Article 2 (Purpose)
The Consortium aims to improve the status of the industry by contributing to the improvement and quality of
alcohol breathalyzers, and the dissemination of related information for educational purposes.
The purpose of the Consortium is to contribute to the elimination of alcohol-related social issues presented by
alcohol abuse and binge drinking through collaboration with related organizations and cooperation among
members.
The Consortium is a non-profit organization.
Article 3 (Activity)
In order to achieve the purpose of the preceding article, the Society shall conduct the following activities:
(1) The spread and popularization of the use and understanding of alcohol breathalyzers.
(2) Conduct research in the interest of improving the technology and quality of alcohol breathalyzers.
(3) Communication and disclosure of alcohol breathalyzers and laws related to drunk driving prevention.
(4) Continuous contact and consultation with administrative agencies related to alcohol breathalyzers.
(5) Promotion and dissemination of traffic road safety education via using alcohol breathalyzers and trained
instructors.
(6) International exchange on alcohol breathalyzer technology and traffic safety.
(7) Continuous collaboration with administrative agencies and organizations related to alcohol health
disorders under basic law.
(8) Other activities necessary to achieve the purpose of the consortium.

1. Approximate estimates are acquired from candidate agencies.
This informs the decision and the detailed quotation phase
2. Determination of amount = a detailed standardization decision. Therefore we aim for the start declaration of the verification system (Regardless of applicant availability)

In FY 2015, the Consortium was officially founded.
Although recently AIST, JQA, and CERI are
specialized departments for official measurement
administration, etc.
Alcohol breathalyzers are not part of it.
→ Next time, as a council, we shall lecture on the
basics of breathalyzers and make revisions at the actual
engineering level. (Scheduled to be proposed next
fiscal year)

technology and traffic safety.
○ICADTS(International Council on Alcohol, Drugs, and Traffic Safety)
At ICADTS, efforts to prevent drunk driving in Japan are being introduced such
as advanced usage of alcohol breathalyzers, up-to-date policy information on drunk
driving prevention measures across the world, and to develop members, related
ministries, and agencies.
