Job Description for: Pakistani Government Ministries Liaison Officer
Reports to: Procurement Manager
The USAID Power Distribution Program is a USAID contractor working to resolve numerous
challenges associated with the Pakistani power distribution sector. It is exempt from a number
of taxes for commodities procured under the auspices of the Pakistan Enhanced Partnership
Agreement (PEPA) between the USA and the Government of Pakistan. The need to be able to
process individual exemption applications in a timely manner through numerous Pakistani
Government ministries is crucial to the success of the programs procurement organization.
An individual is sought to manage a complicated process of applications for a number of
different exemptions authorized under PEPA. He or she must be mature and intelligent and
able to understand the workings of Government ministries, their relationship with each other and
how paperwork flows from one officer to another.
Responsibilities:
Reviewing and checking for accuracy all General Service Tax (GST), Customs and
Sindh Infrastructure Cess exemption applications.
Submitting all such applications into the Economic Affairs Division (EAD) and liaising
with the relevant Section Officer to accelerate the clearance from EAD into the
appropriate executive ministry for further action.
Liaising with the Federal Bureau of Revenue (FBR) to accelerate the processing and
delivery of all GST Exemption applications.
Liaising with the MOFA to accelerate the processing and delivery of all Sindh
Infrastructure Cess Exemption applications.
Liaising with the Pakistani Customs Authorities at Lahore (for air freight) and Karachi (forsea freight) and the authorized customs clearance agent operating on behalf of IRG to
accelerate the processing of all customs exemption applications.
Reviewing and checking for accuracy all expat visa applications, then submitting them to
the BOI and maintaining regular contact with the BOI, MOI and Pakistani Passport Office
to accelerate the processing of such applications. He is to ensure no two applications
are batched inadvertently at time of submission or by the BOI subsequently.
Any other tasks as directed.
At no stage are any facilitation fees or other indirect types of baksheesh to be discussed nor
proffered during the above tasks. The LOs task is to submit paperwork then persist in its
subsequent movement by maintaining a semi-permanent presence in the relevant ministry,negotiating and smoothing over any concerns on the part of ministry officials, using force of
personality and cups of tea as his chief weapons of mass distraction. The intention is for IRGs
paperwork to be processed quickly in order to improve the programs effectiveness to support
USAID and the people of Pakistan.

Qualifications:
A Masters degree as a minimum qualification
Should be able to demonstrate relevant experience through previous employment
A minimum of 3 years work experience
Good verbal and written communication skills Good interpersonal skills
