Project Description

Stanford University jointly with University Higher School of Economics (HSE) develops a joint educational program on Global Economics Policy.

4 groups of faculty at Stanford work together to provide broad expertise in and exposure to this collaboration: Stanford Department of Economics, Stanford University School of Education’s economics, the Stanford Center for International Development, Stanford Center of Russian, East European and Eurasian Studies (CREEES).

At HSE the project is based on School of World Economics and

International Affairs.

The Foundations for Collaboration

The HSE is committed to improving its programs and to being at the cutting edge of teaching and researching economic policy.

Stanford is committed to improving its expertise capacity and offerings in Russian economic policy as well as increasing its collaborative research with Russian academics.

Major goals

1. To partner in developing Global Economics Policy curricula and evaluation systems in the Higher School of Economics (HSE), with particular focus on an MA degree in Global Economics Policy and courses in international economic policy, human capital economics, and environmental economics.

2. To promote understanding of and interest in the social and cultural contexts of the U.S. and Russian economies through seminars at Stanford on Russian economic issues with HSE faculty and Stanford economics and international studies students and seminars at HSE on U.S. approaches to the study of global economics with Stanford faculty and HSE students.

3. To develop and carry out a joint research study with HSE of economics training in the Russian and U.S. higher education systems, with a focus on the organization and teaching of economics and the incentives for innovation and change in different types of universities in the two countries.

4. To jointly develop with HSE global economics courseware for dissemination through open Internet access/distance learning to universities throughout the RF.

Goals of Cooperation

in Global Economics Policy For HSE: to review and strengthen curricula and teaching methods for

the training of economists in Global Economics Policy, with special focus on developing a Master’s degree in Global Economics Policy at HSE, including courses based on problem-based learning and competence-oriented approaches to the Economics of Development Policy, International Financial Policy integrated with Trade Policy, Financial Systems and Risk Management, Human Capital Economics/Economics of Education, and Environmental Economics.

For Stanford: to promote interest among Stanford undergraduate students in studying Russian language and Russian economic policies and will be tied in with Stanford’s Russian language program and its overseas studies program in Russia

Building the Economics Curriculum of HSE’s MA Program Stanford and HSE faculty collaborated to frame HSE’s economics and

policy studies curriculum needs for the global political economy MA program.

Stanford professors taught especially prepared seminars in Moscow for HSE students on agreed upon new courses--the economics of risk and insurance, environmental economics, the economics of education, and international relations.

This year Stanford professors will present new courses on China’s economic development and political economy.

This year’s seminars will also introduce new teaching styles. Tapes of the seminars are made available to a wider audience on the

HSE joint project website.

Impressions about HSE students:

“The main impression is that they are very well prepared. We have to be ready to be challenged by our students. I want to know more about Russian education as I had some students from Russia back in Stanford and my impression is that they are very well prepared. They ask very interesting questions. Also we spoke about the PISA test with the students. We usually consider American students to be somewhat unprepared for this test. However, Russian students showed a similar level in the PISA test, so we tried to discover what the problem was with the test".

This year Stanford professors will present new courses on China’s economic development and Political Economy:

Nicholas Hope is the Director of the Stanford Center for International Development (SCID). He also directs SCID's China research program. His current research is private enterprise development in China and progress of reforms in China, especially in the financial sector.

These two directions: joint Graduate program on Global Economics policy and Developing a new joint research projects, will be a base for creation of the permanent educational and research Center for Global Economics.

Project’s feedback

New courses on International Financial Policy integrated with Trade Policy, Financial Systems and Risk Management, Human Capital Economics/Economics of Education, and Environmental Economics now has become an optional courses in curriculum on Global Economics Policy;

Stanford professors provided expertise of courses on International Financial Policy;

These two issues became a base for creation at HSE joint Center on Global Economics conducting research projects, educational collaboration on Global Economics Policy and Internet access courseware in International Economics Policy subjects to make available to other RF universities through a website developed by HSE and Stanford based on U.S. university experiences in open access courseware/distance learning.
