Publications Book Levine, Judith A. 2013. Ain’t No Trust: How Bosses, Boyfriends, and Bureaucrats Fail Low-

Income Mothers and Why It Matters. Berkeley, CA: University of California Press. Ain’t No Trust provides a rare qualitative comparison of low-income women’s experiences with welfare and low-wage work before and after welfare reform through qualitative interviews with a total of 95 low-income mothers across two time periods (the mid-1990s before welfare reform and the mid-2000s after reform was fully entrenched). The book argues that distrust is a major factor in low-income mothers’ lives. Distrust matters because it keeps mothers from taking actions the broader society wants them to take, such as staying in jobs or getting married. But rather than arguing that we should focus on “fixing” the mothers’ trust assessments themselves, the book brings attention to what often leads them to their distrust. Many mothers report that their distrust is learned through experience with those they find to be untrustworthy in a variety of arenas. Welfare reform created incentives for mothers to take action in arenas such as welfare, work, child care, romantic unions, and networks of friends and family but did not alter the structure of these arenas, leaving intact the dynamics that produce distrust.
