JOURNAL OF THE

CONSTITUTIONAL CONVENTION

Providence, Rhode Island January 25, 1965

The Convention was called to order by Mr. Dennis ~. Roberts, Chairman, at 3:26 P.M.

INVOCATION

The Chairman appointed Messrs. Martin , Coleman and Warren to escort the Rt. Rev. John Seville Higgins, D.D., Episcopal Bishop of Rhode Island, to the rostrum for the purpose of giving the InvQcation.

The Chairman presented Bishop Higgins.

The Invocation was given.

The Chairman ordered that the roll of delegates be called. Mr. Cunningham moved that the roll call be dispensed with. Mr. Cote seconded the motion. Mr. Di Lug l i o suggested that the motion be amended to establish a quorum. Mr. Fanning of Cumberland submitted that the roll should be called to establish a quorum which would be necessary even to dispense with the call of the roll. Mr. Cunningham withdrew his motion.

The roll of delegates was called; there were 86 delegates present, 14 delegates absent. A quorum was present. Absentees were Messrs. Appolonia, DeCiantis, Dodge, Feeney, Mrs. Hager, Messrs. Jordan, Kiernan, Lallo, LaSalle , Moon, Murphy of Coventry, Murray, Mrs. Pell and Mr. Viall.

Mr. Pucci submitted that Rule 56 requires that the names of the absentees should again be called. The Chairman stated that the Secre tary had planned to call the names of the absentees. The Secretary called the names of the absentees

The Chairman ordered that the Journal of the previous day be read. Mr. Cunningham, seconded b y Mr. Cochran, moved that the reading of t h e Journal b e dispensed with. The motion was adopted on a voice vote unanimously.

INTRODUCTION OF PROPOSALS

The Chairman announced receipt of Proposal No. 3 offered by Mr. McKiernan entitled, "Article IV of Legislative Power", of Proposal No.4 offered by Mr. McKiernan entitled, "Article V of the

House of Representatives" and Proposal No. 5 offered by Mx. McKi ernan entitled, "Article VI of the Senate". The Proposals were read by title and, pending the appointment of Committees, were h eld on the desk.

On suggestion of Mr Cochran , the Delegates extended Bishop Higgins a unanimous ris ing v o t e of appreciation for hl S k indness in giving the Invocation.

The Cha irman announced that h e had consulted with the First Vice Chairman and the Second Vice Chairman on appo i ntment of Committees and therefore submitted the following for Con ve n t i on approval.

The appolntments were read.

Mr. Gallogly suggested that the Delegates discuss est.ablishing a regular schedule of day and hour for mee t ings of the Convention and of the Committees. Mr. Pickard discussed the suggestion. The Chair­man stated that the Committee for the Admi.nist.ration of the Convention in the Conventions of other states had wo rked out this detail and that the same solution could be found fo r this Convention. M.r. Fanning suggested that a further discussion await Committee consideratlon. Mr. Bizier discussed the suggestion.

ADJOURNMENT

Mr. Kagan , seconded b y Mr. Foster , moved that the Convention adjourn to meet on Wednesday , Janua r y 27th , 1965 at 3 :15 P .M . in the Chamber of the House of Representati ves in the State House. The motion was adopted on a voice vote and at 4 :05 P. M. the Convention adjourned to meet on Wednesday, January 2 7 , 1965 at 3 :15 P.M. in the Chambers of the House of Representat.ives at the State House.
