Sub: Performance of Mechanical Department - PCDO for the month of Sept-2014.

1. HIGHLIGHTS 1.1 Sarwashreshtha award by national safety council:-

CRWS in its 25th year has been crowned with “Sarwashreshtha” award by National

Safety Council – Madhya Pradesh chapter for HSE (Health & Safety Environment)

award 2013. The assessment for above award is on the basis of the status of

implementation/compliance of statutory provisions related to industry & environment.

The trophy and shield (certificate) for the same were received by CWM & team members

of CRWS from Chief Secretary (Labour), M.P. in a formal programme organized by NSC

on 09.09.14 at Surendra Vilas hotel.

1.2 In Sept 2014, ROH Outturn was 888 wagons, which is 14.7% higher than the ROH

Outturn of Sept 13 (774).

1.3 Out of NPOH arising of 386 BOXNs, 359 wagons (93%) were repaired in the sick lines

during Sept- 2014.

1.4 Kota workshop achieved an outturn of 445 VUs against the target of 440 VUs, which is

1.13 % higher than the target.

2. INNOVATIONS & SYSTEM IMPROVEMENT – 2.1 Name of the innovation-:- Fuel pump motor harness layout modification:-

Innovation by ET Diesel Shed

Loco no. 11340 had failed due to FPM not working and engine shutting down. During

investigation it was noticed that RBY wires of FPM were torn after rubbing with pre-lube

motor foundation bracket. In order to eliminate the recurrence of such failure a special

drive has been launched by the ET shed. In this drive the layout of the RBY wire has

been modified and passed through and secure in a PVC pipe. This innovation will

eliminate the chances of recurrence of such failures in future. In this drive 08

locomotives have been covered so far.

2.2 Name of the innovation-:- Provision of additional loops on back terminal of MEP locos.:- Innovation by ET Diesel Shed

The loco no. 14094 had failed on 15.08.14 in train no. 51765 in Satna – Manikpur

section due to engine shutting down. During detailed failure investigation its 50 no. wire

back terminal shorting plate was found burnt, as a result of which the positive supply of

MEP got dis-connected and engine was shut down. In order to eliminate recurrences of

such failures additional loops are being provided by ET shed on back panel shorting

plate to ensure better connectivity. Hence this innovation will be helpful reducing the

failure of due to above reason. In this drive 12 locomotives have been covered so far.

2.3 Name of the innovation:- Provision of additional interlock in GFC for MEP feedback Innovation by NKJ Diesel Shed. In locos fitted with microprocessor based control system, shed was facing problem of load

meter zero. After investigation it was found that due to malfunctioning or some delay in

picking up of interlock of GFC, feedback signals were not received by MEP resulting in

load meter zero. To overcome these problems, NKJ shed has started providing additional

interlock parallel to GFC to transmit feedback signals to MEP system in case of

malfunctioning of one interlock. So far 03 locos have been covered with this modification

from July, 2014 in M-24 & M-48 schedules.

2.4 Name of the innovation:- Modification to end top coping of BOXNLW &

BOXNHL wagons:- Innovated by WRS/ KTT

Background: Top coping in BOXNLW & BOXNHL wagons are of stainless steel box

section made of two ‘C’ section by welding. There are large numbers of cases of end

top coping damage. These damages are occurring at the time of loading/unloading.

Innovation: To strengthen the hollow top coping rib/stiffener of stainless steel plates

are being welded inside it during inhouse manufacturing of top coping. The following

items were used.

Stiffener stainless steels plates of size 142 x162 x4 mm.

Benefits: It strengthens the top coping.

Cost: Rs 300/-

2.5 Name of the innovation:- Cleaning and Anti rust compound application inside Auxiliary Reservoir Tank :-

Innovated by WRS/ KTT Background: As per RDSO G-97 manual during POH the auxiliary reservoir

needs to be cleaned and then applied with anti rust compound. The construction of

the auxiliary reservoir is such that so far there was no equipment available in the

workshop to apply the anti rust compound and application of anti rust compound to

auxiliary reservoir was not being done.

This was also a pending item of RDSO quality audit.

Innovation: A spray gun attached with a small air pressure tank was purchased

from the market. The gun is a long pipe with handle and jet. The gun can be

inserted into the auxiliary reservoir through the side holes and anti rust compound

can be sprayed inside. The length of the gun is long enough to cover the spraying

on entire surface inside the auxiliary reservoir.

Construction details: The following items were used. Anti rust compound RUS GUARD P-210

Benefits: 1) This is a quality requirement of RDSO maintenance manuals G-97

annexure V clause 2.3.

1) It will reduce the rust inside A.R. tank hence life of A.R. tank will

increases.

Cost: Rs 550/-

3. Performance of Workshops

3.1 CRWS/ BPL achieved an MLR outturn of 55 Coaches and carried out IOH of 23 Coach

bogie set.

3.2 During the month Kota workshop has turned out following wagons after POH as under :-

3.2.1 01 BOXNR wagons & 10 BOXN ”C” wagons under RSP.

3.2.2 06 BVZI wagons(Out of these 3 BVZI ) wagons were retrofitted with twin pipe system).

3.2.3 96 BCN, 92 BOXN, 40 BLC, 47 BTPN, 08 BTPGLN, 02 BTPGLR 11BVZC, 02 BFNS/

BRN , 14 BOMN and 09 BOBYN.

3.2.4 Kota workshop has turned out 50 BTCS wagons (tank wagon of caustic soda). This type

of wagons was POHed for the first time in the workshop. These wagons belong to M/s

Grasim and POH was done on deposit work for which M/s Grasim had deposited Rs.

1,93, 21,221/-.

Other wagons 3.2.5 10 BTPGLN wagons were ROHed (for gas wagon, POH and ROH are done only at

Kota workshop).

3.2.6 10 BTPGLR wagon were ROHed.

3.2.7 30 BTPGLN, 04 BTPGLR, 03 BTPN wagons NPOHed.

4 Divisional Performance

4.1 Under “People Centric” initiative of IR, following steps have been taken for improving the

cleanliness in trains as well as improving the quality of linen during the month.

a) In addition to CTS at KTE for 08 trains and OBHS in 06 Jabalpur based trains, OBHS

scheme in train no. 22181/22182 JBP-NZM Superfast express has been started from

1st July-2014.

b) Contract for mechanized washing of linen at contractor’s premises has been started

from 1st July ‘2014’ for improving the quality of washing of linen.

4.2 57 additional coaches have been provided in various trains to reduce the long waiting list

in passenger trains.

4.3 21 trips of 08 special trains comprising of total 163 coaches have been maintained by

JBP division.

4.4 During the month, 38 BOXNHL rakes were formed as CC rakes. The no. of NKJ based

CC rakes on 30.09.14 was 183.

5. Performance of Diesel Sheds

5.1 Diesel loco outage (freight +coaching) during current month is 101.53 % of the target

i.e 4.47 more locos/ day than the target. The average outage (freight and coaching) for

the year 2014-15 of WCR is 102.18% of the target.

6.0 Progress of Model Rakes:

M/s HFGW is expected to start the supply of the material from 20th October 2014

onwards. A team of CRWS Supervisors visited M/s HFGW on 23.09.14 and they

reported that manufacturing of the material has started & some of the material is almost

ready for supply.

As per telephonic discussion with M/s KIEL’s representative on 23.09.14, firm’s Design

Engineers are working on the information made available by CRWS on 23.08.14 and will

depute them to CRWS within a couple of weeks for studying the gaps in design work.

7.0 Utilisation of funds

7.1 Utilisation of funds under Plan Head 41:

Against Budget Grant of Rs 748.84 lakhs for 2014-15, funds utilized up to Aug’ 14 are

Rs 258.00 lakhs, which is 34.45% of Budget Grant .

7.2 Utilisation of funds under Plan Head 42:

Against Budget Grant of Rs. 2378.95 lakhs for 2014-15,funds utilized up to Aug’14 are

Rs.943.00 lakhs, which 39.63.% of Budget Grant .

8.0 Status of Coaching items

[ Status of coaching items as per Railway Board letter No. 2007/M(C)/139/9 dated

30.04.10 is enclosed as ANNEXURE-IX.

9.0 Workshop Portal: WCR has regularly fed data of POH out-turn, RSP work, over due POH,

cycle time, unit cost, incentive performance, local passing and staff Strength in the

workshop portal.

10.0 Disciplining of errant Vendors – NIL

11.0 Line haul cost – Necessary monitoring is being done.

12.0 ASSISTANCE REQUIRED:

12.1 A proposal for grant of 15% teaching allowance to the instructor of Welding Training

centre(RRWI),Bhopal has been sent to Railway board vide this office letter no.

WCR/M/W/06/602 dated 07.01.2014.Railway Board are requested to communicate the

sanction of teaching allowance at the earliest.

12.2 At the time of formation of CRWS/BPL in Aug 1989, FA&CAO/CR had concurred creation

of two posts for Elect. Organization.

1.Dy.CEE, 2. AWM Elect.

At the time of inception of CRWS/BPL, it appears that MLR of AC coaches were not

planned. Since then the workshop have been expanded and infrastrure have been created

now for out turn of 750 coaches per annum. At present we are turning 05 AC coaches per

month of all variants including RMPU coaches. Considering the present environment it is

necessary to improve the gazetted supervision over CRWS complex and the colony etc

spread over in 400 acre.

Accordingly Rly Board is requested to communicate the sanction of creation of one junior

scale post of AWM/Elect. (Ref-WCR/P-HQ/Gaz./creation /revenue post/Elect. Dated

19.11.2012.)

However Railway Board agreed for creation for only one post i.e AWM/Elect but post of

WM (Elect.) by readjustment in cadre by Electrical department was operated as junior

scale does not have power to deal tender cases in works matter.

12.3 Commitment of Railway Board for availability of fund of 40 crore in the year 2014-15 for

turnkey work of modernization of Kota workshop is needed .So that RVNL may start the

work.(This office letter no.WCR/M/G/01/266 dated 18.07.2014.)

12.4 Proposal for replacing existing CLW pattern incentive scheme with Group Incentive

Scheme in Wagon Repair Shop KTT has been submitted to Railway Board vide this office

letter no.WCR/M/W/06/256 Pt-I dated 25.03.11 & followed by reminder of dated

07.03.2012. Sanction is awaited. 12.5 Administration of factory act, 1948 through Railway administration. A proposal has been

sent to AM (PU) vide this office letter no. WCR/M/W/06/914 dated 17.06.2013. for

Administration of factory act by Ministry of Railway by incorporating suitable amendment to

Indian Railway Act 1989 so that it implemented by Zonal Railway/ PU’s or alternatively

defining Railway as a state within the preview of factory act ,1948. We have recommended

for former option.

12.6 16 nos. WDP4 & 05 WDG4 locos with Medha controls are required for proper mail express

links + goods traffic.
