Aformal request to removethe approved Bingo Hallfrom the Seaview Centre toFountains Mall has beenreceived by the Eastern

Cape Gambling and Betting Board(ECGBB).

This follows five months after theECGBB gave the green light for the ope-ration of a Bingo Hall in Jeffreys Bay.“The initial application fromRitzBin-

go Gaming and Entertainment for theBingo Hall had identified Seaview Cen-tre as their premises of choice,;however,their recent application published bythe Board in local newspapers is a re-quest for the relocation of business toother premises, i.e. from the SeaviewCentre to Fountains Mall. FountainsMall happens to be the venue whichanother unsuccessful bidder previouslyidentified,” says Kanya Nqelenga fromthe ECGBB.“It is worthmentioning that the licen-

see are well within their right to applyto remove their business to other pre-mises.“The consideration process is pre-

scribed by ECGBB and it can take any-thing between three and a half monthsto four and a half months. While a defi-nite date is not clear now, the ECGBBcan expect the licensee to deliver a Bin-go Operation within 12 months of beingissued a provisional license. The ECG-BB will consider any representationmade by the Licensee and other interes-ted parties to determine whether or notto grant the request.”According to Fountains Mall market-

ing manager, Nadine Scheepers, theycannot confirm whether the Bingo Hallwill indeed come into reality at Foun-tains Mall.“The process of securing the license of

transfer is not yet complete and will on-ly be done in 50 days. Only then we willbe able to confirm whether FountainsMall will be home or not to the first Bin-go Hall in the Kouga,” says Scheepers.Once operational, 1 per cent of the

Bingo Hall’s gross gaming revenue willhave to be directed towards socio-eco-nomic development initiatives for theduration of the license period.TheBingoHallwill consist of up to 300

gaming seats, with accompanying din-ing, child minding and parking facili-ties.

ANOTHERwind farm is due tobe constructedthis year – this time near Tsitsikamma.

This will be the fourth major wind farm inthe Kouga region.Situated approximately 30km west of Hu-

mansdorp, south of the N2 national road inthe Tsitsikamma area on the Wittekleiboschfarm, the proposed Tsitsikamma CommunityWind Farm will consist of 31 wind turbineswith a total generating capacity of 100MW.The turbines will have a hub height of up to

100m and a rotor diameter of up to 100m - eachblade will be up to 50m in length - and is likelyto be visible for up to 10km from the site.It is estimated that construction of thewind

farm will take one year, with the life span be-ing 20 to 30 years.The project is being developed by a project

consortium consisting of Cinnergi, Watt En-ergy and the Tsitsikamma DevelopmentTrust.According to the Environmental Impact As-

sessment Process Draft EIA Report, the pro-posed wind energy facility will cover an areaof 54km², which has primarily been used for ag-ricultural activities. A portion of this land isowned by the Tsitsikamma Community Trust.The development site is considered as a

technically feasible location for a wind farmowning to the favourable wind resource, hav-ing land tenure and the existing relationshipWattEnergyhaswith theTsitsikammaDevel-opment Trust and local community who will

stand to benefit from the construction and op-eration of the wind energy facility. Theproject is therefore being conducted in closeconsultation with the Tsitsikamma Develop-ment Trust.The site will accommodate the wind tur-

bines, as well as the associated infrastruc-ture, including a substation, access roads anddistribution power lines linking to Eskom’sexisting Melkhout substation approximately25km northeast of the site.Savannah Environmental, an independent

environmental consultant, has been appoint-ed to undertake the required Scoping Studyand Environmental Impact Assessment toidentify and assess al the potential environ-mental impacts associated with the proposedprojects.

According to the report, the primary con-cern for thewind farm is that of birds andbatscollidingwith the turbines. Of particular con-cern is the near-threatened bat species, theNatal Long-fingered bat.There will furthermore be a loss of natural

vegetation, aswell as a negative impact on en-dangered plants and tree species in the area.Mitigation measures will be put in place to

limit all negative environmental impacts..Other wind farms in the Kouga region in-clude the 138MW Jeffreys Bay Wind Farm lo-cated on the farms bordering the N2 betweenJeffeys Bay and Humansdorp, the 111MWGibson Bay Wind Farm located between Oys-ter Bay and the Tsitsikamm River and the80MW Oyster Bay Wind Farm just outside ofOyster Bay.

ALTHOUGH theKouga region has seen amajorboost in job creation and economic injection,not enough locals have reaped the benefits.This is according to Kouga mayor Booi Ko-

erat during his annual State of theMunicipal-ity Address last Friday.“Despite the 377 jobs that were created at

the Jeffreys Bay Wind Farm alone and morethan 200 small-, medium- and micro-enter-prises (SMMEs) that have benefited as suppli-ers of goods and services, local businesses arenot ready to take full advantage of the oppor-tunities offered by developments of thiskind,” says Koerat.“Toomany suppliers still have to be sourced

from outside the Kouga region. To rectify this,

our Local Economic and Deevelopment (LED)department is linking with developers andworking with local entrepreneurs to ensurethe region can reap maximum benefits.”According to Koerat, this is especially im-

portant given that theDepartment ofArts andCulture and PublicWorks expect the contrac-tor to be on site for the development of theR164 million Sarah Bartmann Centre of Re-membrance at Hankey by April.“Moreover, support to SMMEs will in-

crease dramatically this year with the estab-lishment of an SMME hybrid incubator driv-en by Eskom and strategic stakeholders atHumansdorp,” says Koerat.The construction and renovation of schools

in the region has been instrumental in creat-ing jobs. This includes the renovation of Mz-ingisi Primary in Humansdorp, where nine-teen (19) jobs were created, and Hankey Pri-mary,where thirty-two (32) jobswere created.“The construction of the Jeffreys Bay High

School also helped to put food on the table offamilies who were struggling to survive,”says Koerat.“Skills development is also enjoying atten-

tion through EPWP learnerships. About 40youths attended a learnership programme for18 months. While it was disappointing that40% of these young people failed to completethe programme, we are proud of those whopersevered.”

HousingTHE Kouga Council is looking at acquiringland to expand KwaNomzamo, Umzamowe-thu, Loerieheuwel, Thornhill and JeffreysBay. The land is necessary to cater for thegrowing housing demand, with Governmentintroducing various new housing initiatives.The new initiatives are an essential part ofGovernment’s commitment to making hous-ing available to all and will make it possiblefor citizens with a monthly income of up toR15 000 to qualify for state-subsidised housing.

Water managementThe management of the Kuga’s water re-sources remains a priority. Recent droughtscares and concerns about water qualityhave prompted Council to explore the possi-bility of constructing a desalination plant.R200 000 was set aside in the adjustmentbudget to explore the viability of desalina-tion while other potential sources of waterare also being investigated in partnershipwith the Department of Water Affairs.

Traffic and Law EnforcementThe Kouga Traffic Department has becomethe service provider of choice for motoristsfrom the area and beyond. This increase indemand has been putting additional strainon the available resources.

To cater for the demand an extra examinerfor driver’s licences was trained during 2013,bringing the total number of examiners to five.Long queues for licence applications and

renewals have, however, been a challenge asthe department is equipped with only onelive capturing unit. This shortage is to be ad-dressed in the new financial year.A challenge that must be addressed in fu-

tureplanningof themunicipality is the grow-ing need for law enforcement services at seaand on the waterways, with jetskis and boatsbecoming a bigger and bigger safety risk toother water-users.

CustomerCare andComplaints-HandlingLaunched in 2011, the municipality’s annualCustomer Satisfaction Survey is anotherplatform that was created for residents toshare their service-delivery experiences andto rate Kouga’s performance.One of the challenges picked up through

these surveys was the lack of accountabilitywhen it comes to the handling of complaints.In order to address this an electronic com-plaints management system will be rolledout to all municipal departments this year.The system will allow the municipal leader-ship to monitor complaints as part of theircommitment to improve the responsivenessof the institution.

IN the midst of much speculation and ru-mours running rife, Potter’s Place in theheart of Jeffreys Bay has closed its doors tothe public after 15 years of welcoming inter-national, national and local artists to itsstage.

It was feared that this popular and much-loved entertainment hub has reached the endof the road, but an enthusiastic 19-year-old isnow determined to take Potter’s Place to newheights.

What he lacks in experience, he makes upfor with ample enthusiasm, a strong supportsystem, willpower, determination, fresh ide-as and a zest for life.

Francois Durandt, a former High SchoolNico Malan learner and Patensie resident upuntil six months ago, is the new co-owner ofPotter’s Place with partner Francois Duven-hage from Johannesburg.

“We did not enter blindly into this new ven-ture. We did our research and drew up a work-able business plan. I looked at several placesfor sale, but Potter’s Place was the only onethat truly caught my attention,” says Du-randt.

“It is my ultimate goal to establish Potter’sPlace as one of the best entertainment placesin the Eastern Cape, even in South Africa,that draws artists and music lovers world-wide.

“I have passion and a lot of life left in me.I am not going to give up until Potter’s Placeis once again a roaring success. To achieve

this, a lot of changes, including more afforda-ble meals, will be made to attract more peo-ple.”

Further changes include more and afforda-ble shows, the restaurant being open dailyfrom 08:00 - 22:00, a daycare centre, singinglessons for learners, big screen televisions forsport, tickets sold at the doors and a chil-dren’s play centre.

“Apart from providing quality entertain-ment, Potter’s Place must be a place wherefamilies can come together and have a goodand relaxing time,” says Durandt.

The previous owners, Steph van Zyl and hiswife Raluca, could not be reached for com-ment.

They took over from former owner Callievan Heerden in July 2013.

According to Van Heerden, Potter’s Placeprovides a unique opportunity to see greatartists close-up.

“There were some phenomenal shows atPotters. Many times I felt this is Potters’ bestshow ever, just to have it surpassed by anoth-er show later on. It was a place where wemade good friends with one another and withthe musicians. Those who experienced Pot-ters will never forget,” says Van Heerden.

“The sad issue is that Potters is just toosmall to be sustainable in Jeffreys Bay. A the-atre like the Atterbury host 400 patrons. Athigher ticket prices we could achieve at Pot-ters for the same artists. Potters seated only130 and could hardly make enough from theticket prices to pay the musicians, nevermind providing a living wage to the owner.

made friends - very good friends. And I amgrateful. We all gave and we received. Formany years we will still talk about that littletheatre in Jeffreys Bay where we saw this oneand that one and where we had incrediblygood times. It made our lives better. That is

good enough for me. It is way better than nothaving had all that.”

Potter’s Place will officially re-open itsdoors to the public on March 14.

THE tenth season of the popular M-Net Idolsauditions is coming to Port Elizabeth thanksto Algoa FM.

Last year Algoa FM lobbied hard with theM-Net team to bring the auditions to thefriendly city and this year they succeededagain.

Auditions will be held in The BoardwalkAmphitheatre.

The auditions will take place on Thurs-day, March 13 from nine in the morning.

SINCE first opening its doors in Jeffreys Bay,the Healthy Mom & Baby Clinic suppliedmuch-needed medical, emotional and socialassistance to thousands of women and chil-dren.

From their humble beginnings on March 9,2009 the Clinic - a registered non-profit organ-isation - grew from one midwife to two full-time midwives, one volunteer midwife, oneoffice manager, two growth monitoring as-sistants and numerous volunteers from allover South Africa and the world.

The clinic focuses on pre- and postnatalcare, child care, crisis pregnancies, counsel-ling, teen pregnancy, growth and develop-ment monitoring, primary health care, healtheducation and vaccinations.

“Our hearts are for the people and we feelthat we cover a huge medical need in the com-munity amongst the poorest of the poor in thewhole of the Kouga,” says co-founder sr. Mar-greet Wibbelink.

“Over the years we have grown in our faith,we have prospered and we have endured. Wehave seen many challenges, but looking backwe can freely declare how amazing God’sgrace and favour has been on the clinic.”

According to Wibbelink, their aim is to pro-vide the women and children of the Kouga re-gion with a unique and an excellent medicalservice; empowering, educating and upliftingthem in the process and sharing a small meas-ure of God’s love with them.

“The clinic is a blessed place, filled withlaughter. We enjoy seeing little babies be-come healthy toddlers and panicky pregnantwomen become content and successful moth-ers,” says co-founder Sr. Laura Birch.

“We want to be a voice and advocate for our

most vulnerable citizens. We are women serv-ing women with love and respect, bringingwholeness and restoration - a tribute to ourGod for His greatness and His kindness to allpeople. God can do all on His own, but hechooses to work with us to bring His Kingdomto our community.”

The clinic sees an average of 502 babies andchildren and 330 adults per month. Their mo-bile clinic in the community weighs an aver-age of 60 children per month.

The clinic works closely with the Kouga De-partment of Health, who supply them with allthe necessary medicine, the Kouga Partner-ship Hospital, the Pellsrus Clinic and VictoryChurch.

Needing an average of R60 000 a month inoperation costs, the clinic heavily depends onfunds from individuals and businesses. Ac-cording to Wibbelink, they do not charge aservice fee for any Primary Health Care serv-ice.

“Every day is a step in faith, and so far wehave not been disappointed one day,” saysWibbelink.

An exciting Garden Route National Parkguide programme was recently launched tocater for the thousands of visitors expectedto flock to the Garden Route this year.

Richmond Gewers, People and Conserva-tion Officer for the Tsitsikamma section ofthe Garden Route National Park, says the di-versity of activities currently on offer or be-ing developed requires skilled guides.

“Unfortunately the communities cannot af-ford the cost of training required and havethus mostly been excluded from meaningful-ly participating in the eco-tourism venturesof the region.”

SANParks with partners in the Tsitsikam-ma area saw a skills gap that could bebreached by nearby community members.“Guides are required not only for a growingvariety of outdoor adventure activities, butalso for nature trails, cultural heritage inter-pretation and environmental education,” ex-plains Gewers.

Multi-skilled guides would be able to applytheir skills throughout the year, as they

would have a greater product base to serviceif given work in the Park to guide visitorsalong nature trails and others.

”We began discussions with the FieldGuide Assiociation of South Africa, to launchan in-house programme that would equip at-tendees with a broader skills set. The medi-um and long term goal would thus be to pro-vide economic empowerment opportunitiesfor local communities.”

The training is well underway in the Tsit-sikamma section of the Garden Route Natio-nal Park where a total of seven out of the ini-tial 25 applicants were successful for the firstround of this rigorous process. Three com-munity guides and four staff members arecurrently busy training and have attendedfield excursions to other tourist attractionssuch as bird ringing activity with NGO (non-Governmental Organisation)-Natures ValleyTrust, Monkeyland, Birds of Eden, SnakeSanctuary as well as the Wild Cat Sanctuary.

This was to allow them to experience whatis expected from a guide and how to manageclients.

Why does Kouga Local Municipality support this project?

The municipality must comply with national regulations that were implemented in 2012, which require municipalities to implement remote control

technology controlling electrical loads, such as geysers. By means of this project, the Kouga Local Municipality will comply with the regulations.

How does this project work?

This is a load shift project, meaning that the load that would have been used at a certain time (in this case between 18:00 and 20:00 on weekdays)

will be shifted to a different time (after 20:00) when there is less strain on the Eskom national grid. The project is based on a megawatt value that

will be moved by switching off 6 200 geysers in the Kouga area.

A request to the public to help make this project a success: if you do switch off your geyser manually in the morning and back on after returning

from work in the afternoon, switch it on as soon as possible after arriving home to allow the geyser to heat the water for use between 18:00 and

20:00. If you do switch it off again in the evening, allow some time after 20:00 to heat the replacement hot water.

The only thing left for local resident Anne-mie Bibb to do was to brave up and shaveof, - which she did.

Determined to make a difference after oneof her close friends died of cancer, Bibb de-cided to shave or cut her wealth of hair, andto challenge residents to join her in the on-going fight against cancer.

It all depended on residents whether Bibb,who has not cut her hair for the past five years,would have shaved or cut her hair shorter bymeans of voting. The decision was almost

unanimous: Bibb should shave her hair.And so she did on Sunday. Armed with

clippers and heaps of enthusiasm, cancersurvivor and singing legend Franz Gelden-huys, made cakewalk of the task - using anumber one clipper.

The longest strand of hair measured animpressive 74cm, with her four ponies meas-uring in at 54cm. In total, the hair shaved

A dream has come true for Pellrus surferJoshe Faulkner, who has been selected for theSouth African Junior Surf Team, following athree day training camp in Cape Town.

Joshe is the first youngster from Pellrus Pri-mary School to receive national colours for surf-ing and the community is very proud of him.

“I am super excited and cannot wait to surffor my country in the ISA World Junior Surf-ing Championships in Ecuador,” said Joshe.

The championships take place from April5 - 14 and Joshe is the only surfer from theEastern Cape that made the national team.

The team is made up of eight boys and fourgirls in the u.18 and u.16 age divisions andthey will join the 300 athletes from over 30countries at La Fae Beach in Salinas, Ecuadorfor the biggest international junior surfingchampionship in the world.

Joshe is sponsored by the Jeffreys BayWind Farm as well as Billabong, and is a mem-ber of the JBU Surf Club.

“We are very proud of Joshe for his dedica-tion to his sport and overjoyed that he willbe competing in this international eventamong some of the world’s top athletes,” saidMark Pickering, General Manager of JeffreysBay Wind Farm.

The JBU have been very supportive ofJoshe and he rides Rebel Surfboards, shapedby Thys Strydom. “Joshe has worked reallyhard and the entire community is very proudof him,” said Strydom.

Prior to the ISA World Junior Champion-ships, Joshe will surf against New Zealand tocontest the annually run ‘SANZ’ Trophy heldbetween the two teams.

South Africa dominated the head-to-headmatch-up until 2013 when New Zealandpulled off a narrow win in Nicaragua.

The two teams use this international“friendly” to fine tune their competitive strat-egies only days out from the main event.

A fund raiser will be held at Bay Pasta at6 pm on Thursday, March 6 to help Joshe raisefunds for the trip.
