President’s Report I am very pleased to present this report on behalf of the Jika Executive to close off another successful year for the JIKA Association. Season 2006/2007 was again a very busy and demanding year in the administration of the association but in all a most rewarding one. The appointment of Mr Bill Anderson as the associations Cricket Operations Manager, helped improve our administration and communication with the clubs. I welcome Bill into the Jika family and wish him luck for a long and successful partnership. On the field, it was a challenging year with the severe drought affecting the playing conditions at all levels and this issue is one which is perhaps of most concern to the Board and the Council if such problems continue into the coming seasons. Our most significant achievement was to finalise the ball tenders with Kookaburra Sports that for the first time has brings some tangible benefits to not only the association but to individual clubs for the next three to five year period. We again received tremendous assistance and support from our longstanding sponsor in Bundoora Trophies and together with our new partnership with the Commonwealth Bank and long term partnership with Kookaburra Sports, Jika hopes to drive savings that will lower the overall costs to individual clubs. We were also again fortunate to have a very hard working Junior Committee under the direction Michael Harold. This dedicated group of people continued to work very hard to ensure that the various grades of junior competition grow and prosper. The association has experienced tremendous growth in our junior ranks over the past few seasons and the success of the committee together with the hard work of our junior clubs, is acknowledged not just within Jika but the wider Cricket Victorian Community. The success of this committee can not be better demonstrated than by highlighting the successful campaign in winning the U/16 Beitzel Shield at our first attempt. While our other VMCU representatives sides namely the Wright and Mitchell Shield teams continue to improve and successfully challenge other leading associations. During the winter the association has been working with resultsvault to move or competition management system from real sports. As part of this move back, the association together with resultsvault are in the process of moving last seasons match and player statistics from real sports, to provide clubs continuity of seasonal results. Also during the off season a full review has been conducted with regard to our tribunal procedures and penalties. A discussion paper has been issued to clubs with the association waiting any comments before moving forward.

It is important to also mention that the association is in discussions with Heidelberg District Association with regard to forming a partnership with Jika to for a New Northern metropolitan Cricket Association. This partnership has the potential to lift the profile and standard of cricket in the Northern Suburbs as well as drive savings that will secure the long term viability of associations affiliated clubs. This is a most exciting development for Jika and well worth the effort in exploring the concept. Finally I want to particularly express my thanks and appreciation on your behalf to the members of the Board who all put in many hours of work in endeavouring to ensure that all matters affecting the administration and playing arrangements of the association ran smoothly, and we are particularly fortunate to have such a dedicated and hard working group of people. I would like to give special thanks and appreciation to Chris Spencer who after two years on the board, administering the highly demanding role of Tribunal Chairman has had to stand aside due to work commitments. His insight will be greatly missed at board level. I also want to express the thanks of the Board to the following: • To the Club delegates for their attendance and support at meetings during

the season, • All club administrators for their work and co-operation with the Board on

behalf of their respective clubs; • Robert Hunter, his executive and all umpires for their commitment and work

during the season; • The City of Darebin, the Shire of Whittlesea, the City of Banyule and the City

of Moreland and staff for their continued co-operation and assistance. • David Hall as our Regional Cricket Manager for his ongoing support and

assistance; and I extend the congratulations of the Board to the following: • The teams and their clubs who were successful in competing in the finals

with particular congratulations to those clubs who won premierships, and a special mention of Rosebank’s effort in achieving the double of premierships in Burland Shield and Jack Quick;

Administrators Report

In a progressive step Jika Cricket Association identified the need to recruit an independent administrator and I was grateful to be appointed. Jika is a colourful and diverse cricket association with great spirit. There is a lot to work with and clubs have been very welcoming and generally keen to embrace positive change. Jika switched to the RealSports Admin System to compliment its impressive array of resources but despite the best efforts of clubs and the Administration the system proved to be disappointing. Jika Admin is confident that a combination of a centralised system for Player Management through RealSport and a return to the ResultsVault system for Competition Management will ensure best practice for the immediate future. Ground conditions because of the drought and a generally oppressive summer made it a tough season but the players showed great resilience. Grounds will continue to be a problem as Local Government implements plans to make our grounds less dependent on precious water resources. It is inevitable that grounds will be unavailable for a time due to drought resisting improvements and rationalising of grounds will become increasingly important. Player behaviour was a continuing problem but the administration is confident that the clubs and players themselves will return to core cricket values and eliminate the neanderthal attitudes that persist is some quarters. If the Association is to progress, then Jika clubs need to examine how they can add value to the competition and this is a significant challenge to those clubs without junior programmes. The Chairman of the Tribunal, and Senior Vice President, Chris Spencer has retired after two busy years to concentrate on his business interests. Thanks Chris for your efforts and input at the Board level. Northcote United are justifiably satisfied to have won the award for the Best Managed Club which could have gone to a number of well administered clubs. Success in all forms of senior cricket relates to on field performance and the Rosebank Cricket Club in winning three grades including the Burland and Quick Shields has set the bar at a new level even by their own high standards. Another outstanding effort was by the Jika Under 16 team which easily won the VMCU Beitzel Shield against 20 Metro Associations on our first attempt. The U12s performed well to reach the quarters and the U21s a creditable effort to reach the semis. The efforts and commitment of Jika coaches for our rep teams cannot be overestimated. As a member of the VMCU Board it was great timing for me to come to Jika and witness these achievements.

In recognising the efforts of the umpires who have undertaken accreditation and further training I also acknowledge those involved in the Junior Umpire program which is particularly encouraging. I look forward to working with the Umpires Association to advance all aspects and hopefully some recently retired players will take up the challenge and boost our umpiring depth. At the time of writing, Jika is in discussions with our HDCA neighbours to possibly form a partnership in a new North Metro Association. With or without the HDCA, Jika clubs can look forward to a bright future with a burgeoning junior competition, a committed Board, an improved grading structure and a host of competitive and progressive clubs. Senior Match Committee Report

With the completion of season 2006/07, another season has come and gone. Firstly, I’d like to thank my fellow Match Committee members. Neil Riley for looking after fixturing and general match day computer work, Gary Eyre for looking after Rep games, both U21’s and Senior teams, Luke Asbury who lent a hand where and when required and Robert Hunter who sat in on all Match Committee meeting, giving feedback and enormous input when required. To anyone whom I may have forgotten, I apologise.

With in introduction of the Jika Administrator (Bill Anderson), most of the admin work for behind the scenes was taken away from the Senior chair, much to my delight. This enabled more time to be spent working on ways of bettering the competition.

For the second year now, the 8 team per grade competition kept most grades alive until the final round was completed, with some teams being unlucky to be relegated. Also for the first time, the One Day premiership in the Senior Competition being decided by a play off between the top 2 team from each grade, with some outstanding cricket being played.

The lack of rain during the season made most grounds extremely fast and created conditions for some heavy scoring across all grades, as a lot of players having career best season with the bat. To all those players who had bowling averages under 15, they should be extremely proud of their efforts.

The growth of Jika is once again moving in the right direction as a new grade, the Harry Torrens Memorial Shield was introduced for the Senior Competition. The only low light was the amount of teams that were withdrawn from the One Day Competition. The Robert Young Shield started out with 10 teams but ended up with 7 competing teams, and the Casey Radcliffe Shield started out with 9 teams, but only ending up with 7 competing teams as well.

Congratulations to the 2 Jika medalists. Alex Jesensek (Camrea Taipans) for winning the Bill McFarlane medal, for the third time, and Brett Steele (Holy Trinity) for winning his first Steve Tollit medal.

Junior Managers Report Season 2006/07 proved to be successful in many ways for the junior competition. The Junior Sub-Committee’s main areas of involvement have been coordinating our representative teams and pathway program, running the competition, rule changes and grading of teams. Thanks to Ian Giddons and Andy Pardalis for their support, Neil Riley for handling all the fixturing issues and Bill Anderson’s overall support of the junior program. Also thanks to the senior board for their advice and support. After a fairly incident free home and away season, we did encounter some issues during the finals that need to be reviewed. Representative Program Under 16s

• First year of entry in the VMCU turf competition, completed a magnificent series with a resounding victory over NWCA in the Final of the Beitzel Shield. This is only the second Jika underage team to win a VMCU (or equivalent) premiership since the U21s won the Wright Shield in 1990/91.

• Victories in both Tri-Series games over DVCA and HDCA • 26 players represented Jika • 9 players selected for the U16 North Metro Dowling Shield • Thanks to Danny Jordan, Chris White and Adrian Marcon for their

involvement in training and coaching • Thanks to Northcote United, Preston and Preston YCW CCs for their

support with facilities Under 14s

• Very competitive in both Tri-Series games • Won one game in the VMCU but showed much improvement over the

fortnight. They were competitive in most games; a great effort considering the initial squad lost 11 players to the U14 North Metro team.

• 25 players represented Jika • 11 players selected for U14 North Metro • Thanks to Andy Pardalis, Ian Giddons and Michael Flinn for their

involvement in training and coaching • Thanks to Cobras and Fairfield CCs for their support with facilities

Under 12s

• Won both Tri-Series games over DVCA and HDCA • Finished 6th in the VMCU Mitchell Shield • 15 players represented Jika including 2 females • Thanks to Chris Dunbar, Paul Unkles and Rivergum CC for running our

U12 program

Competition

• U11s increased team numbers to 15 and the fixturing into North and South divisions was well received

• The pre-season combined U11 meeting and Level O course was an excellent initiative suggested by the Senior executive.

• No Saturday morning competitions but one club trialed a few Monday night games and a couple of clubs held games on a Saturday morning in cooperation with their opposing clubs.

• Two divisions of U17s on Friday following the collapse of the Saturday morning comp

• Inclusion of East Ivanhoe Saints from the HDCA into our U17 comp • Entry of 2 junior teams by Rosebank (U11s and U13s) and expansion of

Preston Bullants junior program with teams entered in the U11s and U13s.

Rule Changes

• The main rule change this season was increasing the maximum temperature cut off point from 34C to 36C. This was tested once this season with only one day lost due to the temp being >36C at 4pm. The temp then dropped to 30C before 5pm but play had already been cancelled. Some clubs questioned the early cancellation of play.

• Increase of players on the team sheet allowed more players to participate and proved to be very positive.

Finals Issues

• East Ivanhoe Saints were unable to field a team in the semi final due to players being unavailable to play on the Saturday morning due to a clash with private school cricket.

• A lightning storm caused problems on the Saturday morning of the semi final, again raising questions about the Ordinary Conditions rule during the finals. The issue was higher placed teams stalling to return to the field or lower placed teams pushing to recommence play before the lightning danger had completely passed.

• Accusations of higher placed teams turning on sprinklers to delay play starting and forcing ordinary conditions.

• An U13 semi final was abandoned by an official umpire because the bowling team did not have a new ball. Common sense prevailed and the game was completed on the following Saturday and the Grand Final played as an extended one day game on the Sunday. Thanks to Camrea Taipans CC for their cooperation and flexibility in agreeing to this arrangement.

Junior Umpire Program

• The Umpire Executive appointment of 2 junior coordinators to run the junior umpire program was a positive initiative. After some initial communication problems, the Junior Match Committee and umpire coordinators have worked closely together to provide an improved program. We are now able to provide clubs with the umpire appointments for each round and if clubs have any umpiring issues they can direct them through the Junior Match Committee.

• Of concern during the finals, when umpire were appointed for all junior semi finals, was the lack of knowledge of U13 rules by some of the umpires. This will need to be improved for next season with education of umpires appointed to finals.

Season Review and Planning for 2007/08 • A junior meeting to review the season and set a plan in place for the new

season was held last week (4/6/07). Issues discussed were;

• Coaching Courses – Level O and Level 1 • Nominations for Region trials and changes to representative training • Changes to Ordinary Conditions in Semi Finals • Changes to U13 structure – 2 divisions and a development grade • Fixturing and days of play • Welcome to Danny Jordan and Adrian Marcon who will assist with the

Junior program.

Tribunal Co-Coordinator’s Report

Season 2007/2007 saw the number of Tribunal cases more then double from the previous one.

This is a very serious situation, and needs urgent attention at Board and Club level.

We had a number of early cases where suspensions of up to 5 years were handed out, yet the trend of increased reports continued.

The Tribunal has made recommendations to the Board about changes to the current process, and this will be presented to Clubs prior to next season.

I believe Clubs must take more responsibility for the actions of their Players, and have submitted a plan for sanctions against Clubs which have multiple offences within the season.

In the past 2 seasons we have used Suspended Sentences as a deterrent, to prevent Players re-offending. This has been successful, with only 1 Player reappearing, but on the other hand has not had any effect on the number of reports.

Reporting Captains for failing to control Players has also been unsuccessful, and the onus for control of behaviour must be with Clubs.

The mix of offences this Season trended towards a higher percentage of physical contact. The disturbing part for us was that Players did not feel this was serious, and felt a “bit of push and shove” was acceptable in cricket. Obviously this attitude needs to be addressed.

In my 25 year involvement with Jika, I have never experienced the lack of respect shown for Umpires that prevails at the moment, and see changing this attitude as one of the Association’s biggest challenges. A high number of cases were for abuse of Umpires, or disputing decisions, and this is generally what leads to further trouble, and must be stamped out. This can only be rectified by Clubs themselves.

The volume of Tribunal cases severely stretched our resources this Season and I sincerely thank our independent members, Cherie Spencer, Geoff Lance, Ian Kyte and Barry Saunders for their support. We also called on Board members at times to help, and I thank them also. Chris Spencer Tribunal Chairman

Treasurer’s Report

This year aided by an exceptionally good deal (a deal in which the Clubs were the main beneficiaries with the free training balls and equipment they were provided) with our new ball supplier Kookaburra the Associations cash reserve have improved from $17,946.45 to $20,472.38, an increase of $2,525.93.

When the decrease of trade debtors and increase in stock on hand of saleable items are taken into account we have an overall increase of $8,923.69, in cash on hand and redeemable items.

We also as a part of our ongoing management of our assets, depreciated our assets by $2,715.34, to bring them into line for what we may redeem, should we dispose of them.

However, having trade creditors (monies due by Clubs), is a concern and a more prompt payment by the Clubs is expected.

We also spent considerably on new equipment that was required to administer the Association, which included some costly items that included a new lap top and other electronic equipment.

Of concern is the level of fines incurred by a few Clubs, especially as we had a moratorium at the start of the year on match and press reports.

As most Clubs had only minimal fines through good management practices and diligence, plus any additional training provided, the new reporting system cannot be blamed.

It is after all hard enough for a Club to get the money needed to operate, without virtually throwing it away in fines, it should be noted that the Association will provide guidance and assistance for the Clubs in reducing their fines.

With the asset base now consolidated, we can now put funds towards training programs that will bring a benefit to both the Association and the Clubs and further enhance the reputation of the Jika Cricket Association.

I would like to thank all clubs, all board members and our administrator, Bill Anderson, for their help and support during the year.

Audit Report

SCOPE Review of the financials contained within the Jika Cricket Association 85th Annual Report (Season 2006/07). The scope was limited to the following items:

• A brief review of the Treasurers Report, • a detailed review of the year end Balance Sheet, • a brief review of the key elements of the Profit/Loss Report, and • ensuring the entity was a going concern (able to meet its debts as

and when they fall due).

APPROACH In order to establish an understanding of the systems and processes involved, I met with the Treasurer and agreed on the following approach:

1. Confirm the comparative financial data in the previous Annual Report

2. Review the content the Treasurer’s reports 3. Review the content the Financial Statements 4. Obtain a transaction listing from the accounting system 5. Attain supporting information for Balance Sheet

• Review bank statements and cheque books • Review Debtor listing • Review Stocktake data and site/confirm items • Perform an Asset Register Rollforward

6. Attain supporting information for Profit & Loss Statement • Review for consistency with prior year • Ask questions to clarify information

7. Write an audit report

FINDINGS The Treasurer’s Report contained four minor errors, which did not impact on the accuracy of the Financial Statements. These errors were acknowledged and amended.

The Balance Sheet shows a fair value of its assets and liabilities, and items do not have any material mistakes. A minor amendment was acknowledged and amended in relation to the classification of a new asset (PA as Mobile Phone not Computer).
