Mission Statement

Education is a basic human right. It is our goal to teach the whole child so that all students can develop academically, physically, emotionally, and socially. We embrace diversity and cultivate an environment where all students are accepted. Instruction is child-centered, encourages critical thinking, and supports students in reaching their fullest potential as life-long learners. We aim to build independence and confidence in our students so that they may take risks in their learning and grow from their mistakes. We advocate for all children and create a safe environment in which their voices and thoughts are valued. Daly fosters a caring community where students are recognized as responsible S.T.A.R.R.s and show each other respect and kindness.

Principal’s Message

The Mind-Body-Soul Connection

To Our John J. Daly Elementary Families

Welcome to the 2017-18 school year. The year of The Mind-Body-Soul Connection. Whether you are sending your first child off to Kindergarten or your last is entering the 5th grade we share your anticipation, excitement and high expectations for a successful school year.

At Daly, our core beliefs focus on educating the whole child. While academics and fulfilling the prescribed curriculum is extremely important, we strive to meet the social-emotional needs of each student as well, considering that to be of equal importance. Our number one goal is for our students to LOVE coming to school. Happy and confident children are open and ready to learn.

We have an outstanding staff that works hard to meet the individual goals of each and every child. We strive to create mutually respectful relationships with our students and their families, remaining open to your input to foster and maintain a close home-school connection.

The school year will bring exciting new initiatives in addition to many fan favorites including:

• Total Fitness Tuesday continues • A grant from the ED Foundation which will bring kinesthetic

classroom training to our entire Daly staff and student community

• Mindfulness activities throughout the school • The Daly Video and Printed News • A grant for a before school PE program led by Coach Killoran

for grades 4 and 5 • One School, One Book • And many, many more!

Remember to follow @DalySchool on Twitter to get a DAILY peek into DALY. Pictures will be posted so you can get a peak inside our walls, providing wonderful conversation starters over dinner. If you

do not wish to follow on Twitter, the pictures can also be found on the Daly School home page: https://www.portnet.org/Domain/453

I encourage you to engage your children in a few minutes of conversation each day specifically about school. Instead of asking “What did you do in school today?” (Which often yields a “response” as nothing – NOT because nothing has occurred, rather that so much has occurred it’s just easier to respond this way!) try asking specific questions such as; “What books are you reading?” “Did you hear something interesting from a classmate?” “What did you do in PE (or music, or library or art)?” We find when you ask specific questions, the floodgates open and you can begin engaging in ongoing dialogue. This does not mean you need to grill your children when they get off the bus. It’s all about finding the balance at home as we will continue to strive to do at school. The Mind-Body-Soul Connection!

It’s going to be a fabulous year!

Warmly, Sheri L. Suzzan, EdD

Special Subjects

Library/Media, Physical Education, Art and Music are part of the instructional program. A specialist in each discipline staffs each subject. Students are scheduled for physical education twice a week; art, library and general music are each scheduled once a week.

Music

Instrumental Music

A program of instrumental music begins in the third grade with instruction in playing the recorder. String lessons, as well as woodwind, brass and percussion instruments usually begin in fourth grade. Lessons are scheduled during regular classroom time.

Orchestra

The orchestra is comprised primarily of fourth and fifth grade students. Orchestra practice is held once a week.

Band

The band is comprised primarily of fourth and fifth grade students. Band practice is held once a week.

Chorus

Fourth and fifth grade students participate in the school chorus. Chorus rehearsal occurs during the school day.

Technology

Computers are powerful tools that can help children collect, organize, analyze and present information. Children use computers to observe, explore, experiment and construct in a format that integrates with the classroom instructional program. Our technology program utilizes a fully networked system comprised of classroom and computer laboratory work stations that contain open-ended tool software and hardware that is used to teach word processing, databases, spreadsheets, graphics, multimedia and telecommunications. The curriculum spirals after basic applications are introduced to

students. In addition to classroom workstations, every class visits the computer lab for instruction. There is also a bank of networked computers available in the Library, as well as a wireless mobile laptop computer cart. Additionally, each classroom is equipped with an interactive Smartboard. This state-of-the-art technology will enhance instructional opportunities at every level.

Student Internet Guidelines

The Internet allows children to connect to people and computers all over the world. It may be used to send e-mail and search the World Wide Web for information about classroom studies. The following guidelines are designed to keep all children safe:

1. All email will be respectful and polite.

2. No one will give out any personal information (full name, address, telephone number, etc.) to anyone on the Internet.

3. The Internet will only be used for school projects.

4. Any material that is offensive will be immediately reported to a teacher.

5. The Internet will be used only when there is a teacher in the room

Support Services Guidance

A guidance counselor is available to both individuals and groups. Parents and teachers may request guidance services for students as needed. Additionally, guidance counselors provide classroom instruction on topics such as making good choices, friendship, bullying, and developing positive school behaviors.

Psychological Services

A psychologist is available full time at Daly. In addition to administering psychological tests, the psychologist is available to meet with students and parents, and to serve as a resource regarding learning and socialization issues.

Reading Services

Reading teachers offer supplementary support to those students referred by their classroom teachers and/or identified through progress monitoring and state assessments. Services may be provided within the classroom or as a pull-out. Participation in the program is discontinued when additional support is no longer needed.

Resource Room Services

Resource Room services are offered to a child who has been referred by the Committee on Special Education, and has been identified by the Committee as qualifying for services. Services are often provided for curriculum areas within the classroom, as well as in a pull-out situation. Close cooperation and participation is encouraged between the resource room teacher, the classroom teachers and the parents.

Speech Language Services

Children in all grades who have speech and/or language difficulties, which interfere with their academic, social and/or emotional performance, are eligible for services. Frequency of service is based upon each child’s specific needs. Sessions are scheduled during class time, sometimes as a pull-out and other times within the classroom. Close cooperation and participation is encouraged between the speech/language teacher, classroom teacher and parent.

Teaching English as a New Language (ENL)

The English as a Second Language Program serves children with limited proficiency in English. Students are assigned to small groups where they receive daily sessions in listening, speaking, reading and writing English.

Gifted and Talented Program

The Gifted and Talented Program offers a multipronged approach to student enrichment in the elementary grades. The school-wide component provides classroom enrichment for the entire school population. Services in the pull-out component of this program are offered to students who meet the established criteria. The Gifted and Talented teacher works closely with classroom teachers to provide these services.

Rules, Procedures, and Policies

Attendance

Students are required by law to attend school every day. Excused absences include sickness, unsafe travel conditions, death and sickness of family members, religious observance, required presence in court; approved educational trips and programs; remedial health treatment and approved co-operative work programs. Attendance is taken every day. When your child returns to school after an absence, a written excuse for the absence must be sent to school indicating your child's name, the date(s) of absence, the reason for the absence and parent/guardian signature. The written response is necessary regardless of any telephone communication.

Emergency School Closing

In the event that schools are closed or delayed in opening due to bad weather or other conditions, each family will be notified by the District’s Connect-Ed telephone system. In addition, the following stations will carry information about Port Washington school closings and delayed openings: WCBS-880 AM; WINS-1010 AM; WBAB-1240 AM; WALK-97.5 FM & 1370 AM; WBLI-106 FM; WKJY-98.3 FM; and Channel 12 NEWS. WOR-710 AM will post the information on their Website http://www.wor710.com

Morning Arrival and Afternoon Dismissal Procedures

Arrival:

1. Students are admitted to the building daily at 8:05 AM. The instructional day begins at 8:05 AM. For the safety of the students, they should not arrive before 7:50 AM, as there is no supervision at that time.

2. Kindergarten students are admitted to the building as soon as they arrive, either by car or bus.

3. On inclement weather days, all students are admitted to the building upon arrival. 4. Students arriving by bus:

● Kindergarten students will proceed from the bus platform into the building and will be supervised by education assistants until they are admitted to their classrooms at 8:05 AM.

● Grade 1-5 students will proceed from the bus platform through the building and then onto the courtyard. They will be supervised outdoors by educational assistants until they are admitted to the building at 8:05 AM.

5. Students walking or arriving by car:

● Kindergarten students may enter the building through the Rockwood Avenue entrance, above the cafeteria. Parents may accompany their kindergarten children to that entrance but may not accompany their children to the classrooms.

● Grade 1-5 students walking to school or arriving by car are to proceed through the courtyard gate into the playground to await the 8:05 admission to the building. Students in grades 1-5 arriving in inclement weather should proceed through the courtyard gate into the playground and up the main entrance steps into the building.

● Please follow the instructions of the crossing guard at all times. Drivers are NOT permitted to exit their vehicle for any reason. This causes a back-up of cars and safety issue for the students. If your child needs assistance, you must park you car in a legal parking spot and then help your child.

● Under no circumstances should parents proceed directly to classrooms to conference with teachers, unannounced. Teachers’ attention must be directed to students. Parents needing to communicate with the teacher must sign-in at the Security Desk, obtain a visitor’s pass and proceed to the Main Office. The secretary will then contact the teacher to arrange the communication.

Dismissal:

The dismissal of students begins daily at 2:15 PM for Kindergarten students and at 2:20 for grades 1-5. Dismissal generally follows this schedule:

● 2:20 PM –“Walkers” are announced. Every student not boarding a bus when leaving the building at dismissal is referred to as a “walker.” Students walking home, or students who are meeting their parent or caregiver, are dismissed through the cafeteria, where they must be signed out by a parent or designated caregiver. Parents awaiting the dismissal of their children should wait in the cafeteria.

● 2:25 PM – Bus students announced. ● All kindergarten bus students are escorted to their buses by their teachers. They

are seated on the bus before the upper grade students. Please see Bus Regulations below.

● Written notes or emails from parents, indicating changes in transportation plans, will be acknowledged. Please write a note to the teacher to avoid any confusion, or email [email protected] BEFORE 11 A.M on the day of the request.

● If you choose to “opt-out” of this procedure for the school year, you may do so by submitting a written request to the office, clearly stating that your child may leave the building without being signed out. Opt-out requests are for the entire school year and will not be accepted on a temporary basis.

● If your child normally takes a school bus home, but you are opting out of the sign out procedure for days that you will be picking your child up, you MUST send a “walker note” on pick-up days. If you neglect to send a note in the morning, your child must be signed out in the office.

Early pick up by parent:

1. If you need to pick-up your child from school, prior to regular dismissal time, please sign your child out at the Main Office.

2. Any child being dismissed early can only be dismissed to a parent in the Main Office. Students will not be dismissed to waiting cars in the street. Parents need to park and enter. If you are sending someone in your place, it is required that you send a note indicating your approval for this individual to act on your behalf.

Bus Regulations

Students in kindergarten through fifth grade are eligible for bus service based on a distance determined by the district.

At the end of the day, bus students are escorted to their buses by educational assistants. Upon entering the bus, they are to take the first available seat, buckle their seatbelt, and stay seated throughout the trip. Climbing across the seats, opening the windows, playing with the emergency door and being generally disruptive endangers the safety of others and may result in suspension of bus service for the offender. If there is any problem on the bus, it should be reported to the bus driver immediately. If you have any questions

about the busing, you may call Mrs. Wilma Stubbs, Coordinator of Transportation, at 767-5030.

Please be advised that due to district-wide bus regulations, children are only permitted to ride the bus to which they are assigned. No deviation from this policy will be permitted, including play dates.

It is most important to inform the classroom teacher, in writing, when there are changes in your child’s transportation routine. A note will help reduce anxiety and confusion for your child. In cases of emergency, where you need to call the school to indicate a change of transportation, calls should be made as early in the day as possible and never beyond 11:00 AM to insure proper communication to the classroom teacher and the child.

Children who ride the buses will be placed on the school bus at dismissal unless we receive a signed and dated parent note to the contrary.

As pick up and drop off times may vary due to traffic conditions, please arrive at your bus stop 10 minutes prior to morning departure and afternoon arrival.

Please note, only Kindergarten and Pre-Kindergarten students will not be permitted to exit the bus without a designated adult present. Students in grades 1 through 5 can be dismissed from the bus without an adult present.

In the event of an emergency, which will prevent a designated adult from meeting the bus, please call the Daly office and the situation will be dealt with.

*Please make sure your family has a back up/emergency plan that your child is aware of.

Student Discipline Code

In order for the John J. Daly School to function properly and discharge its responsibilities to educate and protect the safety and well-being of all students, it is necessary that reasonable rules be imposed and enforced. In addition, every student has Constitutional rights, which must be respected and protected. As stated in Board of Education Policy #5144.1 "Concomitant with every right is a corresponding duty and obligation. Thus, the right to an education carries with it the corresponding obligations and duties to respect the rights of others, to adhere to all reasonable rules and regulations established for the government of the schools and to refrain from interfering with the orderly operations of the school, the damaging of the school or of the property, rights and possessions of others." Thus, it is most important that all students adhere to the rules for the safe and orderly operation of the school and the maintenance of an environment that is conducive to learning.

A student may be subjected to disciplinary action, and ultimately suspension from school, when the student:

1. Engages in conduct that is disorderly such as fighting or other violent behavior, using abusive language or gestures to other students or staff members, creating a hazardous condition by an act that serves no legitimate or educational purpose or,

2. Engages in insubordinate behavior, i.e., fails to comply with the lawful directions of a teacher, administrator or other school employee (e.g. educational assistant, teaching assistant) who has responsibility for that student or,

3. Endangers the safety, health or welfare of others by any act including, but not limited to, lighting matches, setting fires, trashing lavatories, defacing or damaging school facilities or property, violating the property of others by theft or vandalism or,

4. Endangers the safety, health or welfare of him (her)self by hiding or remaining in areas of the building without adult supervision or leaving the school building or grounds without appropriate parental permission and/or adult supervision.

The range of penalties which may be imposed for violations of the Student Discipline Code include the following:

1. verbal warning/reprimand 2. playground time-out as imposed by playground/cafeteria educational assistants (2-10

minutes) for misbehavior in cafeteria or on playground 3. verbal or written communication to the parent(s)/guardian(s) by the teacher 4. verbal or written communication to the parent(s)/guardians(s) by the principal 5. assignment to 30 minutes supervised time-out by the principal accompanied by

notification to the parent(s)/guardian(s) 6. suspension from transportation 7. suspension from social or extracurricular activities 8. suspension from school

It is the intention of the administration of the John J. Daly School that this code not be so prescriptive so as to preclude the consideration of mitigating factors that surround any disciplinary infraction. Careful and sensitive investigation will occur prior to the imposition of any disciplinary action. Penalties may be imposed individually or in combination with counseling by administration, the teacher, the school psychologist, or the school guidance counselor. Parents/guardians being vital partners in the proper supervision of student behavior, will be kept apprised and will be consulted whenever and wherever possible and appropriate.

Lunchtime Procedures

Students may bring lunch or buy school lunch. For children buying school lunch, there is always a hot lunch choice. Sandwiches are also available. A menu is sent home monthly. Milk, juice and a variety of snacks can be purchased daily as well. Parents/Guardians may deposit money into their child’s “bank” for lunch/snack purchases and there is no set amount to deposit. Checks should be made out to “Port Washington School District,” or a parent can prepay using a credit or debit card by enrolling child(ren) using www.mylunchmoney.com service.

Students are allotted one hour for lunch/recess. The first half-hour students are provided with a recess period outdoors, and the latter half-hour is spent in the cafeteria. In inclement weather, recess will be held in the classrooms where they can play games, under the supervision of an educational assistant.

Cafeteria Rules

1. Students will be brought to the cafeteria after recess. Students should walk to their assigned table and sit with their class.

2. Students will be called to the serving line by the educational assistant. Students are not to run to obtain a place on the line. This behavior is dangerous and may result in injuries.

3. Once a student has obtained his/her lunch tray and meal, the student should return to his/her seat.

4. Students are expected to remain in their seats and not wander about the cafeteria. Students needing to use the bathrooms or leave the room for any reason are expected to notify the closest educational assistant for permission to leave the room. If a student is experiencing a problem with the lunch (e.g. the milk tastes sour, etc.) the student should notify the educational assistant for help. Under no circumstances should students enter the kitchen area.

5. When announcements are given they are preceded with some form of signal (e.g. tapping on a microphone, clapping, hand signal, etc.). When the signal is given,

students are expected to stop talking and focus attention on the educational assistant who is speaking.

6. At the conclusion of the lunch period, each student is expected to clean his/her area and to dispose of any garbage on the table and floor. Every student at a table is responsible for the cleanliness of that table and floor space.

7. At the end of the lunch period, students are expected to sit quietly and wait for the teacher to escort them back to the classroom.

8. Any student who does not obey the Cafeteria Rules may lose recess privileges.

Playground Rules

1. Whenever possible, students are encouraged to participate in organized activities during recess period.

2. The slide and playscape equipment is for the use of all students. However, students may not abuse the equipment by jumping off from high places or walking up the slide. This behavior is dangerous and may result in injuries. Students who engage in this behavior may lose their privilege to use the playscape equipment.

3. All games must be played fairly and safely.

4. All students are expected to use appropriate language while on the playground. Students are not permitted to use obscene words or gestures.

5. Any student who does not obey the Playground Rules may lose recess privileges.

Homework Policy

The purpose of homework is to reinforce and enhance the learning process and create a sense of independence, self-discipline and responsibility. Generally speaking, you may anticipate homework regularly. The assignment should reflect these time guidelines:

Grades K, 1 10-15 minutes daily Grades 2, 3 20-30 minutes daily Grades 4, 5 40-60 minutes daily

Helpful Tips for Parents

1. Assist your child in setting up and maintaining a homework/study area.

● This area should be quiet and well lit. ● There should be a calendar (wall or desk type) on which to record long term

assignments. ● There should be, if possible, a bulletin board nearby for important papers. ● Plan a five-minute organizational time with your child. Go through the backpack. Go

over assignments. Decide how much time and what supplies are needed for each activity. As a general rule, it should require approximately 10 minutes per grade level to complete a nightly homework assignment, e.g., 30 minutes for 2nd grade, 1 hour for 5th grade.

● Helpful supplies to have on hand: pencils pencil sharpener erasers pens colored markers tracing paper notebook paper drawing paper report folders index cards ruler scissors paper clips glue & tape stapler & staples post-its graph paper colored construction paper 2. Assist your child in determining and maintaining a regular homework schedule.

This is easier said than done! Today's children are very involved in a multitude of activities. As parents, you have the important responsibility to protect your child from being overly scheduled. So, remember:

● Limit after school activities. Choose them wisely. Children should have time to simply relax and unwind. When children are overly scheduled, they become stressed and/or exhausted.

● Homework time should be consistent, if possible. ● Develop a simple relaxed routine that works for you and your family. ● Always do tomorrow's work first. Plan early for long-range assignments.

3. Monitor and assist as needed in the completion of assignments.

Depending upon the difficulty of the assignment and the strengths of the child, your overall goal should be to encourage your child to work as independently as possible.

Try to follow these helpful hints: ● Encouragement is important for your child to feel confident. ● Homework time for your child should be made as pleasant as possible. ● When your child seems stressed or overwhelmed, find positive ways to deal with this.

When you feel yourself becoming tense, remove yourself temporarily.

● Your role is not to provide answers! Your role is to offer suggestions, provide clarification or analysis of a problem, probe your child's thinking, offer visual clues to solutions (diagrams, pictures, etc.) and use manipulatives when working with math problems (pennies, paper clips, etc.)

● An ongoing goal is to encourage independent work.

4. Write a note to the teacher if your child is confused about an assignment.

● Teachers need to know if assignments are confusing or frustrating or if children are displaying any angst or apprehension regarding these assignments. Your communication to them is valuable and appreciated.

● Encourage your child to check his/her work for accuracy.

Nurse's Office

The nurse's office is located in the main entrance hallway next to the main office. Children may go there for the following reasons:

• They are not feeling well. • They have to take medication during the school day. • They have an accident in school.

The nurse will then evaluate your child's condition and determine whether it is necessary for him/her to go home, in which case you will be contacted. If you are unable to be reached, we will contact the person that you have designated on your emergency contact card. It is of utmost importance that our information be kept up to date. If there is a change in address or phone number, please contact the school.

Conferences

Parent-Teacher conferences are held on scheduled dates during the year. Please consult the calendar for these dates. Additionally, a parent may schedule an appointment with a teacher at any time throughout the school year. This is best arranged by writing a note to the teacher requesting an appointment and he/she will respond with his/her availability. Please be punctual. If you need to cancel your appointment, please call the school and notify us.

Visiting the School

All parents and guests visiting Daly School are expected to obtain a visitor’s pass and report directly to the Main Office. If you need to speak to a teacher, please make an appointment in advance by writing a note or calling the school. We ask that you refrain from seeking an unannounced meeting with the teacher. Your presence interrupts instruction and prevents the teacher from devoting his/her full attention to the children.

Lost and Found

The “Lost and Found” box is located in the cafeteria. Please remind your child to check for lost articles. Please label all garments so they may be identified. After a reasonable period of time, unclaimed articles are donated to charity.

Chain of Communication

Inevitably, questions arise as the school year proceeds. If there are questions pertaining to the classroom (i.e. social interactions, disciplinary incidents, homework assignments, project due dates, etc.) The classroom teacher should be contacted. If, after contacting the classroom teacher, the problem still persists, the guidance counselor should be consulted. Occasionally, issues of a particularly sensitive nature may arise and parents are encouraged to consult with the principal or the school psychologist and/or guidance counselor whenever, in their judgment, it would be helpful to do so. A parent who is dissatisfied with the school's effort to resolve an issue or problem may refer their concern to the superintendent's office.

Field Trips - Parent Guidelines

● Only a limited number of parents may accompany any field trip group. Generally, that number reflects a ratio of approximately one parent for every four or five students. Working with the class parent(s), the classroom teacher will determine the appropriate number of parents that are needed.

● Parent chaperones will be assigned to a specific group of children. It is imperative that the parent closely supervise that group and report immediately to the teacher any and all concerns regarding the safety or whereabouts of the children in that group.

● The teacher will not be taking the responsibility for a small group. It is the teacher's responsibility to oversee the operation of the entire trip and to serve as a liaison with bus drivers, restaurant, museum and/or theatre personnel, etc.

● Parents need to understand that the purpose for their participation is to assist in the supervision of the children. While we certainly hope that parents enjoy the opportunity to socialize with each other, they must understand and appreciate that they are not accompanying the group for that purpose.

Security

To help clarify any questions that you may have regarding visits to Daly School, we offer the following “Frequently Asked Questions”:

1. What role does the Security Desk Aide play at Daly School? The Security Aide is situated at our main entrance, to greet visitors and to issue visitor’s passes. The aide also maintains a master list of all visitors to our school. The security

aide has been assigned the responsibility of directing all visitors to the Main Office and to challenge any visitor who ignores our school visit requirements.

2. What is the procedure that should be followed when visiting Daly School? a. Sign-in at the security desk in the main entrance and obtain a visitor’s pass. A driver’s license scanner (Visitor Management System) will be utilized at the main lobby desk to screen all visitors who enter the building. For those who do not possess a driver’s license, New York State provides a non-driver identification card. We will have application forms available at the sign-in desk for visitors who require this form of identification.

The first time you arrive at Daly this year, you will go through a very brief registration process (including having your picture taken) which will enable you to have a visitor’s pass generated at the main lobby desk for each subsequent visit. Each visitor will need to leave his/her license, or nondriver identification card upon arrival, and return to the main lobby with his/her pass in order to retrieve the photo ID before departing.

b. Go to the main office and indicate to the secretary the reason for your visit. If you have an appointment to go to the classroom, the secretary will call the classroom to inform the teacher of your arrival.

c. If you are dropping off something for your child (e.g. a project, lunch, etc.) you may leave this with the security aide.

d. If you are dropping off a child who is late, that child must first obtain a late pass at the security desk and then proceed to the classroom unescorted. You may not escort your child to the classroom.

e. You must exit the building from the main entrance and collect your driver’s license.

f. Finally, entrance and exit to the building will be permitted through the main lobby only, and as in the past, all doors will be kept locked during the school day. These measures are necessary in order to establish and maintain the integrity of the screening process for entrance to the building.

Please understand that these procedures serve to protect your child and others. Your cooperation is greatly appreciated.

All precautions taken by the school are to insure the safety of every student. It is only with your cooperation that any safety measures can be fully effective.
