July 2011 Chair’s Report
Thanks so much to our Legislative Action Committee member Don Bennett for arranging a table for us
at the Burien Strawberry Festival on June 4th. Some of us also marched in the 4th of July parade as
well—the 33rd LD, the 34th LD and Dave Upthegrove all had contingents. Dave’s was first I saw, so I
fell in line there.
Renton River Days will be from July 22nd to July 24th at Liberty Park in Renton. The event hours
will be: July 22, 11:00 a.- 8:00 pm; July 23, 10:00 am - 8 pm; July 24, 10:00 am- 6:00 pm. We need
some table staffing help during these hours. If you can help, please contact Rosemary Quesenberry at

We will also be marching in the parade on Saturday the 23rd, which begins at 10:00 am on South 3rd
St. in downtown Renton. Assembly is at 9am—contact Rosemary for more details.
Jim Flynn, Larry Grubb and Marvin Rosete are still working to organize our visit to the Elwha Dam
demolition on the weekend of September 16-17. Labor groups have pointed out that the Park Service
is not using local labor, so we will be including educational material about that issue to reach the large
number of people anticipated.

We expect Mayor McGinn at 7:00pm, and will have a speaker on the Elwha dam.
We will discuss 2011 Resolution 6 on reinstituting the Glass-Steagall banking resolutions.

have committee reports. The executive board has recommended that we use the Click and Pledge
system for online donations. A big advantage will be that membership can be paid with monthly
donations (minimum $5). Managing membership this way would require that we change the definition
of ―member‖ in our bylaws to allow dues payment over an extended period of time.
Meeting after the meeting
Does the break seem too short to finish conversations with people you meet? People who don’t have to
get up early and don’t have other places to be right away adjourn to The Rock Restaurant at the
Renton Landing to knock back a few. To get to 830 N 10th St, just go north on Burnett Ave, turn left on
4th St and then right onto Logan Ave. Turn right at 10th St and the restaurant is on the left side of the
street.

Elwha River Restoration will restore the river to its natural free-flowing state, allowing all five species of Pacific salmon and other fish to once again reach habitat and spawning grounds. The Elwha watershed is the largest in Olympic National Park; restoration of salmon to more than 70 miles of river and tribu-taries will return vital nutrients to the watershed and restore the entire ecosys-tem. For the Lower Elwha Klallam Tribe, this project will bring cultural, spiritu-al and economic healing as salmon return after a century’s absence and flood-ed sacred sites are restored.

I want to take a personal moment to thank everyone of the 11th Legislative District Democratic Organization for the campaign endorsement as I run for Tukwila City Council - Position 6! The trend continued for me at the 33rd LD, the 37th LD and at the King County Democrats meetings. I cannot begin to describe how good it feels to have the support of friends I’ve gained through the 11th LD. Running for public office is something I promised to do as I asked for your vote when I worked up into the leadership at the 11th LD. Now I’m making good on that promise. New Business: The WSDCC posted the final version of the 2012 Washington State Democrats Delegate Selection and Affirmative Action Plan. The document can be accessed from the WSDCC Party Documents page, or go directly to the post at: http://wa-democrats.org/vfmfiles/PDFs/2012%20DSAAP%20-%20Final%20-%20Website.pdf This plan was recently approved by the Rules and Bylaws Committee of the Democratic National Committee. It reflects the addition of 8 bonus delegates which we were awarded as a result of holding our precinct caucuses in April of 2012. The plan also contains a useful summary and calendar at the end of the document. Please take a moment to review these items if you get a moment. Next WSDCC Activity: We will hold the third State Committee Meeting of the year in Bellingham, September 16-17.
Election of new treasurer
The executive board thanks Shirley Gaunt-Smith for serving as treasurer. She has submitted her resignation due to heavy commitments in other areas of her life. The board has interviewed Roxanne Kangas for the position. Roxanne is currently the treasurer for Kate Kruller’s Tukwila City Council campaign, and is familiar with PDC requirements and the related software.

Click&Pledge System for Recurring Monthly Payments
Click & Pledge specializes in offering payment systems to politicians, PACS, non-profits,
etc. We’re going the Click & Pledge vs. Paypal since Click & Pledge offers recurring payments
with a regular account, $5 a month. Our webmaster, Robert Kangas, recently set Paypal up
for a campaign website and it’s pretty inadequate for campaign fundraising (collecting PDC-
required data). The cost will be $5 a month, which Robert is offering to offset by switching
over his membership to the new subscription model. After we make this change, I’d encourage
those that can afford to do so to adopt the monthly membership model for themselves. Note,
we don’t currently have a way to accept online donations. Click&Pledge charges 4.5% + $0.35
for a transaction fee, which is in-line with other payment providers that have been researched.
Suggested changes in Bylaws

Article II: Membership
Section 1: All 11th District Precinct Committee Officers (PCO’s), elected, appointed, and acting, who
physically reside in the 11th Legislative District, are automatically members of this organization.
Section 2: Any other Democrat who physically resides in the 11th District is eligible for membership
and may become a voting member four weeks after payment of annual dues. Proof of residency may be
required. Any Democrat who does not reside in the District may become a non-voting affiliate after
payment of annual dues.
Section 3: Annual Dues / Subscriptions are:
a) Household Monthly Membership (2 individuals at the same address) $5 per month minimum
(automatic payment)
b) Household Annual Membership (2 individuals at same address) $27.00 annually
c) Individual Membership (1 individual) $15 annually
d) Student or Senior (1 individual) $10 annually
e) Low-Income, Permanently Disabled (1 individual) $ 6 annually
f) Supporter Only, no voting rights (per address) $10 annually
Annual membership dues are payable in February of each year. A member joining after
February may prorate their dues payment for the remaining quarters of the year. Annual
memberships shall be valid through January of the following year.
Monthly memberships will be automatically deduced through our online payment
provider. Memberships that are unable to be processed (for various reasons such as
insufficient funds) will go into a grace period for a month before the membership will be
terminated. Memberships can be reinstated at any time and full voting rights will be restored
when the payment is successfully processed.

Representative Hasegawa Honored as Legislator of the Year
by Washington Public Campaigns
Norman Goldman, whose show airs on AM 1090
from 3-6 pm, was the keynote speaker. He spoke
of the ―ideological corruption‖ of the court
system, as evidenced by the Citizens United
decision. What was most outrageous about
that ruling is that the justices ruled on an
issue that wasn’t even brought before them.
When you first become a judge you usually
attend judges’ college, where the first rule
they teach you is: rule narrowly—that is, only
on the specific issue brought before you. In
the Citizens United case the justices ruled on
a much broader issue. Goldman called the 5-
4 ruling ―an impeachable offense.‖
Representative Hasegawa said we need to
educate the public about what’s in their own
best interest, so they stop voting for
initiatives and candidates that harm the
public good. He encouraged everyone to get
their organizations to advocate for
progressive tax reform and to support the State Bank
(Washington Investment Trust).
State revenues are currently deposited in
accounts at the Bank of America. That’s crazy.
Why should we be supporting that bank when,
like North Dakota, we could keep the money in-
state and avoid fees?
Hasegawa thanked House Speaker Frank Chopp,
who was in the audience, for supporting the state
bank. He joked that nowadays most people hate
the state and hate the banks so calling it the
―State Bank‖ is probably not a good idea. The
much more positive official name is the
Washington Investment Trust.
