Are there winners and losers? Sure. This paper will dissect the latest BLS data on employment to show a 5-year snapshot on a national and local level examining employment change. On a national level, job growth has

continued its upward trend since

2010 based on annual average

employment numbers reported by

the Bureau of Labor Statistics (BLS).

U.S. non-farm employment has

grown 12.7 million jobs or by 9% in

the past five years. Overall, non-

farm employment has increased by

The top states for job growth were in the Mountain, Pacific and Southeast regions of the United States

based on the percentage of change over a five-year period from 2013-2018. The top five states were

mainly in the Mountain region with the exception of Florida. Overall, most states grew employment

during the past five years with a median growth rate of 6.3%. Four states experienced net job loss for this

same time frame: Wyoming (-2.7%), Alaska (-2.3%), North Dakota (-2.2%), and West Virginia (-1.5%).

These four states showed job losses of 17% to 28% in the natural resources and mining sector between

2013 and 2018.

Job Growth: Local Employment

Economic development always occurs on the local level, and a more comprehensive view of the data

shows a broad range of jobs gained and lost depending on the locality. Topping the county and parish list

for the nation’s fastest-growing employment is Cameron Parish, Louisiana with 352.6% increase from

2013 to 2018. This historic rise in employment can be attributed to a $10 billion project for liquefied

natural gas (LNG) facility in southwest Louisiana. The U.S. is the fourth-largest LNG exporter in the world

in terms of dollar value and is set to double capacity by the end of 20191.

Amazingly, there is another county experiencing a dramatic rise in employment. Storey County, Nevada,

has seen an increase of 342.2% in employment from 2013 to 2018. Within the county is a massive

107,000-acre industrial park that is home to the Tesla Gigafactory 1, a lithium-ion battery and electric

vehicle subassembly facility. Twiggs County, Georgia ranks third on the list of top counties for job growth

with 129.1 % change over the past five years. Academy Sports + Outdoors located their first distribution

center outside their Texas headquarters, a site selection project of Garner Economics in 2006-2007. The

opening of this facility and subsequent expansion has created more than 1,000 jobs in this central Georgia

county.

West Virginia, as a whole, had employment losses during our study period dropping one percent. Jackson

County, West Virginia bucked this trend with tremendous growth of 56.7%. The construction sector had

an astronomical rise in employment as the Mountaineer Xpress natural gas pipeline and associated

compressor stations are under construction along the mountains of West Virginia.

In most cases, these top performers in job growth have record-setting increases due to a major project

that will often kick off with construction labor, then ramping up employment for the facility and finally

attracting suppliers or similar businesses (in some cases). For some, the energy industry sector is the

focus – either natural gas, solar, some oil-related and batteries.

In total, the majority of counties and parishes had stable or growing employment while about one third

experienced losses in comparing 2013 to 2018 employment. The visualization of county and parish

employment shows most areas had moderate change in this five-year period with a handful of areas

experiencing tremendous growth or decline. In fact, the median rate of employment change for all

counties and parishes is a modest 3.2%.

Understanding that this view is a snapshot, this is just one indicator of economic wellbeing. Some areas

may have had cyclical employment booms or busts that are exposed within this particular time frame

while other localities experience small, incremental change. The one thing that we hope is constant

however, is that each of these counties and parishes have economic development leadership focused on

moving the needle forward – either by steps or leaps, managing growth when it comes, and planning for

recovery should the unexpected occur.

5-year change and percent change for this period.
