After almost six years of the county Planning Department and local com- munities working together, a plan for the Kern River Valley is finally close to completion. The public is encouraged to attend the Kern County Planning and Community Development Department public meeting to be held Monday May 2, from 6:30 to 8:30 p.m. at the Kern River Veteran's/Senior Center, 6405 Lake Isabella Boulevard, Lake Isabella. Upon completion the Kern River Valley Specific Plan text will present planned land use, circulation maps and a statement of development polices and implementation programs that will guide future development and land use decision making for the next 20 years. The plan also updates and amends land use, addresses the conservation element of open space, architectural design standards, sewer treatment policy, future signing and the preser- vation of dark skies. The plan encompasses more than 172 square miles, 110,500 acres of the unincorporated county area of the Kern River Valley, Supervisory District 1. A dinner was held Wednesday to honor the AmericanLegion Post 711 Officers of the Year. The honorees wereSheriff's Deputy Erick Levig and Fireman Engineer FredClifton. Their family and friends in attendance were guests ofAmerican Legion Post 711 at the Kern River Veteran'sBuilding in Lake Isabella.

Bodfish Bob's Pot Luck Beans

1 lb. Hamburger meat1 sm. Onion, chopped6 slices bacon1 16-oz. Can pork & beans1 16-oz. Can butter beans, drained1 16-oz. Can kidney beans, drained2/3 C. Brown sugar1/4 C. Molasses1/2 C. Catsup2 tsp. Prepared mustard

Brown hamburger, onion, andbacon. Add remaining ingredi-ents, stir well. Pour into a 3 qt.casserole dish and bake at 350degrees for 1 hour.

Bodfish Bob's Vinegar-based BBQ Sauce

1 cup cider vinegar 1 tablespoon salt 1/2 teaspoon cayenne pepper 1 teaspoon crushed red pepper

flakes 1 tablespoon brown sugar

In a small bowl, combine thevinegar, salt, cayenne pepper,crushed red pepper flakes andbrown sugar. Mix well and allowingredients to mesh for about 4 to8 hours before using.

1 cup prepared yellow mustard 1/2 cup balsamic vinegar 1/3 cup brown sugar 2 tablespoons butter 1 tablespoon Worcestershire sauce 1 tablespoon lemon juice 1 teaspoon cayenne

Mix all ingredients togetherand simmer over a low heat for30 minutes.

The 22nd Annual Isabella LakeFishing Derbyhas come andgone, but thereseem to be somewho are unhap-phy with theirresults. This hasled to the cultiva-tion of a negativeatmosphere.There have beenseveral remarksor questions that have been float-ed about which I believe should beaddressed.

Some say the tagged fishshould be placed in the lake at anearlier time. For those of us wholive here, did you notice that fortwo weeks or more before thestart of the derby that the southside of the lake practically had a“No Vacancy” sign hung aroundits neck? It was packed. And thosepeople were fishing. That alonecould have depleted an earlyplacement, not to mention servingup disoriented trout to the peli-cans and cormorants (and hungrybass, as that 13.5 bass caught witha tagged trout in its belly attests.)

Another question with lots ofplay is why not place the taggedfish where the people can see youputting them in their area? Withpersonnel from Fish & Game asobservers on board with the tag-ging crews, every effort was madeto place the fish in an appropriatemanner as to best give these fishevery chance to be catchable. Hereis the rub – with the lake’s highwater level a large amount ofshoreline was inaccessible for fish-ing. Limited parking was the cul-prit here. Also, obviously the fishhave fins and they swim, directionunknown. I was part of a taggingcrew and it was captained by anofficial Coast Guard Auxiliarymember. We made every effort toplace tagged fish in the vicinity ofevery group on shore, where pos-sible in our section of the lake. Iam positive that the other crewsfollowed the same program.

Everyone involved in this hugeundertaking wanted nothing morethan for everyone to have a greattime. Looking back on all theintangibles – the weather, crea-

tures that swim, creatures that eatcreatures that swim and the factthat we are only humans, I amamazed that 7,000 people on oneweekend on one lake against theodds still managed to have a goodtime. So if your results weren’twhat you expected – yell at thetrout.

Those willing to brave the per-sistent winds of late have beenrewarded with some nice fish,myself included. Wes Mercer ofRiverkern, fishing the Tillie Creekarea, landed and released twolargemouth bass in the 7 poundclass. Wes is a dedicated shoreangler. I had a little break betweenprojects this week and put thetime to good use with 15 very nicecrappie, some of them tipping thescales at 2 pounds.

*** Let’s not forget about the open-

ing of trout season for the Sierrasand some of our local creeks andstreams on the Greenhorn and inthe higher elevations of LloydMeadow. But there is still lots ofsnow in the higher areas. UpperPeppermint is more than likely stillclosed, and access to the creeks inLloyd Meadow may also berestricted. Please check with theForest Service for all road clo-sures.

The Hatchery in Kernville willbe the venue for its annual TroutFestival on Saturday April 30, withlots of fun and games for kids ofall ages. Admission is free, sogather the family and go check itout. It’s a great way to spend somequality time.

Derby is a fair contest for allCourier Fishing Report

Letters to the Courier(Editor’s note: Steve Merlo, a columnist with the Bakersfield Californian, wrote an

extremely nasty column about the Isabella Lake Fishing Derby, claiming that theKern River Valley Chamber of Commerce wanted to keep more of the money! Hereare two responses to the column, one by a derby volunteer and the other from thechairman of the derby. The Courier is completely on their side. We know the derbyis fair and square, and that the chamber wants lots of money fish to be won. This pro-motes the Kern River Valley, which is the intention of the derby.

Attention- Steve Merlo-Bakersfield CalifornianWe don’t know where you got your information about the recent 22nd Annual

Isabella Lake Fishing Derby. My wife and I were involved in this Derby from loadingthe trout into the feeding pens to tagging and planting the trout, also participatingin the Derby itself. I also note that we were among the unlucky anglers who DIDN’TCATCH BUT ONE TROUT ALL WEEKEND. (NO TAG.)

We take OFFENSE to the MISINFORMATION and downright LIES reported inyour column Friday April 22, 2011. First of all, when we received the trout, they werethree and four to the pound. These trout were received in November, and 22 volun-teers fed the fish twice a day, 7 days a week, until April 10, the last day they were fed.This was done through all kinds of weather without fail.

Thursday and Friday before the Derby we planted the fish, Friday being the daythe tagged fish went into the Lake. The weather this year was excellent so we wereable to plant the fish all over Isabella Lake, from South Fork to the Aux Dam to NorthFork to Main Dam and all areas in between.

You are correct in saying that you are NO FISHERIES EXPERT, because anyonewith HALF of a brain would know that fish do not stay in one spot in the lake. Wehad the best planting and fishing weather that we have had in years for the Derby,except to the afternoon winds, so if you were there, you must have been ASLEEPOR DRUNK THE WHOLE WEEKEND.

What you have written in this column is a slam to all of the volunteers who put onthe Derby and the many hours they put in. You should be ASHAMED of callingyourself an outdoor columnist and it is our OPINION that you owe all of thoseinvolved and the whole KERN RIVER VALLEY an APOLOGY for the DAMNINGcolumn that you wrote.

Maybe next time you write something, YOU WILL GET YOUR FACTS COR-RECT.

RESPONSE TO STEVE MERLOI would like to comment on Mr. Merlo's misinformed article on the Isabella Lake

Fishing Derby. If Mr. Merlo would have contacted me, I would have been happy toanswer any question he had about our operation. I was available at DerbyHeadquarters every hour it was open for him to talk to me. So, I am now "comingforward" to give Mr. Merlo FACTS about the Derby.

The Derby has been operated exactly the same way for the past four years I havebeen the chairman. We purchase approximately 13 thousand trout each year inNovember that are 3 to 5 per pound. Volunteers then feed them twice per day untilDerby time. At Derby time the fish have grown to 12 to 16 inches in length andweigh between 1 and 2 pounds. On Thursday before the derby a flotilla of boats (8total) plant the fish (untagged) all over the lake. I can guarantee that if Mr. Merlotalked to anyone on the shore anywhere on the lake on Thursday they would tell himthey saw us planting. On Friday this same group of boats plants the tagged fishagain all over the lake. There are a total of 700 tagged Derby money fish. The pos-sible grand prize money fish totaling 300 are planted under the supervision of theDFG in the middle of the lake. This is per the requirements of the insurance con-tracts. This year's weather was perfect for planting and the fish were dispersedevenly around the lake compared to last year when the weather prevented us fromgetting to the far reaches. For Mr. Merlo to state that "maybe the volunteers got coldand were in a hurry to get back to the Moose Lodge" is very insulting to everyoneand deserves an apology. As you recall, Mr. Merlo, last year there were 6 $10,000fish caught under worse weather conditions for planting.

Now I would like to address the "country boys way of thinking". First you admit

Over the past 5 weeks I havediscussed my soon turning 65(May 29) and theMedicareprocess. Today, Iwill talk about aletter I received afew weeks aftermy Medicarecard arrived inthe mail.

It was a letterfrom CMS, theCenters for Medicare andMedicaid (called "Medi-Cal" inCalifornia) Services. CMS is theregulatory body, under theFederal Department of Healthand Human Services, which over-sees and regulates the Medicareprogram.

The letter provided me with awebsite address,www.MyMedicare.Gov. (I haveheard of this site since its incep-tion a few years back, but since Iwas not 65 and on Medicare, Ihad no access.) This is a websitethat all people on Medicare needto be signed up on. (If you don'thave a letter, you can still sign upfor this great service.)

Once I registered, it was timeto explore. I authorized Medicareto discuss my PHI, personalhealth information, with them.After all, if I was disabled and myfamily was having claims issues,now the Medicare people havepermission set up so they can

communicate.Now, my Medicare doesn't

start for a few more weeks, butwhen it does, the website hasadvised me that on May 1 I ameligible for a list of preventativeservices including AbdominalAortic Aneurysm, Cardiovascularexam, Colorectal Exam (reallylooking forward to that one),Diabetes exam as well as a physi-cal. When I complete these, myweb page will be updated to thenext date I am eligible for thesepreventative services. Each hasits own schedule of frequency.

Other places on the websiteidentify my insurance plans. I'llbe able to check to make surenobody is using my informationto scam or cheat Medicare. Thewebsite also provides me withthe resources to downloadMedicare publications and pro-vide access to Medicare forms.

Turning 65 will be an adven-ture. I am looking forward to thebetter insurance coverage I willhave with Medicare and myMedicare Supplement Plan F. Ialso will see significant savingseach month. Thank you America.

ANSWER: Lactose is milksugar. In our digestive tracts isan enzyme -- lactase -- thatdigests milk sugar. People withtoo little of the lactase enzymehave trouble when they drink oreat dairy products. Milk sugardoesn't break down. The undi-gested sugar leads to gas pro-duction, stomach cramps anddiarrhea.

Medical tests can confirm thedearth of the lactase enzyme.

Standard treatment of lactoseintolerance (also called lactasedeficiency) is avoidance of dairyproducts. Most cheeses have lit-tle lactose, so they can be eaten.Yogurt made from live culturesis usually tolerated.

Furthermore, many dairyproducts can be pretreated withlactase, and people with theintolerance are not bothered bysuch products. The lactaseenzyme comes in pill and liquidforms. It can be added to milk ortaken by mouth before eating ordrinking dairy products.

How do I get a doctor tocorrect or change his writ-ten report? Twice in my 77years I have pointed outincorrect statements in theirrecords. Each time I wastold they could not changeanything once it appears in

their written report.There must be a way to

correct an error, especiallybefore sending the report toother doctors. Do you haveany suggestions? -- G.J.

ANSWER: I do have a sug-gestion.

The doctors are afraid ofchanging information becausesuch changes can be damagingto them if the records arerequired in any legal proceed-ings.

However, they can make acurrent note in the chart,explaining how previous infor-mation in the record was notcorrect. That's not going to getthem into any trouble. It seemsto me that not doing so wouldget them into trouble.

If the doctors balk at this, askthem to talk to a lawyer. Tellthem you are preparing a docu-ment that states what the cor-rection should be and that youwill send it to any doctor towhom your current doctorsends your records. That shouldmotivate your doctor to act.

Now, everyone who believesthat Jesus saved him by Hissuffering, death and resurrec-tion would do well to say withTommy, “My Lord and myGod!” Friends, we are a heart-less bunch when we allow aChristian to carry the shameof human frailty beyondrepentance. Are you able to

say, “And thank God,” whenyou read Zechariah 13:6?(“And if one asks him, ‘Whatare these wounds on yourback?’ he will say, ‘Thewounds I received in thehouse of my friends.’”)

I can say from watching thereaction of associates whohave suffered from tonguewagging friends that suchhardness of heart is devastat-ing. In the afterglow of Easter,resolve to live a new com-mandment. “A new command-ment I give to you, that youlove one another: just as Ihave loved you, you also areto love one another.” John 1334. The reason is that Jesussaid, “By this all people willknow that you are my disci-ples, if you have love for oneanother.” John 13:35.

Love in action includesseeking the best for thoseridiculed, belittled and humili-ated. The best of being aChristian is you loving otherpeople.

that lots of tagged fish were caught, but only in unpublicized locations. Tillie Creek,French Gulch, and the main & auxiliary dams are the most popular and accessibleareas at the lake where a majority of the anglers go. Don't you think that most of thefish were caught where most of the fishermen are? I would like you to clarify whenyou state that "someone screwed up" because that is where a lot of fish were caught.

You also state that "a lot of tagged fish never made it close enough to the shore-line to be caught because they were too small" and that "these tiny trout were prob-ably stressed from handling and did not survive." Are you suggesting that the fishwere too small to swim that far? Did you see the trout we were tagging? Did you infact ask for the records that show where the prize fish were planted and the size andweight of each fish that we have to document? I can definitely agree with you onyour statement that you are no fisheries expert because to make these types of state-ments is preposterous!

Finally, I want to congratulate you for volunteering to become part of the IsabellaLake Fishing Derby team of volunteers. First, let us know what day of the week youwould like to feed the fish from November to April so you can watch them grow.Next, please be at the French Gulch Marina at 6:30 am on March 29, 2012 to go outon one of our volunteer boats and see exactly where we plant. On March 30, 2012we expect to see you again at 6:30 am at French Gulch to go out on the barge to per-sonally help tag and plant the fish. After you plant on Friday, please show up at theDerby Headquarters to work every hour until we close at 6:00 pm on Monday so youcan see all of the fish being brought in. After you volunteer and help us with theentire Derby, THEN maybe you can write an intelligent article on the Isabella LakeFishing Derby!

County plannershave been working hard the pastsix years to mesh together all ofits parts (the communities’ input)from the ground up, so-to-speak,

with the sky being the limit.It’s a land use and design plan

including urban, rural, residen-tial, commercial, sewer, signing,lighting, manufacturing, trans-portation, farming and ranchingto the environment, conserva-tion, wild lands, open space,water, the ground and sky.

Opinions are on both sides ofthe fence. There are those whosay, "Good fences make for bet-ter neighbors," that we need spe-cific direction and planning forfuture growth and development.And there are others on theother side of the fence who aresaying, "Don't fence me in." Theybelieve in less government andthe land of the free, or no con-trols.

The plan all comes down toboundaries (good fences). Thetruth is that we all need them,

whether it bebetween theneighbor, devel-oper, manufac-turer or thegovernmentnext door.That's what thedesign of agood specificplan provides.

Canyon. The various "Facies",their rock types, relationships andcreation processes are shown. Thisis what is known as a "GeologicColumn" which geologists developfrom month's of field work in anattempt to develop a "best guess"hypothesis of understanding ofhow it was formed. It was agunfight in abar over a girl.The girl died.The bulletpassedthrough herand intoWilliamMasterson’spelvis. He killedthe jealous assailant, but he walkedwith a cane for the rest of his life.

He was a dashing fellow. He was5 foot 9 inches tall with broadshoulders, a carefully-trimmedmustache and greyish-blue eyes.He created a reputation with hisguns, but he earned his nickname“Bat” as a frontier policeman inDodge City by wielding his canewhen quelling disturbances insteadof using his Colt. The citizens ofDodge finally bought him a gold-headed version, which became histrademark.

In 1877 he ran for sheriff andwon. But he came to losing histaste for the profession after hisbrother Ed, the marshal of DodgeCity, was killed by a drunken cow-boy. He moved on to Leadville,Colorado for some serious faroplaying. In 1881 he joined hisfriends Luke Short and Wyatt Earpin Tombstone, Arizona, to managetheir gambling tables.

He left hurriedly to go back toTombstone when his brother Jimwas threatened. They both endedup going to Trinidad, Colorado.

After a one-year stint as the town’smarshal, Bat moved to Denver.

In 1891, while managing EdChase’s Palace Theater and gam-bling house in Denver, Bat fell inlove and married blonde singer-dancer Emma Walters.

In 1902 when a new mayoractively campaigned against gam-bling, the Mastersons were toldtheir type was no longer welcomein Denver. The West was changing.

He and Emma moved to NewYork City. Upon their arrival Batwas made Deputy U.S. Marshal forthe southern district of New YorkCity by President TheodoreRoosevelt.

In 1912 President WilliamHoward Taft removed Mastersonfrom the position during Taft'spurge of Roosevelt supportersfrom government jobs.

But Bat cashed in on a lifetimeinterest in sports. He had been asportswriter and promoted boxingevents in Denver. He became asports writer for New York’sMorning Telegraph. He rose tobecame their sports editor.

It was a long career, but in 1921at the age of 67 Masterson wasfound slumped over his typewriter,dead of a heart attack.

He was buried in The Bronx. Hisepitaph reads, "Loved byEveryone."

Art activities will run continuously, including gyotaku, the tradition-al Japanese art of fish printing. Event-goers can also watch graduateartist Kyle Hailey paint a mural of the Rainbow trout life cycle.

Pan-frying and grilling demonstrations featuring free recipes andsamples will be held throughout the day.

Fly-fishing clinics for varying skill levels and all-ages basic fishingclinics will be held throughout the day. Kids can try their hand at catch-ing a trout in the greased trout pond, and a Trout Derby will awardprizes to the anglers who catch the three largest trout (measured byweight).

"Local merchants have donated some really great prizes for thederby," said Marvin Waters, manager of Kern River Hatchery. "We alsowant to remind folks to catch your fish before you come to the TroutFest, as there is no fishing on hatchery grounds other than the demon-strations that day."

The Fishing and Natural History Museum, sponsored by the Friendsof the Hatchery, will be open all day for guests to peruse the many col-lections of native plants and animals in the area as well as an exhibitfeaturing fishing tackle used by early anglers.

Kern River Hatchery is located at 14415 Sierra Highway in Kernville,one mile north of the James Store and across from Camp Owen.

Waddell. Having completed his naval service, Clifton became anAircraft and Rescue Firefighter with China Lake Fire Department inRidgecrest where he served 21-½ years before joining the Kern Countyfire department. As a trainee he worked both Engine and Truck 41 insouth Bakersfield before finding his way home to the Kern River Valley.

Clifton's recognition comes to him at the nomination of his fellowfirefighters with in Battalion 7.

He is active with family and many local groups including BroncBoosters, Ski Patrol, California Deer Association and the Kern ValleyHigh School ROP seasonal firefighter program.

A few years back my familyand I lived in Delano. It was stilla small town then. We knewmany of thetownfolksbecause I wasthe telephonemanager and wewere involved ineverything –PTA, Chamber ofCommerce, citi-zen committees,Rotary,Toastmasters,and countless other organiza-tions, including my wife’s sorori-ty.

One year it was almostHalloween and her sorority(Sigma Beta something or other –their husbands irreverently calledthem the Beta Broads) decided tobuild a haunted cellar, chargeadmission and make a lot ofmoney for their community proj-ects. They obtained permission touse the cellar of the DelanoTheatre. Black plastic sheetingwas used to create six roomshousing all kinds of scary stuff.

Guests were guided throughthe haunted cellar in groups ofsix, assisted by husbands andboyfriends (who were roped intoparticipation.) One section had adoctor operating on a patientwithout anesthesia. The patientwas screaming and the doctorwas pulling out chicken guts,blood dripping from his hands(an eerie red light made it lookreal).

In another room was a coffin.

When the guide had all herguests inside and next to the cof-fin, the lid would fly open andCount Dracula would sit up andshout, "I vant tooo byte yournecks!” (I was Dracula.)

One room had two king sizewater beds on the floor coveredwith sawdust (three pickup loadsfrom a sawmill in Strathmore)and guests had to walk across itwith strobe lights flashing whileshrieking sounds were piped in.

This worked great until one ofthe waterbeds sprang a leak.After that, guests were comingout covered with wet sawdust.(Fortunately this happened at theend of the last day.)

One room required crawlingthrough dangling threads, whichwas supposed to feel like a webthat had come from a huge foamspider stationed at the other end.Another area had a monster whojumped out and yelled, “Boo!”Yes, it was corny but it worked.It scared one group so bad thatthey went sideways and ran rightthrough the plastic wall of theroom. Took a while to fix it (andeven longer to gather the run-away group!)

Unfortunately, the sororitydidn't make much money. Notonly that, the guys had to do allthe cleanup including three pick-up loads of wet sawmud, whichno one wanted.

The next year the Beta Broadssold Christmas trees.
