Background
• During 2001, Memorandum of Agreement between JSFJPO and Services
for Depot Maintenance Core Capability Requirements Determination and
Workload Quantification Procedures is signed
• During 2006 in support of the JSF DSOR assignment process, Team JSF
subject matter experts from the Maintenance Support IPT developed a
notional representation detailing an ideal time-phased approach to Title 10
implementation.
• During 2007, Title 10 Implementation Plan developed and delivered. This
time-phased approach and the resulting 2007 Baseline Title 10
Implementation Timeline will be used as the baseline schedule for F-35
USG depot planning activities. A substantial part of this time-phased
approach is the establishment of a Partnering Agreement (PA) and
subsequent Implementation Agreements (IA), between the parties under a
performance-based logistics (PBL) concept.
• The JSF Depot Source of Repair (DSOR) MOA is currently in staffing. The
Joint JSF Depot Source of Repair Assignment Process is consistent with
the requirements of 10 US Code Sec 2464 and supplements DoD policy.

Depot Activation Way Forward
• Current Depot Activation Plan will have full F-35 Depot capability
established no later than 2016, through the phased systemic
approach to standup of capabilities at DoD organic depots
• Dual assignment of all airframe variants to Ogden –Air Logistics
Center (OO-ALC) and Fleet Readiness Center (FRC) East. - OO-ALC is primary on F-35A, and may receive inter-service support from FRC East.
- FRC East is primary on F-35B/C and may receive inter-service support from OO-ALC.
• Dual Assignment of both Engine variants to OC-ALC and FRC
Southeast. - OC-ALC to stand up capability in 2012.
- FRC Southeast to stand up capability in 2014.
• STOVL Lift Fan, Business Case Analysis in currently in work to
ascertain where and when capability will be established for the
STOVL Lift Fan.
• Total of 50 systems will be activated by 2016 (IOC +4), in
accordance with the Depot Activation Plan.
