Right to Food Act, National Food Security Act, 2013. The aim of this act is to provide subsidized food grains

MEANING OF FOOD SECURITY
FEEDING FOR THE WORLD, CARING FOR THE EARTH
The National Food Security Bill, 2011, the twenty seventh report, states “Food Security means availability of
food grains to meet the domestic demand and to access at the individual level, to adequate food at affordable
prices.” The report also adds, “The proposed legislation marks a paradigm shift in addressing the problem of
food security – from the current welfare approach to the right based approach. About two thirds of the
population (approximately 67%) will be entitled to receive subsidized food grains under Targeted Public
Distribution System. In a country where almost 40% of children are undernourished the importance of the
scheme increases significantly.”
SCOPE OF FOOD SECURITY
The Indian Military of Agriculture‟s Mission on Agriculture Costs and Prices (CACP) referred to this Bill as,
“the biggest ever experiment in the world for distributing highly subsidized food by any government through a „
right based approach”. The Bill extends the coverage of Targeted Public Distribution System, India‟s Principal
Domestic Food Aid Program to approximately two thirds of the total population. Initially, the Lok Sabha,
Standing Committee on Food, Consumer Affairs and Distribution estimated total requirement of food grains for

the year 2012-13 would be 61.55 million metric tons. When volumes needed for Public Distribution System and
Other Welfare Schemes were aggregated, the CACP estimated the rice and wheat requirements to a total annual
requirement of 61.2 million metric tons. However, the final version of the Bill signed into law included on page
18 an annex, Schedule IV, estimates the total food grain allocation 54.926 million metric tons.
The National Development Council (NDC) in its 53rd
meeting held on 29th
May, 2007 adopted a resolution to
launch a Food Security Mission comprising rice, wheat and pulses to increase the production of rice by 10
million tons, wheat by 8 million tons and pulses by 2 million tons by the end of the Eleventh Plan (2011-12).
Accordingly, a Centrally Sponsored Scheme, „National Food Security Mission‟ (NFSM), was launched in
October, 2007. The mission is being continued during 12th
Five Year Plan with new targets of additional
production of food grains of 25 million tons of food grains comprising of 10 million tons rice, 8 million tons of
wheat, 4 million tons of pulses and 3 million tons of coarse cereals by the end of 12th

REPORT OF THE ACTIVITIES CONDUCTED BY B.M.S. DEPARTMENT IN THE FIRST
QUARTER OF ACADEMIC YEAR 2014-2015
The B.M.S. Department is delighted to step into the new academic year with multiple plans and programmes. Whenever I
think of a new academic year what strikes my mind is constant change, challenges that one has to face.
The functions of Management uniquely describe Manager‟s jobs. The most commonly cited management functions
include planning, organizing, leading and controlling, although some identify several additional functions. These
functions of management define the process of management as distinct from other business functions. These functions
provide a useful way of classifying information about management and so most basic management activities have been
organized around a functional framework.
It has been rightly said, “Learning happens in the minds and souls, not in the databases of multiple-choice tests.” It is this
very rationale that “Reaching out to individual student” embodies. The success of the student depends on the knowledge
acquired by them. With this motto in mind the B.M.S. Department endeavors to prepare students to competently handle
the complexities of prevailing times. With this view, B.M.S. started its work.
