Since the 1970s, port state authorities have undertaken port state control (PSC) activities under the guidance of a regional
Memorandum of Understanding (MOU). In recent years, various MOUs and other bodies such as the EU have initiated
special control measures based on PSC detention rates. These include special inspections and denial of port entry which
have the potential to result in expensive repairs and loss of business. Recognizing the importance of PSC, KR works with
ship owners, operators and managers as well as with various national governments to improve the PSC records of their
ships. Significant achievements have been realized.
As a result, KR-classed ships are recognized as a high quality fleet by every port throughout the world.
KR has been endeavoring to ensure the safe operation of its classed ships by setting “Zero PSC Detention” as one of its
primary objectives. To this end, KR has been undertaking stringent surveys and technical assessments for older ships and
withdrawing ‘sub-standard’ ships from its class registry. Also, we have implemented unprecedented ship safety scheme such
as banning of ships 20 years and older from classing with KR. Further, KR has expanded its pre-inspection service to prepare
ships for the PSC inspections in Europe and US from June 2002.
KR also has been keeping a close line of communication with flag States, informing latest trends and changes within IMO,
various MOUs and port States to shipowners, and holding variety of seminars and trainings as a preventive measures against
PSC detentions.

Plan Approval
KR surveyors review and approve design plans of ships and offshore installations to verify compliance of hull structure,
stability, machinery, electrical and automated systems, etc. to the requirements of KR Rules, international conventions and
national governments concerned.
New Construction Survey
KR surveyors attend on site to verify that the ship under construction is being built in accordance with the approved design plans.
Upon verification, the approval of Classification Committee is given and the classification certificate is issued. Similar process is
involved for the survey of existing ships.
Periodical Surveys for Registered Ships
KR surveyors carry out periodical surveys such as special, annual, intermediate and docking surveys in order to verify the
robustness of its classed ships.
Materials and Equipment Approval and Survey
KR surveyors conduct type approvals for all kinds of materials and equipment used on ships and offshore installations
to verify their structural integrity and performance prior to installation onboard. KR surveyors also perform approvals on
materials used onboard, in addition to quality assurance system approvals. These approvals are designed to ensure
consistency in the quality of products manufactured and reliable performance in the marine environment.

Statutory survey refers to surveys conducted to fulfill the requirements of the various IMO international conventions and
national laws concerned on behalf of national governments. So far, the total number of governments authorizing KR to
perform statutory surveys and issue certificates is 57.
This number includes major shipping nations such as Liberia, Panama, Greece, etc.

ISM Code Certification
The ISM Code, which is applicable on all types of ships from 1 July 2002, requires
all companies to establish and implement a safety management system ashore and
onboard for the safe operation of ships and for pollution prevention.
KR has so far been authorized by 51 governments for the ISM Code certification work
on their behalf. With these authorizations, the companies with multi-flagged fleet will
find KR ISM Code certification both cost and time effective.
ISPS Code Certification
From the very beginnings of ISPS Code, KR has endeavored to set up an infrastructure
necessary for the provision of ISPS Code certification services and to obtain authority
as the Recognised Security Organisation (RSO) from various national governments. KR
currently provides ISPS Code certification services such as approval of Ship Security Plan
(SSP) and issuance of International Ship Security Certificate (ISSC), including holding of
Company Security Officer (CSO) and the Ship Security Officer (SSO) training courses.
KR is authorized by 36 Contracting Governments (Hong-Kong, Singapore etc.) to conduct
ISPS Code certification on their behalf.
ISO 9001/ISO 14001/OHSAS 18001 Certification
KR obtained accreditation for KSA/ISO 9001 certification services from the Korea
Accreditation Board on 9 January 1996. Additionally, KR obtained accreditation for
OHSAS 18001 and ISO 14001 in May 2002 and May 2003 respectively. The scope of
certification that KR engages in includes basic metals and fabricated metal products,
machinery and equipment, electric/electronic products, transportation, storage and
communication services. These accreditations and highly competent team of auditors
combined makes KR a one-stop center for the management system certification.

The CE Mark is an official certification required in order to sell or export products in Europe. The Marine
Equipment Directive authorizes third-party organizations to award the CE Mark in Europe and KR has been
accredited as a CE Mark certification provider since 2009.

KR was evaluated to be in compliance with ISO/IEC 17020(General criteria for the
operation of various types bodies performing inspection) and National Standard Act by
Korea Laboratory Accreditaion Scheme(KOLAS), and as a result, was formally recognized
to have competence in specific area of its operation by Korea Laboratory Accreditation
Scheme(KOLAS) in August 2004.

KR inspects design, product, service, process and plant to
determine whether they meet specific requirements of technical
regulations, standards, customer specifications, etc. on behalf of

KR has developed a standard for the design and construction of naval vessels and is providing
verification of technical documentation for naval ship design (reports and drawings). In addition,

Safety inspection of navy deep diving equipment
KR has endeavored to secure divers’ safety and enhanced equipment performance by
accumulating independent knowledge for the safety inspection of the navy’s deep diving
equipment over the past 10 years. It has expanded its business to include diving system
certification of the next generation of salvage and rescue ships as well as the certification of
public and private diving equipment.
Drawing approval and survey of equipment for naval and coast guard ships
KR is providing inspections of drawing approval and surveys
of equipment installed in naval and coast guard ships. It also
contributes to improve the seaworthiness of naval vessels with
safety surveys and certification of basic materials such as steel
sheets, welding materials and cables.

Wind power energy
As an international certification body accredited by KAS (Korea
Accreditation System) for type certificate, prototype certificate,
component certificate and wind farm project certificate, KR
has not only provided certification services but also conducted
international standardization activities such as IEC TC88 and
developed technology guidelines.
In addition, KR has constructed an independent verification
system which enables prompt communication with the
manufacturer and time reduction for certification by developing a
design assessment program.
Ocean energy
KR has developed technology guidelines for the design
assessment of power generating facilities by analyzing core
technology associated with tidal current, wave power and ocean
thermal energy conversion. Also, KR has established certification
systems for ocean energy facilities certification by participating in
international standardization activities.
Fuel cell technology
KR has developed technology guidelines for fuel cells for ships
based on its technical capability accumulated through the safety
design assessment, inspection and R&D onboard merchant ships.
KR was accredited as a green education body by the Presidential
Committee on Green Growth - Greenhouse Gas Verification in
January 2010. As a result, KR created a training course for high
skilled manpower in renewable energy and climate change and
provides a specialized education service to the maritime industry.
KR will endeavor to enhance the green competitiveness of
its customers by establishing a specialized course for climate
change and renewable energy.

Greenhouse Gas Verification
Greenhouse Gas Verification proves the accuracy and objectivity
of greenhouse gas emissions calculated by third-party party
organizations. KR was accredited as a verification body for a pilot
project relating to a greenhouse gas emission trading scheme
by the Ministry of Environment in 2010 and has conducted a
number of verifications since that time.
Third party inspection and certification service
KR provides third-party inspections for equipment and materials
of industrial plants, industrial and emergency power generating
facilities, industrial pumps, motor and other related equipment.
R&D for green ship technology
As green shipping has become more important and greenhouse
gas emissions are controlled by IMO, the necessity for
green ship technology is growing. KR has conducted green
ship grading systems and has constructed a TCS (Testing,
Certification, Standard) system for green ship technology. Also,
KR is a R&D authority on energy saving marine equipment.

The instructors for the various types of training provided by KR are experienced and well
trained auditors. The training provided KR includes ISO 9000 and ISM/ISPS Code
comprehension courses as well as the internal auditor training. These training are
designed to assist customers with the establishment and improvement of their safety and
quality management system. KR also provides the classification and international
convention comprehension training classes for the ship management companies,
manufacturers of materials and equipment, shipyards and governments for the purpose of
promoting maritime safety awareness.

The SeaTrust series of software is KR’s unique solution to enhancing
maritime safety and environmental protection. Originating in the early
1990s, this software series has been continually updated to reflect state-
of-art technologies, advances in IT and customer requirements. All
software is fully verified and validated through model tests, full scale
measurements and feedback from various users to ensure accurate and
confident results and user friendly interfaces.
The SeaTrust software series covers rule scantling checks according to
KR Rules and CSR, structural safety assessments by direct methods, full
spectral fatigue analysis, shaft alignment analysis and ship’s life cycle
management. It is applicable to all vessel types including tankers, bulk
carriers, container ships, passenger ships, naval vessels and offshore
structures.

Thorough understanding and identification of applicable IMO requirements are essential for the safe operation of ships and
the marine pollution prevention. However, it is not always easy to obtain proper information. To resolve this problem and to
facilitate the applications of IMO requirements in the maritime industry, KR has developed a database of IMO instruments
called ‘KR-CON’. Available in USB format and via internet (http://www.krs.co.kr → Quick Links Click KR-CON), KR-CON is
a powerful tool for accessing international conventions, codes, resolutions and circulars of IMO. The latest version of KR-
CON (version 9.0) contains:
The service life of a ship diminishes over time as a result of incurred damages and
defect, even in cases where the ship is regularly repaired and maintained.
It is, therefore, essential for shipowners to assess the ship’s remaining service life to
make plans for future repairs newbuilding order. Shipowners also need to obtain technical
information on a ship’s condition during its service life. To that end, KR has developed a ship
condition assessment program called “KR-CAP” which can provide owners with detailed
information about a ship’s condition and its remaining service life. KR-CAP is an independent
and thorough verification of the condition of a ship, as which can provide shipowners with
quality technical services regardless of the ship’s classification.

When a ship is damaged due to collision, grounding, fire and
explosion, etc., KR-ERS can calculate its stability, strength and any
oil outflows immediately. On the basis of this technical information, a
number of possible emergency procedures can be simulated and the
one which would be most effective can be advised.
