The strategy aims to enhance capacity of human re- sources with high technical and scientific skills that effectively respond to labor market needs in terms of entrepreneurship ,high creativity , responsibility ,discipline morality ,virtue ,professional ethics ,and honesty in an effort to promote development .

Further rehabilitation and Construction of rural infrastructure

Rural infrastructure network is a line blood for all connection in Kingdom of Cambodia, and there by transforms the country economy’s into an economy which ensures the integration of not only its own internal economy, but its regional economy as well. Moreover, for economic conditions, rural infrastructure plays a key role in “a head of economic growth” and is a most efficient way of alleviating poverty and suffering of the rural poor. On the basic of the opinion, MRD has been offered a high priority over the rehabilitation and the construction of rural infrastructure such as: Road, Bridges, Culverts, wells, ponds, And small irrigation so forth, which connect all remote areas with state roads nation wide to facilitate the circulation of farm products and others with a view to be easy for rural development and the integration of provincial, distinct and communal economy, and therefore to progress more security defense.

E-Strategy The key thrust of the (MRD)Strategy to fight corruption Is to take concrete actions that attack the roots of

corruption. The implementation of the anti-corruption strategy will be support with t enough tools and resources to prevent and to substantially crack down

on corrupt entities . Implementation is crucial because laws , regulations and codes of conduct are not sufficient to successfully fight corruption. Indeed .there must be efforts and mechanisms to strengthen the effectiveness of law enforcement.

E- Policy Two key policies have been outlined by the MRD to

guide and accelerate rural development: Firstly: To ensure that national and international

agencies and organization involved in rural development work more closely together.

Secondly: To promote a more people oriented and integrated approach to rural development.

FUTURE ASPECT OF (MRD)

MRD consider as a top priority the strengthening of partnership with all development partners including to donor community , the private sector and Civil society.

MRD considers the private sector as an engine of economic growth,

MRD will continues to the strengthen cooperation between the MRD and civil society,

MRD welcomes the participation of the NGO in the process of socio-economic rehabilitation and development.

Conclusion

The rural development approach is based on partnerships and cooperation in development. This encompass cooperation between the government (line ministries and local authorities), international organization, non-governmental organizations, the private sector, community organizations and the rural people.
