Aruba is advised that fromJune 1st to November 30th isour official Hurricane Seasonfor this year. Hence, we areurged to pay close attentionto all information comingfrom the Meteorological De-partment of Aruba (DMA).

The DMS is the officialdepartment of the govern-ment of Aruba to issue warn-ing bulletins concerningmeteorological and geophys-ical activities, tropical cy-clones and tsunamis.

Our meteorological ex-perts have indicated that the2012 Hurricane Season forthe Atlantic region is normalcompared to the long periodof 1981 to 2010. In the longperiod of 1981 to 2010 therewas an average of 12 tropicalstorms, with 6 turning intohurricanes.

This year they anticipatebetween 9 to 15 tropicalstorms with 4 to 8 becominghurricanes. This forecast isbased on the atmospheric andoceanographic conditions inthe Atlantic and PacificOceans.

For example, in the Pa-cific Ocean they anticipate apossible El Niño (a warmerthan usual ocean), whichcould help to limit the forceof and amount of tropical cy-clones in the Atlantic Ocean.

Our experts have noted thatthere is a difference in thewind level and temperature inthe Atlantic Ocean. From theEast the situation is not fa-vorable with respect to theforce of tropical cyclones.

On the other hand, theyexpect generally fa-vorable conditionsto continue incertain partsof the At-lantic regionwhich de-v e l o p e dsince 1995.All thesecondit ionsc o m b i n e dgive an indica-tion that our2012 HurricaneSeason will be more orless normal. The two tropicalcyclones which have alreadybeen formed close to the USdo not indicate anything forthe season, this is normal. Itis normal that sometimes atropical cyclone may beformed before the month ofJune and sometimes this hap-pens after November.

As of June 1st the DMAwill, on their website, use acolor bar for special bulletins.Green, for example, willmean that there is no dangerpending. Light Orange (be

alert) and will signal the needto be cautious and followDMA information. Orange(be watchful), will, mean thatbad weather may be ap-proaching Aruba in 48 hours, hence follow DMA informa-tion. Red (warning) means

that bad weather may be ap-proaching within 36

hours. The color redalso indicates thepossibility for atsunami. Again,we must be care-ful and followDMA informa-tion.

Earlier thisyear, DMA re-

ceived new and so-p h i s t i c a t e d

meteorological and seis-mological equipment to be

able to provide more accurateweather conditions monitor-ing and reporting.

Soon DMA will have theirown ‘Apple Application’which will enable users tofollow DMA data on aniPhone or iPad.

DMA also intends to in-troduce an NOAA weatherradio transmission systemfrom the USA.

Those who have a mar-itime radio or scanner can re-ceive data from DMA evenwhen our telecommunicationcompanies on the island arenot operational.

DMA is also working to-gether with the differentNGO’s on Aruba so thattheir bulletins can reach ourcommunities faster and asaccurately as possible. Wemust never forget that Arubalies on the Southern side ofthe Hurricane belt, whichmeans that we must alwaysbe prepared; even when con-ditions appear normal or lessthan normal. For more infor-mation, consult the DMAwebsite at: http:/-/www.meteo.aw.

WASHINGTON (AFP) - ThePentagon insisted Thursdaythat it has not abused prisonersat Guantanamo Bay after adocumentary said US forces adecade ago blared music ofchildren's show "SesameStreet" to break in inmates.

The United States has pre-viously acknowledged playingmusic to influence behavior atthe controversial camp, whichwas set up under former presi-dent George W. Bush for de-tainees captured in the "war ofterror" against Al-Qaeda.

A documentary on Al-Jazeera gave further details, saying that prisoners in 2003were strapped to chairs andplayed loud music throughtheir headphones for hours oreven days and that "SesameStreet" was among the selec-tions.

Pentagon spokesman Cap-tain John Kirby said he did notknow the playlist at the prisoncamp but that previous inves-tigations covering the time pe-riod had approved of the use of

music."Universally, these investi-

gations have shown, and lead-ership has revealed, that musiccan be used as both an incen-tive and a disincentive. It de-pends on how you use it,"Kirby told reporters.

Kirby said he did not knowwhether music was still playedat the prison camp. But he saidUS forces "rigorously" fol-lowed a policy against mis-treatment of prisoners.

"We do not torture. And wedo not abuse our detainees atall," he said.

President Barack Obama ontaking office in 2009 vowed toclose the prison within a year, saying the indefinite detentionswere an affront to US valuesand a recruiting bonanza forAl-Qaeda.

WASHINGTON (AFP) - TheUS House of Representativesrejected legislation Thursdayput forward by pro-life Repub-licans that would have out-lawed abortions based on thesex of a fetus.

Congressman Trent Franks, sponsor of the Prenatal Non-Discrimination Act, had saidthat the bill would "providethat no discrimination can betaken against an unborn child"in the form of an abortionbased on its gender.

Such "sex selection" abor-tions had taken the lives of 200million unborn girls around theworld, he said, a few hours be-fore the House voted on theproposal.

Had it been enacted intolaw, the bill would have setprison terms of up to fiveyears, as well as fines, for any-one -- including doctors -- whoincite or carry out an abortionbased on sex selection.

Similar legislation has beenadopted at the state level inArizona, Illinois, Oklahomaand Pennsylvania.

The House voted 246-168in favor of the bill, including20 Democrats, but because itcame to the floor under a sus-pension of the chamber's nor-mal rules, the legislationneeded a two-thirds majorityto pass.

The decision comes threeweeks after President BarackObama publicly stated his sup-port for gay marriage.

The measure would targetfast-food and other restau-rants, delis, and places of pub-lic entertainment. It would notcover drinks sold in grocerystores, or any diet, fruit, dairyor alcoholic drinks.

NuSTAR is more potentthan its predecessors becauseof the way it focuses high-en-ergy X-ray light by usingnested shells of mirrors to pre-vent the light from reflectingoff.

With 133 nested mirrors ineach of two optical units, thetelescope also uses state-of-the-art detectors and a longmast that connects the opticalunits to the detectors and al-lows enough distance for asharp focus.

The 33-foot (10-meter)mast will launch in a folded-upposition but will extend abouta week after launch, bringingit to about the length of aschool bus.

(AFP) - The Flame computervirus that smoldered unde-tected for years in MiddleEastern energy facilities con-firmed fears that the world hasentered a new age of cyber es-pionage and sabotage.

Internet defenders weretearing into freshly exposedFlame malware (malicioussoftware) that could be adaptedto spread to critical infrastruc-tures in countries around theworld.

While the components andtactics of Flame were consid-ered old school, the giganticvirus's interchangeable soft-ware modules and targeted na-ture were evidence thatmalware is a potent weapon inthe Internet era.

Gathering intelligence ontargets and then craftingviruses to exploit specific net-works as well as the habits ofpeople using them is "certainlyin vogue" and is an attack styleheralded by the Stuxnet mal-ware, McAfee Labs directorof security research DavidMarcus.

Stuxnet, which was de-tected in July 2010, targetedcomputer control systemsmade by German industrialgiant Siemens and commonlyused to manage water supplies, oil rigs, power plants and othercritical infrastructure.

"The Flame malware looksto be another phase in this war,and it's important to under-

stand that such cyber weaponscan easily be used against anycountry." said Eugene Kasper-sky, founder of Kaspersky Lab,which uncovered Flame.

Flame malware was largerthan Stuxnet and protected bymultiple layers of encryption.

It appears to have been "inthe wild" for two years orlonger and prime targets so farhave been energy facilities inthe Middle East.

While Stuxnet was craftedto do real-world damage to ma-chinery, Flame was designed tosuck information from com-puter networks and relay whatit learned back to those control-ling the virus.

Flame can record key-strokes, capture screen images, and eavesdrop using micro-phones built into computers.

"Concerns about Greece'sadherence to austerity meas-ures, their plans to keep theeuro and the sustainability ofSpanish finances all con-tributed to the slide in theeuro," Lien said.

ZURICH (AFP) - Theworld's richest people goteven wealthier last year de-spite the global economic cri-sis, thanks to the growth ofemerging economies in Asiaand eastern Europe, accord-ing to a new report Thursday.

And the elite "ultra-high-net-worth" (UNHW) club isset to get richer still over nextfive years, the report pre-dicted.

"Overall, global growth inprivate wealth is clearlybeing driven by rapidly de-veloping economies in the'new world', not by the 'oldworld'," the report by theBoston Consulting Groupsaid.

Worldwide, private finan-cial wealth grew 1.9 percentto $122.8 trillion (98.7 trillioneuros). The increase was con-siderably weaker than the 6.8-percent rise recorded in 2010the 9.6-percent gain in 2009.

The highest growth wasrecorded among the richest ofthe rich: wealth held by thosein the exclusive UHNW clubrose by 3.6 percent last year, the report found.

The consulting group pre-dicted private wealth wouldcontinue to grow, with a com-pound annual growth(CAGR) of between four andfive percent over the next fiveyears to reach more than$150 trillion by the end of2016.

And the super-rich wouldcontinue to lead the pack, itadded.

"Globally, the UHNWhousehold segment will con-tinue to grow the fastest overthe next five years, with aprojected CAGR of eight per-cent.

The elite UHNW's shareof wealth was also set togrow, the report added.

The super-rich held $7.1trillion -- or 5.8 percent ofglobal private wealth -- in2011.

Predicting eight-percentgrowth over five years for therichest of the rich, the reportsaid this group would by theend of 2016 hold $10.3 tril-lion -- 6.8 percent of globalwealth.

The growth in privatewealth showed wide regionalvariations, with North Amer-ica seeing a 0.9 percent de-cline in 2011 to $38 trillion, though expected market im-provements would likely re-verse the drop.

By contrast, private wealthin the Asia-Pacific region --excluding Japan -- increasedby 10.7 percent in 2011 to$23.7 trillion.

Wealth in the region is ex-pected to continue growing ata double-digit rate and reach$40.1 trillion by the end of2016, when it would havecrept past Western and East-ern Europe combined, the re-port said.

In Eastern Europe, Russ-ian growth was the maindriving force behind the 2011increase in the region'swealth, which rose 14.4 per-cent to $1.9 trillion.

Growth in the region wasexpected to outstrip growthin Western Europe by around8.7 percent over the next fiveyears to reach $2.9 trillion bythe end of 2016, the reportsaid.

New Delhi (AFP) - India or-dered an immediate auster-ity drive Thursday banninggovernment meetings infive-star hotels, curbing for-eign travel and halting thecreation of new posts tohelp rein in a bulgingdeficit.

There will also be a banon buying new vehicles, thefinance ministry said in anofficial directive to all min-istries, issued hours afterfigures showing that Indiahad posted its worst eco-nomic growth performancein nine years.

A range of measures on"fiscal prudence and econ-omy" have come into forcewith immediate effect, theministry said, but analystscautioned that far more ef-fort was needed to putIndia's finances on a soundfooting.

Economic growth slo-wed to 6.5 percent in the2011-12 financial year, ac-cording to the data, whichpushed India's currency to anew lifetime low of 56.50rupees to the dollar.

The government has as-cribed many of India's eco-nomic woes to the crisis inthe eurozone, which has hitexports and prompted for-eign investors to pile out ofIndia into the perceived safehaven of US assets.

But the government hasalso come under attack forits economic managementwith business confidence hitby the sluggish growth, con-troversial tax rulings, eco-nomic reform paralysis andworries over rising welfaresubsidies.
