    Minutes of the Regular MeetingEast Sac County Community School District

    Board of EducationDecember 15, 2014

    The regular meeting was called to order by Rodman at 6:00 p.m. at the East Sac CountyElementary School Sac City. Present were Rodman, Wilhelm, Drost, Lynch, and Stoltenberg.Also in attendance were Supt. Kruthoff, Principal Fischer, 16 visitors, and 1 mediarepresentative.

    Stoltenberg moved to approve the agenda as published, Drost seconded; motion carried 5-0.

    The consent items were reviewed and discussed. Lynch moved to approve the bill to AlbrechtOil for $785.80, Wilhelm seconded; motion carried 4-0, Drost abstained. Wilhelm moved to

    approve the consent items including Minutes of the November 18 Regular Meeting, financialstatements, and bills on account of $135,743.76, Drost seconded; motion carried 5-0.

    Supt. Kruthoff discussed information received from the Dept. of Education regarding school startdate. The Dept. of Education will not be approving waivers for early start dates withoutevidence of academic or financial hardship. Therefore, we will likely start school sometimeduring the week that includes September 1. Mrs. Kruthoff also shared with the Boardinformation regarding curriculum work continuing to be done at all grade levels.

    The Board reviewed the application to the Dept. of Education/SBRC for Drop Out PreventionModified Allowable Growth. After discussion, Wilhelm moved to approve the application witha total budget of $389,785 and modified allowable growth of $283,096, Drost seconded; motioncarried 5-0.

    The Board had requested last month that Supt. Kruthoff let them know if she is interested incontinuing as Supt. after her current contract expires in June. Supt. Kruthoff informed the Boardshe would be interested in continuing as Superintendent. Wilhelm moved to enter into contractnegotiations with Supt. Kruthoff for a 2 year contract extension with terms similar to this year,Drost seconded; motion carried 5-0.

    The Board agreed last month to meet with the Odebolt-Arthur CSD Board of Education todiscuss possible sharing and the future plans of each district. Further communications fromOdebolt-Arthur CSD inquired if East Sac County CSD would entertain discussions regardingtwo way sharing (O-A CSD would send students to ESC CSD and in return ESC CSD wouldsend students to O-A CSD). The consensus of the Board was that although they are interested insharing discussions they are not interested in sending students to O-A CSD at this time.

    The Iowa Association of School Boards requested our Board to vote for a Director for ourDistrict. The two candidates are Al Hazelton of Harlan and Joseph Lally of Denison. Wilhelmmoved to cast our vote for Al Hazelton, Lynch seconded; motion carried 5-0.

    Board Policy 505.5 Graduation Requirements was presented for update and approval. The

    only change was to add CPR as a requirement. Stoltenberg moved to approve the updated policyas presented, Drost seconded; motion carried 5-0.

    Representatives of the girls basketball team were present to request the Board consider allowingPrincipal Fischer to volunteer as a coach for their program. There was discussion between theBoard and visitors. Mr. Fischer addressed the Board. Supt. Kruthoff addressed the Board. Aftermuch discussion, Wilhelm moved to reverse the administrative decision and to allow Mr. Fischerto volunteer with the girls basketball program, Lynch seconded; motion carried 4-1 with Rodmanvoting nay.

    The following resignations were presented for approval: Kale Braby School Liaison, Alyssa

    Maske Student Council, Davanh Chandavong Associate, and Sue Strong Food Service.Stoltenberg moved to approve the resignations, Drost seconded; motion carried 5-0. The Boardthanked them for their service to our district.

    The next regular meeting has been scheduled for 1/19/15 at 6:00 p.m. in the East Sac CountyHigh School Lake View.

    Wilhelm moved to adjourn, Stoltenberg seconded; motion carried 5-0. Meeting adjourned at7:30.

    The lowa Department of Education has accepted the recommendation from theCommission on Educator Leadership and Compensation to approve your TeacherLeadership and Compensation plan for the 2016-17 school year.

    While you may be disappointed your plan was not approved for the coming year, wehope that you will take advantage of the extended planning time. ln addition, you andyour team should feel a huge sense of accomplishment in reaching this importantmilestone. You will not need to revise and resubmit your application. We will provide

    additional details in the coming months with a process for submitting requests to modifyyour plan (should you choose to do so).

    Dear Superintendents,

    This moming, the Iowa Department of Education announced the nexl round of school districtsselected to participate in the Teacher Leadership and Compensation System. I would like to sharewith you the process the Department used to select these districts. As you may remember, theIowa General Assembly established the Commission on Educator Leadership and Compensation.This Commission includes 19 voting members from across Iolva. Among other roles, theCommission evaluates local Teacher Leadership and Compensation plans and makes approvalrecommendations to the Department. The Commission completed this process last week. TheDepartrnent has accepted the Commission's recommendations.

    The Commission recommended the Department approve school districts' TLC plans in the rankorder in which they were scored (provided the district met a minimum score of 73 on a 100-pointscoring rubric). The Commission believed there is sufflrcient geographic and size diversity in thehighest-scoring plans to simply approve them in orderuntil funds are no longer available. As aresult, the Commission recommended 74 district plans for approval for the 2015-16 school yearand 5l additional plans forthe 2016-17 school year. This approach ensuresthe approval ofthehighest-quality plans while also maintaining TLC as a statewide initiative representing eachgeographic region of Iowa and all sizes of school districts.

    The Deparfinent accepted the Commission's consensus-based recommendations in full becausewe believe the approved plans meet the intent of the teacher leadership legislation and adequatelyreflect the diversity in size and location of Iowa's schools. The Commission emphasized a high-quality bar, and ultimately the districts that met that bar represented a diverse range of districts.In the case in which more than one district had the same score and there were not enoughremaining resources to fund each of these plans, the Commission recommended the followingprocess:

    1) Eliminate from consideration districts scoring five or lower on any part of the application.2) If the tied districts scored above five on all parts of the application, select the district with

    the higher percentage of students qualifiiing for free or reduced-priced lunch.3) If the districts have the same percentage of students qualifying for free or reduced-priced

    lunch, select the district from the AEA or size tier that was underrepresented amongselected applicants.

    As was true last year, the scoring and selection processes were rigorous and fair. Commissionmembers scored only one part of each application. This process ensured scores were consistentacross applications. In addition, Commission members did not score the application of the schooldistrict with which they were personally affiliated. Once the scores were finalized, theCommission considered multiple options for selecting which school districts they would

    recommend to the Department. At this point, a list of district scores was created; Commissionmembers did not see the names of the school districts or the names of the afhliated AEAs.

    The Commission acknowledged that there was no perfect recommendation. The Commissionoperated under the assumption that $50 million will be appropriated forthe Teacher Leadershipand Compensation System in the coming year. The Commission made its recommendationsaccordingly, but also recognized there will be high-quality applications that will not be fundedthis year. While districts that were not accepted this year will be disappointed, this is a short-termchallenge. All districts that submit a high-quality plan will be able to participate in the 2016-17school year.

    I am incredibly grateful for the effort Commission members put into this process. On average,Commission members each spent more than 40 hours in a brief time period reviewing and scoringapplications. The Department could not have done this process at this level of quality withouttheir dedication.     An administrative position (superintendent, principal, associate principal or other position as defined bythe board) is considered full-time employment and the board expects administrators to give theresponsibilities of their positions priority over all other employment opportunities. Accordingly, duringthe duration of the administrative contract, administrators may not be employed in other paid positionsinside or outside ofthe school system without prior approval ofthe superintendent and/or board.Approval of any other paid employment shall be made on a case-by-case basis with no future precedentbeing set by any individual decisions made.     Hosting wrestling meets at the Wall Lake Facility

    1) Mat storage available at Wall Lake no moving mats.

    2) Does not affect PE schedule at Wall Lake.

    3) Will not lose two nights of use of the Lake View or Sac gyms.

    4) Concession concerns.

    5) Less scheduling conflicts.

    6) Made the following improvements to accommodate wrestling at Wall Lake.-Move scoreboards from Sac gym.-Updated PA system.-Made shower improvements in main two locker rooms.

    Concerns for not hosting wrestling meets at Wall Lake.

    The Issues I have remain the same: Locker Rooms We need 4 locker rooms Presently we use 3 locker roomsand the music room. The largest locker room is under the stage and it does not havea sink or a toilet, and I am not certain that the urinal works. One of the other lockerrooms is probably about 100 square feet. The 4th room is used as storage and isemptied out that day to be used for a locker room

    Internet Access This year the Association is mandating that we Live Score allduals. Last year in the Wall Lake gym, this was attempted and it did not work. Hasthe connection been strengthened?

    Safety The Association did tell us that the mat rule is to be enforced. I thinkthat I have presented to you an option that will work for this. The Association alsobrought to everyones attention that for dual meets the importance of a ten foot freezone from the edge of the mats. This is impossible in Wall Lake.

    To the Community of East Sac County:

    It is by faith and not by sight that I have learned to walk the journey of my life. Fouryears ago, I uprooted my daughters to a new adventure awaiting in Sac County, Iowa.Looking back on that spontaneous decision, I often smile thinking of how that randomdecision led me to the very place where I was able to find the words to our story.

    I write this letter of resignation with nothing but gratitude and an unexplainableattachment to a community that has somehow become part of the foundation of our roots.Thank you for that. Thank you for cultivating a community able to freely find the valuein our version of different .

    Because of your openness in accepting me as I am allowed me to find the better inmyself I did not know existed. I learned from you that teaching isn't about rules, orcurriculum, or making sure we follow the protocol. I learned that educating adolescentteenagers is simply about believing in them when they often don't believe in themselves.I learned that teachers have an innate ability to discover the better in each child, and helpthem learn how to freely give themselves to others who cross their path and spread theirincredible.

    The past 4 years spent at East Sac High School have allowed me to find my value in thisprofession. It has been within the walls of the high school in which I found my ability tolead my students to uncover their ability to think, reason, and communicate with validity.

    Sometimes it's not about the grade. It's about the people we meet on our life' s j ourney

    who somehow possess a key to unlocking what we didn't even know needed to beunlocked.

    I have absolutely no idea what story my daughters and I will be written into as thecoming months unfold. Please know that I write this letter of resignation with hope,peace, and a smile on my face as I get ready to meet my new and final group of East Sacsophomores ready to experience English II. I wanted to give the district an opportunity tofind a quality replacement because your kids matter to me. Thank you for investing in ourlives these past 4 years.

    As a final word, there simply is no perfect decision in life. It's a combination of finding

    your identity and purpose, and discovering your tribe in order to spread your ownincredible.
