Appropriated Funds (APF) = $ from Congress

Monies made available to the military departments by the Congress of the United States. Such appropriations are of two types: annual and multi-year. The purposes for which these funds are appropriated are specified by Congress in its appropriation acts.

Directly related to mission readiness

Non-Appropriated Funds (NAF) = $ from Sales

Cash and other assets derived from sources other than Congressional appropriations, primarily the sale of goods and services to DoD personnel and their Family members are used to support or provide authorized programs. NAFs are Government funds used for the collective benefit of those who generate them. These funds are separate and apart from funds that are recorded in the books of the Treasurer of the United States.

Why does this matter for prioritization of services? From a funding perspective, it is important to:

On Base Family Housing

General Landscaping Landscaping services are currently included in monthly rent. Each community has a lawn

service day, and residents will need to ensure that lawns are free of toys and personal belongings so the mowers can cut the grass.

If the home has a fence either provided by Lincoln or installed by the residents, the residents are responsible for the maintenance of the yard in the fenced area.

All flowerbeds adjacent to the home are the residents responsibility to maintain weed-free. Failure to maintain the flower beds may result in a 10-day notice to correct the appearance of residents flower beds.

Weed Control Weed control is applied once a year in common areas. The application of the herbicide is done

by Washington state certified applicators. In smaller areas if there are few weeds, the weeds will be spot sprayed. In bigger and larger common turf areas Lewis-McChord Communities (LMC) broadcast spray these areas providing the wind and weather conditions are acceptable to spray. Scheduled spraying will be posted on the LMC Housing Facebook.

Spraying is not done if residents and children are present in the areas to be sprayed.

The area sprayed is marked with flags that have information on when the area was sprayed and contact information for anyone that has any inquiry about the application. Once the re-entry period (2 to 4 hours depending on weather) is complete then the flags are removed.

The following delivery items are available to residents at no cost Fertilizer: Maximum 2 bags per year and available now thru September.

Grass Seed: Available now thru September.

Moss Killer: Maximum 2 bags per year and Available year around.

Topsoil is also available to residents for pick up at no cost. Residents may pick up topsoil at Bldg. 7910 Plant Road Lewis-North.

Who’s responsibility is it for Pest Control in on base housing?

Most common pests in the Northwest are Carpenter Ants, Crane fly, Golden Northern Bumble Bee, and Western Conifer Seed.

Always contact the LMC Service Center if experiencing ANY pest related issues.

Below are a few pests that residents may be responsible for treatment. When in doubt call 253.912.3500

*Please note that the residents will be held responsible for pest control expenses incurred to address a bed bug

infestation in their home or any surrounding or adjacent homes if the residents: 1.) Fail to notify LMC within three days

upon discovery of bed bugs; 2.) Are found to be responsible for the introduction of bed bugs to their home and the

community; 3.) Obstruct or inhibit LMC prompt access to the home to inspect and treat the infestation; 4.) Fail to fully

comply with the pest control preparations and treatment instructions. Failure to follow instructions or to allow LMC

access to the home hinders LMC’s ability to effectively treat the home for bed bugs. If residents fail to cooperate with

LMC in addressing these issues, LMC may take action to recover possession of the home via the lease termination

process.

Events to Prepare Service Members and

Leaders for the Summit

• 10 AUG 16 Leadership Professional Development Session: JBLM SFL-TAP provides an

overview of both compliance and enhanced opportunities available to transitioning SMs to

inform senior leaders to gain greater support. Mandatory for O5 + Level Command Teams.

• JUN-SEP 16 (T) BDE-centric transition classes: SFL-TAP blocks off transition classes to

support individual brigades. Brigades send all transitioning SMs E-4 and below to attend five

days of VOW mandated transition course work as a cohort.

• 9 SEP 16 - Industry Forum: (Potentially partnered with Hire America's Heroes) Healthcare,

Health and Life Sciences (significantly impacting WRMC, MAMC, 62 Med)- I Corps and JBLM

Soldier for Life- Transition Assistance Program (SFL-TAP) facilitate a Healthcare Industry

forum / reverse job fair led by healthcare professionals on 9 SEP 16 on JBLM to educate

civilian employers and stakeholders on the skills and capabilities Army and Air Force medical

professionals, and how those skill align with healthcare-centered opportunities in the civilian

sector.

• 20 SEP 16 - Afterburner Transition Seminar: Senior level transition workshop sponsored by

USAA culminating in a networking event. Seminar will be held at McChord Co-Located Club

• 4-6 OCT 16 – Fall Transition Summit: Partnered with U.S. Chamber of Commerce, Hire Our

Heroes and Washington State. Preeminent Transition Event consisting of Partnership

announcements, transition courses, networking events and a large scale career fair.
