The Policy Context

• Ongoing High levels of exclusion faced by Roma Communities• Roma decade-2005-2015• Mid–Term Review shows marginal impact• European Parliament Resolution• Earmarking of ERDF/ESF funds • Ongoing Discrimination

Project Aims

The overall goal of this proposal is to build up capacity and know how of local actors engaged in anti-discrimination work relating to Roma generally and Roma Children in particular, AND support them in developing local/regional campaigns to challenge stereo types and highlight good practice through a transnational exchange program.

The aim is to increase political participation of Roma, raise awareness of discrimination and racial violence targeted against Roma, and discrimination of Roma children in education provision.

Project Objectives-1

Four Key Objectives:

1. Undertake the effective Management and Co-ordination of the Project

2. Undertake a transnational exchange programme

3. Undertake Local Actions

4. Establish systems for communication and ensure wide dissemination

Key Actions-1

Management and Co-ordination of the Project

• Each Partner to appoint a local co-ordinator

• Four steering group meetings

• Telephone conferences

• Staff declaration forms

• Timesheets

• Expenses Claims

• Pre-financing Claims

Key Actions-2 Undertake a transnational exchange programme• Transnational workshop One : This will bring together the facilitators of the LAG's responsible for the local capacity building programme. This will be a "training of the trainers" with inputs from partners as well as experts from the European Roma Rights Centre. This workshop will incorporate the production of materials for the capacity building workshops and the development of the online campaign.

Key Actions-2 Undertake a transnational exchange programme• Transnational workshop Two: This will bring together delegates from the the LAG's and external experts in relation to Roma and campaigning .This workshop will focus on an exchange of good practice and development of local action plans• Transnational Online events: An online campaign that will have the following elements:

• Use of Social networking tools such as facebook, twitter, youtube as campaigning mediums

• Pod casts• Creation of an online community of

practice. This will seek to establish a “critical mass” of supporters who will be able to sustain the impulse created by the project

Key Actions-2 Undertake a transnational exchange programmeEstablishment of an Online Dialogues platform that will provide a virtual space enabling the participation of LAG members. As well as providing a link with this cross-section of participants, the Dialogues platform will also incorporate a number of key features:

• Profiles of people as well as places within the partnership

• Establish a data base for all the products generated by the platform as well as links to key reports /websites.

• Create a space for discussion forums to operate

• Create a mechanism to undertake “opinion polling” and consultation with the platform participants and thus ensure that final products and approaches reflect identified priorities.

Key Actions-3

Undertake Local Actions• Local action group in each locality (10-12). This action group will consist of three types of actors:

• those who are well “connected”. These will be “activists” in the field

• Those who have “knowledge”, who are sources for data. These will be researchers, policy makers etc.

• Those who are salespersons- that is people who have the skills to persuade and spread the message. These will be people in the media, artists etc.

•A capacity building workshop that will target key actors responsible for social inclusion and anti-discrimination policies alongside members of the LAG’s

•A local campaign programme which will have the following elements:

• Local mapping which will identify the context and also what is happening on the ground in order to ensure effective synergies with the impulse provided.

• A programme of “Dialogues”. These will be café style events that will bring together targeted people from Employers, Trade Unions, local authorities, politicians alongside participants from the Roma communities .

• Using local media to get the message across to the general public

Key Actions-4

• Profiles of people as well as places within the partnership

•Linkages with local, regional, National and European media

•Transnational dissemination workshop

•Telephone conferencing between SGM members

•Online events will be publicised and open to non partner organisations
