the socio-economic development of the republic.

    Victory Day has for decades been the nations favourite public holiday. We all know what the victory cost our grandparents. This is why thousands of Krasnodar Region residents turned up at the central square in Krasnodar.The festivities were opened by a troop of

    female drummers from the Krasnodar Law School of the Interior Affairs Ministry and a company made up of veterans of local wars and armed conflicts. The Order of Zhukov special purpose brigade took part in the parade, as well as officers and cadets of the Krasnodar branch of the Military Academy of the Signal Corps named after Semen Budenny.The main square in Krasnodar also

    saw units of the Krasnodar branch of the Zhukovsky and Gagarin Air Force Academy, the only university in Russia which trains military pilots, navigators and aviation specialists.

    This was followed by a procession of members of the Black Sea-Azov Sea Coast Guard and Border Control of the Federal Security Service of Russia, as well as troops from the 47th brigade of Interior Ministry Troops and cadets from the Krasnodar Interior Ministry University.The Honoured Guard of the Kuban

    Cossack Army unveiled its new standard in Theatre Square. The battle standard was handed over by the President of the Russian Federation to the Ataman of the Kuban Cossack Army and consecrated by the Patriarch of Moscow and All Russia.The Parade continued with cossacks from

    the Yekaterinodar Cossack division and the Starominsky District Cossack Society.The procession was concluded by the

    equestrian team of the Honoured Guard of the Kuban Cossack Army.It was then the turn of the military vehicles

    to enter the central square. It was a truly spectacular sight to behold. First to roll past were the Tiger armoured transport and reconnaissance vehicles, followed by the legendary BTR-80, command and control units based on armoured-troop carries, the famous Tochka Tactical Operational Missile Launcher, and Kamaz armoured trucks mounted with the famous ZU-23-2.The festivities were brought to a close

    with a rendition of the legendary Victory Day song. The song, much like the year, entered the souls and brought a tear to the eye of veterans, their children and their grandchildren.

    The Governor said that the situation in agriculture this year is complicated: it is the middle of March but the cold weather is only just beginning to recede.It is hard to tell what other surprises

    nature may spring on us and what this years harvest will be. But one thing we know for sure: the end result depends above all on ourselves.The role of private farmers in the

    Regions agriculture is becoming more and more noticeable. Their work during the past year, which was a very difficult one, proves that they know how to till the land:One third of the Kuban Regions

    harvest more than three million tonnes of grain has been brought in by private farmers. The sugar beet harvest is also a record at 1.2 million tonnes. In general the trend is positive on almost every count in the development of the private peasant farms, Mr Tkachev stressed.He noted that the share of private farmers

    in the gross agricultural output in the Region was almost 15%.That is an impressive result. That is

    why we consider that supporting and developing private farming, all the small forms of agricultural work, is a priority of the regional government, the Governor said. The Region has pioneered many new forms of state stimulation of agriculture. The Kuban area is the first in the country to be getting fuel and fertilisers at a discount rate and in the necessary amounts. For several years now subsidies have been made available for the building of greenhouses, drip irrigation systems, the planting and cultivation of gardens and vineyards.The regional authorities share the

    farmers risks by offering subsidies for the costliest types of work.

    A big delegation of Belgian businessmen is in the Krasnodar Region seeking to expand business contacts between Belgium and the Region. The delegation is headed by the Belgian Extraordinary and Plenipotentiary Ambassador to Russia, Guy Trouveroy, who discussed the prospects for broader cooperation with first Deputy Governor of the Krasnodar Region Dzhambulat Khatuov.Mr Guy Trouveroy noted that his

    Customs has not only given the go-ahead. Customs controls and regulates everything that is imported into and exported out of the country. According to customs statistics, 2011 foreign trade turnover in the Krasnodar Region was $14.7 billion.That is a 34% increase in foreign trade

    turnover compared with 2010, comments Aleksander Tkachenko, Head of the Foreign Economic Activities Department of the Krasnodar Region. Foreign trade was dominated by far-abroad countries with a 94% share of the turnover. The most profitable trade partners in terms of volume were Turkey (17.7% of turnover), the Netherlands (10%), France (9.4%), Italy (8.3%), China and Ukraine (each with 4.7%), the USA (3.5%), and Spain (3.4%). Import and export operations were carried out by more than 2500 international business traders from the Krasnodar Region. The share of the Regions enterprises in the Southern Federal Districts turnover increased to 47.6%. K ra s n oda r c u s t oms a l o n e

    contributed more than 22,990,000,000 roubles to the federal budget and issued over 41 declarations for goods and 9.9 million tonnes of foreign cargo.     The Congress was held as part of the Yugbuild International Architectural and Construction Forum. This year, it brought to Krasnodar representatives of 600 companies, architects, builders, designers from 14 countries and 34 Russian regions.With every passing year, the business community

    and the public pay more and more attention to this event, the Krasnodar Regions Governor Alexander Tkachev said, opening the forum. Architecture is a citys chronicle and it is thanks to this forum that we will together make a new history for our cities.In the Governors opinion, the authorities face two

    urban development tasks: to make sure that the new buildings fit into the historical look of the cities and villages in the Region, while at the same time using state-of-the art technologies.One of the main topics discussed at the Congress

    was the recently adopted Master Plan for Krasnodars development. Leading Russian architects and designers, as well as their Western colleagues and heads of construction companies, discussed this key city document that determines its development up to 2050. New residential estates, new transport interchanges and parks, no traffic jams or decrepit housing: this should be the look of the southern capital. One of the main goals of the Master Plan is to bridge the gaps in living standards and comfort between the centre and the outlying districts and the villages around Krasnodar. Incidentally, the area of the regional capital has been increased to 34,000 hectares by the addition of suburban settlements and former federal agricultural land.     Krasnodar topped the annual list of 100 Best Russian Cities, ahead of Podolsk and Khimki, which shared second and third places. Kaliningrad occupies the fourth place and Belgorod is in the fifth. Sochi ranks ninth place. Syktyvkar is at the bottom of the table. Thus, two cities in the Kuban area, the capital Krasnodar and the holiday resort of Sochi, made the top ten.Kommersant compiled the ranking on the basis of

    several indicators, including social, infrastructure and construction indices and a composite spending and revenue index.Key criteria were the share of employed population,

    the number of doctors, kindergartens and the crime level. Other factors taken into account were the passenger flow, modern roads, housing area per inhabitant, budget revenues and spending and household consumer spending.The index that determined a citys place in the top

    hundred was calculated as the geometrical average of the five indices, multiplied by 10, to make the results more understandable. In selecting the top hundred, cities placed lower than one hundred on at least one of the five counts were dropped and ten cities with the highest index were chosen from the short list of 33 candidates.     Five proposals submitted by leading architectural firms in and outside Russia were reviewed over a period of two months. The jury included world-class experts and was headed by the Governor of the Krasnodar Region, Alexander Tkachev.The joint design by Russias Mosproject-4

    institute and the British-American company HKS was unanimously voted the best. Their previous projects include the design of the central Sochi stadium for the 2014 Olympic Games, the reconstruction of Moscows Luzhniki and Lokomotiv stadiums, and major sporting facilities in the USA.The future stadium will be reminiscent of

    the style of the Shukhov Tower, an iconic image of South Russia.One of the main requirements of the

    project is that the stadium should be associated with Krasnodar and the South of Russia. The winning design meets that requirement a hundred percent. The structures are reminiscent of the Shukhov Tower in Krasnodar, a popular landmark. It will use innovative elements to protect against sunlight.The Regions chief architect said that

    FIFA requirements were among the key criteria in choosing the winner. They include the stadiums seating capacity, the total area, safety and comfort. The Region not only enforced these criteria, but toughened them.For example, FIFA requires the stadium

    to have 40,000 seats, but the project has increased the number to 50,000, and the total area has been increased from the required 25 hectares to 44.5.The construction of the new mega-

    Smoking will be banned at the Sochi Olympic Games. Every day of the Olympics 155,000 athletes, sports officials and volunteers will be spared tobacco smoke. The first No Tobacco City sign as part of the No Tobacco Games strategy being implemented by the Sochi 2014 Organising Committee with the support of the World Health Organisation (WHO) was put up at Sochis Olympic Park on 30 March. The move reaffirmed the Organising Committees commitment to making the Sochi Olympics the twelfth Games free of tobacco smoke.

Besides, posters showing the consequences of smoking were put up at schools in the Region and journalists were given media kits on the topic.During the summer Olympic Games in Beijing

    in 2008 smoking was banned in restaurants and hotels catering for the Olympic Games. Hundreds of city facilities became no-smoking areas of their own accord. A ban on smoking in taxis came into effect in 2007, timed for the Beijing Olympics.

    This year the commemoration was especially solemn and colourful. People came from all over the Region to see the twentieth parade in modern Cossack history. Five thousand Cossacks from historic units of the Kuban Cossack Host (KCH) took part in it, along with more than three thousand cadets and young Cossacks and their families also more than five thousand people. Many of them had come to a solemn thanksgiving service at the Cossack Host Cathedral. It has become an established tradition for Cossacks to come together for communal prayer at the Church of St Alexander Nevsky, which was restored a few years ago.The anniversary parade saw the Kuban

    the column of Cossacks marched along Krasnaya Street and formed up on Theatre Square, where they were addressed by Nikolai Doluda, ataman of the KCH, and Alexander Tkachev, Governor of the Kuban.This was the first time the head of the

    Region had worn a Cossack uniform. He was born into a family of Cossack descent. Exactly ten years ago he himself joined the ranks of the Cossack society of Vyselki District. He has always taken an active part in the work of the KCH and has helped and supported the Cossack movement in his birthplace. And in 2010 the head of the Region was awarded the rank of Cossack Colonel by the plenipotentiary representative of the President of Russia in the Southern Federal District.My brother Cossacks, my Kuban

    compatriots, said Alexander Tkachev in his address to those present. I congratulate you on our historic victory! A victory for truth and justice! Once again we can say with pride that the Cossack spirit is indestructible! It lives in each one of us.

    The term municipal coat of arms officially appeared for the first time by the royal decree of 1692. There had been a tendency under Peter I to turn city emblems into permanent symbols of a city and, in 1722, the King-of-Arms office appeared in Russia. In August 1724, a decree was passed by the Senate that required the office to work on municipal coats of arms. From that moment the creation of municipal coats of arms became a matter of national importance and it took on great significance. Work on the citys emblem was temporarily interrupted following the death of Peter I. It was only in 1737 that a decree on the conservation of the original coat of arms drawings was passed. And in 1767, the city of Kostroma was the first in Russia to receive a municipal coat of arms. The first locality in the Kuban Region to receive

    its own coat of arms was Taman. Its emblem was approved on 30 January 1848. It is a shield divided into four equal parts.

    The first part depicts, against a silver background, the Great Princes hat with a gold cross on top, decorated with gold and precious stones. This is a reminder of the fact that Taman was the centre of Russian principalities in the 11th century. The second part is set against a gold background. A red fortress wall stands in front of the mouth of a fire-breathing volcano an element of the Taman landscape. The third part depicts a silver sturgeon fish against a blue background. The fish brings to mind the peninsulas wealth of fish life. On the red background of the fourth section are three mounds of salt. The Taman salt industry supplied the whole of the Kuban Region with this valuable product. The shield has a green border adorned with golden six-pointed stars. There are 21 stars altogether, which is the number of villages that were in the district at the time.

    However, for many years, a great number of Russian cities did not have their own coat of arms. In the 1830s, the King-of-Arms office made a register of all such cities. Among them was the principal town of the Black Sea Cossacks Yekaterinodar. In 1836, the Ministry of Internal Affairs, which was

    responsible for municipal coats of arms, required that coat of arms projects be set up and submitted for approval. The Ministry of War ordered the Ataman of the Black Sea Cossacks to provide historical information about Yekaterinodar and draft a coat of arms. In August 1841, Cossack Captain Ivan Denisyevich Chernik, a recent graduate of the St Petersburg Academy of Arts was charged with the task of creating the coat of arms. In 1843, he presented his finished sketch of the

    coat of arms. It was then reworked and refined for another seven years.

    The main element of the coat of arms is the rectangular, pointed shield, which is divided into four equal parts. At the centre of the large shield is a kind of mini-shield (the heart of the bigger shield), where a golden monogram of Catherine II and the year 1794 are located on a red background. The first and fourth parts of the large shield depict a scarlet-coloured fortress wall with open gates against a golden background. A black, double-headed eagle with the Moscow coat of arms on his breast sits in the teeth of the wall. The second and third parts are both set against a silver background and depict two crossed sky-blue flags with imperial monograms, between which are a mace and two Bunchuks. The Cossack to the left is wearing a blue Cossack uniform of the Alexander I era. The Cossack on the right is wearing a red Cossack uniform of Nicholas the Firsts reign.The main shield has a green border with 59 gold

    stars the number of Cossack villages on the Black Sea coast. The city crown sits atop the shield in the form of a ring formed by the city walls with teeth and three towers. The coat of arms of Yekaterinodar was approved

    by His Majesty on 3 September 1849.The Yekaterinodar coat of arms had been sealed

    in official city documents since the beginning of the 20th century. The Soviets, however, forgot about the old regime coats of arms and the city of Krasnodar was left without an emblem for more than half a century.In May 1966, the Krasnodar City Council declared

    a competition for the best badge, emblem and coat of arms for the city. The competition was held from 1 May to 1 July 1966 and it attracted participants from all over the Region. More than 300 sketches were sent in by school children, students, historians and artists alike. An exhibition was given that autumn in the citys Gorky Park, displaying the sketches for the competition. The competition was won by I. Bassansky, an artist from the Krasnodar Art Works.

    The issue of changing the Krasnodars coat of arms arose in early February 1993 on the eve of the citys 200th anniversary, and once again in July 1996. As a result, two versions of the historical coat of arms were created a large version and a small version. Minor changes were made here and there to the image and the description in the following years. The current Krasnodar coat of arms looks like this:

    Most often, the existence of a city symbol is the result of historical development; it is something that has existed for a long time. Krasnodar is one of these cities. At the same time, thanks to the active work carried out by the King-of-arms region commission, an ever-growing number of cities and regions in the Krasnodar Region are claiming their own symbols. Some examples of cities and regions which have registered their own coat of arms include: Anapa, Gelendzhik, Goryachiy Klyuch, Yeisk, Sochi, Tikhoretsk, Tuapse, Novokubansk, Kurganinsk, Primorsko-Akhtarsk, Abinsk District, Yeisk District, Kanevskaya District, Leningradskaya District, Mostovskoy District, Otradnaya District, Timashevsk District, Tikhoretsk District, Tuapse District and Ust-Labinsk District. Work on the approval of coats of arms for cities and regions of the Krasnodar Region continues. When the Kuban Region was formed in 1860, it was

    Nestling in the foothills of the northern Caucasus on the bank of the Psekups River is the resort town of Goryachiy Klyuch (Hot Springs). The mountains hugging it from three sides protect it from the sweltering heat and the piercing winds of the steppes. The wooded valley of the mountain river creates a unique microclimate, where the summer is not too hot and the winter is warm and humid. Goryachiy Klyuch has about as many sunny days a year as Anapa, which is Russias sunniest city, but the heat of the southern sun here is mitigated by the fresh mountain air and the cool from the river.

    The wonderful climate and the remarkable natural environment have since times immemorial attracted peoples and tribes to the Psekups Valley. As early as the third millennium BC the Caucasian Khetts lived there. Later antique sources mention the tribe of the Fats (the Fatehis). These lands have witnessed the times of the Meots, the Huns, the Goths, the Khazars, the Scythians and the Tatar-Mongols.

    TheStoneAgeArcheologists have established that the Psekups

    Valley was inhabited 300,000 years ago. Hand axes and other stone tools and objects from the Paleolithic era have been found during excavations.

  • TheBronzeAgeBronze Age dolmens dating back to the second and

    third millennia BC have been found in the Goryachiy Klyuch area. One such burial place contained a skeleton covered in red paint, a bronze axe, an adze, a bracelet and a small clay vessel.

    AntiquityRemnants of some primitive equipment for thermal

    water treatment have also been found. Ancient peoples used water from hot springs for medicinal purposes from times immemorial. People who were unwell dug holes where the hydrogen sulphide springs came to the surface and channelled healing water from there. Excavations near Mt Abadzekhskaya discovered simple decorations and ancient Greek coins that people left near the baths as gifts to the gods that healed them.

    19thcenturyThe existence of the Goryachiy Klyuch mineral

    springs had long been known, but they became popular in 1829 when Lieutenant Novitsky visited the Psekups Valley. Nineteen years later, in 1848, the Kuban Cossack Ataman General Rashpil ordered Kaspar Miyeserov, an Armenian, to explore the mineral springs. In 1863 samples of Psekups water were sent for tests to Pyatigorsk. The results showed that the mineral springs in the Psekups River area contained a diverse chemical composition, including hydrogen-sulphide, salino-alkaline and iodine-bromide springs. The springs were set for a great future.In 1864 the senior doctor of the Yekaterinodar

    (now Krasnodar) hospital named after Mechislav Rymashevsky, was allocated 500 roubles to build a small 50-bed infirmary and a communal bath, and two months later it received the first 15 patients. Four years later the unit was transformed into the Psekups army hospital. Before long it had 200 beds and three baths. In the first four seasons 392 patients were treated there.

    geological and hydrographic explorations in the Psekups Valley. It discovered many new mineral springs, and 70 new wells were sunk as a result. Goryachiy Klyuch became a nationwide health resort. Its sanatoria have been operating all year round since 1953.
